Antyeshti Evam Anugrah Rashi Bhugtan Yojana (Unregistered Construction Site Workers, Madhya Pradesh)
Madhya Pradesh state government scheme
Antyeshti Evam Anugrah Rashi Bhugtan Yojana pays the family of an unregistered construction labourer who dies or is permanently disabled at a construction site in Madhya Pradesh, funeral assistance plus ex-gratia of up to Rs 4,00,000 on accidental death. The claim is filed offline with the CEO District Panchayat or the municipal commissioner.
What is Antyeshti Evam Anugrah Rashi Bhugtan Yojana?
Antyeshti Evam Anugrah Rashi Bhugtan Yojana is the Madhya Pradesh Labour Department's safety net for construction labourers who were never registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board (MPBOCWWB) and who die or are permanently disabled while working at a construction site.
The Hindi name translates as the "funeral and ex-gratia payment scheme". The scheme exists because of a hard practical fact: most construction labour in Madhya Pradesh is casual, migratory and unregistered. A mason who falls from a fifth-floor slab, or a helper crushed by a collapsing wall, is very often a person with no board registration, no employer record and no formal contract. Without this scheme, that family would receive nothing from the state.
The scheme therefore does not ask "was the worker registered?" It asks "was the worker working at a construction site when the incident happened?"
How much money does the scheme pay?
According to Madhya Pradesh Labour Department listings on district portals, the payments are:
- Ex-gratia up to Rs 4,00,000 where the labourer died in an accident at or because of construction work.
- Ex-gratia up to Rs 2,00,000 where the labourer suffered permanent disability as a result of a construction site accident.
- Funeral assistance, a separate small amount paid to meet the immediate cost of the last rites.
The amounts are ceilings, not automatic entitlements. The sanctioning authority fixes the amount on the facts of the case, and a partial disability attracts a proportionately lower amount than total permanent disability.
For comparison, a registered construction worker's family claims under the board's own Mrityu Ki Dasha Mein Antyeshti Evam Anugrah Sahayata Yojana, which district portals list at Rs 6,000 funeral assistance, Rs 2,00,000 for natural death and Rs 4,00,000 for accidental death. That scheme requires a live registration with the board and annual contribution; this one does not.
Who is eligible for the unregistered workers ex-gratia?
The family can claim if:
- The deceased or disabled person was working at a construction site in Madhya Pradesh at the time of the incident. This includes building construction, road work, bridge work, canal work, demolition and repair.
- The person was not registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board.
- The death or disability arose out of and in the course of that construction work.
- The claimant is a legal heir or dependant, spouse, children, or parents, and can produce a legal heir or succession certificate.
Who cannot apply or is not eligible:
- Families of registered construction workers cannot apply here. If the worker held a live MPBOCWWB registration card, the claim goes to the board's own funeral and ex-gratia scheme, which pays higher and more clearly defined amounts.
- Deaths unconnected to construction work are not eligible. A labourer who died of illness at home, or in a road accident while travelling on a personal errand, does not qualify for the accidental construction site ex-gratia.
- Workers in other sectors are not eligible. A factory worker, a farm labourer or a shop assistant is not covered by this construction-specific scheme; unorganised workers registered under Sambal have their own death and funeral benefits.
- Supervisory and managerial staff are not eligible. The scheme is for labour, not for site engineers, architects or contractors themselves.
- A second claimant for the same death is not eligible. One ex-gratia is paid per incident, to the heirs jointly or to the person named in the legal heir certificate.
What documents does the claim need?
| Document | Mandatory | Notes |
|---|---|---|
| Death certificate | Yes | Panchayat, municipal body or hospital |
| FIR and police panchnama | Yes | Establishes the accident and where it happened |
| Post-mortem report | Yes | For accidental death claims |
| Employer, builder or contractor certificate | Yes | Confirms the person was working at that site |
| Permanent disability certificate | Only for disability claims | From a government medical board, with the disability percentage |
| Legal heir or succession certificate | Yes | From the tehsildar |
| Aadhaar and Samagra ID of the claimant | Yes | Identity and family verification |
| Bank passbook of the claimant | Yes | For the direct transfer |
| Passport-size photographs | Yes | Of the claimant |
The FIR and panchnama are the documents that decide the case. Families should insist that the police record the location of the incident as a construction site and note what work the person was doing, because a vaguely worded FIR is the most common reason an accidental death ex-gratia claim is downgraded.
How to apply for Antyeshti Evam Anugrah Rashi Bhugtan Yojana
- Report the accident to the police immediately and make sure an FIR and a panchnama are recorded. Collect certified copies. For a death, ensure a post-mortem is performed and obtain the report.
- Get the death certificate from the gram panchayat, nagar palika or nagar nigam. For a disability claim, get the permanent disability certificate from the government medical board instead.
- Obtain a written certificate from the builder, contractor or site engineer confirming that the person was working at that site on that date. If the contractor refuses, record the refusal in writing and report it to the District Labour Officer.
- Apply for a legal heir or succession certificate from the tehsildar of the tehsil where the family lives.
- Submit the claim in the prescribed form; to the Chief Executive Officer, District Panchayat if the site is rural, or to the Commissioner or Chief Municipal Officer of the urban body if the site is urban — with all the documents attached. Take a dated acknowledgement.
- Follow up with the file's dispatch number. The office verifies the police report and the employer's statement, may send a labour inspector to the site, and then issues the sanction.
- Receive the amount by direct bank transfer to the claimant's account.
How to check the status of the claim
- Take your acknowledgement receipt back to the office where you filed and ask for the file's dispatch or sanction number.
- Follow the file with the District Labour Officer, who is the technical authority verifying construction-site claims in the district.
- Escalate to the Madhya Pradesh Building and Other Construction Workers Welfare Board at 0755-2552663 or the Shramik Seva helpline 18002338888.
- If the file has not moved for a month, register a complaint on the CM Helpline, 181, or at cmhelpline.mp.gov.in with the dispatch number. This is a tracked complaint against a named office and it is the most effective step a family can take.
Why claims under this scheme fail
- The FIR does not say the incident happened at a construction site, so the connection with construction work cannot be established.
- No post-mortem was done, leaving the cause of death open.
- The contractor denies the person worked there, and no co-worker statement or wage record supports the family.
- The worker was in fact registered with MPBOCWWB, so the claim was filed under the wrong scheme and has to be refiled.
- No legal heir certificate, so the office cannot decide who should be paid.
- Bank details are wrong and the transfer bounces.
- Very long delay in filing, with no explanation for it.
A rejected claim can be refiled with the missing document. Families should not abandon a claim after one rejection; most rejections here are documentary, not substantive.
Key facts to remember

Frequently asked questions
Who can claim under Antyeshti Evam Anugrah Rashi Bhugtan Yojana?
The legal heirs and dependants of a construction labourer who was NOT registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board and who died or became permanently disabled while working at a construction site in the state. Registered workers claim under the board's own funeral and ex-gratia scheme instead.
How much ex-gratia is paid on accidental death at a construction site?
Up to Rs 4,00,000 is paid as ex-gratia where the labourer died in an accident at a construction site, along with funeral assistance. Permanent disability caused by a construction site accident attracts up to Rs 2,00,000.
My relative was never registered as a construction worker — can we still claim?
Yes, and that is exactly what this scheme is for. Madhya Pradesh created this route precisely because most site labour is casual and unregistered. What must be proved is not registration but that the person was working at a construction site when the accident happened, which is why the FIR, panchnama and the contractor's certificate matter so much.
Where is the claim submitted?
With the Chief Executive Officer of the District Panchayat if the site is in a rural area, and with the Commissioner or Chief Municipal Officer of the urban body if the site is in a town or city. There is no online application for this scheme.
Does a natural death at a construction site qualify for the Rs 4,00,000?
No. The Rs 4,00,000 ex-gratia is for accidental death arising out of construction work. A death from natural causes does not attract the accidental rate, though funeral assistance may still be considered.
How long does the claim take?
District offices typically take several weeks to a few months, because the police report and the employer's certificate have to be verified before sanction. Families should collect the acknowledgement receipt at the time of filing and follow up with the file's dispatch number.
Is any fee payable to file this claim?
No. Filing and sanction are completely free. Any demand for money by an official, a contractor or a middleman for processing this claim should be reported on the CM Helpline number 181.
What if the contractor refuses to give a certificate?
Report it to the District Labour Officer and note it in the claim. The FIR and police panchnama, which record where the body was found and what the person was doing, can substitute in practice, and the labour inspector can be asked to inspect the site and record the facts.
