Chhatrawas Scheme (Scheduled Caste), Madhya Pradesh
Madhya Pradesh state government scheme
Chhatrawas Scheme (Scheduled Caste) is a Madhya Pradesh government scheme that runs separate junior, senior and college hostels for Scheduled Caste boys and girls, giving free boarding and lodging, bedding, sports material, a toiletry kit and library access. Seats are applied for through the MPTAAS portal or the hostel superintendent, with no income limit for senior hostels.
What is the Chhatrawas Scheme (Scheduled Caste) in Madhya Pradesh?
Chhatrawas Scheme (Scheduled Caste), commonly called the Anusuchit Jati Chhatrawas Yojana, is a residential-education scheme of the Government of Madhya Pradesh run through the Scheduled Caste Welfare wing of the Tribal Affairs and Scheduled Caste Welfare Department. The scheme funds and operates a network of government hostels across Madhya Pradesh where Scheduled Caste students live free of cost while they study.
The reasoning behind the scheme is practical. A large share of Scheduled Caste families in Madhya Pradesh live in villages that have a primary or middle school but no high school, higher secondary school or college. A child who clears Class 8 in such a village either travels daily to a block headquarters, which is often not possible, or drops out. Chhatrawas Scheme removes that choice by giving the student a bed, meals and a study space at the place where the school or college actually is.
Main features
- Separate hostels for boys and girls, never shared buildings.
- Three levels of hostel: junior for school students in the lower classes, senior for high school and higher secondary students, and college hostels for students in higher education.
- Free boarding and lodging. The student pays no rent and no mess fee.
- Supporting material issued by the hostel: bedding, sports equipment, a toiletry kit, and a library or reading room.
- Hostels are run by a resident superintendent who is answerable to the district Assistant Commissioner of the department.
Chhatrawas Scheme is separate from the centrally sponsored Babu Jagjivan Ram Chhatrawas Yojana, which funds hostel construction. The Madhya Pradesh scheme is about running the hostels and admitting students into them year after year.
Who is eligible for a Scheduled Caste hostel seat?
You can get a seat if:
- You belong to a Scheduled Caste notified for Madhya Pradesh and hold a caste certificate issued by the competent revenue authority.
- You are a native of Madhya Pradesh with a domicile certificate.
- You are a regular student on the rolls of a recognised school, college or university.
- You have a Samagra ID and have completed Aadhaar e-KYC on the MPTAAS system.
- Your home is far enough from the institution that daily travel is not practical, this is the criterion district officers use when seats are short.
You cannot apply if:
- You do not hold a Madhya Pradesh Scheduled Caste certificate. Students of other categories are covered by parallel Tribal, OBC and Minority hostel schemes, not by this one.
- You are domiciled outside Madhya Pradesh.
- You are not currently enrolled in a recognised institution. A student on a gap year is not eligible.
- You have been expelled from a departmental hostel for indiscipline. That disqualification carries into later years.
According to the department's stated rules, no income limit applies to admission in senior hostels. Income comes into play only as a tie-breaker where a hostel receives more applications than it has beds.

How to apply for the Chhatrawas Scheme (Scheduled Caste)
- Keep your Samagra ID, Aadhaar number, Scheduled Caste certificate, domicile certificate and last marksheet ready before you start. Every one of these is checked at verification stage.
- Open the MPTAAS portal at tribal.mp.gov.in and choose New Beneficiary Profile Registration. Enter your Samagra ID and let the system pull your name, date of birth and family details.
- Complete Aadhaar e-KYC on the profile. A profile without e-KYC stays in draft and cannot be used to submit any application.
- Select the hostel application for the relevant year, then choose the district, the hostel category; junior, senior or college β and the specific hostel you want a seat in.
- Upload scanned copies of the caste certificate, domicile certificate, bonafide or admission proof and your photograph, then submit and save the application number.
- Report in person to the hostel superintendent with the original documents when you are called. Admission is confirmed only after the originals are seen and your name is entered in the hostel register.
- Track the application on MPTAAS using your application number, and follow up with the district office if it stays pending after the session has begun.
How to apply offline
- Collect the printed hostel application form from the hostel itself, the district Assistant Commissioner, Tribal Affairs and Scheduled Caste Welfare office, or the divisional office.
- Fill the form and attach self-attested copies of the caste certificate, domicile certificate, previous marksheet, admission proof and photographs.
- Submit it to the hostel superintendent and take a dated acknowledgement. Without an acknowledgement you have no proof of having applied.
- Attend the counselling or verification date the hostel announces, carrying all original documents.
Offline applications are used heavily in tribal and remote blocks where internet access is thin, and they are treated on par with online ones. The superintendent enters them into MPTAAS afterwards.
When should you apply, and how are seats allotted?
Chhatrawas admissions follow the school and college calendar rather than a fixed statewide date. Applications open around the start of the academic session, after board results and college admissions, and continue until seats fill. A student changing from a junior to a senior hostel after Class 8 or Class 10 must apply afresh, the seat does not carry over automatically.
Where applications exceed seats, the district office prioritises by distance from the student's village, whether the family holds a BPL card, whether the student is an orphan or from a single-parent family, and previous-year marks. Girls' hostels in district headquarters are usually the most oversubscribed.
Why hostel applications get rejected, and how to fix it
- Caste certificate not in the MP format or issued by the wrong authority: get a fresh certificate from the tehsildar or SDM.
- Samagra e-KYC pending, so MPTAAS treats the profile as incomplete. Complete it at any Samagra kiosk, MP Online kiosk or Common Service Centre.
- Name mismatch between Aadhaar, Samagra and the school record. Correct the Samagra record first, since MPTAAS reads from it.
- No admission proof because the college has not issued a bonafide certificate yet. Submit the fee receipt in the meantime.
- Applying to a hostel of the wrong level, for example a Class 9 student applying to a college hostel. Reapply to the correct category.
- Applying after the hostel is full. Ask the Assistant Commissioner for the waiting list position rather than assuming rejection is final.
Where to get help
- Hostel superintendent, first point of contact for admission, mess and facility issues.
- District Assistant Commissioner, Tribal Affairs and Scheduled Caste Welfare, the appellate authority for hostel admission decisions.
- MPTAAS support: 0755-2762594 for portal, profile and e-KYC problems.
- MP CM Helpline: dial 181 to register a written grievance with a tracking number if the district office does not act.
Admission to a Scheduled Caste hostel in Madhya Pradesh is free. No superintendent, agent or middleman may charge a fee for a seat, for a bed allotment or for "getting your name added" to the hostel register, and any such demand should be reported on the CM Helpline.

Frequently asked questions
What does the Chhatrawas Scheme (Scheduled Caste) give a student?
Chhatrawas Scheme (Scheduled Caste) gives a free hostel seat with boarding and lodging, so the student pays nothing for a bed and meals for the academic year. Hostels also supply bedding, sports material, a toiletry kit and access to a library and reading room. No cash is paid to the student for the hostel seat itself.
Is there an income limit for the Scheduled Caste hostels in Madhya Pradesh?
No income limit applies for admission to senior hostels. Caste, domicile and current enrolment are the operative conditions. Where a junior or college hostel receives more applications than seats, the department uses distance from home, family circumstances and previous marks to prioritise.
Who cannot get a seat under the Chhatrawas Scheme?
Students who do not hold a Madhya Pradesh Scheduled Caste certificate cannot apply, and neither can students domiciled outside Madhya Pradesh. Students not currently enrolled in a recognised school or college, and students who have been expelled from a departmental hostel for indiscipline, are also not eligible.
How do I apply for a Scheduled Caste hostel seat in Madhya Pradesh?
Register a beneficiary profile on the MPTAAS portal at tribal.mp.gov.in, complete e-KYC using your Samagra ID and Aadhaar, then submit the hostel application for the district and hostel you want. An offline form submitted to the hostel superintendent or the district Assistant Commissioner's office is accepted as well.
Are junior, senior and college hostels separate?
Yes, the department runs separate hostels for junior school students, senior school students and college students, and boys and girls are always accommodated in separate buildings. Apply to the category that matches your current class, not the one nearest your house.
Can I claim a scholarship as well as a hostel seat?
Yes, a hostel seat does not block the Pre-Matric or Post-Matric Scholarship for Scheduled Caste students, which are separate schemes on the same MPTAAS portal. Hostellers are, however, paid the hosteller rate of maintenance allowance only once, so a student cannot claim both free boarding and a full day-scholar mess allowance for the same period.
What if the hostel refuses admission or facilities are poor?
Take the complaint first to the hostel superintendent in writing, then to the district Assistant Commissioner, Tribal Affairs and Scheduled Caste Welfare. A complaint that is not resolved can be filed on the MP CM Helpline by dialling 181, which routes it back to the district officer with a tracking number.
