What is the Sindhu Darshan Scheme in Madhya Pradesh?

Sindhu Darshan Scheme is a pilgrimage-assistance scheme of the Department of Religious Trusts and Endowments, Government of Madhya Pradesh. The department lists it on its portal in Hindi as "Laddakh sthit Sindhu Darshan Yojana", and states its object plainly: to provide financial help to pilgrims of the state who travel for the Sindhu Darshan pilgrimage.

Sindhu Darshan refers to the annual Sindhu Darshan Utsav, held each June on the banks of the Indus (Sindhu) river at Shey, near Leh in Ladakh. The festival began in 1997 and draws pilgrims from across India who carry water from their own rivers and pour it into the Indus. Because Ladakh is roughly 2,000 kilometres from Bhopal and the journey involves rail or air travel plus high-altitude road travel, the trip is expensive for an ordinary household, which is the gap this scheme was created to narrow.

Sindhu Darshan Scheme does not organise the journey. Unlike Mukhyamantri Tirth Darshan Yojana, where the state books a special train and pays for food and lodging, Sindhu Darshan works as a post-journey reimbursement. The pilgrim is selected by the department, travels at their own cost, keeps the bills, and then claims a share of the expense back from the District Collector.

The core terms of the scheme are:

  • Reimbursement of 50 per cent of the travel expense actually incurred.
  • A hard ceiling of Rs 10,000 per pilgrim, whichever is lower.
  • Benefit available once in a lifetime per pilgrim.
  • Claim to be filed within 60 days of completing the yatra.
  • Sanction and payment handled by the District Collector.

Who is eligible for the Madhya Pradesh Sindhu Darshan Scheme?

You qualify if all of the following are true:

  • You are a resident of Madhya Pradesh and can prove it with a domicile document, Samagra ID or equivalent record.
  • You have been selected for the Sindhu Darshan yatra by the Department of Religious Trusts and Endowments. Selection is the gateway condition; travelling to Leh privately without being on the department's list does not create a claim.
  • You are not an income-tax payer. Madhya Pradesh applies this filter across its pilgrimage schemes.
  • You have actually completed the pilgrimage and can produce a certified record of the journey along with original expense bills.

You cannot apply if any of these apply to you:

  • You are not domiciled in Madhya Pradesh, even if you travelled with a Madhya Pradesh group. Other states — Rajasthan, Gujarat and, since 2026, Bihar: run their own Sindhu Darshan reimbursement schemes for their own residents.
  • You were not selected by the department for the yatra.
  • You are an income-tax payer.
  • You have already drawn the Sindhu Darshan benefit once in your lifetime.
  • Your claim reaches the Collector more than 60 days after the journey ended.
  • You cannot produce original tickets and bills; a reimbursement scheme cannot compute 50 per cent of an expense that was never evidenced.

What documents are required for the Sindhu Darshan claim?

Document Mandatory Notes
Madhya Pradesh domicile / residence proof Yes Domicile certificate, voter ID or Samagra ID
Aadhaar card Yes Identity, and matching of the bank account
Selection intimation for the yatra Yes Issued by the Dharmasva department
Certified record of the completed journey Yes Counter-signed as required by the yatra organisers
Original tickets and expense bills Yes Rail, air, bus and lodging receipts
Self-declaration of non-income-tax-payer status Yes Standard condition in MP pilgrimage schemes
Bank passbook copy Yes For direct credit of the sanctioned amount

Keep photocopies of everything you hand in. Once originals go into the collectorate file they are usually not returned, and you will want a personal set if you have to follow up.

How to apply for the Madhya Pradesh Sindhu Darshan Scheme

  1. Watch for the selection call. The Department of Religious Trusts and Endowments announces the Sindhu Darshan yatra for the year on dharmasva.mp.gov.in, and district collectorates circulate it locally. Register your interest with the collectorate or the department when the call is issued.
  2. Get selected and travel. Once your name is on the department's list, undertake the journey to Leh for the Sindhu Darshan Utsav. Pay for the travel yourself and collect every ticket, boarding pass and lodging bill.
  3. Obtain the certified record of the journey. Have your participation in the yatra certified in the manner the department prescribes. This is the document that proves you did not merely book a ticket.
  4. Fill the prescribed claim form. The form is available at the District Collector's office. Enter your personal details, the dates of travel, the total expense claimed and your bank account number with IFSC.
  5. Submit the claim to the District Collector within 60 days of completing the yatra, attaching the domicile proof, Aadhaar, selection intimation, journey record, original bills, the non-income-tax-payer declaration and the bank passbook copy.
  6. Collect the acknowledgement with a diary or inward number. Quote that number in every follow-up.
  7. Track the sanction. The collectorate verifies the documents, computes 50 per cent of the admitted expense, caps it at Rs 10,000, sanctions the amount and releases it to your bank account.

There is no online submission route for this claim. It is filed on paper at the district level, which is why the acknowledgement slip matters so much.

How much does a Sindhu Darshan pilgrim actually receive?

Sindhu Darshan Scheme pays half of the verified expense, capped at Rs 10,000. Two worked examples make the arithmetic clear:

  • A pilgrim who spends Rs 14,000 on the round trip is entitled to 50 per cent, that is Rs 7,000, which is below the cap and so is paid in full.
  • A pilgrim who spends Rs 32,000 is entitled on paper to Rs 16,000, but the ceiling applies and the payment is Rs 10,000.

Because most rail-plus-road itineraries from Madhya Pradesh to Leh cost well above Rs 20,000, the majority of successful claimants receive the flat ceiling amount of Rs 10,000 rather than a true half share.

The money is paid after the journey, into the pilgrim's own bank account. There is no advance, no travel voucher and no reimbursement of expenses incurred by a family member who did not travel.

How do I check the status of my Sindhu Darshan claim?

Since the claim is processed offline, status checking is also offline:

  1. Take your acknowledgement or inward number to the section of the District Collector's office that handles Dharmasva schemes.
  2. Ask whether the file is at verification, sanction or payment stage.
  3. If the file is at payment stage, check your bank statement for the credit.
  4. If it has been pending unusually long, lodge a complaint on the Madhya Pradesh CM Helpline by dialling 181 and quote the acknowledgement number.

Why do Sindhu Darshan claims get rejected?

  • Claim filed after the 60-day window. The most frequent cause.
  • Applicant was never on the department's selection list, so no entitlement arises even though the journey happened.
  • Missing or photocopied tickets. Verification needs the original expense evidence.
  • No proof of Madhya Pradesh domicile, or a domicile document in a different spelling of the name.
  • Income-tax payer status discovered at verification.
  • Second claim by a pilgrim who already used the once-in-a-lifetime benefit.
  • Bank details that do not match the applicant's name, which stalls the transfer even after sanction.

Most of these are correctable if you act quickly. A rejection for missing bills can often be cured by producing the counterfoils; a rejection for a lapsed deadline usually cannot.

Who do I contact about the Sindhu Darshan Scheme?

According to the department's own contact page:

  • Department of Religious Trusts and Endowments, Mantralaya: 74 D, Vallabh Bhavan, Bhopal 462008. Phone 0755-2512091.
  • Directorate of Religious Trusts and Endowments: Simhastha Mela Office, Kothi Road, Ujjain. Phone 0734-2991135.
  • Madhya Pradesh Tirtha Sthan evam Mela Pradhikaran: E-15, 45 Bungalows, Bhopal 462003. Phone 0755-2575536.

Applying for the Sindhu Darshan reimbursement is free. No agent can charge you a fee to place your name on the yatra list or to move your claim file, and the department does not appoint private intermediaries for either step.

Frequently asked questions

How much money does the Madhya Pradesh Sindhu Darshan Scheme give?

Sindhu Darshan Scheme reimburses 50 per cent of the travel expense actually incurred, subject to a maximum of Rs 10,000 per pilgrim. The reimbursement is paid after the yatra is completed and the bills are verified, not before departure, so the pilgrim funds the journey first and claims later.

Who runs the Sindhu Darshan Scheme in Madhya Pradesh?

The Department of Religious Trusts and Endowments (Dharmik Nyas evam Dharmasva Vibhag) runs the scheme, and it is listed on the department portal at dharmasva.mp.gov.in as "Laddakh sthit Sindhu Darshan Yojana". The Directorate at Ujjain and the District Collectors handle field-level work.

Where do I submit the Sindhu Darshan reimbursement claim?

Submit the claim at the office of your District Collector in Madhya Pradesh. The Collector's office invites and verifies the applications, checks the expense bills against the certified record of the journey, and then sanctions and disburses the grant.

Is there a time limit for claiming under the Sindhu Darshan Scheme?

Yes — the claim must be filed within 60 days of completing the pilgrimage. A claim submitted after that window is liable to be rejected as time-barred, which is the single most common reason Sindhu Darshan claims fail.

Can I claim the Sindhu Darshan benefit more than once?

No. The Sindhu Darshan benefit is a once-in-a-lifetime reimbursement. A pilgrim who has already drawn it cannot claim it again for a later yatra, and duplicate claims are struck out at the Collector's verification stage.

Do income-tax payers get the Sindhu Darshan reimbursement?

No, income-tax payers are not eligible. Madhya Pradesh's pilgrimage assistance schemes, including Sindhu Darshan and the Mukhyamantri Tirth Darshan Yojana, are aimed at residents who do not pay income tax.

When does the Sindhu Darshan yatra take place?

The Sindhu Darshan Utsav is held every year in June on the banks of the Indus at Shey near Leh in Ladakh, and the Madhya Pradesh contingent travels around those dates. Watch dharmasva.mp.gov.in and your district collectorate notices for the year's selection call.

Is the Sindhu Darshan Scheme the same as Mukhyamantri Tirth Darshan Yojana?

No, they are separate schemes run by the same department. Mukhyamantri Tirth Darshan Yojana sends senior citizens aged 60 and above on a free organised pilgrimage, while Sindhu Darshan is a partial cash reimbursement of a journey the pilgrim has already made to Ladakh.
