Research (PhD) Scholarship for Disabled Students (Madhya Pradesh)
Madhya Pradesh state government scheme
Research (PhD) Scholarship for Disabled Students is a Madhya Pradesh Higher Education Department scholarship for divyang research scholars of all categories registered for a PhD in a state university or college. The department invites new and renewal applications each session through the institution, with a published last date, and the scholarship runs for up to 3 years.
What is the Research (PhD) Scholarship for Disabled Students?
Research (PhD) Scholarship for Disabled Students is a doctoral fellowship operated by the Higher Education Department of the Government of Madhya Pradesh through the Office of the Commissioner, Higher Education, at Satpura Bhawan in Bhopal. The scholarship supports divyang research scholars of all categories who are registered for a PhD in a university or college of the state, paying a monthly fellowship for the years of full-time research.
The Higher Education Department issues a single annual notification, in Hindi "पी.एच.डी. शोध छात्रवृत्ति योजना", inviting applications from three groups together: Scheduled Caste scholars, Scheduled Tribe scholars, and disabled scholars of all categories. That last phrase matters. A disabled scholar from the general or OBC category, who would be outside every category-based research scholarship the state runs, is inside this one.
According to the department's notification reported by the Madhya Pradesh Department of Public Relations, applications for the 2024-25 round had to reach the Commissioner's office by 18 November 2024, and both new and renewal applications were called in the same window. The same pattern was repeated for the 2025-26 session. Government scheme listings put the PhD research scholarship rate at Rs 16,000 a month, roughly Rs 1,92,000 a year, for a maximum of three years, disbursed by direct bank transfer.
Main features
- A monthly research fellowship, not a one-time award.
- Duration of up to three years of doctoral research.
- Open to divyang scholars of every category, which is the distinguishing feature of this track.
- Paper application routed through the institution to the Commissioner, Higher Education, Bhopal.
- A hard last date each session, announced in the department's notification.
- Renewal is by fresh application with a progress report, not automatic.
Who is eligible for this research scholarship?
A scholar can apply if:
- The scholar is a person with disability, certified by the competent medical board. Madhya Pradesh disability schemes work to a threshold of 40 per cent disability or more, evidenced by a UDID card or medical board certificate.
- The scholar is registered for a PhD in a university or college of Madhya Pradesh, under an approved research supervisor.
- The scholar is a permanent resident of Madhya Pradesh.
- The scholar is engaged in full-time research, with the institution willing to certify it.
- The application is forwarded by the head of the institution within the notified window.
The disabled track carries no caste condition. A general category scholar with a valid disability certificate is eligible on the same footing as an SC or ST scholar.
Who cannot apply or is not eligible:
- Non-disabled scholars outside the SC and ST categories. The notification covers SC, ST and divyang scholars; a general category scholar without a disability certificate is not eligible on this track.
- Scholars registered outside Madhya Pradesh. The PhD registration must be with a state university or an affiliated college of Madhya Pradesh.
- Scholars already drawing another government research fellowship such as UGC-JRF or a CSIR fellowship for the same period.
- Scholars who apply directly without the institution's forwarding letter. The route is fixed and a direct application is not entertained.
- Scholars applying after the notified last date. There is no rolling window and no late acceptance.
- Scholars beyond the maximum duration, since support is capped at three years of research.

How to apply for the Research (PhD) Scholarship for Disabled Students
- Watch highereducation.mp.gov.in for the session's notification. The department publishes the circular, the prescribed application form and the instructions together, usually with a few weeks' notice.
- Collect the prescribed application form, either from the departmental website or from your university's research section, which receives the circular directly.
- Fill in the form with your PhD registration details, research topic, supervisor's name and the date from which you have been doing full-time research.
- Attach the disability certificate, registration letter, supervisor's certificate, PG marksheets, domicile certificate, Aadhaar copy and bank passbook page, self-attested.
- Submit the complete set to your head of institution well before the last date, and ask for it to be forwarded with the institutional covering letter.
- The institution forwards the file to the Office of the Commissioner, Higher Education, Satpura Bhawan, third floor, Bhopal, so that it reaches by the notified date.
- Keep a photocopy of the complete file and the institution's dispatch number, which is what you will need for any follow-up.
- For renewal in a later year, repeat the same route inside the same window, adding a research progress report countersigned by your supervisor.
How much is paid, and for how long?
Government scheme listings for the Madhya Pradesh PhD research scholarship state Rs 16,000 a month, about Rs 1,92,000 a year, payable for a maximum of three years and released by direct bank transfer to the scholar's account. The rate is restated in each session's notification, so a scholar should read the current circular rather than assume the figure carries forward. Where the notification differs from any secondary listing, the notification governs.
Payment is annual-cycle rather than strictly month-by-month in practice: sanction follows scrutiny at the Commissioner's office, and the release reaches the institution or the scholar's account after the sanction order is issued.
How to check the status of your application
- Ask your university's research or scholarship section for the dispatch details of the file forwarded on your behalf. This is the first and usually the fastest check.
- Follow up with the research or scholarship branch of the Office of the Commissioner, Higher Education, whose branch-wise contacts are published under Contact Us on highereducation.mp.gov.in.
- Watch highereducation.mp.gov.in for the sanction or selection list for the session, which the department publishes as an order.
- If a sanction has been issued but no credit has arrived, confirm with your bank that the account is active and Aadhaar-seeded, since seeding is a separate step from submitting an Aadhaar photocopy.
Common reasons an application fails
- Application not forwarded by the institution, or forwarded after the last date. This is the single commonest failure on a paper-routed scheme.
- Disability certificate not from the competent medical board, or below the threshold.
- PhD registration not complete at the time of application. Provisional or pending registration is usually not accepted.
- Supervisor's certificate missing, so full-time research cannot be verified.
- Another fellowship already held for the same period.
- Domicile certificate missing or issued in another state.
- Incomplete set of self-attested enclosures, which gets the file set aside at scrutiny rather than returned for correction.
Key dates to watch
The scheme runs on an annual notification with a hard deadline. For the 2024-25 round the last date was 18 November 2024, and applications for 2025-26 were called on the same pattern for new and renewal cases together. Check highereducation.mp.gov.in from around the start of the academic session, and ask your research section to alert you when the circular reaches the university, because the window between the notification and the last date is short.
Help and grievance redressal
- Office of the Commissioner, Higher Education, Satpura Bhawan, third floor, Bhopal, the sanctioning authority. Branch-wise contact details are published under Contact Us on highereducation.mp.gov.in.
- Your university's research section, for anything to do with forwarding and dispatch.
- Madhya Pradesh CM Helpline: 181, for complaints not settled by the department.
- The department also runs an anti-ragging helpline on 1800-180-5522, which is for a different purpose but is the number published prominently on its site.
Carry the dispatch number and the session year to any follow-up. No fee is payable to any intermediary for a research scholarship sanction.

How much does the PhD research scholarship pay?
The Madhya Pradesh PhD research scholarship is listed at Rs 16,000 a month, about Rs 1,92,000 a year, for a maximum of three years. Because the rate is restated in each session's notification, confirm the current figure on highereducation.mp.gov.in before you rely on it.
What is the last date to apply?
The last date is fixed fresh in each session's notification; for the 2024-25 round the Higher Education Department set 18 November 2024. There is no rolling window, so a scholar who misses the notified date waits for the next session.
