Trade Licence in Madhya Pradesh (Municipal Licence on e-Nagarpalika)

Madhya Pradesh state government scheme

Quick answer

A trade licence in Madhya Pradesh is issued by your nagar nigam, nagar palika or nagar parishad through e-Nagarpalika, the state's municipal services portal at enagarpalika.mp.gov.in run by the Urban Development and Housing Department. The licence is tied to the shop's property number, is renewed periodically, and costs only the fee your urban local body has notified.

What is a trade licence in Madhya Pradesh?

A trade licence in Madhya Pradesh is the permission your urban local body gives you to carry on a trade or business inside its limits. In Bhopal, Indore, Jabalpur, Gwalior, Ujjain and the other big cities that body is the nagar nigam; in a smaller town it is the nagar palika parishad or the nagar parishad.

The state delivers these municipal services through e-Nagarpalika, the common portal at enagarpalika.mp.gov.in run by the Urban Development and Housing Department. The department describes e-Nagarpalika as its flagship platform for urban civic services across municipal corporations and municipal councils, and records that it won the National e-Governance Award 2026. Property tax, water charges and licensing sit on the same platform, which is why a trade licence file and a property tax record talk to each other in Madhya Pradesh.

Two things a trade licence is not:

  • It is not building permission. Madhya Pradesh runs construction approvals on a separate portal, ABPAS at abpas.mpurban.gov.in.
  • It is not a colonizer registration, which is a different service on the state e-services portal for developers laying out colonies.

Who needs a trade licence in Madhya Pradesh?

You need one if:

  • You run a shop, showroom, godown or retail outlet inside a nagar nigam, nagar palika or nagar parishad area.
  • You run a hotel, restaurant, dhaba, sweet shop, bakery or catering unit. These also need an FSSAI licence.
  • You run a commercial establishment, an office, clinic's commercial arm, coaching class, agency, workshop, salon or service centre.
  • You run a trade the municipality classes as dangerous or offensive; timber depots, scrap yards, tanneries, workshops using furnaces, and similar. These are licensed more strictly and may need a fire or pollution clearance too.
  • You are a firm, company, trust, society or co-operative, not only an individual proprietor.

You cannot apply here if:

  • Your premises is in a gram panchayat area, outside every urban local body. A panchayat trade permission comes from the panchayat under the Panchayat and Rural Development Department, not from e-Nagarpalika.
  • You are seeking building permission or a change of building use. Use ABPAS for that.
  • You are a colonizer or developer seeking registration, which is a separate state e-service.
  • You cannot show lawful occupancy of the premises. Without a rent agreement or ownership document tied to a municipal property number, the ULB has nothing to license.

What documents are required?

Document Mandatory Notes
Applicant's identity proof (Aadhaar / PAN / voter ID) Yes Name must match the application
Premises proof; rent agreement or sale deed Yes Licence is tied to a property number
Municipal property tax receipt for the shop Yes Dues on the property stall the file
Passport-size photograph Yes Scanned upload
Photograph of the shop front Sometimes Asked for by several nagar nigams
Partnership deed / incorporation certificate / society registration For non-individuals Firms, companies, trusts, societies
GST registration certificate If registered Supports the trade name
FSSAI licence or registration For food businesses Separate from the trade licence

Scan every document as a clear PDF or JPEG inside the size limit on the upload box. An unreadable rent agreement or a property tax receipt that names a different owner is the usual reason a file is sent back.

How to apply for a trade licence in Madhya Pradesh online

  1. Open enagarpalika.mp.gov.in and register as a citizen with your mobile number and email. Verify the OTP and set a password. The same login covers property tax and other municipal services on the platform.
  2. Select your urban local body, the nagar nigam, nagar palika or nagar parishad in whose limits the shop stands. e-Nagarpalika routes the application to that body, and choosing the wrong one means filing again.
  3. Clear any property tax outstanding against the shop's property number, using the property tax service on the same portal. A dues position on the premises is the commonest cause of a stalled licence file in MP.
  4. Open the licence service and start a new trade licence application, selecting the trade category that matches your business.
  5. Fill the application — trade name, nature of business, the shop's full address with property or tenement number, the ward, the date trading began, and the owner's or firm's details.
  6. Upload the documents into their labelled slots: identity proof, premises proof, property tax receipt, photographs, and the constitution document if you are a firm or company.
  7. Pay the licence fee shown on the e-Nagarpalika payment screen for your ULB and trade category, and save the receipt.
  8. Note the application number on the acknowledgement; every later step needs it.
  9. Answer the ward inspection. A municipal inspector may visit to confirm the premises, the trade actually carried on there, and the name board.
  10. Download the licence once the status shows it is issued, and display it at the shop, which is what an inspector will ask to see.

How to apply offline at the municipal office

  1. Visit the nagar nigam zonal office, the nagar palika office, or a Lok Seva Kendra in your town.
  2. Ask for the trade licence application form, or hand your papers to the counter operator, who files the same e-Nagarpalika application for you.
  3. Attach self-attested photocopies of the identity proof, premises document and the latest property tax receipt, and carry the originals for verification.
  4. Pay the fee at the counter and insist on a printed receipt.
  5. Collect the acknowledgement with the application number, and use it to track the file on e-Nagarpalika.

The counter route ends in the same e-Nagarpalika workflow, with an operator typing the application for you.

How do I check my application status?

Log in to e-Nagarpalika with the same credentials and open your application list; the status shows whether the file is with the ward for scrutiny, awaiting an inspection, awaiting payment, or ready for download.

If it does not move, escalate in this order:

  • The ward office or zonal office that is holding the file.
  • The Commissioner of the nagar nigam, or the Chief Municipal Officer of the nagar palika or nagar parishad.
  • The Madhya Pradesh CM Helpline on 181, the state's central grievance line. The urban department publishes a CM Helpline analytics dashboard for tracking complaint resolution, so a registered complaint is visible up the chain.
  • The Urban Development and Housing Department in Bhopal, which owns e-Nagarpalika.

Always quote your application or licence number. Without it, no office can trace the file.

How long is it valid, and how do I renew it?

A Madhya Pradesh municipal trade licence is periodic, not permanent. Read the validity date printed on your own licence and start the renewal on e-Nagarpalika before that date rather than after it. Urban local bodies in Madhya Pradesh commonly align renewal with the financial year, but the cycle and the fee are set locally, so confirm both with your own nagar nigam or nagar palika.

Practical rules that follow:

  • Clear property tax before renewing. The renewal will not go through against a property with dues.
  • Apply for a change, not a fresh licence, when the trade name, ownership or nature of business changes. A licence showing a different trade from the one actually carried on is treated as no licence.
  • Surrender the licence when you close the shop, instead of letting demands accumulate against the property number.

Why do trade licence applications get rejected?

  • Property tax outstanding on the shop's property number.
  • Address or property number mismatch between the rent agreement, the tax record and the application.
  • Wrong urban local body selected on e-Nagarpalika.
  • Wrong trade category chosen, especially where a food business applies under a general retail category.
  • Residential premises used commercially without the change of use the building rules require. A matter for ABPAS, not for the licence branch.
  • Missing FSSAI licence for a food business.
  • Blurred, cropped or oversized uploads the scrutinising officer cannot read.
  • Missing constitution document where a firm or company applies in its own name.

What should it cost, and what should you refuse to pay?

A Madhya Pradesh trade licence costs only the fee your urban local body has notified for your trade category, displayed on the e-Nagarpalika payment screen, plus the notified counter or Lok Seva Kendra charge if you apply in person. Both are printed and both come with a receipt. Because the fee is set by each ULB, a figure that applies in Indore need not apply in a nagar parishad; ask your own body for its schedule.

Agents promising an "instant trade licence" in Bhopal or Indore for a few thousand rupees are selling a queue the municipality does not run. There is no paid priority route on e-Nagarpalika. File it yourself, or use the municipal counter and keep the receipt. Never give an agent your portal password or your Aadhaar OTP; no municipal officer needs either to issue your licence.

Frequently asked questions

Who issues a trade licence in Madhya Pradesh?

Your urban local body issues it — the nagar nigam in a city such as Bhopal, Indore, Jabalpur or Gwalior, or the nagar palika or nagar parishad in a smaller town. The Urban Development and Housing Department runs the common e-Nagarpalika platform through which those bodies deliver the service.

Which portal do I use in Madhya Pradesh?

Use e-Nagarpalika at enagarpalika.mp.gov.in, described by the Madhya Pradesh urban department as its flagship municipal services platform and a recipient of the National e-Governance Award 2026. The same portal carries property tax, water charges and other municipal services under one login.

Is a trade licence the same as building permission?

No. Building permission in Madhya Pradesh runs through a separate portal, ABPAS at abpas.mpurban.gov.in, and colonizer registration through the MP e-services portal. A trade licence permits the business activity; it does not authorise construction or a change of building use.

Do I need to pay property tax before getting the licence?

In practice yes — MP urban local bodies link licensing to the property record, and an outstanding property tax demand against the shop is one of the commonest reasons a trade licence file stalls. Clear the demand on e-Nagarpalika first, then apply.

How much does a trade licence cost in Madhya Pradesh?

Only the fee your own urban local body has notified for your trade category, which is shown on the e-Nagarpalika payment screen. Fees are set locally and vary between a nagar nigam and a small nagar parishad, so ask your ULB for its schedule rather than relying on a figure quoted by an agent.

How long is an MP trade licence valid?

A municipal trade licence is periodic rather than permanent and must be renewed — read the validity date printed on your own licence and renew before it. Renewal is normally aligned to the financial year in MP urban local bodies, but confirm the cycle with your nagar nigam or nagar palika.

What if my complaint is not resolved by the municipality?

Escalate through the CM Helpline on 181, the state's central grievance line, which the urban department tracks through a public complaint dashboard. Register the complaint with your application or licence number so it can be traced to the right urban local body.

Does a trade licence replace an FSSAI licence?

No. A restaurant, sweet shop, bakery or any food business in Madhya Pradesh needs an FSSAI licence or registration in addition to the municipal trade licence. The two are issued by different authorities and an inspection can ask for either.
