Madhya Pradesh state government scheme
Civil Service Incentive Scheme for De-Notified Communities is a Madhya Pradesh Backward Classes and Minorities Welfare Department cash reward for candidates from de-notified, nomadic and semi-nomadic communities. It pays Rs 40,000 for the UPSC preliminary, Rs 60,000 for the mains and Rs 50,000 after the interview, with Rs 20,000, Rs 30,000 and Rs 25,000 for the MPPSC stages.
What is the Civil Service Incentive Scheme for De-Notified Communities?
Civil Service Incentive Scheme for De-Notified Communities is a stage-wise cash reward run by the Backward Classes and Minorities Welfare Department of Madhya Pradesh for candidates from de-notified, nomadic and semi-nomadic communities: known locally as Vimukt Jati, Ghumakkad and Ardh-Ghumakkad communities. According to the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities under the Union Ministry of Social Justice and Empowerment, the scheme is one of 13 state schemes Madhya Pradesh runs for these communities.
The scheme's premise is narrow and practical. De-notified communities carry a history of forced settlement and stigma under the colonial Criminal Tribes Act, and their representation in the civil services remains very low. A candidate from such a family who clears the UPSC preliminary examination in June faces four more months of preparation with no income. The incentive puts money in hand at exactly that point rather than waiting for a final result that may be two years away.
Key features
- Money is released at each stage of the examination, not only on selection.
- Two examinations are covered, the UPSC civil services examination and the MPPSC state service examination.
- The payment is a grant, not a loan, and nothing is recovered if the candidate does not clear the next stage.
- No application fee is charged at any point.
- Payment is made by Direct Benefit Transfer into the candidate's own Aadhaar-seeded bank account.
How much does the scheme pay at each stage?
The Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities publishes the following rates for Madhya Pradesh:
| Examination | Stage cleared | Incentive |
|---|---|---|
| UPSC civil services | Preliminary | Rs 40,000 |
| UPSC civil services | Mains | Rs 60,000 |
| UPSC civil services | Interview | Rs 50,000 |
| MPPSC state service | Preliminary | Rs 20,000 |
| MPPSC state service | Mains | Rs 30,000 |
| MPPSC state service | Interview | Rs 25,000 |
A candidate who clears all three UPSC stages therefore draws Rs 1,50,000, and one who clears all three MPPSC stages draws Rs 75,000.
These figures match the rates the Tribal Affairs Department publishes for its Scheduled Tribe candidates, which suggests a common state rate card across the welfare departments. Some district portals still carry older figures; Datia district's page for the Backward Classes version lists Rs 25,000, Rs 50,000 and Rs 25,000 for the UPSC stages and Rs 15,000, Rs 25,000 and Rs 10,000 for MPPSC; because the rates have been revised more than once and district pages are not updated together. Confirm the amount in force at your district office before you budget around a specific figure.
Who is eligible for this incentive?
You can claim the incentive if:
- You belong to a community notified in Madhya Pradesh as de-notified (Vimukt Jati), nomadic (Ghumakkad) or semi-nomadic (Ardh-Ghumakkad), and hold a community certificate from the competent revenue authority.
- You are a permanent resident of Madhya Pradesh and hold a domicile certificate.
- You have cleared a stage of the UPSC civil services examination or the MPPSC state service examination and can produce the commission's result.
- Your family income is within the ceiling published for the MPPSC claim.
You cannot apply if:
- You hold a Scheduled Caste, Scheduled Tribe or plain OBC certificate rather than a de-notified, nomadic or semi-nomadic community certificate. Those candidates are not eligible here and must use the corresponding scheme of the Tribal Affairs, Scheduled Caste Welfare or Backward Classes department.
- You are a permanent resident of another state, even if you sat the MPPSC examination.
- You are claiming for an examination the scheme does not name: SSC, IBPS, railway recruitment, teacher eligibility or state police recruitment results do not qualify.
- You file the claim long after the result. District guidelines put the outer limit at one year from the declaration of the qualifying result.
- You have already drawn the incentive for the same stage the maximum number of times allowed by the department's repeat-claim rule.

How to apply for the Civil Service Incentive Scheme
- Clear a stage of the UPSC civil services examination or the MPPSC state service examination and download the commission's official result showing your roll number.
- Collect the prescribed application form free of charge from the district office of the Backward Classes and Minorities Welfare Department. In many districts this office is shared with the Assistant Commissioner, Tribal, Scheduled Caste and Backward Classes Welfare.
- Fill in the form, naming the examination, the year and the exact stage you are claiming for. A mains claim entered as a preliminary claim will be sanctioned at the wrong rate or sent back.
- Attach the documents; community certificate, domicile certificate, result, income certificate for an MPPSC claim, Aadhaar and the first page of your bank passbook.
- Submit the file at the district office and take a dated acknowledgement. Do this promptly; the one-year limit runs from the result date, not from when you decide to apply.
- Follow up with the district office until the sanction is issued and the amount is credited by DBT.
How to check your application status
Madhya Pradesh does not publish a public online tracker for this particular incentive. Use these routes instead:
- Visit or telephone the district Backward Classes and Minorities Welfare office quoting the acknowledgement number on your receipt.
- Call the department at Bhopal on 0755-2551514 or 0755-2551517.
- If the file has been pending an unreasonably long time, lodge a complaint on CM Helpline 181, which tracks departmental service delivery across Madhya Pradesh.
A sanction that shows as issued but has not reached your account is usually a bank problem. An inactive account, a closed account or Aadhaar seeding that was never completed. Check that first.
Why claims get rejected
- Wrong certificate. An OBC certificate is not a de-notified community certificate, and the two are frequently confused at the counter.
- Late filing, past the one-year window from the qualifying result.
- Income certificate missing or expired on an MPPSC claim.
- Name mismatch between the community certificate, the commission's result and the bank account.
- Bank account not Aadhaar-seeded, so the DBT transfer fails.
- Ineligible examination, such as a state police or teacher recruitment result.
- Incomplete result proof. A screenshot of a coaching institute's list is not acceptable; the commission's own result document is required.
Related schemes for de-notified communities in Madhya Pradesh
The same department runs several other programmes for these communities that a civil services aspirant may also qualify for. The Vimukt Jati hostel scheme operates 141 hostels with about 6,550 sanctioned seats and pays a monthly maintenance allowance to residents. A post-matric scholarship covers tuition, examination and compulsory fees. A house rent scheme assists students who take accommodation in another city for post-matriculation study. A free employment-oriented short-term training programme through ITIs targets around 250 students. Holding one of these does not bar you from claiming the civil service incentive.
Grievance redressal
- Backward Classes and Minorities Welfare Department, Bhopal: 0755-2551514, 0755-2551517.
- District office of the department, which is the first point of appeal on a rejected or delayed claim.
- CM Helpline 181 for a complaint about departmental delay.
No fee is payable to any agent or middleman for this incentive. The application form is free and the sanction is a departmental decision that no intermediary can influence.

Frequently asked questions
How much does the Civil Service Incentive Scheme for De-Notified Communities pay?
The scheme pays Rs 40,000 for clearing the UPSC preliminary examination, Rs 60,000 for the UPSC mains and Rs 50,000 after the UPSC interview. For the Madhya Pradesh Public Service Commission examination the rates are Rs 20,000, Rs 30,000 and Rs 25,000 respectively. A candidate who clears all three UPSC stages draws Rs 1,50,000 in total.
Who counts as a de-notified community for this scheme?
Communities notified by Madhya Pradesh as Vimukt Jati (de-notified), Ghumakkad (nomadic) or Ardh-Ghumakkad (semi-nomadic) are covered. You must hold a community certificate issued by the competent revenue authority in Madhya Pradesh naming your community; an OBC or SC/ST certificate does not qualify you for this particular scheme.
Which department runs this scheme?
The Backward Classes and Minorities Welfare Department of the Government of Madhya Pradesh runs it, and the Department of Social Justice and Empowerment's national board for de-notified communities lists it among Madhya Pradesh's 13 state schemes for these communities.
Is the incentive paid only if I am finally selected?
No. The incentive is paid stage by stage, so clearing the preliminary examination alone already earns Rs 40,000 for a UPSC candidate. Final selection is not a precondition for the preliminary or mains payments.
How do I apply for this incentive?
Apply offline at the district office of the Backward Classes and Minorities Welfare Department on the prescribed form, attaching your community certificate, domicile certificate, the commission's result and your Aadhaar-seeded bank passbook. There is no application fee.
Is there a deadline for applying?
District guidelines for the Madhya Pradesh civil service incentive schemes state that an application filed more than one year after the qualifying result is declared will not be considered. No single statewide calendar date is published, so file as soon as your result is out.
Can I claim this incentive alongside the SC/ST civil service incentive?
No. The schemes are category-specific and a candidate holds one category certificate. A de-notified community candidate claims under this scheme; a Scheduled Tribe or Scheduled Caste candidate claims under the Tribal Affairs or Scheduled Caste Welfare Department scheme.
Does the scheme cover other competitive examinations?
No. Only the Union Public Service Commission civil services examination and the Madhya Pradesh Public Service Commission state service examination are covered. Banking, staff selection, railway and police recruitment examinations fall outside this incentive.
