Tuition Fee Reimbursement for De-notified Communities in Sainik and Public Schools
Madhya Pradesh state government scheme
Tuition Fee Reimbursement for De-notified Communities is one of 13 Madhya Pradesh schemes for Vimukt, nomadic and semi-nomadic families. The Backward Classes and Minorities Welfare Department reimburses the tuition fee of a de-notified community child admitted to a Sainik School or a private or public school. Claims are filed offline through the district welfare office.
What is the Tuition Fee Reimbursement scheme for de-notified communities?
Tuition Fee Reimbursement for De-notified Communities in Sainik and Public Schools is a Madhya Pradesh state scheme run by the Backward Classes and Minorities Welfare Department, through its wing for Vimukt (de-notified), Ghumakkad (nomadic) and Ardh-Ghumakkad (semi-nomadic) communities. The scheme pays back the tuition fee charged to a child from one of these communities who has taken admission in a Sainik School or in a private or "public" school.
According to the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities, which maintains a listing of state schemes on dwbdnc.dosje.gov.in, Madhya Pradesh operates 13 schemes for these communities, and the tuition fee reimbursement in Sainik and public schools is one of them. The Board records the scheme's purpose in one line: reimbursement of tuition fees is given to students of de-notified, nomadic and semi-nomadic tribes on taking admission in a Sainik School or a private institution.
The logic behind the scheme is specific. De-notified and nomadic families in Madhya Pradesh are among the most educationally excluded groups in the state, and the standard route out of that is a residential school with a fixed academic calendar, which a nomadic family's movement does not disturb. A Sainik School place, or a place in a good private school, is often the single decision that changes a child's trajectory. The tuition fee is what stops a family from taking that place. This scheme removes that one obstacle. It does not attempt to cover the whole cost of the schooling.
What the scheme is, and what it is not
- It is a reimbursement, not an advance. The family pays the tuition fee and claims it back, so the fee receipt is the centre of the file.
- It covers the tuition fee head only. Hostel and mess charges, transport, uniform, books and development fees are separate heads and are not part of this claim.
- It runs alongside, and not instead of, the department's other supports for the same communities: the Vimukt Jati hostels and ashrams, the post-matric scholarship, the Kanya Saksharta Protsahan incentive of Rs 3,000 on Class 11 admission, and the civil services incentive of Rs 20,000 to Rs 60,000.
Who is eligible for the tuition fee reimbursement?
A student is covered if:
- The student belongs to a community notified in Madhya Pradesh as Vimukt (de-notified), Ghumakkad (nomadic) or Ardh-Ghumakkad (semi-nomadic) and holds a valid caste certificate from the competent revenue authority saying so.
- The student is a permanent resident of Madhya Pradesh.
- The student has taken admission in a Sainik School, or in a private or public school, as a regular student for the session being claimed.
- Tuition fee has actually been paid to the school and a receipt exists.
Who cannot apply or is not eligible:
- Students outside the notified de-notified, nomadic and semi-nomadic communities. Scheduled Caste students are served by the Scheduled Caste Welfare Department's schemes, Scheduled Tribe students by the Tribal Affairs Department's MPTAAS schemes, and other backward class students by the general OBC scholarship heads of the same department.
- Students who are not permanent residents of Madhya Pradesh, even if they hold a de-notified community certificate issued by another state.
- Students in fully free government schools where no tuition fee is charged. With nothing paid, there is nothing to reimburse; those students should claim the state scholarship heads on the Shiksha Portal instead.
- Claims without a fee receipt. An admission letter alone does not establish the amount paid.
The department's published description does not set out a family income ceiling for this particular head. Where a district office insists on an income certificate, ask which circular imposes it, and keep an income certificate ready in any case, since it is inexpensive to obtain through the MP e-District service and is asked for by several sibling schemes.
What documents are required?
| Document | Mandatory | Notes |

| MP domicile or residence proof | Yes | Establishes permanent residence in the state |
| Admission letter or bonafide certificate | Yes | From the Sainik School or private/public school, for the current session |
| Original tuition fee receipt | Yes | Reimbursement is against fee actually paid |
| Samagra ID | Yes | Links the record across MP welfare databases |
| Aadhaar card | Yes | Identity and bank seeding |
| Bank passbook | Yes | Aadhaar-seeded account of the student or guardian for DBT |
| Previous class marksheet | No | Asked for by some districts |
How to apply for the tuition fee reimbursement
- Get the caste certificate first. Apply through your tehsil or the MP e-District service at mpedistrict.gov.in for a certificate that names your community as de-notified, nomadic or semi-nomadic. Nothing else in this file works without it.
- Take admission in the Sainik School or private school and pay the tuition fee. Ask the school office for a receipt that separately shows the tuition fee head, not a lump-sum receipt, because the claim is limited to that head.
- Collect the document set listed above, with one photocopy of each and the originals for verification.
- Visit the district office of the Backward Classes and Minorities Welfare Department at your district headquarters and ask for the application form for tuition fee reimbursement for de-notified communities. In several districts the school principal forwards the file instead, so ask the school first.
- Submit the completed form with the documents and get a dated acknowledgement or inward number. Do not leave without it, because that number is what lets you follow the file later.
- Follow up after four to six weeks with the same office, quoting the inward number, and ask which stage the file has reached: scrutiny, sanction, or payment.
How is the money paid, and how do I check the status?
Payment under Madhya Pradesh welfare heads is made by Direct Benefit Transfer to an Aadhaar-seeded bank account, so the account details on the form have to match the passbook exactly. Sanction happens at district level after scrutiny, and release depends on the budget allotment reaching the district for that head in that financial year. That is why a file can be complete and correct and still sit for weeks.
To check where a claim stands:
- Return to the district Backward Classes and Minorities Welfare office with your inward or acknowledgement number and ask for the file's current stage.
- If the office says the amount has been released, check the bank account and ask the branch for the credit entry, since a bounced DBT usually means the account is not Aadhaar-seeded.
- If there has been no movement for more than a couple of months, register a complaint on the CM Helpline on 181, naming the district, the scheme and the inward number.
Why claims get rejected, and how to fix them
- Caste certificate does not name a notified community. A general OBC certificate is not the same as a Vimukt or nomadic community certificate. Get the correct one issued.
- Lump-sum fee receipt. If the receipt does not show the tuition fee separately, ask the school for a break-up on its letterhead.
- Bank account not Aadhaar-seeded. Seeding is done at the bank branch and is different from merely giving the branch a copy of your Aadhaar.
- Name mismatch across Samagra, Aadhaar, the caste certificate and the school record. Correct the Samagra record first, because MP systems read from it.
- Claim filed after the session closed. File as soon as the fee is paid rather than at the end of the year.
- No acknowledgement taken at submission, which leaves you with no way to prove the file was ever received.
Key dates and grievance route
The department publishes no fixed statewide last date for this claim. In practice the cycle follows the school calendar: admissions from April to July, fee paid at admission, and claims filed during the same academic session. Filing early in the session gives the district office time to sanction before the year's budget for the head is exhausted.
- District office: Backward Classes and Minorities Welfare Department, at your district headquarters, which sanctions the claim.
- Department portal: bcwelfare.mp.nic.in, for the scheme list and circulars.
- Madhya Pradesh CM Helpline: 181, for complaints the district office has not settled.
No agent or middleman can charge a fee to have a claim admitted. Keep the caste certificate, the fee receipt and the acknowledgement number together, since those three items answer almost every question an officer will ask.

Frequently asked questions
What does the tuition fee reimbursement scheme for de-notified communities cover?
The scheme reimburses the tuition fee paid by a student of a de-notified, nomadic or semi-nomadic community who takes admission in a Sainik School or a private/public school in Madhya Pradesh. The Department of Social Justice and Empowerment's state-scheme listing records it as one of Madhya Pradesh's 13 schemes for these communities. Hostel charges, transport and uniform are separate heads and are not covered by this particular scheme.
How much money is reimbursed?
The reimbursement equals the tuition fee actually charged by the school, and no single statewide rupee ceiling is published in the department's scheme description. Because the ceiling can be fixed by departmental circular for a given year, confirm the current limit at your district Backward Classes and Minorities Welfare office before assuming the whole fee will be paid.
Who is not eligible for this reimbursement?
Students who do not belong to a notified de-notified, nomadic or semi-nomadic community of Madhya Pradesh are not eligible, and neither are students who are not permanent residents of the state. Scheduled Caste and Scheduled Tribe students are covered by their own departments' schemes, not by this one.
Where do I apply for the tuition fee reimbursement?
Apply offline at the district office of the Backward Classes and Minorities Welfare Department in your district headquarters. The school office and the Janpad Panchayat can tell you where the district office sits, and some districts accept the file through the school principal.
Is this scheme only for Sainik Schools?
No. The scheme name covers Sainik Schools and private or "public" schools alike, so a de-notified community child in a recognised private school can claim the tuition fee head as well.
Can I claim the reimbursement for more than one year?
Yes, the claim is made for each academic session in which the child is admitted and pays tuition fee, and a fresh set of fee receipts is needed each year. There is no automatic renewal, so a family that files once and stops will not receive the following year's amount.
What if my district office says the scheme is not running this year?
Ask for the position in writing and then lodge the query on the CM Helpline on 181 with the district and scheme name. Budget for small welfare heads is released annually, so a scheme can be active on paper but unfunded in a particular district for part of the year.
