Maternity Support Scheme (Prasuti Sahayata Yojana 2004) of the Madhya Pradesh Building and Other Construction Workers Welfare Board
Madhya Pradesh state government scheme
The Maternity Support Scheme of the Madhya Pradesh Building and Other Construction Workers Welfare Board, running since 2004, pays a registered woman construction worker 45 days of minimum wage plus a Rs 1,000 nutrition allowance on delivery, and a registered male worker 15 days of minimum wage. The record shows a lump sum of Rs 16,000, limited to three children, claimed within 60 days.
What is the MPBOCWWB Maternity Support Scheme?
The Maternity Support Scheme, officially Prasuti Sahayata Yojana 2004: is run by the Madhya Pradesh Building and Other Construction Workers Welfare Board (MPBOCWWB), a statutory board under the state Labour Department. It has been running since 2004 and pays cash assistance around childbirth to construction workers registered with the Board.
According to the Madhya Pradesh entitlement record for the scheme, the benefit is available to a registered construction worker or the wife of a registered construction worker, and the claim must be filed with a valid computer-generated registration certificate together with a delivery or birth certificate. The beneficiary type is recorded as a nursing mother (dhaatri maata), and the benefit head as financial assistance or allowance.
The Board runs a wider set of schemes for the same registered workers, marriage assistance, education assistance, accident and medical assistance, death and funeral assistance, disability assistance, housing loan assistance and pension assistance, and maternity support is one head inside that package.
Who is eligible for the Maternity Support Scheme?
You are eligible if:
- You are a woman registered with the MP Building and Other Construction Workers Welfare Board, or the wife of a registered male construction worker.
- Your Board registration is live and computer-generated on the date of the claim.
- The delivery is within the first three children β the record caps assistance at three children.
- You can produce a delivery or birth certificate.
Registration with the Board itself, which is the gateway to this scheme, has its own conditions set out in the state record for construction worker registration: the worker must be aged 18 to 60 years and must have worked at least 90 days in construction in the previous 12 months. Registration is renewed every 3 years. Where more than one member of the same family has each worked over 90 days in construction, each member gets a separate registration card.
Who cannot claim
- A construction worker who is not registered with the Board cannot claim, no matter how long they have worked on site. Registration is the single precondition.
- A worker whose registration has lapsed and has not been renewed within the 3-year cycle cannot claim until the card is renewed.
- A fourth or later delivery is not eligible, because assistance is limited to three children.
- A claim filed more than 60 days after the delivery falls outside the time limit recorded for the scheme.
- Workers in trades outside building and other construction work are not covered by this Board; unorganised workers generally are covered instead under the Mukhyamantri Jan Kalyan (Sambal) Yojana of the Unorganised Workers Welfare Board.
How much does the Maternity Support Scheme pay?
The entitlement record sets the rate as a share of the state minimum wage, which is re-declared every year on 1 April:
| Who | Entitlement |
|---|---|
| Registered woman construction worker | 45 days of the minimum wage declared on 1 April, plus a Rs 1,000 nutrition allowance |
| Registered male construction worker | 15 days of the minimum wage declared on 1 April |
| Cap | Limited to three children |
The record separately shows the assistance as a lump sum of Rs 16,000. The two figures sit together because the day-rate formula is what the rules prescribe, while Rs 16,000 is the amount recorded against the financial assistance head. Confirm the amount payable in your year with the Block Medical Officer, since the day-rate moves with the 1 April minimum wage notification.
Payment is made online or offline into the beneficiary's account.

How to apply for the Maternity Support Scheme
- Check that your Board registration is live. Pull out the computer-generated registration certificate. If it is older than 3 years, renew it first: renewal is due every 3 years.
- Collect the delivery or birth certificate from the hospital or the municipal or panchayat registrar. The claim will not move without it.
- File the claim within 60 days of the delivery. The claim goes to the Block Medical Officer in a rural area, or to the Civil Surgeon-cum- Hospital Superintendent or the Superintendent of the medical college hospital.
- Attach the registration certificate, the delivery or birth certificate, Aadhaar and bank passbook copy, and submit. The entitlement record shows the application fee as nil.
- Keep the acknowledgement and follow up with the same office. The record shows the process as available both online and offline, so ask the office which route is being used for your district.
How to register with the Board first, if you are not registered
- Get the prescribed registration application form and two passport-size photographs.
- Attach age proof, a school certificate or mark sheet, birth certificate, entry in the electoral roll, voter ID card or a doctor's certificate. Where none of these exists, an affidavit on age attested by a notary or a first class magistrate is accepted.
- Get a certificate of 90 days of construction work in the last 12 months from the employer, a registered trade union, a labour inspector, a builder, a construction agency, the gram panchayat or the urban local body.
- Pay the Rs 10 registration fee and submit the file at the Lok Seva Kendra, or with the Chief Executive Officer of the Janpad Panchayat. The online route recorded for registration is mpedistrict.gov.in.
- Collect the registration card. The recorded time limit for registration is 30 working days. The designated officer is the Janpad Panchayat CEO in rural areas and the Chief Municipal Officer in urban areas.
How to check the status of a maternity claim
- Ask the Block Medical Officer or Civil Surgeon's office where the claim was filed, that office holds the file and is the designated authority.
- For a registration or renewal filed through a Lok Seva Kendra, check status on mpedistrict.gov.in using the acknowledgement number.
- Use the Madhya Pradesh CM Helpline on 181 to lodge a status query if the office does not respond.
Common reasons a maternity claim is rejected
- Registration lapsed. The 3-year renewal cycle is the single most common trap; a card that expired before the delivery invalidates the claim.
- Registration certificate not computer-generated. The record specifically requires a valid computer-generated certificate.
- Delivery or birth certificate missing, or the name on it not matching the registration record.
- Filed after 60 days from the delivery.
- Fourth or later child, beyond the three-child cap.
- Bank account inactive or not seeded, so the credit fails even after sanction.
- The worker is not a construction worker at all. Workers in other unorganised trades should register under Sambal with the Unorganised Workers Welfare Board rather than with this Board.
How to raise a grievance
- Appeal authority for this scheme: the Chief Medical and Health Officer of the district.
- For registration problems: the appeal lies with the Chief Executive Officer of the Zila Panchayat in rural areas, and with the Collector in urban areas.
- State grievance route: the Madhya Pradesh CM Helpline on 181.
The scheme carries no application fee, and Board registration costs only Rs 10. No agent needs to be paid to file a maternity claim. The Madhya Pradesh entitlement record for Prasuti Sahayata Yojana 2004 was last updated on 10 January 2025.
