What is the Alpsankhyak Merit-Cum-Means Chhatravritti Yojana?

Alpsankhyak Merit-Cum-Means Chhatravritti Yojana is a merit-cum-means scholarship for minority students that has been running in Madhya Pradesh since 1 January 2007. According to the Madhya Pradesh government's official scheme entitlement record maintained on the CM Helpline portal, the scheme is administered in the state by the Backward Classes and Minorities Welfare Department (पिछड़ा वर्ग व अल्पसंख्यक कल्याण विभाग) and is classified as a centrally sponsored (केंद्र प्रवर्तित) scheme.

The stated objective is plain: to give financial assistance to minority students of Madhya Pradesh so that they are able to complete their education. The scheme is aimed at students in professional and technical courses, where fees are highest and dropping out for money reasons is most common.

Two words in the name carry the whole design. Merit. The student must have scored at least 50% in the last examination, and final selection is by a merit list. Means. The parents' or guardian's annual income from all sources must not exceed Rs 2.50 lakh.

Who is eligible for the minority merit-cum-means scholarship?

You can claim the scholarship if:

  • You are a genuine permanent resident of Madhya Pradesh. The entitlement record uses the phrase "वास्तविक रूप से स्थाई निवास करने वाले", which means actual permanent residence, not merely studying in the state.
  • You belong to a community notified as a minority by the Government of Madhya Pradesh.
  • You scored 50% or more in the last qualifying examination.
  • Your parents' or guardian's annual income from all sources is up to Rs 2.50 lakh.
  • You are admitted to a course in an institution that is listed on the National Scholarship Portal, so that it can verify and forward your application.

You are not eligible if:

  • You do not belong to a notified minority community. Students of other categories should look instead at the SC, ST, OBC or general-category scholarships run by Madhya Pradesh.
  • Your family income exceeds Rs 2.50 lakh a year.
  • You scored below 50% in the last examination.
  • You are not a permanent resident of Madhya Pradesh, a student domiciled in another state must apply through that state's nodal route, not through Madhya Pradesh.
  • Your institution is not registered on the National Scholarship Portal, in which case the application cannot be verified or forwarded at all.

Being eligible is not the same as being selected. Because selection is made through a merit list prepared by the Government of India, a student who meets every condition may still not be sanctioned in a year when the number of qualified applicants exceeds the slots available.

How to apply for the minority merit-cum-means scholarship

The Madhya Pradesh entitlement record is explicit that the entire process is online.

  1. Complete One Time Registration on the National Scholarship Portal at scholarships.gov.in using your Aadhaar number and an active mobile number, and note the application ID that the portal generates.
  2. Log in and select the minority merit-cum-means scholarship for the current academic year, choosing Madhya Pradesh as your state of domicile.
  3. Fill in your personal, academic, course, institution, income and bank details exactly as they appear on your documents. A mismatch between the marksheet name, the Aadhaar name and the bank account name is the commonest cause of later rejection.
  4. Upload the scanned documents: minority certificate, domicile, income certificate, previous marksheet, bank passbook and admission proof — in the file size and format the portal specifies.
  5. Submit and lock the application, then take a printout for your own record.
  6. Approach the head of your educational institution in the district, who is the designated verification point, and get your application verified and forwarded to the State Nodal Officer.
  7. The State Nodal Officer forwards verified applications to the Ministry of Minority Affairs, Government of India, which prepares the merit list and sanctions the scholarship.

There is no application fee at any stage.

How is the money paid?

After sanction, the Ministry of Minority Affairs transfers the scholarship online into the single bank account that the student supplied on the National Scholarship Portal. Payment is by Direct Benefit Transfer, so the account must be in the student's own name and should be Aadhaar-seeded. There is no cash payment and no cheque.

How to check your application status

  1. Log in to scholarships.gov.in with your application ID and password.
  2. Open the status view, which shows whether the application is at institute verification, state verification, or ministry level.
  3. If it is stuck at institute level, follow up with the head of your institution; nothing moves until they act.
  4. If it is stuck at state level, contact the Madhya Pradesh Backward Classes and Minorities Welfare scholarship helpdesk on 0755-2553329 or 0755-2675521, or email helpdesk.bcmw@mp.gov.in.

Why applications get rejected, and how to fix them

  • Income certificate too old or above the ceiling. Get a fresh certificate from the competent revenue authority showing income within Rs 2.50 lakh.
  • Marks below 50% in the previous qualifying examination. This is a hard condition and cannot be relaxed.
  • Institution not registered on the National Scholarship Portal, so the application cannot be forwarded. Ask your institution to complete its own registration on the portal.
  • Bank account in a parent's name, or an account that is dormant or not Aadhaar-seeded. The account must be a single account in the student's name.
  • Application not locked before the portal window closed. An unlocked application is not forwarded at all.
  • Duplicate application for the same year under two scholarship heads.

The stated appellate authority is the Ministry of Minority Affairs, New Delhi. For problems at the verification or forwarding stage, the practical route is the state helpdesk numbers above.

Key facts to note

  • Scheme start date on the state record: 1 January 2007.
  • Jurisdiction: centrally sponsored, with the Madhya Pradesh Backward Classes and Minorities Welfare Department as the state nodal department.
  • Income ceiling: Rs 2.50 lakh a year from all sources.
  • Marks condition: 50% in the last examination.
  • Application period: the academic session. The state record gives the time limit simply as "शैक्षणिक सत्र" rather than a fixed calendar date.
  • Application fee: nil.

Because the Government of India revises its minority scholarship portfolio from time to time, check the live scheme list on scholarships.gov.in for the current academic year before you begin, and confirm with your institution's scholarship section that the merit-cum-means scheme is open for that year.

Help and grievance redressal

  • MP Backward Classes and Minorities Welfare scholarship helpdesk: 0755-2553329, 0755-2675521, helpdesk.bcmw@mp.gov.in
  • Madhya Pradesh CM Helpline: 181
  • Appellate authority: Ministry of Minority Affairs, Government of India, New Delhi
  • Institution level: the head of your educational institution in the district is the designated contact and verification point

No fee is payable to apply. If any agent offers to "get your scholarship sanctioned" for money, that is a fraud, the merit list is prepared by the Government of India and cannot be influenced.
