Tool/Equipment Purchase Subsidy Scheme (MPBOCWWB)
Madhya Pradesh state government scheme
Tool/Equipment Purchase Subsidy Scheme of the Madhya Pradesh Building and Other Construction Workers Welfare Board helps a registered construction worker buy the tools of their trade. Only workers with a live board registration; age 18 to 60, with at least 90 days of construction work in the past 12 months; qualify. Claims are filed at the district labour office with the purchase bill.
What is the Tool/Equipment Purchase Subsidy Scheme?
The Tool/Equipment Purchase Subsidy Scheme is a welfare scheme of the Madhya Pradesh Building and Other Construction Workers Welfare Board. The Madhya Pradesh Bhavan Evam Anya Sanniraman Karmakar Kalyan Mandal: run under the state Labour Department. The scheme helps a registered construction worker buy the hand tools and small equipment of their own trade, either by reimbursing a purchase against a bill or by distributing toolkits.
The Board is a statutory body constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and is funded from a cess of 1 per cent of the cost of construction collected under the Building and Other Construction Workers' Welfare Cess Act, 1996. Tool assistance is one of the standard welfare uses of that fund, sitting alongside pension, accident relief, maternity help, education scholarships and free skill training.
The economics behind the scheme are simple. In construction, a worker who owns a proper set of tools is hired as a tradesman; a worker who does not is hired as a helper and paid the unskilled rate. A mason's or an electrician's tool set costs more than a labourer can save in a slack season, so the tools become the barrier to the better wage. The subsidy removes that barrier once, and the worker keeps the earning capacity for years.
Who is eligible for the tool subsidy?
You can claim if:
- You hold a live registration card as a building or other construction worker with the Madhya Pradesh Building and Other Construction Workers Welfare Board, with the annual contribution paid.
- You are between 18 and 60 years of age, the beneficiary window under Section 12 of the 1996 Act.
- You worked at least 90 days in construction in the preceding twelve months, the statutory registration condition.
- You are a resident of Madhya Pradesh.
- The tools claimed belong to your trade. A mason claiming masonry tools, a welder claiming welding equipment.
- You hold an original bill or GST invoice in your own name, where the district runs the reimbursement route.
You are not eligible if:
- You are not registered with the Board, or your card has lapsed.
- You are over 60, when beneficiary status under the Act ends.
- Your work falls outside the definition of building and other construction work in the 1996 Act, a factory worker is covered by the separate Madhya Pradesh Labour Welfare Board instead.
- You have already taken the tool subsidy and the bar period set by the Board's notification has not expired.
- The items claimed are not trade tools — household appliances, furniture, mobile phones, two-wheelers and generic hardware are not covered.
- A contractor or firm is not eligible. The benefit is personal to a registered worker, not a business subsidy.
What documents are required?

How to apply for the tool purchase subsidy
- Ask the district labour office which route is running. In some years and districts the Board reimburses a purchase against a bill; in others it distributes toolkits in kind at a camp. Find this out before you spend money, because a purchase made under the wrong assumption cannot be claimed later.
- Confirm your registration is live and pay any pending annual contribution at the district labour office (Shram Padadhikari Karyalaya) or through the Gram Panchayat or urban local body that handles registration in your area.
- Buy the tools from a proper shop and insist on a printed bill or GST invoice in your own name, listing the items, the date and the amount. Keep the original; submit a photocopy and show the original for verification.
- Fill the claim form at the district labour office, attaching the bill, your registration card, Aadhaar, bank passbook copy and residence proof.
- Submit the file and take a dated acknowledgement with an inward number.
- Track the sanction and payment. The district labour officer verifies your registration record and the bill, and the sanctioned amount is credited to your Aadhaar-seeded bank account by Direct Benefit Transfer.
How much is paid, and how?
The subsidy is a one-time amount paid against a verified purchase, not a recurring benefit. Payment is by Direct Benefit Transfer into the registered worker's own bank account.
The ceiling is fixed by Board resolution and revised from time to time. This guide does not quote a rupee figure, because no current Madhya Pradesh notification could be verified at the time of writing. Confirm the ceiling before you buy. The subsidy is capped, so anything you spend above the ceiling comes out of your own pocket. The district labour officer or the worker helpline 18002338888 can tell you the rate in force.
Why claims get rejected
- Lapsed registration with the Welfare Board. The most common cause across every Board scheme.
- A bill that is not acceptable, a hand-written slip with no seller name, a bill in someone else's name, or a bill dated outside the eligible window.
- Items outside the tool list, such as household goods or a vehicle.
- A repeat claim filed inside the bar period after an earlier tool sanction.
- Bank account problems, not Aadhaar-seeded, name mismatch with Aadhaar, or a dormant account that rejects the credit.
- Tools that do not match the trade recorded against the worker's registration.
Most of these are fixable before you file. Renew the card first, get a printed bill at the counter, and check your bank account is active and Aadhaar-seeded.

Frequently asked questions
Who can claim the tool purchase subsidy?
A construction worker holding a live registration with the Madhya Pradesh Building and Other Construction Workers Welfare Board can claim it. Registration under the Building and Other Construction Workers Act, 1996 requires the worker to be aged 18 to 60 and to have done at least 90 days of construction work in the preceding twelve months.
Do I buy the tools first, or does the Board give them?
In the subsidy form of this scheme the worker buys the tools and claims reimbursement against the bill, so keep the original invoice. Some Board sanctions instead distribute toolkits in kind at a camp. Ask the district labour office which route is running in your district this year before you spend money.
How much subsidy is paid?
The ceiling is fixed by resolution of the Madhya Pradesh Building and Other Construction Workers Welfare Board and revised from time to time. No current Madhya Pradesh figure could be verified for this guide, so confirm the ceiling with the district labour officer or on the worker helpline 18002338888 before buying.
What kind of tools are covered?
Hand tools and small equipment of the worker's own construction trade are covered — the trowel, level and line of a mason, the saw and chisel set of a carpenter, plumbing wrenches and cutters, electrician's tools, painting equipment, tile cutters and welding gear. Household goods, mobile phones and vehicles are not covered.
Can I claim the subsidy more than once?
Tool subsidy schemes are normally once per registered worker, or once in a fixed number of years. Confirm the interval that applies before filing a second claim, because a repeat claim inside the bar period is rejected and wastes the purchase.
Will a hand-written shop slip work as a bill?
Usually not. The district labour office needs a proper bill or GST invoice in the worker's own name, showing the seller's name and address, the items, the date and the amount. Ask the shop for a printed bill at the time of purchase — you cannot fix this afterwards.
Where do I complain if the sanctioned money does not arrive?
Take the sanction order to the district labour officer (Shram Padadhikari) first, since payment failures are most often a bank seeding problem at the worker's end. The Labour Department worker helpline 18002338888 and the Madhya Pradesh CM Helpline 181 both accept written grievances.
