What is Shram Kalyan Shaikshanik Chhatravritti Yojana?

Shram Kalyan Shaikshanik Chhatravritti Yojana is the education scholarship run by the Madhya Pradesh Shram Kalyan Mandal, the Labour Welfare Board that sits under the state Labour Department. The Board lists the same benefit in English as the Academic Scholarship Scheme, so a reader who has seen both names is looking at one scheme, not two.

The money does not come from the general budget. It comes from the Labour Welfare Fund created by the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982, a fund built from small periodic contributions paid by workers and matched by their employers in notified factories and establishments. The Board is then required to spend that fund on the welfare of those workers and their families, and education is the largest head of that spending.

Shram Kalyan Shaikshanik Chhatravritti Yojana therefore behaves less like a general state scholarship and more like an employment-linked entitlement: the qualifying test is not caste or board rank, it is whether the parent's workplace pays into the Fund.

Who is eligible for Shram Kalyan Shaikshanik Chhatravritti Yojana?

A student can claim the scholarship when all of these hold:

  • The student is a permanent resident of Madhya Pradesh.
  • The mother or father is employed as a worker in a factory or establishment located in Madhya Pradesh and covered by the Labour Welfare Fund Act, 1982, with contributions actually being deducted.
  • The student is a regular student of Class 5 or any higher class, or of a recognised graduation, postgraduation, ITI, polytechnic, DCA, PGDCA, engineering or medical course.
  • The student holds a savings bank account in their own name.
  • Not more than one sibling is claiming in the same academic year.

A student is not eligible when:

  • The parent holds a managerial post. Children of officers and employees working in a managerial capacity are expressly excluded, the scheme is meant for wage-earning workers.
  • The parent's employer is not covered by the 1982 Act, for example an establishment in another state or one outside the notified categories.
  • The student is already drawing a scholarship for the same academic year from another department, since two scholarships for one year are not permitted.
  • The application is for a third child of the same worker.
  • The student is not enrolled as a regular candidate, or the institution refuses to certify enrolment.

Caste and religion are irrelevant to eligibility here. So is board rank, this is a need-and-employment based scholarship, not a merit prize.

How much does Shram Kalyan Shaikshanik Chhatravritti Yojana pay?

The Board fixes the scholarship rate separately for each class and course and publishes the rate table with the year's application notice. A Class 5 student draws a smaller amount than a student in an engineering, MBBS or postgraduate programme, because the rate is meant to track the real cost of the level of study.

Since the rate schedule is revised from time to time, check the current circular on the Shram Kalyan Mandal portal before applying rather than trusting an amount quoted on a news or aggregator site. The Board's own notification is the only figure worth planning around.

The scholarship is an annual, one-time payment for the academic year applied for. It is not a monthly stipend and it is not a fee waiver. The student or family still pays the institution, and the scholarship reimburses part of that cost afterwards.

How to apply for Shram Kalyan Shaikshanik Chhatravritti Yojana

  1. Open shramkalyanmandal.mponline.gov.in and go to the academic scholarship link for the running academic year.
  2. Complete Aadhaar authentication for the student and for the worker parent. The form cannot be filled until both verify.
  3. Enter the student's details — class or course, institution name and address, and the parent's employment details, including the name of the establishment and its Labour Welfare Fund registration.
  4. Enter the student's bank account number and IFSC code exactly as printed on the passbook.
  5. Upload the photograph, previous mark sheet, passbook page, Aadhaar copy and institution certificate.
  6. Submit and take a printout of the completed application.
  7. Collect four signatures on the printout, student, parent, employer (with establishment seal) and head of the institution.
  8. Dispatch the signed printout with document photocopies to the regional Labour Welfare office of your district before the last date, keeping the speed post receipt.

How to apply if you cannot use the portal yourself

  1. Go to any MPOnline kiosk with your documents and ask the operator to file the academic scholarship form; a small notified service charge applies.
  2. Ask the welfare officer or HR department of the parent's factory. In most covered establishments the welfare officer collects and forwards workers' children's applications in a batch, which also solves the employer certification step.
  3. Visit the regional Shram Kalyan Mandal office for your district, where the current year's notice, rate table and form format are available.

How do I track my application and payment?

Log in again on the Shram Kalyan Mandal portal with your application number to see the stage of processing: submitted, verified by the institution, verified by the regional office, sanctioned or rejected. Payment is made by electronic transfer into the student's account after sanction, so the bank credit message is the final confirmation.

If the status has not changed for several weeks after the closing date, take the application number and the postal receipt to the regional office. The hard copy not having been received is the most common reason a case sits idle.

Common reasons for rejection and how to avoid them

  • Only the online form was submitted. The signed hard copy is not optional.
  • Employer certificate missing, unsigned or without the establishment seal.
  • Bank account in the parent's name, so the electronic transfer bounces.
  • Spelling mismatch between Aadhaar, mark sheet and bank record.
  • Managerial-cadre parent, which is an express exclusion.
  • Second scholarship for the same year from another department.
  • Third child of the same worker applying.
  • Application dispatched after the last date. The Board's instructions say applications received after the prescribed period are not considered and no action is taken on them.

Checking the four signatures and the bank name field before dispatch removes most of this risk.

What are the key dates?

Shram Kalyan Shaikshanik Chhatravritti Yojana opens once a year, after school and college results are declared and admissions are complete, and closes on a fixed date notified by the Board. There is no rolling window. Because the dates shift from year to year, watch the announcements section of the Shram Kalyan Mandal portal and the notice board of the regional Labour Welfare office at the start of the academic session.

How do I raise a grievance?

Write first to the regional office of the Madhya Pradesh Shram Kalyan Mandal that received your hard copy, quoting the application number and the dispatch date. If there is no reply, escalate to the Welfare Commissioner, Madhya Pradesh Shram Kalyan Mandal, and register the same complaint on the Madhya Pradesh CM Helpline at 181 so that it carries a tracking number.

The Board charges no fee for this scholarship. Anyone demanding money to get a name sanctioned is not acting for the Board, and the demand should be reported in writing to the regional office.

Frequently asked questions

What is Shram Kalyan Shaikshanik Chhatravritti Yojana?

Shram Kalyan Shaikshanik Chhatravritti Yojana is the education scholarship of the Madhya Pradesh Shram Kalyan Mandal for the children of industrial workers. It is the same benefit that the Board lists in English as the Academic Scholarship Scheme, funded from the Labour Welfare Fund created under the 1982 Act.

From which class does the scholarship start?

The scholarship starts from Class 5 and continues to higher levels, including Class 12, graduation, postgraduation, ITI, polytechnic diploma, DCA, PGDCA, engineering and MBBS.

Do both parents need to be workers?

No. Either the mother or the father must be a worker in a Madhya Pradesh establishment covered by the Labour Welfare Fund Act, 1982. One qualifying parent is enough.

Can three children of the same worker apply?

No. The scheme is capped at 2 children per worker family, so a third child is not eligible in the same academic year even if otherwise qualified.

Can a student who already has another government scholarship apply?

No — a student drawing a scholarship from another department for the same academic year cannot apply, because the Board does not allow two scholarships for the same year.

Does the scholarship renew automatically each year?

No. A fresh application has to be filed every academic year with the latest mark sheet and a fresh institution certificate; there is no automatic carry-forward.

Where does the money go?

The sanctioned amount is transferred electronically into the student's own bank account. An account in a parent's name will cause the payment to fail.
