RTE MP Admission Scheme (25 Per Cent Free Seats in Private Schools)
Madhya Pradesh state government scheme
RTE MP Admission Scheme gives children from weaker sections and disadvantaged groups free admission against 25 per cent of entry-class seats in private unaided schools of Madhya Pradesh. In 2026-27 about 1.22 lakh reserved seats in nearly 22,000 schools were allotted by online lottery on rteportal.mp.gov.in after registration between 13 and 28 March 2026.
What is the RTE MP Admission Scheme?
RTE MP Admission Scheme is the Madhya Pradesh implementation of Section 12(1)(c) of the Right of Children to Free and Compulsory Education Act, 2009, under which every private unaided school must reserve at least 25 per cent of the seats in its entry class for children from weaker sections and disadvantaged groups, and teach them free of charge. The scheme is run by the School Education Department through the Rajya Shiksha Kendra, and the whole admission process happens on rteportal.mp.gov.in.
The scale is large. For the 2026-27 session, roughly 1.22 lakh reserved seats across nearly 22,000 private schools in Madhya Pradesh were put through the process, and more than 1.78 lakh children applied for them.
Parents pay nothing. The state government reimburses the school for each child admitted under RTE, at a per-child rate fixed by the government, and the child continues free of tuition fee in that school up to Class 8.
Key points
- Reservation applies to the entry class only, nursery, KG-1 or Class 1, depending on the school's own entry point.
- Allotment is by centralised computerised online lottery, conducted by the Madhya Pradesh State Electronics Development Corporation (MPSEDC). Schools have no say in who is allotted.
- Priority runs by neighbourhood: children of the same village in rural areas and the same ward in urban areas first, then neighbouring areas.
- Admission once granted continues to Class 8 without re-application.
Who is eligible for RTE admission in Madhya Pradesh?
A child can be admitted if the family falls in one of these groups:
- Weaker section, identified by a BPL card, a ration card or an income within the limit notified for the session.
- Disadvantaged group, which in Madhya Pradesh covers Scheduled Caste, Scheduled Tribe, Other Backward Classes and notified minority families.
- Orphaned children.
- Children affected by HIV or cancer.
- Children with disabilities, on a disability certificate.
- Forest-dweller families covered under the forest rights recognition.
The child must also:
- Be a resident of Madhya Pradesh with a verifiable address.
- Be within the age band for the entry class. For Class 1 that is a minimum of 6 years and a maximum of 7 years 6 months, computed on the cut-off date for the session: 30 September 2026 for the 2026-27 round. Pre-primary entry classes use a 31 July cut-off.
- Have a Samagra ID and Aadhaar.
A child is not eligible if:
- The child is already studying beyond the entry class. RTE reservation attaches to the entry class, so a Class 3 or Class 5 transfer is not covered.
- The family does not fall in any weaker-section or disadvantaged-group category.
- The child is outside the prescribed age band on the cut-off date, either too young or too old.
- The family is resident outside Madhya Pradesh.
- The child has already secured an RTE seat in an earlier round. One child gets one RTE seat.
How to apply for RTE admission in Madhya Pradesh
- Wait for the registration window to open on rteportal.mp.gov.in. For 2026-27 it ran from 13 March to 28 March 2026; the window is announced fresh each year and is short, usually about two weeks.
- Open the portal and choose online application for RTE admission, then enter the child's Samagra ID so the portal can pull the name, date of birth and address.
- Fill the application with the category being claimed, the parent's details and the residential address. The address decides which schools are offered, so it must be the real one.
- Choose schools from the list the portal shows for your village or ward and the neighbouring area. Most parents are allowed to list several preferences: fill as many as the portal permits, because a single choice sharply reduces the chance of allotment.
- Upload the date of birth proof, category proof, residence proof and photograph, then submit and print the application with its number.
- Report to the designated verification centre with all original documents within the verification window. An application never verified is dropped before the lottery, whatever the documents say.
- Check the lottery result on the portal on the announced date β 2 April 2026 for the first phase of 2026-27, and download the allotment letter.
- Report to the allotted school within the reporting window with the allotment letter and originals, and complete admission.
What happens if your child is not allotted in the first lottery
Madhya Pradesh runs additional phases for seats left vacant after the first round. In 2026-27 the second-phase online lottery for vacant seats was held on 20 May 2026 and a third-phase lottery on 2 June 2026. A child not allotted in the first lottery does not have to register again from scratch in most rounds, but must re-exercise school choices from the vacant-seat list in the window announced for that phase.
Parents should watch the portal rather than the school gate. Schools are not allowed to offer an RTE seat directly outside the lottery, and an "admission" arranged privately is not an RTE admission and will not be reimbursed.
What documents are checked at verification?
| Document | Mandatory | Notes |
|---|---|---|
| Samagra ID | Yes | The portal reads the child's record from it |
| Aadhaar of the child | Yes | Identity and duplicate check |
| Birth certificate or DOB proof | Yes | Age is computed on a fixed cut-off date |
| Category proof | Yes | BPL/ration card, caste certificate, or orphan, HIV, disability or forest-dweller proof |
| Income certificate | No | Only where a weaker-section claim rests on income |
| Residence proof | Yes | Decides the school list and neighbourhood priority |
| Photograph of the child | Yes | Uploaded and carried to verification |
Originals must be produced at the verification centre. Photocopies alone are not accepted, and a document produced after the verification window closes cannot revive a dropped application.
Why RTE MP applications get rejected
- Verification not done within the window. The largest single cause.
- Age outside the band on the cut-off date, usually because the child is a few weeks short of 6 years for Class 1.
- Address mismatch between Samagra, the residence proof and the application, which breaks the neighbourhood priority test.
- Category proof not acceptable, an expired ration card, or a caste certificate issued outside Madhya Pradesh.
- Duplicate application for the same child from two different accounts.
- Wrong entry class chosen for the child's age.
- Seat not claimed at the allotted school within the reporting window, which releases the seat to the next phase.
Where to get help
- Rajya Shiksha Kendra, Bhopal: 0755-2570917.
- District Project Coordinator (DPC) of your district. The officer who handles RTE admission disputes, including a school refusing an allotted child.
- Block Resource Centre / verification centre for document and portal problems during the application window.
- MP CM Helpline: dial 181 to register a written complaint with a tracking number if a school demands fees or refuses admission.
RTE admission in Madhya Pradesh is completely free. No school, agent or centre may charge for the application, for verification, or for "arranging" a seat, and any such demand is itself a violation of the RTE Act.

Frequently asked questions
What does the RTE MP Admission Scheme give a child?
RTE MP Admission Scheme gives a child free admission to a private unaided school against the 25 per cent of entry-class seats reserved under the Right of Children to Free and Compulsory Education Act, 2009, and free schooling there up to Class 8. The state reimburses the school; the parent pays no tuition fee.
Who is eligible for RTE admission in Madhya Pradesh?
Children of weaker-section families, identified by a BPL card, ration card or income limit, and children of disadvantaged groups including SC, ST, OBC and notified minorities, orphans, children affected by HIV or cancer, children with disabilities and forest-dweller families are eligible, if they are of the right age for the entry class and live in Madhya Pradesh.
What is the age limit for RTE admission in MP?
For Class 1 the child must be at least 6 years old and not more than 7 years 6 months, computed on a cut-off date fixed for the session, which for 2026-27 was 30 September 2026. For pre-primary classes such as nursery and KG-1 the age is computed on 31 July of the session year.
Who cannot apply under the RTE MP Admission Scheme?
Children already studying in a school beyond the entry class are not eligible, because RTE seats are only for the entry class. Families outside the weaker-section and disadvantaged-group definitions cannot apply, nor can children outside the prescribed age band or resident outside Madhya Pradesh.
How are RTE seats allotted in Madhya Pradesh?
Seats are allotted by a centralised computerised online lottery run by the Madhya Pradesh State Electronics Development Corporation, not by the school. Children of the same village in rural areas and the same ward in urban areas get first priority; if seats remain, children from neighbouring areas are considered.
What happens after my child's name appears in the lottery result?
Download the allotment letter from rteportal.mp.gov.in and report to the allotted school within the reporting window announced with the result. A seat not claimed in that window is released into the vacant-seat pool for the next phase.
Can a private school refuse an RTE-allotted child or charge fees?
No, a school allotted a child through the RTE lottery cannot refuse admission or demand tuition fees, since the state reimburses the school directly. Refusal or a fee demand should be reported to the District Project Coordinator and on the CM Helpline at 181.
How many phases of RTE admission are there in MP?
Madhya Pradesh normally runs a first lottery followed by additional phases that fill seats left vacant. In 2026-27 the first lottery was on 2 April 2026, with further online lotteries for vacant seats held on 20 May 2026 and 2 June 2026.
