What is the Civil Service Incentive Scheme in Madhya Pradesh?

Civil Service Incentive Scheme, known in Madhya Pradesh as the Civil Seva Protsahan Yojana, is a cash reward paid by the state government to Scheduled Tribe and Scheduled Caste candidates who clear a stage of the civil services examination. The Tribal Affairs Department runs the Scheduled Tribe version and the Scheduled Caste Welfare Department runs the parallel Civil Services Promotion (Scheduled Castes) Scheme on almost identical terms.

According to the Madhya Pradesh CM Helpline scheme database, the Tribal Affairs Department version began in 2012-13, while district pages record the Scheduled Caste version as having started in 2003-04 and being revised periodically since. The reasoning behind both is the same: the cost of sitting the civil services examination; coaching, test series, travel to Delhi or Bhopal, months of unpaid preparation; falls hardest on candidates from families with no savings, and a candidate who clears the preliminary examination in June has to fund four more months of preparation before the mains.

Key features

  • Money is paid at each stage, not only on final selection.
  • Two examinations are covered: the UPSC civil services examination and the MPPSC state service examination.
  • The incentive is a grant, not a loan. Nothing is recovered if you do not clear the next stage.
  • Payment reaches the candidate by Direct Benefit Transfer into an Aadhaar-seeded bank account.
  • There is no application fee at any stage.

How much does the Civil Service Incentive Scheme pay?

The Tribal Affairs Department publishes the following rates for Scheduled Tribe candidates:

Examination Stage cleared Incentive
UPSC civil services Preliminary Rs 40,000
UPSC civil services Mains Rs 60,000
UPSC civil services Interview Rs 50,000
MPPSC state service Preliminary Rs 20,000
MPPSC state service Mains Rs 30,000
MPPSC state service Interview Rs 25,000

A candidate who goes all the way through the UPSC process therefore draws Rs 1,50,000, and one who goes all the way through the MPPSC process draws Rs 75,000. The Scheduled Caste Welfare Department publishes the same UPSC figures of Rs 40,000, Rs 60,000 and Rs 50,000, and the same preliminary and mains figures of Rs 20,000 and Rs 30,000 for MPPSC.

One important restriction applies. The full amount is paid on your first success at a given stage. A second success at the same stage pays 50 per cent, and a third success pays nothing. A candidate who clears the UPSC preliminary examination in three consecutive years therefore receives Rs 40,000, then Rs 20,000, then nothing.

A note on published figures: some district portals carry an older rate card: Datia district, for example, lists a Backward Classes version at Rs 25,000, Rs 50,000 and Rs 25,000 for UPSC, because the rates have been revised more than once since 2003-04 and district pages are not always updated together. Treat the Tribal Affairs Department figures above as the current published rates for SC and ST candidates, and confirm at your district office before you count on a specific number.

Who is eligible for the Civil Service Incentive Scheme?

You can claim the incentive if:

  • You belong to a Scheduled Tribe or Scheduled Caste notified for Madhya Pradesh and hold a digital caste certificate issued by the state.
  • You are a permanent resident of Madhya Pradesh and can produce a domicile certificate.
  • You have cleared a stage of the UPSC civil services examination or the MPPSC state service examination, and can produce the commission's result.
  • For an MPPSC claim, your parents' combined annual income is within the ceiling in force. The Tribal Affairs Department entry states Rs 8 lakh a year; the Scheduled Caste version is published on district portals with a Rs 6 lakh ceiling.
  • You file within one year of the qualifying result.

You cannot apply if:

  • You do not hold a Madhya Pradesh ST or SC caste certificate. General, OBC and de-notified community candidates are not eligible under this scheme — the Backward Classes and Minorities Welfare Department runs separate incentive schemes for those categories.
  • You are a resident of another state, even if you cleared the MPPSC exam.
  • More than one year has passed since the result you are claiming for.
  • You are claiming a third success at the same stage.
  • You cleared an examination other than UPSC civil services or MPPSC state service. SSC, IBPS, railway and state police recruitment results are not eligible.
  • Your MPPSC claim exceeds the parental income ceiling. There is no income ceiling on the UPSC claim.

What documents are required?

Document Mandatory Notes
Digital caste certificate (ST/SC) Yes Madhya Pradesh e-district issued; paper or out-of-state certificates rejected
Domicile certificate Yes Proves permanent residence in Madhya Pradesh
UPSC or MPPSC result Yes Result page, roll number and marksheet or interview call letter
Parental income certificate Yes for MPPSC Not required for the UPSC claim
Aadhaar card Yes For MPTAAS profile and DBT seeding
Bank passbook first page Yes Account in the candidate's own name, Aadhaar-seeded
Samagra ID No Used to cross-check family records
Passport-size photograph Yes Attached to the prescribed form

How to apply for the Civil Service Incentive Scheme

  1. Register your beneficiary profile on the MPTAAS portal at tribal.mp.gov.in/MPTAAS. Scheduled Tribe and Scheduled Caste candidates both use this platform. You will need your Aadhaar number, Samagra ID and digital caste certificate number.
  2. Collect the prescribed application form from the office of the Assistant Commissioner or District Organiser, Tribal Affairs / Scheduled Caste and Backward Classes Welfare, in your district. The form is supplied free.
  3. Fill in the form with your caste certificate number, examination name, year, roll number and the exact stage you are claiming for. Getting the stage right matters, a mains claim filed on a preliminary form goes into the wrong queue.
  4. Attach the documents listed above, including a self-attested copy of the commission's result and your bank passbook page.
  5. Submit the file at the district office within one year of the result being declared, and take a dated receipt or acknowledgement. Keep it. It is the only proof of the filing date if the claim is later questioned.
  6. Track the claim with the district office. After scrutiny the office sanctions the amount and releases it by DBT into your Aadhaar-seeded account.

How to check the status of your claim

Madhya Pradesh does not publish a public stage-by-stage tracker for this incentive. In practice there are three routes:

  1. Ask the district Assistant Commissioner or District Organiser office quoting the acknowledgement number on your receipt.
  2. Check your MPTAAS beneficiary profile at tribal.mp.gov.in/MPTAAS, where sanctioned payments against your profile are visible.
  3. Call the departmental helpdesk: 1800-2333-951 for Tribal Affairs or 1800-2331-626 for Scheduled Caste Welfare.

If the money has been sanctioned but not credited, the problem is almost always at the bank end rather than the department end: check that your account is active and Aadhaar-seeded before escalating.

Why claims get rejected

  • Filed late. A claim submitted more than one year after the qualifying result is rejected outright. This is the leading cause of rejection.
  • Caste certificate not digital. An old paper certificate will not validate against the MPTAAS profile.
  • Income certificate missing or expired on an MPPSC claim.
  • Third success at the same stage, which carries no entitlement.
  • Bank account not Aadhaar-seeded, so the DBT push fails and the sanction sits unpaid.
  • Name mismatch between the caste certificate, the commission's result and the bank account. Correct the record before filing rather than after.
  • Wrong examination, such as a claim based on a police or teacher recruitment result, which the scheme does not cover.

Key dates to remember

There is no single statewide last date. The deadline is personal to you: one year from the date your qualifying result was declared. Because UPSC preliminary results usually appear around June or July and mains results around December, a candidate who clears both in the same cycle is effectively holding two separate clocks and should file each claim as soon as the result is out rather than waiting for the final selection.

Grievance redressal

  • Appeal authority: Office of the Commissioner, Tribal Affairs, Satpura Bhavan, Bhopal, for Scheduled Tribe claims.
  • MPTAAS helpdesk: 1800-2333-951, or helpdesk.tribal@mp.gov.in.
  • Scheduled Caste Welfare helpdesk: 1800-2331-626, or helpdesk.scd@mp.gov.in.
  • CM Helpline 181, the Madhya Pradesh government's general grievance line, accepts complaints about a claim that has been pending unreasonably long at the district office.

No fee is payable to anyone for this incentive, and no agent can get your claim sanctioned faster. If someone asks for a cut of the incentive amount, report it on CM Helpline 181.

Frequently asked questions

How much money does the Civil Service Incentive Scheme pay?

The Civil Service Incentive Scheme pays Rs 40,000 for clearing the UPSC preliminary examination, Rs 60,000 for the UPSC mains and Rs 50,000 after the interview — Rs 1,50,000 in total across the three UPSC stages. For the Madhya Pradesh Public Service Commission examination the rates are Rs 20,000 for the preliminary, Rs 30,000 for the mains and Rs 25,000 after the interview, a total of Rs 75,000.

Is there an income limit for the Civil Service Incentive Scheme?

There is no income limit for the UPSC claim, but the MPPSC claim carries a parental income ceiling. The Tribal Affairs Department entry on the CM Helpline scheme database sets that ceiling at Rs 8 lakh a year; district pages for the Scheduled Caste version of the scheme publish Rs 6 lakh. The rate has been revised more than once since 2003-04, so confirm the figure in force with your district office before filing.

Can I claim the incentive more than once?

Yes, but at a reduced rate. The Tribal Affairs Department pays the full incentive on your first success at a stage, 50 per cent of the amount on a second success at the same stage, and nothing on a third success. The rule exists to stop repeat claims for the same milestone year after year.

By when must I apply after clearing the exam?

Apply within one year of the qualifying result being declared. District guidelines state plainly that an application submitted more than one year after the declaration of the qualifying examination result will not be considered, and this is the single most common reason claims are rejected.

Who runs the Civil Service Incentive Scheme in Madhya Pradesh?

The Tribal Affairs Department runs the scheme for Scheduled Tribe candidates and the Scheduled Caste Welfare Department runs the parallel Civil Services Promotion (Scheduled Castes) Scheme. Both are administered at district level through the Assistant Commissioner or District Organiser of the department, and both use the MPTAAS platform for beneficiary profiles.

Do I have to be selected for the IAS to get any money?

No. The scheme pays at each stage, so clearing only the preliminary examination already earns Rs 40,000 for a UPSC candidate. Final selection is not a condition for the preliminary or mains payments.

Is the Civil Service Incentive Scheme application online?

The claim itself is filed offline on a prescribed form at the district office of the Tribal Affairs or Scheduled Caste Welfare Department, but your beneficiary profile must first be registered on the MPTAAS portal at tribal.mp.gov.in/MPTAAS. There is no application fee at either step.

Does the scheme cover state services other than MPPSC and UPSC?

No. The scheme names two examinations only — the civil services examination of the Union Public Service Commission and the state service examination of the Madhya Pradesh Public Service Commission. Staff selection, banking, railway and police recruitment examinations are not covered by this incentive.
