Cycle Anudaan Yojana (Construction Workers), Madhya Pradesh
Madhya Pradesh state government scheme
Cycle Anudaan Yojana of the Madhya Pradesh Building and Other Construction Workers Welfare Board reimburses a registered construction worker who buys a bicycle, paying 90 per cent of the bill or Rs 4,000, whichever is lower. The worker must hold a live Welfare Board registration and claim offline at the janpad panchayat or municipal office with the original purchase bill.
What is Cycle Anudaan Yojana in Madhya Pradesh?
Cycle Anudaan Yojana, known locally as Saikil Anudan Yojana, is a welfare benefit of the Madhya Pradesh Building and Other Construction Workers Welfare Board, which sits under the Labour Department, Government of Madhya Pradesh. The Board runs it for registered construction workers who need a cycle to reach their place of work.
The problem the scheme addresses is a daily-wage one. A mason, helper, bar bender or painter in Madhya Pradesh often works on sites 5 to 15 kilometres from home, and the site changes every few weeks. Spending Rs 30 to Rs 60 a day on shared transport takes a real bite out of a daily wage of a few hundred rupees, and over a year it can exceed the price of the cycle several times over. Cycle Anudaan Yojana lets the worker convert that recurring cost into a one-time purchase, with the Welfare Board paying most of the price.
How the benefit is calculated
Cycle Anudaan Yojana reimburses 90 per cent of the amount on the cycle purchase bill, or Rs 4,000, whichever is lower. The two limbs work together:
- Bill of Rs 3,000 โ grant of Rs 2,700 (90 per cent), worker pays Rs 300.
- Bill of Rs 4,400 โ grant of Rs 3,960 (90 per cent), worker pays Rs 440.
- Bill of Rs 4,500 โ grant of Rs 4,000 (ceiling applies), worker pays Rs 500.
- Bill of Rs 8,000 โ grant of Rs 4,000 (ceiling applies), worker pays Rs 4,000.
Because of the 90 per cent limb, the worker always contributes something. There is no version of the scheme in which the cycle is free. The grant is paid by Direct Benefit Transfer into the worker's own Aadhaar-seeded bank account after the bill is verified.
Cycle Anudaan Yojana is a one-time benefit for each registered worker. It is not renewable and cannot be claimed again for a replacement cycle.
Who is eligible for the cycle grant, and who is not
Eligible
- Construction workers registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board, holding a valid identity card that is live on the date of purchase and on the date of claim.
- Residents of Madhya Pradesh engaged in building and other construction work as defined under the Building and Other Construction Workers Act, which covers masons, helpers, carpenters, bar benders, plumbers, electricians on construction sites, road and bridge workers, painters, welders, stone breakers, well diggers and similar trades.
- Both men and women workers are eligible; the scheme carries no gender restriction.
- Workers who have kept the registration current by paying the annual contribution prescribed by the Board.
Board registration itself is the gate. To register, a worker must be aged 18 to 60 and must be able to show at least 90 days of construction work in the previous 12 months, certified by an employer, contractor, gram panchayat secretary or a registered trade union.
Not eligible
- Workers not registered with the Welfare Board, or whose registration has lapsed for non-payment of contribution, cannot apply until they register or renew.
- Workers below 18 or above 60, since the underlying registration is not available to them.
- Workers in trades outside the BOCW Act definition, such as factory workers, domestic workers or shop employees, are not eligible under this scheme; the unorganised-worker route in Madhya Pradesh is Mukhyamantri Jankalyan (Sambal) Yojana instead.
- A worker who has already drawn the cycle grant once is not eligible for a second claim.
- A claim made without an original purchase bill, or with a bill in someone else's name, is not eligible.
- Residents of other states working temporarily in Madhya Pradesh who hold registration with another state's welfare board cannot apply here.
What documents do I need for the cycle grant?
| Document | Mandatory | Notes |
|---|---|---|
| MPBOCWWB registration card | Yes | Must be live on the date of purchase and claim |
| Original cycle purchase bill | Yes | Shop name, date, model and amount; GST or stamped cash memo |
| Aadhaar card | Yes | Identity and DBT seeding |
| Bank passbook | Yes | Account must be in the worker's own name and Aadhaar-seeded |
| Samagra ID or residence proof | Yes | Confirms Madhya Pradesh residence |
| Passport photographs | Usually two | Pasted on the claim form |
| Self-declaration of no earlier claim | Yes | Printed on the form |
Keep the original bill safe. The verifying officer needs to see the original and will retain a photocopy attested against it. A bill on a plain sheet with no shop stamp is the single most common documentary reason for rejection, so ask the cycle shop for a proper printed bill at the time of purchase.
How to apply for Cycle Anudaan Yojana
- Check that your Welfare Board registration is live. Take your MPBOCWWB card to the district labour office or the gram panchayat secretary and confirm that the contribution is paid up to date. Renew it first if it has lapsed, because a claim against a lapsed card is rejected at the first stage.
- Buy the cycle from a shop that will give you a proper bill. Ask for a printed GST invoice or a stamped cash memo carrying the shop name, the date, the cycle make and model, and the amount paid, made out in your own name as it appears on your registration card.
- Collect the claim form from the janpad panchayat if you live in a rural area, or from the nagar palika, nagar parishad or municipal corporation office if you live in a town or city. The district labour office also issues the form.
- Fill the form and attach the documents. A photocopy of the registration card, the original bill with a photocopy, Aadhaar, bank passbook copy, Samagra ID and photographs โ and sign the declaration that you have not taken the cycle grant before.
- Submit the claim within about three months of the bill date at the same office, produce the original bill for verification, and collect a dated acknowledgement with an inward number.
- Let the verification happen. The labour inspector or the panchayat or municipal officer checks the registration status, the genuineness of the bill, and whether an earlier cycle claim exists against the same registration number, and then forwards the case for sanction.
- Check your bank passbook after four to eight weeks. The sanctioned amount arrives by DBT; no cheque or cash is handed out at the office.
How to track a cycle grant claim
Madhya Pradesh does not publish a public per-claim tracker for this benefit, so follow it up in three ways:
- Quote the inward number from your acknowledgement at the janpad panchayat or municipal office where you filed, and ask whether the file has been forwarded for sanction.
- Ask at the district labour office, which processes the Welfare Board side of the sanction and holds the beneficiary record against your registration number.
- Register a complaint on the CM Helpline, 181, if there has been no movement for a month. A CM Helpline case gets a serial number, is allocated to a named district officer and cannot be closed without a recorded reply.
Aggregate scheme-wise sanction and disbursement figures for the Welfare Board are published on the dashboard at labour.mp.gov.in, which is useful to confirm that the scheme is actively releasing money in your district.
Why cycle grant claims get rejected
- Registration lapsed. The card was valid when the cycle was bought but the contribution was not paid, so the card is dead on the claim date. Fix it by renewing and refiling.
- Bill not acceptable. A handwritten slip with no shop name or stamp, a photocopy instead of an original, or a bill dated before the registration was granted. Fix it by getting a corrected invoice from the shop.
- Bill in a different name. The invoice must name the registered worker, not a spouse, son or neighbour.
- Earlier claim on record. The registration number already shows one cycle grant. This cannot be fixed; the benefit is once in a lifetime.
- Bank account not Aadhaar-seeded, or an inactive or closed account. The sanction stands but the DBT bounces. Fix the seeding at the branch and inform the labour office in writing.
- Claim filed very late after the purchase. Attach a written explanation for the delay and ask the sanctioning officer to record it.
Grievance redressal and contacts
- Madhya Pradesh Labour Department helpline: 18002338888
- CM Helpline: 181 for a tracked grievance on a delayed or rejected claim
- District Labour Office of your district, the first point of appeal
- Labour Commissioner, Madhya Pradesh, for escalation
- Portal: labour.mp.gov.in, which also carries the Shram Seva services for construction worker registration and renewal
A worker who is not yet registered should treat Board registration as the first step rather than the cycle grant. Registration is free of cost at the gram panchayat, the ward office or a designated centre, and it unlocks the Board's other benefits as well, including maternity assistance, children's scholarships, tool purchase assistance and the death and disability schemes. The cycle grant is a small benefit in rupee terms, but it is often the reason a worker registers, and the registration is worth far more than Rs 4,000 over a working life.

Frequently asked questions
How much does Cycle Anudaan Yojana pay?
Cycle Anudaan Yojana pays 90 per cent of the cycle bill amount or Rs 4,000, whichever is lower, as a one-time reimbursement. A worker who buys a cycle billed at Rs 3,500 therefore receives Rs 3,150, while a worker who buys one billed at Rs 6,000 receives the Rs 4,000 ceiling.
Do I get the cycle free, or do I buy it first?
You buy the cycle first and then claim reimbursement. Cycle Anudaan Yojana is a cash grant against a purchase bill, not a distribution scheme, so no cycle is handed out at a government office.
Who is eligible for the cycle grant?
A construction worker registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board, holding a live identity card and resident in Madhya Pradesh, is eligible. Board registration itself requires the worker to be aged 18 to 60 and to have done at least 90 days of construction work in the previous 12 months.
Can I claim the grant twice?
No. The cycle grant is a once-in-a-lifetime benefit per registered worker, and the claim form carries a self-declaration to that effect. A second claim by the same registration number is rejected at verification.
Can I sell the cycle after getting the grant?
Selling the cycle soon after claiming defeats the purpose of the scheme and can lead to recovery of the grant. Treat the cycle as an asset you are expected to keep and use for travel to work.
Is there an online application for Cycle Anudaan Yojana?
No separate online form is published for this scheme. The claim is filed offline at the janpad panchayat in rural areas or the municipal body in urban areas, with the original bill produced for verification.
What if my Welfare Board registration has lapsed?
Renew the registration first. A lapsed card makes the worker ineligible on the date of claim, and no Welfare Board benefit including the cycle grant can be sanctioned against it.
Is any fee payable?
No. The claim form is free and no fee is charged at the janpad panchayat, the municipal body or the district labour office. An agent offering to get the grant sanctioned for a commission should be reported on 181.
