What is the Chief Minister's Building and Other Construction Workers Rural Housing Scheme?

The Chief Minister's Building and Other Construction Workers Rural Housing Scheme is a welfare scheme of the Madhya Pradesh Building and Other Construction Workers Welfare Board: in Hindi, the Madhya Pradesh Bhavan Evam Anya Sanniraman Karmakar Kalyan Mandal. The Board sits under the state Labour Department and exists to spend the construction cess on the workers who build houses for everyone else but often live in kachcha shelters themselves.

The Board is a statutory body created under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. Its money does not come from ordinary tax revenue: under the Building and Other Construction Workers' Welfare Cess Act, 1996, a cess of 1 per cent of the cost of construction is collected on building projects and credited to the Board. Housing, education, maternity, pension, tool and accident schemes are all paid out of that fund.

This scheme applies the fund to one specific gap. A permanent (pucca) house in a rural area for a registered construction worker who does not have one.

Who is eligible for the rural housing scheme?

You can claim the benefit if:

  • You hold a live registration as a building or other construction worker with the Madhya Pradesh Building and Other Construction Workers Welfare Board.
  • You are between 18 and 60 years of age, the registration window fixed by Section 12 of the 1996 Act.
  • You worked as a construction worker for not less than 90 days in the preceding twelve months, the statutory test for beneficiary registration.
  • You live in a rural area of Madhya Pradesh, a Gram Panchayat area, not a municipal area.
  • You own the plot on which the house is to be built, or have a valid patta for it.
  • Your family does not already own a pucca house.

You are not eligible if:

  • You have never registered with the Board, or your registration has lapsed.
  • You are over 60, at which point beneficiary status under the Act ends and pension rather than housing is the relevant benefit.
  • You live in an urban local body area, this scheme is rural only.
  • Your family already owns a permanent house, or has already received a house or housing grant under another government scheme.
  • You cannot show ownership of land to build on. Assistance is for construction, not for buying a plot.

Registration under the Act is per worker, and the benefit is treated as a family benefit; two registered workers in the same household cannot both draw housing assistance for the same house.

How to apply for the rural housing scheme

  1. Check that your registration is live. Take your construction worker registration card to the Gram Panchayat or district labour office and confirm the annual contribution is paid up. A lapsed card is the single most common reason a file is returned unopened.
  2. Collect the application form for the housing scheme from the Gram Panchayat secretary or the district labour office (Shram Padadhikari Karyalaya). There is no fee for the form.
  3. Attach the documents listed above — registration card, Aadhaar, bank passbook, land papers, and the Gram Panchayat certificate that your family has no permanent house.
  4. Submit the completed file to the Gram Panchayat, which forwards it with its recommendation to the Janpad Panchayat and the district labour office. Insist on a dated receipt or acknowledgement.
  5. Cooperate with the field verification. A panchayat or labour department official will visit to confirm the plot, the absence of a pucca house and your work as a construction worker.
  6. Track the sanction through the district labour office and the Madhya Pradesh Labour Department portal at labour.mp.gov.in, quoting your registration number and the acknowledgement number.

How is the money paid and when?

Payment is released by Direct Benefit Transfer into the registered worker's own bank account. Housing assistance under construction worker boards is normally paid in stage-linked instalments; one on sanction, further instalments after the plinth and roof stages are verified, rather than in a single transfer, so the house actually gets built. Your district labour office will tell you how many instalments apply to your sanction order.

The Board notifies the assistance amount by resolution and revises it from time to time. This guide deliberately does not quote a rupee figure, because no current official Madhya Pradesh notification could be verified at the time of writing. Confirm the rate in force before you apply, with the district labour officer, or on the Labour Department worker helpline 18002338888.

Why applications get rejected

  • Lapsed registration with the Welfare Board, or a registration less than the required 90 days of construction work.
  • No land in the applicant's name, so there is nothing to build on.
  • An existing pucca house in the family, found during field verification.
  • A house already taken under another central or state housing scheme.
  • Bank account problems: account not Aadhaar-seeded, name mismatch with Aadhaar, or a dormant account that rejects the DBT credit.
  • Urban address, which puts the worker outside the rural scope of this scheme.

Most of these are fixable. Renew a lapsed card, correct the Aadhaar-bank name mismatch at your branch, and re-submit rather than starting a fresh file.

Frequently asked questions

Who runs the Chief Minister's Building and Other Construction Workers Rural Housing Scheme?

The Madhya Pradesh Building and Other Construction Workers Welfare Board, under the state Labour Department, runs the scheme. The Board is a statutory body constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and is funded almost entirely from the 1 per cent construction cess collected under the companion Cess Act of the same year.

Do I have to be a registered construction worker to get housing help?

Yes. Registration with the Madhya Pradesh Building and Other Construction Workers Welfare Board is compulsory and there is no exception. A worker who has never registered, or whose registration has lapsed for non-payment of the annual contribution, must complete or renew registration first — the housing application will not be processed on the strength of an employer's letter alone.

Can a construction worker in a town or city apply under this scheme?

No. This particular scheme is limited to rural areas of Madhya Pradesh, as its name states. Registered construction workers living inside a municipal corporation, municipality or nagar parishad area are not eligible here and should ask the district labour office which urban housing route applies to them.

How much money does the scheme give?

The assistance rate is fixed by resolution of the Madhya Pradesh Building and Other Construction Workers Welfare Board and is revised from time to time, so this guide does not quote a figure that cannot be confirmed on a current official notification. Ask the district labour officer or call 18002338888 for the rate in force on the day you apply.

Can I get this housing help if I already own a pucca house?

No. Construction worker housing assistance is meant for families that do not already own a permanent house, and the Gram Panchayat certificate confirming this is part of the file. A family that has already taken a house under another government housing scheme is also normally excluded to prevent a double benefit.

How is the money paid?

Payment is made by Direct Benefit Transfer into the registered worker's own Aadhaar-seeded bank account, generally in instalments tied to the stage of construction rather than as one lump sum. Keep the account active — a dormant or KYC-frozen account is a very common reason for a failed transfer.

Where do I complain if my application is stuck?

Complain first to the district labour officer (Shram Padadhikari) who holds your file, then to the Labour Commissioner's office. The Labour Department's worker helpline 18002338888 also records complaints, and the CM Helpline 181 handles Madhya Pradesh grievances across departments.
