Madhya Pradesh state government scheme
Chief Minister Rural Path Vendor Loan Scheme is the English name of Madhya Pradesh's Mukhyamantri Gramin Path Vikreta Rin Yojana, which arranges a collateral-free working capital loan of up to Rs 10,000 for rural street vendors aged 18 to 55 and reimburses interest of up to 14 per cent. Vendors register free on the Gramin Kamgar Setu portal or at their gram panchayat.
What is the Chief Minister Rural Path Vendor Loan Scheme?
Chief Minister Rural Path Vendor Loan Scheme is the English name used for Mukhyamantri Gramin Path Vikreta Rin Yojana, a Madhya Pradesh scheme of the Panchayat and Rural Development Department that puts small working capital into the hands of street vendors who trade in villages. Applications run through the department's Gramin Kamgar Setu platform at kamgarsetu.mp.gov.in.
The scheme was launched on 8 July 2020. At that time the central PM SVANidhi scheme had opened credit for street vendors registered with urban local bodies, but rural hawkers had no equivalent route. Madhya Pradesh created one, becoming the first state to run a dedicated credit scheme for rural street vendors.
Chief Minister Rural Path Vendor Loan Scheme does not lend state money directly. The state's role is threefold: it identifies and verifies rural vendors through the gram panchayat, it links each verified case to a bank willing to lend up to Rs 10,000, and it reimburses interest of up to 14 per cent on that loan to the bank. The vendor therefore borrows from a bank rather than a moneylender, and carries close to no interest burden if repayment is on schedule.
Who the scheme is built for
- Vegetable, fruit and grocery hawkers who buy stock every morning.
- Handcart and cycle vendors selling utensils, cloth, plastic goods or snacks.
- Tea, snack and small food vendors at weekly haats and bus stops.
- Barbers, cobblers, repair workers and similar service vendors who work from a temporary spot rather than a shop.
Who is eligible for the rural path vendor loan?
You can apply if:
- You are aged 18 to 55 years.
- You are a resident of Madhya Pradesh and your vending work is inside a gram panchayat area.
- You work as a street vendor, hawker or mobile service provider, without permanent commercial premises.
- You hold a Samagra ID and a savings bank account in your own name.
There is no caste or religion condition, no income certificate requirement and no minimum education. Women vendors and men vendors apply on identical terms, and the scheme is used heavily by women running vegetable and food stalls.
You are not eligible if:
- You are under 18 or over 55.
- Your vending area falls inside a municipal corporation, municipality or nagar parishad, which puts you outside the rural scope of the scheme.
- You are not domiciled in Madhya Pradesh.
- You operate from permanent commercial premises, a rented or owned shop with a fixed establishment: rather than as a street vendor.
- You are an existing bank defaulter, since the branch will decline a fresh sanction.
- Another member of your household has already drawn the same loan against the same Samagra record, which the portal flags as a duplicate.
How much benefit does the scheme give?
| Item | Value |
|---|---|
| Working capital loan | Up to Rs 10,000 per vendor |
| Interest subsidy borne by the state | Up to 14 per cent |
| Collateral or guarantor | Not required |
| Application fee | Nil |
The interest reimbursement is settled between the state government and the lending bank; the vendor does not have to claim it separately. What the vendor must do is repay the principal on the schedule the bank sets, because the subsidy is designed for borrowers who service the loan regularly.
For a vendor buying Rs 1,500 to Rs 2,000 of stock each morning, a Rs 10,000 revolving cushion replaces a daily moneylender advance, and that is the practical gain the scheme was designed to deliver.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Samagra ID | Yes | Confirms family, village and residence |
| Aadhaar card | Yes | Identity and account seeding |
| Bank passbook | Yes | Account in the vendor's own name |
| Panchayat verification | Yes | Confirms genuine vending activity |
| Mobile number | Yes | OTP and status SMS |
Notably, the scheme does not ask for an income certificate, a caste certificate or a shop licence. Vendors turned away for want of such papers should point to the department's own document list.
How to apply for the Chief Minister Rural Path Vendor Loan Scheme
- Visit kamgarsetu.mp.gov.in, the Gramin Kamgar Setu portal of the Panchayat and Rural Development Department, and open the street vendor registration option.
- Enter your Samagra ID and mobile number and verify the OTP received.
- Complete the application with your village, gram panchayat, type of vending work and bank account details.
- Submit and save the application number displayed on the acknowledgement.
- Meet the gram panchayat secretary or Rozgar Sahayak for field verification of your vending activity.
- Once verified, the panchayat forwards the case to the linked bank branch; complete the bank's loan documents when called.
- Collect the sanction letter and check that the amount is credited to your account.
To apply offline, carry your Samagra ID, Aadhaar card and bank passbook to the gram panchayat office and ask the panchayat secretary to file the application on Gramin Kamgar Setu on your behalf. A Common Service Centre in the village can do the same. Neither route charges for the application itself.
How to check application status
- Sign in at kamgarsetu.mp.gov.in with the mobile number you registered.
- Use the application tracking option and enter your application number.
- Read the stage shown; submitted, verified by panchayat, sent to bank, sanctioned or disbursed.
- For a case stuck at bank stage, visit the branch with your application number, Aadhaar card and passbook.
The gram panchayat keeps its own register of pending and forwarded applications, which is often the fastest way to find out what is holding a file.
Common reasons an application fails
- Vending area is urban, not within a gram panchayat.
- Age outside 18 to 55 years.
- Samagra and Aadhaar details do not match; correct the Samagra record before reapplying.
- Panchayat verification not completed, the biggest single cause of delay.
- Bank account inactive, joint, or not in the applicant's own name.
- Existing overdue loan at the same branch.
- Two applications from one household against the same Samagra family record.
Where to raise a grievance
- Gram panchayat office: first point for registration and verification problems.
- Janpad Panchayat CEO, block-level escalation when the panchayat has not acted.
- Zila Panchayat CEO, district-level authority for the Panchayat and Rural Development Department.
- Bank branch manager, for sanction or disbursement delays after the case has been forwarded.
The Chief Minister Rural Path Vendor Loan Scheme is free to apply for at every stage. No panchayat employee, bank agent or middleman may charge a commission for arranging the loan, and any such demand should be reported to the Janpad Panchayat CEO in writing.

Frequently asked questions
Is the Chief Minister Rural Path Vendor Loan Scheme the same as Gramin Path Vikreta Rin Yojana?
Yes. Chief Minister Rural Path Vendor Loan Scheme is the English rendering of Mukhyamantri Gramin Path Vikreta Rin Yojana. Both names describe one scheme of the Panchayat and Rural Development Department, applied for on the same Gramin Kamgar Setu portal.
How much loan is given and at what interest?
Up to Rs 10,000 of working capital is sanctioned by a bank, and the Madhya Pradesh government reimburses interest of up to 14 per cent to the bank on the vendor's behalf. A vendor repaying on schedule effectively returns the principal.
Does a rural vendor need collateral or a guarantor?
No. The loan is a small collateral-free advance. The gram panchayat's verification of the applicant's identity and vending work takes the place of security.
Who verifies my application?
The gram panchayat secretary, supported by the Rozgar Sahayak, verifies the application before it is forwarded to the linked bank branch. Delay at this stage is the most common reason applications stall.
Can an urban street vendor apply under this scheme?
No. Vendors inside a municipal corporation, municipality or nagar parishad are not eligible here. They are covered by the central PM SVANidhi scheme and the state's urban street vendor arrangements instead.
Is there any application fee?
No fee is charged for the application, panchayat verification or bank sanction. A Common Service Centre may charge only its notified assistance fee for typing the form.
What does the Gramin Kamgar Setu portal do besides this loan?
Gramin Kamgar Setu is the Panchayat and Rural Development Department's registration platform for rural workers, including returning migrant workers. It records a worker's trade and skill along with the street vendor loan applications, so that panchayats and departments can match workers to local work.
Is there a last date to apply for this loan?
No. Applications are open all year. The gram panchayat and the Gramin Kamgar Setu portal accept applications continuously, and no fixed statewide last date has been announced.
How do I check the status of my rural vendor loan application?
Sign in at kamgarsetu.mp.gov.in with your registered mobile number, open the application tracking option, and enter your application number to see whether it is submitted, verified by the panchayat, sent to the bank, sanctioned or disbursed. The gram panchayat also keeps its own register of pending and forwarded applications.
