Medical Assistance to Beneficiaries (MPBOCWWB), Madhya Pradesh
Madhya Pradesh state government scheme
Medical Assistance to Beneficiaries gives registered construction workers of Madhya Pradesh and their families cashless hospital treatment of up to Rs 5,00,000 a year at hospitals empanelled under Ayushman Bharat Niramayam. A worker aged 18 to 60 who has done at least 90 days of construction work in the past year can register free through the Shram Sewa portal.
What is Medical Assistance to Beneficiaries (MPBOCWWB)?
Medical Assistance to Beneficiaries is the health benefit of the Madhya Pradesh Building and Other Construction Workers Welfare Board (MPBOCWWB), a statutory board under the Labour Department set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the associated Welfare Cess Act. The board is funded by a cess of 1 per cent collected on the cost of construction from builders and developers, and that money is spent on the welfare of the workers who did the building.
The medical benefit gives a registered construction worker and their family cashless hospital treatment of up to Rs 5,00,000 a year at hospitals empanelled under Ayushman Bharat Niramayam Madhya Pradesh, the state's implementation of PM-JAY. Because of this linkage the benefit is often written as Medical Aid Scheme (Ayushman Bharat "Niramaya") on board and district listings.
The idea is straightforward. Construction is among the most injury-prone kinds of work in India, falls, crush injuries, electrocution, silica dust, and heat exhaustion are routine. A worker on a daily wage cannot absorb a Rs 60,000 hospital bill. Registration with the board converts that catastrophic bill into a cashless admission.
What does the medical benefit cover?
- Hospitalisation of up to Rs 5,00,000 per family per year at empanelled government and private hospitals across Madhya Pradesh.
- Pre-existing conditions from day one, in line with the Ayushman Bharat design: there is no waiting period.
- Surgery, medicines, diagnostics, ICU and follow-up included inside the treatment package, not billed separately to the patient.
- Delivery and maternity expenses of a registered woman worker or of the wife of a registered male worker.
- A family floater limit, shared by the worker, spouse, children and dependent parents recorded in the same Samagra family ID.
The board separately runs cash benefits that a construction worker's family should know about, because they are often claimed at the same time as a medical event: marriage assistance of Rs 51,000, maternity assistance of about Rs 16,000, funeral assistance of Rs 6,000 with death assistance of Rs 2,00,000 for natural death and Rs 4,00,000 for accidental death, a Super 5000 education incentive of Rs 25,000, and tool and bicycle grants. Those are separate claims with separate forms.
Who is eligible for MPBOCWWB medical assistance?
You can register and use the benefit if:
- You are a resident of Madhya Pradesh.
- You are aged 18 to 60 years.
- You have worked as a construction worker for at least 90 days in the preceding 12 months. This is the statutory test and it is the one that most often decides a registration.
- You are registered with MPBOCWWB and your registration is renewed for the current year.
- Your family details are correctly recorded in your Samagra family ID.
Construction work for this purpose covers a wide range: masons, carpenters, bar-benders, plumbers, electricians on sites, painters, welders, stone crushers, road and bridge workers, canal and irrigation workers, well diggers, tile layers, and helpers and beldars on any of these.
Who cannot apply or is not eligible:
- Workers under 18 or over 60 cannot register. Above 60 the worker moves out of the active beneficiary category, though pension provisions of the board may apply.
- Workers who cannot show 90 days of construction work in the past year are not eligible, because the board's benefits are limited to those who actually worked in the sector.
- Employers, contractors, builders and site supervisors are not eligible. The board exists for labour, not for those who engage it.
- Workers whose registration has lapsed are not eligible until the registration is renewed and the annual contribution is paid.
- Workers in other sectors are not eligible under MPBOCWWB. A factory worker, farm labourer or domestic worker should register instead under the Sambal / Naya Savera unorganised workers scheme.
- Anyone already covered as a government employee should use their own departmental medical arrangements.

How to apply for MPBOCWWB medical assistance
- Register as a construction worker first. Go to the Shram Sewa portal at labour.mponline.gov.in (Shram Sewa services), or visit your gram panchayat secretary, urban body ward office or a nearby MP Online kiosk. The medical benefit is not applied for separately — it flows from registration.
- Submit the 90-day work certificate along with Aadhaar, Samagra ID, age proof, residence proof and photographs. The certificate must be signed by the employer or contractor, or by the gram panchayat or urban body where the employer cannot be traced.
- Complete Aadhaar e-KYC and pay the prescribed nominal registration and annual contribution amount. Keep the receipt.
- Collect your registration card, which carries your registration number. Check that your name, age and family members are printed correctly, and get errors fixed immediately. A wrong name is the commonest cause of a rejected claim later.
- Get your Ayushman card made under Ayushman Bharat Niramayam using your Aadhaar, at a Common Service Centre, a government hospital's Ayushman Mitra desk or an urban body camp. This is the card the hospital actually swipes.
- For treatment, go to an empanelled hospital and report to the Ayushman Mitra desk with the Ayushman card and your MPBOCWWB registration card. The hospital verifies eligibility and admits you cashless.
- Renew your registration every year, on the portal or at the same office where you registered. A lapsed registration silently kills the benefit.
How to check your registration and claim status
- Open labour.mponline.gov.in and use the Shram Sewa services section to search your registration by registration number, Samagra ID or Aadhaar.
- Check that the status reads active for the current year and that your dependants are listed.
- For a hospital admission, ask the Ayushman Mitra desk for the case or pre-authorisation number and keep it. Hospital-side status is tracked against that number.
- If a benefit was sanctioned but no money arrived, follow the file with the District Labour Officer using the acknowledgement receipt.
- Escalate unresolved matters on the CM Helpline, 181, or at cmhelpline.mp.gov.in.
Why construction workers lose this benefit
- Registration not renewed for the current year. This is by far the most common reason. The board treats an unrenewed worker as unregistered.
- No valid 90-day work certificate, so the registration itself is refused or cancelled at verification.
- Name or age mismatch between Aadhaar, Samagra and the registration card.
- Dependants not recorded in the Samagra family ID, so a spouse or child is turned away at the hospital even though the worker is covered.
- Treatment taken at a hospital that is not empanelled, where the cashless facility simply does not exist.
- Aadhaar not linked to a working mobile number, blocking e-KYC and card generation.
Each of these is correctable. Samagra corrections are made at the gram panchayat, urban body or Lok Seva Kendra; registration renewal can be done at any time on the Shram Sewa portal; and Aadhaar mobile linkage is fixed at any Aadhaar enrolment centre.

Frequently asked questions
How much medical cover does a registered construction worker in Madhya Pradesh get?
Up to Rs 5,00,000 per family per year of cashless hospital treatment at hospitals empanelled under Ayushman Bharat Niramayam Madhya Pradesh. The limit is a family floater shared by the registered worker and dependants, not a separate limit for each person.
Who is eligible for MPBOCWWB medical assistance?
A construction worker aged 18 to 60 who is a resident of Madhya Pradesh, has done at least 90 days of construction work in the preceding 12 months, and is registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board with the registration renewed for the current year.
Is registration with the construction workers board free?
Registration itself is free of any charge by the government, though a small nominal registration and annual contribution amount is prescribed by the board and an MP Online kiosk may charge its notified service fee. No agent can charge you separately for "getting your card made".
Do I have to pay at the hospital first and claim later?
No, not at an empanelled hospital. Treatment under Ayushman Bharat Niramayam is cashless — you show your card at the hospital's Ayushman Mitra desk and the hospital bills the scheme. Paying first and claiming later applies only to treatment taken outside the empanelled network, where reimbursement is not guaranteed.
Are family members of the construction worker covered?
Yes. The registered worker's dependants — spouse, children and dependent parents recorded in the same Samagra family ID — share the family cover. Delivery and maternity expenses of a woman worker or of a male worker's wife are also covered under the board's benefits.
What happens if I do not renew my registration?
The medical benefit stops. MPBOCWWB registration has to be renewed every year; a lapsed registration means the worker is treated as unregistered and no board benefit, medical or otherwise, can be sanctioned until it is revived.
What should I do if an empanelled hospital refuses cashless treatment?
Ask for the refusal in writing, contact the hospital's Ayushman Mitra desk, and call the Ayushman helpline 14555 or the Shramik Seva helpline 18002338888 the same day. A hospital empanelled under the scheme cannot demand cash for a covered package, and refusals are actionable against the hospital's empanelment.
