What is the Academic Scholarship Scheme of the Madhya Pradesh Labour Welfare Board?

The Academic Scholarship Scheme is a welfare benefit run by the Madhya Pradesh Shram Kalyan Mandal, the state's Labour Welfare Board, for the school-going and college-going children of industrial workers. In Hindi the scheme is called the Shram Kalyan Shaikshanik Chhatravritti Yojana, and both names refer to the same benefit, administered from the same portal.

The Board draws its legal authority from the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982. That Act creates a Labour Welfare Fund financed by periodic contributions from employees and their employers in notified factories and establishments. The Board then spends that fund on worker welfare, and the academic scholarship is one of the largest and best-known items of that spending.

The scheme exists because industrial wages in Madhya Pradesh often do not stretch to school fees, uniforms, hostel charges and tuition for two or three children at once. Rather than a loan or a subsidy routed through an institution, the Board pays a direct scholarship into the student's own bank account.

Key features

  • Administered by the Madhya Pradesh Shram Kalyan Mandal, Labour Department.
  • Covers students from Class 5 through to graduation, postgraduation and professional or technical courses.
  • Limited to 2 children per worker family in an academic year.
  • Paid by electronic transfer directly into the student's account.
  • Applications are filed on the Shram Kalyan Mandal portal operated through MPOnline, then confirmed with a signed hard copy.

Who is eligible under the Labour Welfare Board scholarship?

You can claim the scholarship if:

  • The student is a permanent resident of Madhya Pradesh.
  • The student's mother or father is employed in a factory or establishment situated in Madhya Pradesh that is covered by the Labour Welfare Fund Act, 1982, and contributions to the Fund are actually being deducted.
  • The student is enrolled as a regular student in Class 5 or above, or in a recognised graduation, postgraduation, ITI, polytechnic, DCA, PGDCA, engineering or medical course.
  • The student has a bank account in their own name.
  • No more than one other child of the same worker is already claiming for the same academic year.

You are not eligible if:

  • The parent works in a managerial or supervisory-officer capacity in the establishment. The Board's rules exclude children of officers and employees working in a managerial capacity, because the scheme is aimed at wage workers.
  • The parent's establishment is outside the coverage of the 1982 Act, for example a purely agricultural holding, a domestic employer, or an establishment in another state.
  • The student is already receiving a scholarship for the same academic year from another department of the state or central government. Double benefit for the same year is not allowed.
  • The family is claiming for a third child in the same year.
  • The student has dropped out, is enrolled as a private or non-regular candidate, or has failed and is repeating the same class, depending on the year's notified conditions.

There is no separate caste condition. A worker's child from any category: SC, ST, OBC or general: can apply, provided the employment condition is satisfied.

How much money does the Labour Welfare Board scholarship give?

The scholarship rate is fixed by class and by course, and the Board notifies the applicable schedule for each academic year. A Class 5 student and a student in an engineering or MBBS programme do not draw the same amount. The higher and professional courses carry a higher rate because their fees are higher.

Because the schedule is revised from time to time, the safe approach is to open the current year's scheme circular on the Shram Kalyan Mandal portal before applying, rather than relying on an amount quoted on a private website. The Board publishes the rate table together with the year's application notice.

The payment is a one-time annual scholarship for the academic year applied for. It is not a monthly stipend, and it does not renew automatically, a fresh application has to be filed each year with the fresh mark sheet.

How to apply for the Labour Welfare Board academic scholarship

  1. Open the Shram Kalyan Mandal portal at shramkalyanmandal.mponline.gov.in and go to the academic scholarship section for the current academic year.
  2. Register the student and complete Aadhaar authentication for both the student and the worker parent. The form will not proceed until both Aadhaar numbers verify.
  3. Fill in the application: student's name, class or course, name and address of the institution, the parent's name, the name and registration details of the employer establishment, and the student's bank account number and IFSC code.
  4. Upload the scanned documents: passport photograph in JPEG, previous year's mark sheet, first page of the bank passbook, Aadhaar copy and the institution certificate.
  5. Submit the form and print the filled application.
  6. Get the printout signed by the student, the parent, the employer (with the establishment's seal) and the head of the institution.
  7. Send or deliver the signed hard copy with photocopies of the documents to the regional Labour Welfare office for your district, within the notified deadline. Speed post with proof of dispatch is the usual route.
  8. Note the application number generated online. You will need it to check status.

How to apply offline or with help

  1. Visit the regional office of the Madhya Pradesh Shram Kalyan Mandal for your district and ask for the current year's academic scholarship notice and form.
  2. Alternatively, use any MPOnline kiosk. The kiosk operator can fill and submit the online form for a small notified service charge.
  3. Ask the employer's HR or welfare officer; in most covered factories, the welfare officer collects the workers' children's forms and forwards them together, which is the fastest route because the employer certification is handled in-house.

How do I check the status of my application?

Log back into the Shram Kalyan Mandal portal with the application number and the registered mobile number to see the current stage: submitted, verified by the institution, verified by the regional office, sanctioned, or rejected. Once sanctioned, the payment appears in the student's bank account by electronic transfer, and the bank SMS is the practical confirmation.

If the online status has not moved for several weeks after the deadline, contact the regional Labour Welfare office with the application number and the postal receipt of the hard copy.

Why do Labour Welfare Board scholarship applications get rejected?

  • Hard copy never reached the office. This is the single most common cause. The online form alone does not complete the application.
  • Employer certificate missing or unsigned, so the Board cannot confirm that the parent is a covered worker.
  • Bank account in the parent's name, not the student's. Electronic transfer then fails.
  • Name mismatch between Aadhaar, the mark sheet and the bank record.
  • Third child of the same worker applying in the same year.
  • Parent in a managerial post, which is an express exclusion.
  • Application filed after the last date, which the Board does not condone.

Most of these are fixable only in the next cycle, so it is worth checking the signatures and the bank details before dispatching the hard copy.

Key dates to watch

The Board opens the academic scholarship window once a year, after results are declared, and closes it on a fixed date. There is no rolling window and no extension as a matter of course. Watch the notice board of the regional Labour Welfare office and the announcements section of the Shram Kalyan Mandal portal around the start of the academic session.

Where do I complain if something goes wrong?

Raise a written grievance first with the regional office of the Madhya Pradesh Shram Kalyan Mandal that received your hard copy, quoting the application number and the date of dispatch. If the regional office does not respond, escalate to the Welfare Commissioner, Madhya Pradesh Shram Kalyan Mandal, whose office address is published on the portal, and in parallel lodge the complaint on the Madhya Pradesh CM Helpline at 181.

No fee is charged by the Board for this scholarship. Any person who asks for money to "get your name approved" is not acting for the Board, and the demand should be reported to the regional office.

Frequently asked questions

Who runs the Academic Scholarship Scheme of the Labour Welfare Board?

The Madhya Pradesh Shram Kalyan Mandal (Labour Welfare Board), under the state Labour Department, runs the scheme. The Board is constituted under the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982, and funds the scholarship from the Labour Welfare Fund built out of employer and employee contributions.

How many children of one worker can get this scholarship?

A maximum of 2 children per worker family can receive the scholarship. If a worker has more than two children studying, only two applications will be admitted for that academic year.

Which classes and courses are covered?

Classes 5 to 12 and higher education are covered, including graduation, postgraduation, ITI, polytechnic diploma, DCA, PGDCA, engineering and MBBS. The exact rate payable differs by class and course and is notified by the Board each year.

Who cannot apply for this scholarship?

Children of officers and employees working in a managerial capacity are not eligible, even if the establishment is covered by the Act. Students whose parents work in an establishment outside the scope of the Labour Welfare Fund Act, and students already drawing a scholarship for the same year from another department, are also excluded.

Is the application fully online?

No: the form is filled online, but a printed copy signed by the student, the parent, the employer and the head of the institution must also reach the regional Labour Welfare office. An online-only submission is treated as incomplete.

How is the scholarship money paid?

The scholarship is paid by electronic transfer into the student's own bank account after the Board approves the application. Payment into a parent's account is not made, which is why the passbook must be in the student's name.

What happens if I apply after the last date?

A late application is not considered. The Board's own instructions state that applications received after the prescribed period will not be taken up and no action will be initiated on them, so the notified window has to be watched each year.
