Widow / Destitute Certificate in Madhya Pradesh
Madhya Pradesh state government scheme
Madhya Pradesh does not issue a standalone widow certificate. The state proves widowhood through the husband's registered death certificate read together with the applicant's 9-digit Samagra ID, and the Social Justice Department uses that pair to sanction the Rs 600 a month Mukhyamantri Kalyani Pension. Apply at socialsecurity.mp.gov.in or a Lok Seva Kendra.
Widow / Destitute Certificate in Madhya Pradesh is a document readers search for by name and will not find as a notified service, because Madhya Pradesh does not issue one. What the state does instead is treat two documents together as conclusive: the husband's death certificate registered with the Registrar of Births and Deaths, and the applicant's 9-digit Samagra ID. That pair, entered on the state social security portal at socialsecurity.mp.gov.in, is what actually unlocks the Rs 600 a month Mukhyamantri Kalyani Pension and the department's other widow and abandoned-woman pensions.
What does Madhya Pradesh use instead of a widow certificate?
Madhya Pradesh runs welfare identification through Samagra, the state's family and member database. Every resident household has a family Samagra ID and every member a 9-digit member ID, and the pension portal is built on top of it: entering the Samagra ID at socialsecurity.mp.gov.in auto-fills name, age, address and category, so the pension form is a verification exercise rather than a data-entry one. Widowhood is recorded against the Samagra record once the husband's death is registered, and the death certificate is the evidence that supports it.
The Department of Social Justice and Divyangjan Welfare is the department that sanctions. The MP Lok Seva Guarantee portal lists its services explicitly, and among them are the Mukhyamantri Kalyani Pension Scheme, described as the social security widow pension and notified on 19 February 2018, the Indira Gandhi National Widow Pension Scheme for first-time approval and disbursement, notified on 25 September 2012, and the social security abandoned woman pension, also notified in February 2018. Each of those is a notified public service under the Madhya Pradesh Lok Seva Guarantee Adhiniyam, 2010, which means each carries a time limit and a penalty on the official who misses it. The Act provides for penalties running from Rs 500 to Rs 5,000.
Who can and who cannot apply?
A widow aged between 18 and 79 years, a native of Madhya Pradesh, whose name appears on the Samagra portal, can apply for the Mukhyamantri Kalyani Pension. The district administration's published criteria set exactly these bounds, and the Rs 600 monthly pension is paid by Direct Benefit Transfer into her own bank account.
A woman who is an income tax payer cannot apply. The scheme requires a self-attested declaration of non-taxpayer status.
A woman who is a government employee or officer cannot apply, and this too is covered by a self-attested declaration on the form.
A woman already receiving a family pension cannot apply. This is the exclusion that catches the largest number of applicants in practice, the widow of a government servant drawing family pension is provided for already and is outside the Kalyani scheme.
A woman already receiving any other pension scheme benefit cannot apply. Drawing an old-age pension and the Kalyani pension together is not permitted, and the Samagra-linked database is designed to catch exactly that duplication.
A woman whose husband's death was never registered cannot proceed. The death certificate is not optional; register the death with the gram panchayat, nagar parishad, nagar palika or nagar nigam for the place of death first, and where more than a year has passed be ready for the delayed-registration route.
A destitute or abandoned woman who is not a widow has her own route, the social security abandoned woman pension, which does not ask for a death certificate and instead rests on local body verification against the Samagra record.
How to apply for widow status and pension in Madhya Pradesh
- Register the husband's death, if it is not already registered, with the Registrar of Births and Deaths at the gram panchayat or urban local body for the place of death, and obtain two or three copies of the death certificate.
- Check that your name and correct age appear on the Samagra portal and note your 9-digit Samagra member ID. If Samagra shows a wrong age or a misspelt name, correct it there first, because the pension form copies whatever Samagra holds.
- Go to socialsecurity.mp.gov.in and open the online application for pension. Enter the Samagra ID so the form auto-fills, then select the Kalyani scheme — the state's widow pension; or the abandoned woman pension if that is the correct category.
- Upload the supporting set: Aadhaar card, Samagra ID, age proof, the husband's death certificate and the bank passbook page showing an Aadhaar-linked account in your own name.
- Complete the self-attested declarations that you are not an income tax payer, not a government employee or officer, and not drawing a family pension or any other pension.
- Applicants who prefer paper submit the same form with two photographs to the District or Janpad Panchayat in rural areas, or to the municipal corporation, municipal council or nagar parishad office in urban areas, or file it through a Lok Seva Kendra under the Lok Seva Guarantee system.
- Keep the acknowledgement number. It is what you quote when following up and what you need if you have to invoke the Lok Seva Guarantee time limit.
What does it cost and who should you pay?
The pension application is free. There is no charge for the form at the Janpad Panchayat or the municipal office, and no charge for submitting online at socialsecurity.mp.gov.in from your own phone. The only money that legitimately changes hands is the registrar's fee for the death certificate and the fixed, receipted Lok Seva Kendra charge if you choose to file through a kendra rather than by yourself.
Madhya Pradesh built the Lok Seva Kendra network and the Samagra portal precisely to remove the middleman from this transaction. Anyone offering to "get the widow pension sanctioned" for a commission is selling access to a free online form. Pay only against a printed receipt, and never hand over your Samagra ID and bank passbook to an agent.
How do I check my application status?
Check the status on socialsecurity.mp.gov.in, which carries the pension application and beneficiary lookups, using the Samagra ID or the application number. The portal also publishes pension beneficiary lists, so a sanctioned pension can be confirmed by name and Samagra ID rather than by asking the office.
Where a file has not moved, the Lok Seva Guarantee route is the lever. Because the widow pension services are notified under the Madhya Pradesh Lok Seva Guarantee Adhiniyam, 2010, an application not decided within its stipulated time limit can be taken to the first appellate officer, and the Act attaches a penalty of Rs 500 to Rs 5,000 on the public servant responsible.
Does the proof need renewal?
A death certificate never expires and does not need renewal, so a widow does not re-prove her widowhood in Madhya Pradesh. What is reviewed instead is continuing eligibility: the pension is conditional on remaining a non-taxpayer, remaining outside government service and not drawing any other pension or family pension. Remarriage ends eligibility for the widow pension, and so does turning 80, at which point the applicant moves into the old-age pension track rather than staying on Kalyani.
Keep the Samagra record current. A change of address between districts, a new bank account, or a mobile number change all need updating in Samagra, because the payment and the notifications both follow that record.
Why do these claims get rejected in Madhya Pradesh?
The first cause is an unregistered death, where the family holds a hospital paper but never went to the registrar. The second is a mismatch between the Samagra record and the death certificate. A husband's name spelt differently in the two places is enough to stop the file.
The third is the family pension exclusion. Widows of government servants apply in good faith and are rejected because they already draw family pension.
The fourth is a bank account that is not Aadhaar-linked or is not in the applicant's own name, which produces a sanction that never actually pays. The fifth is age: the Kalyani pension runs 18 to 79, and an age wrongly recorded in Samagra will disqualify a woman who is in fact eligible.
Where do I complain or get help?
Start with the office that received the file. The Janpad Panchayat in a rural area, the municipal corporation, council or nagar parishad in an urban one: quoting your acknowledgement number and Samagra ID. Escalate through the Lok Seva Guarantee appeal route, since the widow pension services are notified under the 2010 Act with a stipulated time limit and a defined appellate officer for each service.
For questions about the pension itself, the Department of Social Justice and Divyangjan Welfare publishes scheme details at socialjustice.mp.gov.in, and the state social security portal at socialsecurity.mp.gov.in carries the application, the beneficiary lists and the departmental forms.

Frequently asked questions
Does Madhya Pradesh issue a separate widow certificate?
No — Madhya Pradesh does not publish a standalone widow certificate as a notified service. Widowhood is proved by the husband's registered death certificate read together with the applicant's Samagra ID, and the Social Justice and Divyangjan Welfare Department accepts that pair as the basis for pension sanction.
What is the Samagra ID and why does it matter here?
The Samagra ID is Madhya Pradesh's 9-digit family and member identifier, and the pension application will not proceed without it. Entering the Samagra ID at socialsecurity.mp.gov.in auto-fills the applicant's details, so a name or age wrong in Samagra is wrong on the pension file too.
What does proof of widowhood cost in Madhya Pradesh?
The pension application itself is free, online at socialsecurity.mp.gov.in and offline at the Janpad Panchayat or municipal office. The only charge is the government fee for the death certificate at the registrar, and the small Lok Seva Kendra charge if you file through a kendra — pay the receipted amount and nothing else.
How much is the Madhya Pradesh widow pension?
The Mukhyamantri Kalyani Pension Scheme pays Rs 600 per month to a Kalyani, the term Madhya Pradesh uses for a widow, credited by Direct Benefit Transfer to the beneficiary's own bank account.
Who is eligible for the Kalyani pension?
A widow aged between 18 and 79 years who is a native of Madhya Pradesh, is not an income tax payer, is not a government employee or officer, and is not receiving a family pension or any other pension scheme benefit.
Where do I apply offline?
Submit the completed form and documents to the District or Janpad Panchayat in rural areas and to the municipal corporation, council or nagar parishad office in urban areas. Applications can also be filed through the Lok Seva Guarantee system at any Lok Seva Kendra.
Is this service covered by the Lok Seva Guarantee Act?
Yes — the MP Lok Seva Guarantee portal lists the social security widow pension, the social security abandoned woman pension and the Indira Gandhi National Widow Pension among the notified services of the Social Justice and Divyangjan Welfare Department, which means each carries a stipulated time limit and a right of appeal.
What about a woman who is abandoned rather than widowed?
Madhya Pradesh runs a separate notified service, the social security abandoned woman pension, for women who are destitute without being widowed. That route does not need a death certificate and rests instead on verification by the local body and the Samagra record.
