Madhya Pradesh state government scheme
Running of Scheduled Caste Hostels is the Madhya Pradesh scheme that operates 1,945 hostels giving free residence to Scheduled Caste students from Class 6 to college. Residents get a mess scholarship of Rs 1,090 a month for boys and Rs 1,130 a month for girls. Apply to the hostel superintendent.
What is the Running of Scheduled Caste Hostels scheme?
Running of Scheduled Caste Hostels is the operational scheme through which the Anusuchit Jati Kalyan Vibhag, the Scheduled Caste Welfare wing of the Madhya Pradesh Tribal Affairs and Scheduled Caste Welfare Department, keeps its student hostels open year after year. The scheme covers the money and the staff that make a hostel work: the building, the mess, the superintendent, the bedding, the library and the allowances paid to residents.
According to the Madhya Pradesh government's compilation of social protection schemes published by AIGGPA, the department presently runs 1,945 hostels and provides free residential facility to Scheduled Caste students from Class 6 up to college level. The stated purpose is to let a student from a Scheduled Caste family continue studying even when the school or college is outside the home village.
The scheme has three distinct parts, and readers often confuse them:
- The hostel seat itself, free lodging, mess, furniture and bedding.
- The mess scholarship. A fixed monthly amount attached to each resident so that the hostel can run the food arrangement.
- The travel allowance, a one-off yearly payment for the journey between home and hostel.
How much does a Scheduled Caste hostel resident receive?
| Benefit | Amount | Notes |
|---|---|---|
| Mess scholarship, boys | Rs 1,090 per month | Fixed to ensure the meal facility for the resident |
| Mess scholarship, girls | Rs 1,130 per month | Higher rate for girl students |
| Senior and college hostels | Central Post-Matric rate | Scholarship paid as per the central Post-Matric Scholarship scheme |
| Travel allowance, first year | Rs 1,500 per student | Paid once in the first year |
| Travel allowance, second year | Rs 250 per student | Reduced rate after the first year |
| Travel allowance, final year | Rs 250 per student | Same reduced rate |
| Stationery in excellent hostels | Rs 2,000 per student per year | Only in hostels designated as excellent hostels |
| Lodging, furniture, bedding | Free | Provided in kind, not as cash |
The mess scholarship is not pocket money. It is the per-resident norm the department releases so that the hostel kitchen can be run, and it is the reason a family pays nothing for the child's food across a whole academic year.
Who is eligible for a Scheduled Caste hostel seat?
You can get a seat if:
- You belong to a Scheduled Caste notified for Madhya Pradesh and hold a caste certificate from the competent revenue authority.
- You are a native of Madhya Pradesh and can produce a domicile certificate.
- You are studying anywhere from Class 6 to college level.
- For a post-matric level hostel, you have taken regular admission in a nearby college. The department states this explicitly as a condition of entry.
- For a post-matric level hostel, your family income is within the Post-Matric Scholarship ceiling, presently Rs 3 lakh a year, or your guardians are not income tax payers.
- You have a Samagra ID and a bank account for the scholarship and travel allowance.
You cannot apply if:
- You do not hold a Madhya Pradesh Scheduled Caste certificate. Scheduled Tribe students go to the Tribal Affairs Department hostels and OBC students to the Backward Classes hostels.
- You are domiciled outside Madhya Pradesh.
- You are below Class 6. Younger children are covered by ashram schools rather than by this hostel scheme.
- You have not taken admission in a school or college near the hostel. A hostel seat is not given independently of enrolment.
- Your family income crosses the post-matric ceiling at college level, or a guardian is an income tax payer.
- You were expelled from a departmental hostel for indiscipline.
How to apply for a Scheduled Caste hostel in Madhya Pradesh
- Take admission first in the school or college near the hostel. The department requires regular admission in a nearby institution before hostel entry at post-matric level, so the admission receipt is the starting document.
- Obtain the application form from the superintendent of the hostel or ashram concerned. The department states that this must be done before the teaching session commences, a late form is the commonest reason a student loses a seat.
- Attach the prescribed documents to the form: the income certificate or a declaration that guardians are not income tax payers, the Scheduled Caste certificate, the last class marksheet, the transfer certificate, the MP domicile certificate, bank account details, Samagra ID and photographs.
- Register on MPTAAS at tribal.mp.gov.in as a new beneficiary using your Samagra ID and complete Aadhaar e-KYC, so that the scholarship and travel allowance can be paid to your account.
- Submit the form to the superintendent and take a dated acknowledgement. Selection is then made on the basis of marks by a committee constituted by the District President.
- Report with originals on the verification date and get your name entered in the hostel register.
Girl students seeking renewal in the same hostel do not need the full form. The department allows a renewal application to be given to the hostel superintendent on plain paper.
What else does a Scheduled Caste hostel provide?
The department layers several small schemes on top of the basic hostel seat, and residents are entitled to all of them without applying separately:
- Library in Hostel: the department's stated aim is a library in every departmental hostel, with curriculum books and general reading. The scheme covers all 1,945 approved and operational hostels.
- Dressing kit, issued to every new hosteller each year to encourage cleanliness and hygiene. The kit includes items such as a nail cutter and needle and thread.
- Excellent hostels; hostels the department designates as excellent get nutritious food, coaching, computer training, library and sports material, and their residents receive Rs 2,000 per student per year for stationery. Placement in an excellent hostel is on merit, for Scheduled Caste meritorious students in the districts of the state.
- Excellence award for institutions. A Rs 5,000 cash award, shield and certificate go to the staff of the best-run residential institution of the year. That award is for the institution, not for students.
When should you apply and how are seats allotted?
Applications are taken before the teaching session begins, in step with school and college admissions rather than on a single statewide date. There is no published last date; the practical deadline is the day the district selection committee sits.
Allotment runs on marks in the previous class, decided by the committee constituted by the District President. Where a hostel is oversubscribed, the distance between the student's village and the institution and the family's circumstances are used alongside marks. Girls' hostels at district headquarters fill first.
A student moving from a junior to a senior hostel, or from a senior hostel to a college hostel, must apply again. The seat does not carry across levels.
Why Scheduled Caste hostel applications get rejected, and how to fix it
- Form submitted after the session started. Collect the form from the superintendent well before the school or college session opens.
- Caste certificate not in the Madhya Pradesh format. Get a fresh certificate from the tehsildar or SDM.
- No admission proof for a nearby college. Post-matric hostel entry is conditional on regular admission; submit the admission letter or fee receipt.
- Income above the Rs 3 lakh post-matric ceiling, or a guardian assessed to income tax, at college level.
- Marks too low for the available seats. Ask the district office for your waiting-list position; vacancies open during the session.
- Bank account not seeded with Aadhaar, which stalls the mess scholarship and travel allowance even after the seat is allotted.
Where to get help
- Hostel or ashram superintendent. The point of contact for the application, admission, mess and facilities, and the verification officer for the scheme.
- District Convenor or Assistant Commissioner, Tribal Welfare, the authority above the superintendent for admission disputes.
- MPTAAS portal at tribal.mp.gov.in for beneficiary profile, e-KYC and payment status of the mess scholarship and travel allowance.
- Madhya Pradesh CM Helpline: dial 181 to register a tracked written grievance.
A Scheduled Caste hostel seat in Madhya Pradesh is free, and the mess scholarship and travel allowance are paid to the student's own bank account. No superintendent, clerk or agent may charge a fee for a seat, and no part of the scholarship may be deducted at the hostel.
