Bhavantar Bhugtan Yojana (Madhya Pradesh)

Madhya Pradesh state government scheme

Quick answer

Bhavantar Bhugtan Yojana is the Madhya Pradesh price deficiency payment scheme launched on 16 October 2017. Instead of buying the crop, the state pays a registered farmer the gap between the Minimum Support Price and the actual mandi sale price. It began with 8 crops and covered 13 Kharif crops in its second year.

What is Bhavantar Bhugtan Yojana?

Bhavantar Bhugtan Yojana is the price deficiency payment scheme of the Madhya Pradesh government, launched on 16 October 2017 by then Chief Minister Shivraj Singh Chouhan. The Hindi name translates literally as the "price difference payment scheme", and farmers commonly shorten it to Bhavantar.

Bhavantar answers a specific problem. The Minimum Support Price announced by the Government of India is only meaningful if there is a buyer at that price. For crops where government procurement is thin, many pulses and oilseeds. The farmer sells to a private trader at whatever the mandi is paying, which in a glut year can be well below MSP. Bhavantar leaves that private sale untouched and instead pays the farmer the shortfall in cash.

The scheme's stated purpose is to compensate farmers whenever prices fall below the announced MSP, protecting them from losses caused by distress selling.

How Bhavantar differs from procurement

MSP procurement Bhavantar Bhugtan Yojana
Who buys the crop Government agency Private trader in the mandi
What the farmer gets MSP for the produce Market price from the trader, plus the gap from the state
Grain handling State transports and stores it State handles no grain at all
Main cost to the state Purchase, transport, storage, disposal Cash difference payment only

How is the Bhavantar difference calculated?

Bhavantar pays the difference between the announced Minimum Support Price and the price the farmer actually realised, but with an important safeguard. The payment is worked out against the farmer's actual sale price or the notified model price, whichever is higher.

The model price is an average of prevailing rates across reference markets for the relevant period, notified by the state. The safeguard exists because a pure "actual price" formula creates a perverse incentive: a trader and a farmer could record a very low sale price on paper, split the inflated government payment, and leave the state paying for a fiction. Anchoring the calculation to the model price caps that risk.

Two limits then apply to any individual claim. First, the eligible quantity is derived from the registered sown area and the notified per-hectare productivity for the crop, so a farmer cannot claim on more produce than the land could plausibly have grown. Second, the sale must fall inside the notified sale window for that season.

Which crops does Bhavantar cover?

Bhavantar was never designed as a permanent, all-crop entitlement. It is notified season by season.

  • Kharif 2017, the first year: eight crops, mainly oilseeds and pulses. The crop groups where state procurement was weakest and market prices had fallen furthest below MSP.
  • The second year, 2018: the scheme was extended to a total of thirteen Kharif crops.

Since then the state has notified Bhavantar or Bhavantar-style price support selectively, for particular crops in particular years, most prominently for soybean, which is Madhya Pradesh's dominant Kharif oilseed. Because the coverage list changes, a farmer must check the notification for the current season rather than rely on what was covered last year.

Who is eligible for Bhavantar Bhugtan Yojana?

You can claim the difference payment if:

  • You are a farmer cultivating land in Madhya Pradesh, with the crop recorded in the revenue girdawari for that season.
  • The crop you grew is notified under Bhavantar for that season.
  • You registered before the notified cut-off date, with your Aadhaar, land record and bank account.
  • You sold the produce in a notified mandi, inside the notified sale window, and hold the mandi sale slip showing quantity and price.
  • Your bank account is Aadhaar-seeded, since the difference is paid by Direct Benefit Transfer.

You cannot claim, or are not eligible, if:

  • You did not register before the cut-off. Registration is not retrospective and this is the single largest cause of exclusion.
  • Your crop is not on the notified list for that season.
  • You sold outside a notified mandi; to a village trader, at the farm gate, or in another state. Such sales generate no verifiable sale slip and no payment.
  • You sold outside the notified sale window, even at a notified mandi.
  • You are a trader rather than a cultivator. Routing purchased produce through a farmer registration to harvest the difference payment is treated as fraud and attracts recovery.
  • Your claimed quantity exceeds the eligible quantity computed from your registered sown area.

How to claim Bhavantar Bhugtan Yojana

  1. Watch for the season notification on mpkrishi.mp.gov.in, the district agriculture office and the mandi board notice board. It names the crops, the registration window, the notified mandis and the sale window.
  2. Register within the window with your Aadhaar number, mobile number, khasra or B-1 land record showing the sown area, and your Aadhaar-seeded bank account. Save the registration number.
  3. Verify your eligible quantity on the registration acknowledgement. If the sown area is wrong, get the girdawari corrected by the patwari before the window closes, it cannot be fixed after the sale.
  4. Sell only at a notified mandi, inside the notified sale window, quoting your registration number at the counter.
  5. Collect and keep the mandi sale slip (anugya patrak or tol patrak) showing the date, quantity, quality and rate. This is the document the payment is computed from.
  6. Wait for the difference to be computed after the model price for the period is notified, and for the amount to be credited by DBT to your bank account.
  7. Track the payment through your registration login and follow up at the district agriculture office if it does not arrive.

How to register offline

Farmers without internet access register at the designated registration centres notified for the season, usually the primary agricultural cooperative society, the mandi office or a common service centre. Carry the Aadhaar card, the khasra or B-1 land record, the bank passbook and a mobile phone, check that the sown area and account number are read back to you correctly, and collect the printed acknowledgement. Registration is free at every centre.

Why Bhavantar payments fail, and what to do

  • No registration, or registration after the cut-off, nothing can be done for that season; register early in the next one.
  • Sale outside a notified mandi โ€” the sale is invisible to the system. Always confirm before harvest which mandis are notified.
  • Sale slip missing or illegible, ask the mandi office for a duplicate immediately; a slip is far harder to reconstruct weeks later.
  • Bank account not Aadhaar-seeded; get it seeded at the branch and update the account in your registration.
  • Eligible quantity lower than expected. The recorded sown area or the girdawari crop entry is wrong. This is a revenue department correction, made through the patwari and tehsildar.
  • Payment smaller than expected, the calculation used the model price because it was higher than your actual sale price. That is the rule working as designed, not an error.

What Bhavantar does and does not guarantee

Bhavantar guarantees a top-up, not a price. If the mandi rate collapses, Bhavantar narrows the loss to the extent of the notified difference; it does not put MSP in the farmer's hand automatically, and it does nothing at all for produce sold outside the notified system. Farmers who want the full MSP with certainty, for a crop where government purchase is available, are usually better served by registering for MSP procurement through the e-Uparjan system at mpeuparjan.nic.in instead.

The practical rule is to check, at the start of each season, whether the state has notified your crop for procurement, for Bhavantar, or for neither, and to register in the correct system before the cut-off.

Help and grievance redressal

  • District Deputy Director of Agriculture, the departmental authority for registration, eligible quantity and payment disputes.
  • Mandi secretary, for a missing or incorrect sale slip.

Registration under Bhavantar Bhugtan Yojana is free. No agent, trader or mandi intermediary can charge a farmer for registration or for "getting the difference released".

Frequently asked questions

What is Bhavantar Bhugtan Yojana?

Bhavantar Bhugtan Yojana is a Madhya Pradesh price deficiency payment scheme that pays a registered farmer the difference between the Minimum Support Price and the price actually received in the mandi, rather than the government buying the crop. It was launched on 16 October 2017.

How is the Bhavantar payment calculated?

The payment is the gap between the announced MSP and the higher of the farmer's actual sale price or the notified model price for that period. Using the model price prevents a farmer and a trader from recording an artificially low sale to enlarge the government payout.

Which crops were covered under Bhavantar Bhugtan Yojana?

The scheme began in 2017 with eight crops, mainly oilseeds and pulses, and was extended in its second year to a total of thirteen Kharif crops. The list is notified season by season and is not permanent.

Is Bhavantar Bhugtan Yojana running right now?

Bhavantar operates only in the seasons and for the crops the Madhya Pradesh government notifies; it is not a standing year-round entitlement. Check the current notification on mpkrishi.mp.gov.in before assuming a crop is covered this year.

Do I have to register before selling to get Bhavantar?

Yes. Registration before the notified cut-off is compulsory, and the sale must then take place in a notified mandi with a proper sale slip. An unregistered farmer, or a sale outside a notified mandi, gets no payment.

How is Bhavantar different from MSP procurement?

Under MSP procurement the government buys the crop and pays MSP. Under Bhavantar the private trader buys the crop at the market price and the government tops up the shortfall in cash, so the state handles no grain and no storage.

Why do Bhavantar payments get rejected?

The usual reasons are missing registration, a sale outside a notified mandi or outside the notified sale window, no valid sale slip, a bank account not seeded with Aadhaar, or a claimed quantity higher than the eligible quantity derived from the registered sown area.
