Riyaayati Dar Par Copies Ka Vitaran (Distribution of Notebooks at Concessional Rates)

Madhya Pradesh state government scheme
Riyaayati Dar Par Copies Ka Vitaran is a Madhya Pradesh Labour Department scheme that sells notebooks and registers to the school-going children of registered construction workers at a heavily concessional rate instead of the market price. A worker must hold a live Welfare Board registration, which needs age 18 to 60 and 90 days of construction work in the previous year.
What is Riyaayati Dar Par Copies Ka Vitaran?
Riyaayati Dar Par Copies Ka Vitaran, which translates as distribution of copies at concessional rates, is a small welfare scheme run by the Labour Department, Government of Madhya Pradesh through the Madhya Pradesh Building and Other Construction Workers Welfare Board. Under it, notebooks and registers are supplied to the school-going children of registered construction workers at a subsidised price fixed by the Board instead of the market price.
The scheme's logic is straightforward. Stationery is a recurring, unavoidable cost that lands on a family in a single month at the start of the school session. A set of notebooks and registers for two or three children can easily run to several hundred rupees in June, at exactly the point in the year when construction work is slowing down for the monsoon and a daily-wage family's income is at its weakest. Riyaayati Dar Par Copies Ka Vitaran cuts that bill sharply without making it a free handout.
Note the word riyaayati, concessional. This is a subsidised-sale scheme, not a free-distribution one. The parent still pays, but pays a token rate per notebook set by the Welfare Board rather than the shop rate. Board benefit rates in Madhya Pradesh are fixed by resolution and revised periodically, so the district labour office is the correct place to confirm both the rate and the number of units allowed per child in the current session.
Who is eligible, and who is not
Eligible
- Children of a construction worker registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board, where the parent's registration is live and the annual contribution is paid up to date.
- Children currently enrolled in school and able to produce a bonafide or enrolment certificate from the school.
- Families resident in Madhya Pradesh, since the Welfare Board's remit is limited to the state.
The gate is the parent's Board registration rather than anything about the child. To register with the Board, a construction worker must be aged 18 to 60 and must show at least 90 days of construction work in the previous 12 months, certified by an employer, contractor, gram panchayat secretary or a registered trade union. Both men and women workers may register; the scheme carries no gender restriction on the parent or the child.
Not eligible
- Children of workers who are not registered with the Welfare Board, or whose registration has lapsed for non-payment of contribution, cannot apply until the parent registers or renews.
- Children of workers in trades outside the Building and Other Construction Workers Act, factory workers, shop employees, domestic workers: are not eligible under this Board. The broader unorganised-worker route in Madhya Pradesh is Mukhyamantri Jankalyan (Sambal) Yojana.
- A child not currently enrolled in school is not eligible, because the benefit is tied to an ongoing academic session.
- Families resident outside Madhya Pradesh, or registered with another state's construction workers welfare board, cannot apply here.
- A child who has already collected the allotted units for the session cannot draw a second set; the distribution register is signed to prevent this.
What documents are needed?
| Document | Mandatory | Notes |
|---|---|---|
| Parent's MPBOCWWB registration card | Yes | Must be live on the date of collection |
| School enrolment or bonafide certificate | Yes | Names the child and the class |
| Proof of relationship | Yes | Samagra family ID, ration card or birth certificate |
| Aadhaar of worker and child | Yes | Identity check, prevents duplicate issue |
| Madhya Pradesh residence proof | Yes | Samagra ID, voter card or domicile certificate |
| Photograph of the child | Sometimes | For the distribution register |
Carry the originals as well as photocopies. The verifying officer checks the registration card against the Board's record and enters the child's name in a distribution register, which the parent signs on collection.
How to apply for notebooks under the scheme
- Confirm your Welfare Board registration is live. Take your MPBOCWWB card to the district labour office or the gram panchayat secretary and check that the annual contribution is paid. Renew it before doing anything else if it has lapsed.
- Get a bonafide or enrolment certificate from the school for each child, showing the class the child is studying in for the current session.
- Ask the district labour office or the labour inspector when and where the distribution will be held in your block or ward. Distribution is organised around the start of the academic session, typically in June and July, and is often run as a camp alongside other Welfare Board services.
- Attend with the documents: registration card, school certificate, Samagra ID, Aadhaar of parent and child, and fill the request slip at the counter.
- Pay the concessional rate fixed by the Board for the notebooks and registers allotted, sign the distribution register, and collect the stationery along with a receipt.
There is no online application path for this scheme. The Shram Seva services on labour.mp.gov.in cover construction worker registration and renewal, which is the prerequisite, but the notebook distribution itself is handled physically.
Common problems and how to fix them
- Registration lapsed. The commonest reason a parent is turned away. Renew the card and pay the pending contribution, then return.
- No school certificate. A school identity card alone is often not accepted; ask the head teacher for a bonafide certificate on the school letterhead.
- Name mismatch between the Samagra family record and the school record for the child. Get the school record corrected, which is usually faster than correcting Samagra.
- Distribution date missed. Because the scheme is session-linked, stock may not be available later in the year. Ask the district labour office whether a second camp is planned, and register your name in the meantime.
- Told the scheme is not running this year. Welfare Board schemes are funded from the cess collected on construction, and small schemes can go dormant for a session. Ask for that in writing, or raise it on the CM Helpline so a named officer has to answer.

Parents should treat this scheme as one small piece of a larger entitlement. The same registration that gets subsidised notebooks also gives access to the Welfare Board's academic scholarship, the merit award schemes for children who do well in board examinations and competitive examinations, maternity assistance, tool purchase assistance, the cycle grant and the death and disability benefits. If the effort of getting to the labour office is being made anyway, it is worth asking for the full list of live schemes on the same visit.

Frequently asked questions
What does Riyaayati Dar Par Copies Ka Vitaran actually give?
The scheme supplies notebooks (copies) and registers to the school-going children of registered construction workers at a concessional rate rather than free of cost. The parent pays a small fixed amount per notebook or register set by the Madhya Pradesh Building and Other Construction Workers Welfare Board, well below the shop price.
How much do the notebooks cost under the scheme?
The rate is fixed by resolution of the Welfare Board and is revised from time to time, so the district labour office should be asked for the rate current in this academic session. State scheme directory entries have listed indicative rates of the order of Rs 10 for a small copy and Rs 14 for a register, for about ten units of each per child, but the sanctioned rate governs.
Who is eligible for the notebook scheme?
Children of construction workers registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board are eligible, provided the parent's registration is live and the child is enrolled in school.
Is the scheme free?
No. Riyaayati Dar Par Copies Ka Vitaran is deliberately a concessional-rate scheme, not a free distribution. The parent pays a token amount per notebook, which is why the Hindi name uses the word riyaayati, meaning concessional.
Where do I collect the notebooks?
Collect them from the district labour office or the distribution point it notifies, normally around the start of the academic session in June and July. Ask the labour inspector or the gram panchayat secretary where the local camp will be held.
Can I apply online?
No online form is published for this scheme. It is handled offline through the district labour office and the Welfare Board's distribution points, against production of the parent's registration card.
What if my registration card has lapsed?
Renew it first. No Welfare Board benefit, including this one, can be given against a lapsed registration, and the annual contribution must be paid up to date.
