What is the ST civil services coaching scheme in Madhya Pradesh?

Coaching by Private Institutes for the All India Services Civil Services Examination is a Madhya Pradesh Tribal Affairs Department scheme that sends Scheduled Tribe graduates to reputed private coaching institutes in Delhi to prepare for the Union Public Service Commission civil services examination, with the state paying the fee, a book grant and a monthly living stipend.

According to the Madhya Pradesh CM Helpline scheme database, the department approved the scheme by a circular dated 12 September 2013, and it is carried in departmental budget documents as scheme number 5205. District tribal welfare pages describe the same programme as running from 2013-14, providing "monthly scholarship, stationery expenses and coaching institute fees at fixed rates" across the preliminary, mains and interview stages.

The logic behind the scheme is specific. The UPSC coaching market is concentrated in Delhi, a serious course costs upwards of a lakh and a half, and a candidate from a tribal district of Madhya Pradesh faces not only that fee but the cost of living in Delhi for a year or more with no income. The scheme addresses all three costs separately: fee, books, and subsistence: rather than handing over a single lump sum.

Key features

  • The coaching fee is paid directly to the empanelled institute, not reimbursed to the candidate.
  • A separate book and study material grant is paid to the candidate.
  • A monthly stipend covers living costs in Delhi, subject to attendance.
  • Selection gives priority to candidates who have already cleared the MPPSC mains, on the reasoning that they are closest to converting.
  • Application is online and free on MPTAAS.

How much support does the scheme provide?

Component Amount How it is paid
Coaching fee Up to Rs 2,00,000, or the actual fee, whichever is lower Paid directly to the empanelled Delhi institute
Books and study material Rs 15,000, one time To the candidate
Monthly stipend Rs 12,500 a month, maximum 18 months To the candidate, against attendance

A candidate who draws the full entitlement therefore receives support worth up to Rs 2,00,000 + Rs 15,000 + Rs 2,25,000. The stipend is the part most commonly reduced in practice, because it is released against attendance recorded at the institute rather than automatically month after month.

For comparison, the Scheduled Caste Development Department runs a parallel UPSC coaching scheme, also from 2013-14, structured by examination stage instead: Rs 90,000 for the preliminary stage, Rs 1,25,000 for the mains and Rs 30,000 for the interview, totalling Rs 2,45,000, with a family income ceiling of Rs 5 lakh and a stated target of 100 students a year. Scheduled Tribe candidates apply under the Tribal Affairs scheme described here; Scheduled Caste candidates apply under that one.

Who is eligible for the ST civil services coaching scheme?

You can apply if:

  • You are a permanent resident of Madhya Pradesh and belong to a Scheduled Tribe notified for the state, holding a digital caste certificate.
  • You have completed graduation. A bachelor's degree is a hard condition, mirroring UPSC's own eligibility rule.
  • Your annual family income from all sources does not exceed Rs 6 lakh.
  • Your age is within the UPSC limit for that year's civil services examination.
  • You have a registered beneficiary profile on the MPTAAS portal, which the department treats as mandatory.

You cannot apply if:

  • You are still studying for your degree. Final-year students are not eligible until the degree is complete.
  • Your family income exceeds Rs 6 lakh a year.
  • You are above the UPSC age limit for that year's examination.
  • You belong to the Scheduled Caste, OBC or general category. Those candidates are not eligible under this scheme and must use their own department's coaching scheme.
  • You are a resident of another state.
  • You have not registered a beneficiary profile on MPTAAS. An incomplete profile blocks the application from being submitted at all.

How are candidates selected?

Selection follows a published order of preference rather than a single test:

  1. Scheduled Tribe candidates who cleared the MPPSC mains examination in the previous three years are taken first.
  2. Remaining seats are filled on merit within stream-wise quotas, covering Arts, Commerce, Science, Engineering and Medical academic backgrounds, so that no one discipline crowds out the others.
  3. Five per cent of seats are reserved for economically weaker meritorious candidates within the eligible pool.

If you have an MPPSC mains result from the last three years, attach it. It is the single strongest thing in your file.

How to apply for the ST civil services coaching scheme

  1. Register a beneficiary profile on the MPTAAS portal at tribal.mp.gov.in/MPTAAS, using your Aadhaar number, Samagra ID and digital caste certificate number. Nothing else can proceed until this profile is validated.
  2. Log in and open the civil services coaching scheme application for the current year from the scheme list on your MPTAAS dashboard.
  3. Fill in your academic details; graduation subject and year, university, and your MPPSC mains result if you have one.
  4. Upload the documents listed above in the sizes and formats the portal specifies. Scans that are too large or in the wrong format are the most common reason a submission fails at the last step.
  5. Submit the application and save the acknowledgement or application number shown on screen. There is no fee.
  6. Wait for the selection list published by the Tribal Affairs Department, then complete admission formalities at the empanelled Delhi institute you are allotted. The department settles the coaching fee with the institute.
  7. Maintain attendance at the institute, because the Rs 12,500 monthly stipend is released against attendance rather than automatically.

How to check your application status

  1. Log in to tribal.mp.gov.in/MPTAAS and open your beneficiary profile, where the status of each scheme application against your profile is shown.
  2. Call the Tribal Affairs MPTAAS helpdesk on 1800-2333-951 or write to helpdesk.tribal@mp.gov.in with your application number.
  3. Contact the Assistant Commissioner, Tribal Affairs in your district for queries the helpdesk cannot resolve.

Stipend payments that have been sanctioned but not received are usually held up by a bank issue, an inactive account or Aadhaar seeding that was never completed; or by an attendance record the institute has not yet uploaded.

Why applications get rejected

  • Degree not complete at the time of application.
  • Income certificate above Rs 6 lakh, or an income certificate that has expired.
  • Caste certificate not in digital form, so the MPTAAS profile fails validation.
  • Age beyond the UPSC limit for that year's examination.
  • MPTAAS profile incomplete or unverified, which blocks submission.
  • Documents uploaded in the wrong format or unreadable scans.
  • Bank account not in the candidate's own name or not Aadhaar-seeded, which stops the book grant and stipend even after selection.
  • Attendance shortfall at the institute, which stops the stipend mid-course. This is a post-selection failure rather than a rejection, but it costs candidates the most money.

Key dates and how the cycle runs

The Tribal Affairs Department opens applications each year in line with the UPSC civil services calendar, and no fixed statewide calendar date is published on the scheme entry. Because the coaching is meant to run into the preliminary examination, applications typically need to be in well before the UPSC notification cycle closes. Check the MPTAAS dashboard and your district tribal welfare office at the start of the academic year rather than waiting for a public announcement.

Grievance redressal

  • Appeal authority: Office of the Commissioner, Tribal Affairs, Madhya Pradesh, Satpura Bhavan, Bhopal.
  • MPTAAS helpdesk: 1800-2333-951, helpdesk.tribal@mp.gov.in.
  • District Assistant Commissioner, Tribal Affairs, for local verification and document issues.
  • CM Helpline 181 for a complaint about a file pending unreasonably long.

Application is free at every stage, and no agent or coaching institute representative can secure a seat for a fee. The department publishes the selection list itself.

Frequently asked questions

How much does the ST civil services coaching scheme pay?

The scheme pays the coaching fee up to Rs 2,00,000 or the actual fee, whichever is lower, directly to the empanelled Delhi institute; a one-time Rs 15,000 for books and study material; and a stipend of Rs 12,500 a month for a maximum of 18 months, released against attendance.

Who is eligible for this coaching scheme?

A permanent resident of Madhya Pradesh belonging to a Scheduled Tribe, who has completed graduation, whose annual family income does not exceed Rs 6 lakh, and whose age is within the UPSC limit for that year's civil services examination. A registered beneficiary profile on the MPTAAS portal is compulsory.

Where is the coaching held?

Coaching is held at reputed private institutes in Delhi that the Tribal Affairs Department has empanelled. The department pays the institute directly rather than reimbursing the candidate, so you should not pay the full fee yourself and expect it back.

How are candidates selected?

Scheduled Tribe candidates who have cleared the MPPSC mains examination in the previous three years are given priority. Remaining seats are filled on merit within stream-wise quotas covering Arts, Commerce, Science, Engineering and Medical backgrounds, with 5 per cent of seats reserved for economically weaker meritorious candidates.

Is the stipend paid for the whole preparation period?

The stipend of Rs 12,500 a month is paid for a maximum of 18 months and is linked to attendance at the coaching institute. Poor attendance stops the stipend even if the coaching fee has already been paid.

When did this scheme start?

The Tribal Affairs Department approved the scheme by a circular dated 12 September 2013, and it appears in departmental budget documents as scheme number 5205. District tribal welfare pages record the start of civil services coaching support from 2013-14.

Is there a similar scheme for Scheduled Caste candidates?

Yes. The Scheduled Caste Development Department runs a parallel UPSC coaching scheme launched in 2013-14 that provides Rs 90,000 at the preliminary stage, Rs 1,25,000 at the mains stage and Rs 30,000 at the interview stage — Rs 2,45,000 in total — with a family income ceiling of Rs 5 lakh and a target of 100 students a year.

Is there any fee to apply?

No. Application through the MPTAAS portal is free, and no charge is levied at any stage. The coaching fee itself is settled between the department and the institute.
