Madhya Pradesh state government scheme
State Scholarship for Class 6th to 10th pays students of Madhya Pradesh's Denotified, Nomadic and Semi-Nomadic communities Rs 200 to Rs 1,200 a year by Direct Benefit Transfer. Boys in Classes 6 to 8 get Rs 200 and girls Rs 600, while boys in Classes 9 and 10 get Rs 600 and girls Rs 1,200. No income certificate is required and the school files the claim.
What is the State Scholarship for Class 6th to 10th for Denotified Communities?
State Scholarship for Class 6th to 10th is a school scholarship of the Government of Madhya Pradesh for children of Denotified, Nomadic and Semi-Nomadic communities, in Hindi, Vimukt, Ghumakkad evam Ardh-Ghumakkad jatiyan. The scheme is administered through the Vimukt, Ghumakkad and Ardh-Ghumakkad Welfare wing of the Backward Classes and Minorities Welfare Department, and the money is claimed and paid through the School Education Department's Shiksha Portal.
Denotified communities are groups that were listed as "criminal tribes" under colonial law and denotified after 1952, along with nomadic and semi-nomadic groups whose families historically travelled for a living. Madhya Pradesh has a large population from these communities, and their children have among the weakest school-retention records in the state. Madhya Pradesh set up the Rajya Vimukt, Ghumakkad evam Ardh-Ghumakkad Jati Vikas Abhikaran in 1996 as the state agency for their development, and this scholarship is one of the small, long-running school-level components of that effort.
The scholarship amounts are modest by design. What matters more is what the scheme deliberately leaves out. An income certificate and a pass requirement.
How much does the scholarship pay?
| Class | Boys, per year | Girls, per year |
|---|---|---|
| Class 6 to 8 | Rs 200 | Rs 600 |
| Class 9 and 10 | Rs 600 | Rs 1,200 |
Payment is annual and is credited by Direct Benefit Transfer into the account linked to the student through Samagra e-KYC. Girls are paid at three times the boys' rate in Classes 6 to 8 and twice the boys' rate in Classes 9 and 10, which is the sharpest girl-child weighting among Madhya Pradesh's small school scholarships.
Who is eligible for this scholarship?
A student is eligible if:
- The student belongs to a Denotified, Nomadic or Semi-Nomadic community notified in Madhya Pradesh and holds a community certificate from the competent revenue authority.
- The student is enrolled in Class 6, 7, 8, 9 or 10 in a school in Madhya Pradesh for the current session.
- The student has a Samagra ID mapped to the school and completed Aadhaar e-KYC.
- A bank account exists that DBT can reach, in the student's name or through the guardian-linked arrangement schools use for younger children.
A student cannot apply if:
- The family does not hold a Madhya Pradesh Denotified, Nomadic or Semi-Nomadic community certificate. This is not something a school can certify. It must come from the revenue authority.
- The student is outside Classes 6 to 10. Classes 1 to 5 and Classes 11 and 12 are covered by other schemes.
- The student studies outside Madhya Pradesh.
- The student belongs to a Scheduled Caste, Scheduled Tribe or general Backward Class and not to a denotified or nomadic community. Those groups have their own parallel scholarships on the same portal, and a student cannot claim two at once against the same Samagra ID.
Two conditions that trip up other scholarships do not apply here:
- No income certificate is required. Community status alone is the test.
- Failing a year does not end eligibility. A student who has failed one year continues to be eligible, which is the opposite of the first-division or promotion rules used in most other Madhya Pradesh school scholarships.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| DNT/NT/SNT community certificate | Yes | The defining condition; issued by the revenue authority |
| Samagra ID | Yes | The Shiksha Portal works only on Samagra |
| Aadhaar card | Yes | For Samagra e-KYC and bank seeding |
| School enrolment record | Yes | Current-session enrolment in Class 6 to 10 |
| Bank passbook copy | Yes | Account reachable by DBT |
| Income certificate | No | Explicitly not required |
How to apply for the scholarship
- Obtain the Denotified, Nomadic or Semi-Nomadic community certificate from the tehsildar or SDM if the family does not already hold one. Nothing else in the process works without it.
- Get a Samagra ID for the student and make sure the student is mapped to the school in the Samagra database. A child who moved school mid-year is often still mapped to the old one.
- Complete Aadhaar e-KYC against the Samagra ID at a Samagra kiosk, MP Online kiosk or Common Service Centre.
- Make sure a bank account exists that the DBT can reach, and have it Aadhaar-seeded at the branch.
- Submit the community certificate, Samagra ID, Aadhaar copy and bank passbook copy to the school office and ask the school to file the claim.
- The school's Shiksha Portal operator enters the claim on shikshaportal.mp.gov.in under the scholarship for denotified and nomadic community students for the current session.
- Ask the school to show you the entry and, later, the sanction status against the student's Samagra ID. This is the only tracking route, because there is no student login for this scheme.
How to check whether the scholarship has been sanctioned
- Ask the school office to open shikshaportal.mp.gov.in and search the student's record by Samagra ID.
- Open the scheme-wise entitlement or scholarship sanction screen for the current academic session.
- Read whether the claim shows as entered, sanctioned or paid.
- If it shows paid but no money reached the account, take the passbook to the bank branch and ask them to confirm Aadhaar seeding and NPCI mapping.
Why claims under this scholarship fail
- Community certificate not produced, or produced in a format issued outside Madhya Pradesh.
- Samagra e-KYC pending, which is the most common technical blocker.
- Student not mapped to the current school in Samagra, so the school cannot see the child at all in its portal list.
- Bank account dormant, not Aadhaar-seeded, or with a name mismatch.
- Category recorded wrongly in Samagra: a denotified-community child recorded as OBC will be claimed under the wrong scheme and paid a different amount, or not paid.
- School simply did not file the claim. Because the amounts are small, this scheme is more likely than most to be skipped in a busy school office, and a written request to the principal is the correct remedy.
What else Madhya Pradesh offers denotified and nomadic families
This scholarship is one small piece of a wider set of measures for Vimukt, Ghumakkad and Ardh-Ghumakkad families in Madhya Pradesh, and a family that qualifies for one usually qualifies for the others.
- The Rajya Vimukt, Ghumakkad evam Ardh-Ghumakkad Jati Vikas Abhikaran, constituted in 1996, is the state agency that runs self-employment programmes and basic infrastructure works for these communities.
- Mukhyamantri Vimukt, Ghumantu evam Ardh-Ghumantu Swarojgar Yojana offers credit-linked self-employment support to adults from these communities.
- The Excellent Work Award Scheme for Social Workers of De-notified Communities recognises community-level work in the same population.
- Hostel, pre-matric and post-matric scholarship routes run by the Backward Classes and Minorities Welfare Department also admit denotified-community students.
The single document that unlocks all of them is the community certificate. Families in nomadic and semi-nomadic groups often do not hold one, because obtaining it requires a settled address and revenue records that a travelling family may never have assembled. Getting that certificate issued once, from the tehsildar or SDM of the district where the family is currently resident, is worth far more than the Rs 200 to Rs 1,200 a year this particular scholarship pays, because it is the gate to everything else.
Parents should also make sure the category field in the Samagra record actually says denotified, nomadic or semi-nomadic. A large share of the failures in this scheme are not refusals at all. The child was simply recorded as OBC in Samagra years earlier, so the school's portal list never showed them under this scholarship.
Where to get help
- School principal, the person who actually files the claim.
- Samagra helpline: 0755-2558395 for Samagra ID, mapping and e-KYC problems.
- District Backward Classes and Minorities Welfare office for community certificate and category classification issues.
- MP CM Helpline: dial 181 to log a written grievance with a tracking number if the school or district office does not act.
This scholarship is free to claim. No school staff member, kiosk operator or agent may charge a fee to enter the claim, and no fee is payable for the Samagra e-KYC that the scheme depends on.

Frequently asked questions
How much does the State Scholarship for Denotified Communities pay?
The scholarship pays Rs 200 a year to boys and Rs 600 a year to girls in Classes 6 to 8, and Rs 600 a year to boys and Rs 1,200 a year to girls in Classes 9 and 10. The amounts are annual, not monthly, and are credited by Direct Benefit Transfer.
Who is eligible for this scholarship?
A student who belongs to a Denotified, Nomadic or Semi-Nomadic community notified in Madhya Pradesh and is enrolled in Class 6 to 10 in a Madhya Pradesh school is eligible. Community status and enrolment are the only real tests.
Is an income certificate needed for this scholarship?
No, an income certificate is not required for this scheme. That is a deliberate design choice, because families in nomadic and semi-nomadic communities frequently cannot produce a settled address or a tehsil income certificate.
Who cannot apply for this scholarship?
Students who do not hold a Madhya Pradesh Denotified, Nomadic or Semi-Nomadic community certificate are not eligible, and neither are students outside Classes 6 to 10 or studying outside Madhya Pradesh. Scheduled Caste, Scheduled Tribe and general Backward Class students are covered by their own parallel scholarships instead.
What happens if the student fails a class?
A student who has failed one year remains eligible for the scholarship, which is unusual among Madhya Pradesh school scholarships and is meant to keep at-risk children in school rather than push them out.
Do I have to reapply every year?
A fresh application is not needed while the student stays within the same class band: Classes 6 to 8, or Classes 9 and 10. The school still has to confirm enrolment on the Shiksha Portal each session for the payment to be generated.
How do I apply for this scholarship?
Give the community certificate, Samagra ID, Aadhaar and bank passbook copy to the school office, and the school enters the claim on shikshaportal.mp.gov.in. There is no student-facing form and no fee at any stage.
