What is the Annapurna Scheme Seed Multiplication Programme?

Annapurna Yojana is a 100 per cent state-funded scheme of the Madhya Pradesh Farmer Welfare and Agriculture Development Department, in operation since 2000-01. Its purpose is narrow and practical: make sure that Scheduled Caste and Scheduled Tribe small and marginal farmers, who are the least able to buy seed at market rates, are sowing good foodgrain seed rather than the saved grain of a low-yielding variety.

The Seed Multiplication Programme is the arm of Annapurna Yojana that does the seed replacement itself. Instead of paying cash, the department puts improved and hybrid foodgrain seed into the farmer's hands at 75 per cent subsidy, either against the low-yielding seed the farmer surrenders or against a 25 per cent cash share. In departmental Hindi papers you will see the scheme referred to simply as Annapurna Yojana, and the seed replacement idea described as beej pratisthapan or beej samvardhan.

Key features

  • 100 per cent state funding; no central share, and therefore no central eligibility conditions.
  • Restricted to Scheduled Caste and Scheduled Tribe small and marginal farmers.
  • Subsidy fixed at 75 per cent of the seed cost.
  • Benefit given in kind, as seed, not as a bank transfer to buy seed with.
  • Runs in all districts of Madhya Pradesh, against seasonal district allotments.
  • Operates through the agriculture extension machinery, not through a self-service portal.

How does the seed exchange work?

The exchange component is the part most farmers actually use. A farmer brings the seed of a low-yielding or unproductive variety to the distribution point and receives, in its place, improved or hybrid seed of a foodgrain crop for an area of up to 1 hectare. The department bears 75 per cent of the value, with the subsidy element capped at Rs 1,500.

A farmer who has no seed to hand over is not shut out. In that case the farmer pays the 25 per cent share in cash and takes the seed on the same terms. This matters in a drought year, when the farmers who most need fresh seed are precisely the ones with nothing left in the store.

The second route within the same programme is seed self-reliance. Here the department supplies foundation or certified seed at 75 per cent subsidy for roughly one-tenth of the farmer's own landholding. The intention is that the farmer multiplies that seed on that tenth of the holding and uses the produce to sow the whole farm the following year, so that a single subsidised issue turns into a permanent upgrade of the farm's seed stock rather than a one-season handout.

Who is eligible for Annapurna seed?

You can be considered if:

  • You belong to a Scheduled Caste or Scheduled Tribe and hold a valid caste certificate.
  • You are a small or marginal farmer by the land held in your name.
  • You cultivate land in Madhya Pradesh and the land record is available.
  • You are sowing a foodgrain crop for which improved or hybrid seed is allotted to your district for that season.
  • You have either seed to exchange, or the ability to pay the 25 per cent share in cash.

You are not eligible if:

  • You are a general or OBC category farmer. This component is reserved by caste category and no relaxation is provided.
  • You are a large farmer outside the small and marginal definition.
  • You have already been issued Annapurna seed for the same season and area, since the allotment is per farmer per season and duplicates are struck off at the village list stage.
  • You have no land record in your own name, which makes the small or marginal status unverifiable.
  • You are seeking seed for a horticultural or commercial crop. Annapurna covers foodgrain crops; vegetable and spice planting material comes under the Horticulture Department's own area expansion schemes.

What documents are required?

Document Mandatory Notes
Caste certificate (SC/ST) Yes The eligibility gate for the whole component
Khasra / B-1 land record Yes Establishes small or marginal status and the eligible area
Aadhaar card Yes Identification, and prevents duplicate issue
Samagra ID No Pulls verified resident and family details
Bank passbook No Needed where the district routes the subsidy through the account
Old seed for exchange No Alternative to paying the 25 per cent cash share

How to apply for the Annapurna seed multiplication programme

  1. Meet your rural agriculture extension officer (RAEO) in the village or at the panchayat before the sowing season begins. The RAEO prepares the village list of eligible SC and ST small and marginal farmers, and everything else follows from being on that list.
  2. Submit your documents — caste certificate, khasra or B-1 land record and Aadhaar, and state the crop and area you intend to sow.
  3. Confirm your name on the village beneficiary list displayed at the panchayat or the block agriculture office once the district seed allotment is received.
  4. Collect the seed from the notified distribution point on the announced date, carrying either the seed you are exchanging or the 25 per cent cash share, plus your identity documents.
  5. Take and keep the receipt showing the crop, variety, quantity in kilograms, the full price and the subsidy deducted. This is your only proof if a dispute arises later.

Where do I apply if there is no extension officer in my village?

  1. Go to the block agriculture office (Krishi Vikas Kendra / SADO office) at your tehsil headquarters and ask for the Annapurna beneficiary list for the season.
  2. If the block cannot help, approach the Deputy Director of Agriculture at the district collectorate.
  3. Farmers can also raise the matter at the Kisan Call Centre on 1800-180-1551 for guidance on which office holds the file.

How do I check whether I have been selected?

Selection under Annapurna is confirmed at the village level, not online. The practical checks are, in order: the village beneficiary list with the RAEO or displayed at the panchayat; the block agriculture office register of seed allotment for your village; and the seed distribution receipt issued when the seed is handed over. Since the benefit is given in kind, there is no payment status to track in a bank account for the exchange component.

Why farmers get left out of Annapurna seed distribution

  • Caste certificate not produced or expired. Since the whole component is restricted by category, this is the most common single reason.
  • Land record not in the applicant's name, so small or marginal status cannot be established.
  • Name missing from the village list because the farmer did not approach the RAEO before the list was closed for the season. Seed allotments are made ahead of sowing, and a request made after sowing has begun is too late.
  • District allotment exhausted. The programme works against a limited seasonal quantity of seed, and once it is distributed, the remaining applicants wait for the next season.
  • Duplicate entry where two members of the same household have both been listed.

Where do I complain?

Escalate in this order: the rural agriculture extension officer, then the Senior Agriculture Development Officer at the block, then the Deputy Director of Agriculture at the district, and finally the Directorate of Farmer Welfare and Agriculture Development in Bhopal through mpkrishi.mp.gov.in. Complaints about seed quality, wrong variety or short weight should be made in writing at the distribution point on the same day, with the receipt attached.

Annapurna seed is a subsidised issue, not a free one. No official or middleman is entitled to charge anything beyond the farmer's 25 per cent share as printed on the receipt.

A note on the two Annapurna components

Annapurna Yojana has more than one arm, and readers frequently conflate them. The Seed Multiplication Programme described here supplies subsidised seed for the farmer's own sowing. The separate Seed Production Programme enlists SC and ST small and marginal farmers living within about 10 km of a government agricultural farm to grow certified seed on a minimum of half an acre, which the department then distributes to other farmers the following year. If your interest is in producing seed for the department rather than in receiving seed for your own field, that is the component to ask about at the block office.

Documents required

Caste certificate
The programme is restricted to Scheduled Caste and Scheduled Tribe farmers, so a valid SC or ST certificate is the gatekeeping document.
Khasra / B-1 land record
Establishes that the applicant is a small or marginal farmer and fixes the area on which seed can be issued.
Aadhaar card
Used to identify the beneficiary and to prevent duplicate seed issue across seasons.
Samagra IDoptional
Used in Madhya Pradesh to pull verified resident and family details.
Bank account passbookoptional
Needed where the district settles the subsidy element through the beneficiary's account rather than at the distribution point.
Seed being exchangedoptional
Under the exchange component the farmer hands over low-yielding seed; a farmer with no seed to exchange pays the 25 per cent share in cash instead.
