Civil Services Incentive Scheme for Persons with Disabilities, Madhya Pradesh
Madhya Pradesh state government scheme
Civil Services Incentive Scheme for Persons with Disabilities is a 2008 Madhya Pradesh scheme that pays divyang candidates a stage-wise cash incentive for clearing the UPSC or MPPSC civil services examination, at prelims, mains and final selection. The claim must reach the district office within 30 days of the result.
What is the Civil Services Incentive Scheme for Persons with Disabilities?
Civil Services Incentive Scheme for Persons with Disabilities is a scheme of the Directorate of Social Justice and Divyangjan Empowerment, Government of Madhya Pradesh. The department lists it in Hindi as "Nishakt vyaktiyon ke liye civil seva protsahan yojana", and the founding order on its portal is titled "Nishaktjan abhyarthiyon ko civil seva parikshaon mein safalta prapt karne ke liye protsahan yojana - 2008", dated 8 August 2008.
The idea behind the scheme is straightforward. Preparing for the civil services examination costs money; coaching, test series, books, travel to examination centres in Bhopal or Delhi, and often a year or more without earnings. For a candidate with a disability those costs are higher, because accessible accommodation, a scribe, assistive technology and accessible transport all add to the bill. The state therefore pays a cash incentive at each stage the candidate clears, so the money arrives while the next stage is still being prepared for, rather than only after final selection.
The structure of the scheme is:
- The incentive is stage-wise, payable separately on clearing the preliminary examination, the main examination, and on final selection after the interview.
- Both the Union Public Service Commission and the Madhya Pradesh Public Service Commission examinations are covered, with the UPSC stages carrying the higher rates in line with how Madhya Pradesh structures all its civil services incentive schemes.
- The claim goes to the Joint Director or Deputy Director, Social Justice and Divyangjan Empowerment, in the applicant's district or division.
- The claim must be filed within 30 days of the result being declared.
- The money is transferred directly to the applicant's bank account.
A 2014 departmental circular brought the scheme within the Samadhan Ek Din time-bound service framework, which fixes an outer limit for sanction once a complete application has been received. That circular is published on the department's scheme page alongside the 2008 order.
Madhya Pradesh runs parallel civil services incentive schemes for other groups, Scheduled Castes, Scheduled Tribes, Other Backward Classes and denotified, nomadic and semi-nomadic communities. This is the disability-specific one, and a divyang candidate who also belongs to one of those categories should ask the district office which scheme gives the better outcome, since the same success cannot normally be paid for twice.
On the incentive amounts: the rupee figures are fixed in the 2008 order and its later revisions, both of which the department publishes as scanned PDFs on socialjustice.mp.gov.in. Private websites quote conflicting figures for this scheme, and several of them are actually quoting the OBC or SC scheme rates. Confirm the current amount for your stage and commission from the scheme PDF on the department portal or from your district office before you rely on it.
Who is eligible for the divyang civil services incentive?
You can claim the incentive if:
- You are a person with a disability holding a valid disability certificate issued by the competent medical board.
- You are an original resident (mool niwasi) of Madhya Pradesh and can prove it with a domicile document.
- You have cleared a stage of the civil services examination conducted by the UPSC or the MPPSC, the preliminary examination, the main examination, or the final selection after interview.
- You apply within 30 days of the date the result for that stage was declared.
- You have a bank account in your own name for the transfer.
You are not eligible if:
- You do not hold a disability certificate. The certificate, not a medical report or a self-declaration, is the qualifying document.
- You are not an original resident of Madhya Pradesh. Residence elsewhere puts the claim outside the scheme regardless of where you sat the examination.
- You only appeared at a stage without clearing it. The incentive rewards a cleared stage, not an attempt.
- You apply more than 30 days after the result. Time-bar is the commonest single ground of rejection under this scheme.
- Your examination is not a civil services examination of the UPSC or MPPSC. Departmental recruitment tests, staff selection examinations and bank or railway examinations are outside the scheme.
- You have already been paid for the same stage of the same examination, whether under this scheme or a parallel category scheme.
What documents are required?

How to apply for the civil services incentive for divyang candidates
- Wait for the result to be declared, and note the exact date of declaration. Your 30-day clock starts on that date, not on the day you discovered the result.
- Download or collect the application form for the scheme. The scheme page on socialjustice.mp.gov.in carries the 2008 order and the related circulars; the district Social Justice office issues the form.
- Assemble the documents: disability certificate, Madhya Pradesh domicile proof, admit card, the commission's letter or the published result for the stage cleared, marks copy if available, Aadhaar and a bank passbook copy.
- Fill the form with your personal details, disability type and percentage, the examination and stage claimed, the result date, and your bank account number with IFSC.
- Submit it to the Joint Director or Deputy Director, Social Justice and Divyangjan Empowerment, in your district or division — within 30 days of the result date.
- Take a written acknowledgement carrying an inward or diary number, and keep it safely. It is your only handle on the file.
- Follow up for sanction and payment. The office verifies the disability certificate, domicile and result, sanctions the incentive and credits it to your bank account under the Samadhan Ek Din timeline.
There is no online application route for this scheme. It is an offline, paper file at the district level, which is exactly why the 30-day rule and the acknowledgement slip matter so much.
How do I check the status of my application?
- Visit the district or divisional Social Justice and Divyangjan Empowerment office and quote your acknowledgement number.
- Ask whether the file is at verification, sanction or payment stage.
- Once sanctioned, check your bank statement for the credit.
- If the file has not moved within the Samadhan Ek Din timeline, escalate, first to the Directorate on 0755-2556916 or dir.socialjustice@mp.gov.in, and then through the CM Helpline on 181.
Why do applications under this scheme get rejected?
- Filed after the 30-day window. By far the most common failure, and usually not curable.
- Disability certificate expired or issued by a non-competent authority.
- Domicile document missing, or in a name that differs from the Aadhaar and the commission's records.
- The stage claimed was not actually cleared, for example, claiming for the mains on the strength of a prelims result.
- No commission letter or result notification attached, leaving the office with nothing to verify.
- Duplicate claim for a stage already paid, under this or a parallel category scheme.
- Bank account details incorrect, which stalls the transfer even after sanction.
If your file is objected to, ask for the objection in writing. Most of these defects except the time-bar can be cured with one more visit.
What related help does the department give divyang students?
The Directorate of Social Justice and Divyangjan Empowerment lists this incentive alongside several other schemes for persons with disabilities in Madhya Pradesh:
- Scholarships for divyang students, a reader's allowance for students with visual impairment, and an incentive amount for outstanding students.
- Fee, maintenance allowance and transport allowance for divyang students in higher education.
- Mukhyamantri Divyang Shiksha Protsahan Yojana.
- Chhatragrih (hostel) scheme for divyang students.
- Overseas study scholarship for divyang students in higher education.
- Computer training scheme for persons with visual impairment.
- Divyang Vivah Protsahan Yojana and a grant-in-aid scheme for persons with multiple or intellectual disabilities above the age of six.
A civil services aspirant with a disability will often qualify for the higher education fee and maintenance allowance while preparing, and for this incentive once a stage is cleared. Ask the district office to check both.

When did the scheme start?
The scheme dates to 2008 — the departmental order on the portal is titled "Nishaktjan abhyarthiyon ko civil seva parikshaon mein safalta prapt karne ke liye protsahan yojana - 2008" and is dated 8 August 2008. A later circular of 2014 brought it under the Samadhan Ek Din time-bound service system.
What is the deadline for applying?
The application must reach the office within 30 days of the date the examination result is declared. This is the single hardest condition in the scheme, and a late application is rejected as time-barred.
Which examinations are covered?
The civil services examinations conducted by the Union Public Service Commission and by the Madhya Pradesh Public Service Commission are covered, with the incentive payable separately at the preliminary, main and final selection stages. UPSC stages carry a higher incentive than MPPSC stages.
Can a candidate from outside Madhya Pradesh claim this incentive?
No. The incentive is for divyang candidates who are original residents of Madhya Pradesh, and a domicile document is part of the application file. Candidates from other states should check their own state social justice department's equivalent scheme.
Can I claim at more than one stage of the same attempt?
Yes — the scheme is structured stage-wise, so a candidate who clears prelims, then mains, then the final selection can claim at each stage. Each claim is a separate application with its own 30-day window running from that stage's result date.
Where exactly do I submit the application?
Submit it to the Joint Director or Deputy Director, Social Justice and Divyangjan Empowerment, in your district or division. There is no online submission route; the file is processed on paper at the district level.
