What is Vivah Sahayata Yojana of the Madhya Pradesh Labour Welfare Board?

Vivah Sahayata Yojana is a marriage assistance benefit paid by the Madhya Pradesh Shram Kalyan Mandal, the state's Labour Welfare Board, to industrial workers and employees when a daughter of the family gets married. The same benefit is available to a woman worker for her own wedding. In Hindi the scheme is listed as Vivah Sahayata Yojana (Shram Kalyan Mandal), and both names refer to the same service.

The Board draws its money and its authority from the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982. Under that Act, notified factories and establishments in the state deduct a periodic contribution from employees and add an employer share, and the pooled Labour Welfare Fund pays for worker welfare. Marriage assistance, funeral assistance, the Kalyani (widow) assistance, the academic scholarship and the education incentive award are the main items of that spending.

Vivah Sahayata Yojana is delivered as a notified service under the Madhya Pradesh Public Services Guarantee Act, 2010. It appears in the state's notified services list as service 2.33, which means an applicant has a legal right to a decision inside the prescribed period and a right of appeal if the department misses it.

Key features

  • Run by the Madhya Pradesh Shram Kalyan Mandal under the Labour Department.
  • Open only to workers in establishments covered by the 1982 Act whose employer is actually depositing the contribution.
  • Available for a maximum of 2 daughters per worker family.
  • The window to apply is tight; 15 days to 1 day before the wedding date.
  • Decision guaranteed in 30 working days under the Public Services Guarantee Act.

Who is eligible for Labour Welfare Board marriage assistance?

You can claim the assistance if:

  • You are employed as a worker or employee in a factory or establishment situated in Madhya Pradesh that falls within the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982.
  • Your establishment is regularly depositing the prescribed contribution to the Madhya Pradesh Shram Kalyan Mandal. The Board's own condition wording makes this mandatory, not optional.
  • You have completed 1 year of continuous service in that establishment as on the date of the application.
  • The bride is your daughter, or you are a woman worker getting married yourself.
  • The bride is 18 years or older on the wedding date and you can prove it with a Class 8 or Class 10 marksheet or another valid age document.
  • Not more than one daughter of yours has previously drawn this assistance.

You are not eligible if:

  • Your employer's establishment is outside the coverage of the 1982 Act, or the contribution to the Board is not being deposited. This is the single most common reason a claim fails at source.
  • You have less than 1 year of continuous service with the establishment.
  • You have already received marriage assistance from any other department of the government for the same wedding. The scheme condition rules out a double benefit for the same marriage.
  • Two of your daughters have already been assisted under the scheme.
  • The application is filed after the marriage has been solemnised, or the form is incomplete. Both are treated as grounds for outright rejection.
  • You are a contract worker whose form has not been verified by both the contractor and the principal employer. The prescribed form states plainly that such an application will not be accepted.

There is no caste restriction. The prescribed form records the worker's category as SC, ST, OBC or general purely for record-keeping, and a worker from any category may apply.

What documents are required for Vivah Sahayata Yojana?

Document Mandatory Notes
Prescribed application form Yes Signed by applicant and signed and sealed by the employer or manager
Self-attested certificate in the prescribed format Yes Filed with the form
Age proof of the bride Yes Class 8 or Class 10 marksheet, or another valid age certificate
Original marriage invitation card Yes Original, not a copy
Aadhaar and Samagra of the bride Yes Self-attested copies
Bank passbook first page of the worker Yes Name, account number and IFSC must be legible
Employer ID card, ESI card or PF card Yes Any one of the three
Recent photographs Yes Of the applicant and of the bride

The prescribed form additionally asks for the worker's Samagra member ID, the establishment's contribution code number, the date of appointment, the present post, the total monthly wage, the PF and ESI numbers if any, the number of unmarried sons and daughters, the wedding date and venue, the bride's exact age in years, months and days, and the groom's name and father's name.

How to apply for Vivah Sahayata Yojana

  1. Confirm with your employer's welfare officer or accounts section that the establishment is covered by the 1982 Act and the contribution is being deposited with the Shram Kalyan Mandal. Note the contribution code number.
  2. Download or collect the prescribed application form for service 2.33 to Vivah Sahayata Yojana (Shram Kalyan Mandal) — from the MP e-District public services portal or from a Lok Seva Kendra.
  3. Fill the form completely, including the Samagra ID, the wedding date and the bride's age, and get it signed and sealed by the employer or manager. If you are a contract worker, get it verified by the contractor as well as the principal employer.
  4. Attach the eight documents listed above, including the original marriage invitation card.
  5. Submit the application at a Lok Seva Kendra, MPOnline kiosk or CSC, or file it online yourself through the MP e-District portal. The assisted route costs a notified fee of Rs 20 plus the statutory fee; filing online yourself is free.
  6. Do this no earlier than 15 days before the wedding and no later than the day before it. Take the acknowledgement receipt with the application number.
  7. Track the application with that number on the MP e-District portal. The department must decide within 30 working days.

How to apply offline or through the Board

  1. Visit the regional office of the Madhya Pradesh Shram Kalyan Mandal for your district, or a Shram Kalyan Kendra / Kaushal Unnayan Kendra run by the Board. The prescribed form states that the completed application may be submitted at either.
  2. Hand over the signed form with the annexures and the original invitation card, and ask for a dated receipt.
  3. Ask the same office for the current sanctioned rate of assistance and for the name of the designated officer who will decide your case.

Many covered factories collect the workers' forms in the HR or welfare section and forward them together. That route is usually faster, because the employer attestation is done in-house.

How do I check the status of my application?

Use the application status option on the MP e-District public services portal with the acknowledgement number printed on your Lok Seva Kendra receipt. The status will show the application as registered, under verification by the Board, sanctioned or rejected. When the case is sanctioned, the money is transferred to the worker's own bank account, so the bank SMS is the practical confirmation.

If the 30 working days lapse without a decision, the Public Services Guarantee Act gives you a right of first appeal to the designated appellate officer named on the service page, and a second appeal after that. Penalties are regularly imposed on Madhya Pradesh officers who miss these limits.

Why do Vivah Sahayata applications get rejected?

  • Filed after the wedding. The scheme rules bar consideration of a claim once the marriage is over.
  • Employer signature or seal missing, so the Board cannot confirm coverage.
  • Contract worker's form not verified by both the contractor and the principal employer. An express ground for rejection.
  • Establishment not depositing the contribution to the Shram Kalyan Mandal.
  • Less than 1 year of continuous service.
  • Age document does not show the bride as 18.
  • Third daughter of the same worker.
  • Bank details unreadable on the passbook copy, or the account not in the worker's own name.
  • Incomplete form. Incomplete applications are cancelled rather than kept pending.

Key dates to watch

There is no annual window for this scheme, but the per-application window is strict. Mark the wedding date, count back 15 days, and file inside that band. If the wedding is fixed at short notice, go to the Lok Seva Kendra the same week. The day before the wedding is the last date that will be accepted.

Where do I complain if something goes wrong?

Raise the matter first with the regional office of the Madhya Pradesh Shram Kalyan Mandal that holds your file, quoting the application number and the date of filing. If the office does not respond, use the first appeal route under the Madhya Pradesh Public Services Guarantee Act, 2010 against the designated officer for service 2.33. In parallel, register the complaint on the Madhya Pradesh CM Helpline at 181, which tracks scheme grievances against the Labour Department.

Applying under this scheme costs nothing beyond the notified Lok Seva Kendra fee. Any person who demands money to "get the assistance sanctioned" is not acting for the Board, and the demand should be reported to the regional office and to 181.

Frequently asked questions

Who runs Vivah Sahayata Yojana of the Labour Welfare Board?

The Madhya Pradesh Shram Kalyan Mandal — the state Labour Welfare Board under the Labour Department — runs it. The Board is funded by contributions collected from employers and employees of factories and establishments covered by the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982, and the marriage assistance is paid out of that Labour Welfare Fund.

When must the application be filed?

The application must reach the department between 15 days before the wedding date and 1 day before it. According to the scheme conditions published on the Madhya Pradesh CM Helpline scheme directory, an application submitted after the marriage has been solemnised will not be considered at all.

For how many daughters can one worker claim?

A maximum of 2 daughters. The prescribed form asks the worker to declare how many daughters have already received assistance from the Board under this scheme, and accepts only the answers 0 or 1 — so the third claim in a family is not admitted.

Can a woman worker claim for her own marriage?

Yes. The scheme covers the daughter of a worker or employee and also the woman worker herself as the bride. The form has a single field for the name of "the worker's daughter or the woman worker herself whose marriage is to take place".

Who cannot apply for this marriage assistance?

Workers whose establishment is outside the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982, or whose employer is not depositing the regular contribution to the Board, are not eligible. Workers with less than 1 year of continuous service are also not eligible, and anyone who has already drawn marriage assistance from another government department for the same wedding is excluded.

How much does the scheme pay?

The Madhya Pradesh Shram Kalyan Mandal notifies the rate, and the current amount is not published on the state's public service pages. Ask the Board's regional office or the Lok Seva Kendra for the sanctioned rate before you file, and do not rely on a figure quoted on a private website.

How long does the department take to decide?

30 working days, in both urban and rural areas. Vivah Sahayata Yojana is a service notified under the Madhya Pradesh Public Services Guarantee Act, 2010 as service 2.33, so the time limit is legally enforceable and a delay can be appealed.

What does it cost to apply?

Applying online yourself is free. A Lok Seva Kendra, MPOnline kiosk or CSC charges a notified service fee of Rs 20 plus the statutory fee for filing on your behalf. No other payment is due to anybody.
