Free Employment Oriented Training to Educated Unemployed Youth of Backward and Minority Classes
Madhya Pradesh state government scheme
Free Employment Oriented Training is a Madhya Pradesh Backward Classes and Minorities Welfare Department scheme that gives OBC and minority youth free pre-examination coaching for competitive recruitment examinations near their home, along with a stipend during training. Running since 1 April 2009, it has covered more than 5,000 trainees a year. Applications are free.
What is the Free Employment Oriented Training scheme?
Free Employment Oriented Training to Educated Unemployed Youth of Backward and Minority Classes: known in Madhya Pradesh as the Shikshit Berojgar Yuvak-Yuvatiyon ko Rojgar Prashikshan Yojana: is a Backward Classes and Minorities Welfare Department programme that pays for competitive examination coaching for OBC and minority young people who cannot afford it.
According to district records of the department, the scheme has been running since 1 April 2009 and has supported more than 5,000 trainees a year. The Madhya Pradesh CM Helpline scheme database states its objective in plain terms: to give quality pre-examination coaching for employment-oriented competitive examinations to talented but economically weak young men and women of backward and minority communities, near their place of residence, in a well-equipped environment, with a stipend to cover the financial difficulty of the training period.
The phrase "near their place of residence" is the point of the scheme. Coaching for recruitment examinations in Madhya Pradesh clusters in Bhopal, Indore and Gwalior. A candidate from a district town who wants to sit a police, banking or teaching recruitment examination either pays for a city course and city rent, or prepares alone. This scheme routes the coaching outward instead, through non-government training institutions selected by the department and operating in the districts.
Key features
- Coaching is free to the candidate; the department pays the training institution.
- A stipend is paid during the training period.
- Training is delivered locally, through selected non-government institutions rather than a single state centre.
- The scheme is pre-examination coaching, not a job guarantee and not a skill-certification course.
- There is no application fee at any stage.
Who is eligible for the training scheme?
You can apply if:
- You are a permanent resident of Madhya Pradesh.
- You belong to an Other Backward Class notified for Madhya Pradesh, or to a notified minority community.
- You are educated but unemployed. The scheme is aimed at candidates who have completed a qualifying level of education and are preparing for recruitment examinations.
- Your family income is within the creamy layer threshold set for OBC candidates in the state. The CM Helpline entry states the income condition in those terms rather than as a fixed rupee figure.
You cannot apply if:
- You belong to the Scheduled Caste or Scheduled Tribe category. Those candidates are not eligible under this scheme and are covered instead by the pre-examination training centres of the Scheduled Caste Welfare and Tribal Affairs departments.
- You are a resident of another state.
- Your family falls in the creamy layer, which puts you outside the department's income condition.
- You are already in regular employment. The scheme is for the educated unemployed.
- You do not hold a valid OBC or minority community certificate.
What benefits does a trainee receive?
The department describes two benefits:
- Free pre-examination coaching for employment-oriented competitive examinations, in a well-equipped facility, at no cost to the trainee.
- A stipend during the training period, intended to meet the financial difficulty a candidate faces while studying full time.
The stipend rate is not published on the scheme entry, and no official rate could be confirmed for this guide. Ask the district Backward Classes and Minorities Welfare office or the training institution for the figure currently in force before you plan around it. This is a real gap in the published material, not an omission from this page.
For a sense of the department's stipend levels on comparable programmes, its newer Shaurya Sankalp Prashikshan Yojana. A 45-day residential training for OBC youth preparing for army, police and home guard recruitment, launched in 2026 with a target of about 4,000 trainees β pays Rs 1,000 a month to male candidates and Rs 1,100 to female candidates, with free accommodation, meals and training material and 35 per cent of seats reserved for women. That is a different scheme with its own application route and its own deadline; it is mentioned here only as context on the order of magnitude.
What examinations does the training prepare you for?
The scheme is defined by examination type rather than a fixed list. The department describes the target as employment-oriented competitive examinations for government and private sector recruitment, and district descriptions add that the scheme also aims to help participants improve their economic position through skill development.
Because the batches are run by the training institutions the department selects each year, the specific examination a batch prepares for changes. Ask the training centre directly which examination the current batch is built around before enrolling, a candidate preparing for a banking examination gains little from a batch set up for a police recruitment test.

How to apply for the Free Employment Oriented Training scheme
- Find out which training institutions are running batches in your district. These are the non-government training centres selected by the Director, State Level Employment and Training Centre, Bhopal. Your district Backward Classes and Minorities Welfare office holds the current list.
- Collect or download the application form. District records state that forms can be downloaded free from the departmental website; the district office also issues them over the counter at no charge.
- Fill in the form with your community, educational qualification and the examination you intend to prepare for.
- Attach the documents, community certificate, domicile certificate, non-creamy-layer income certificate, marksheets, Aadhaar and your bank passbook page.
- Submit the application at the selected training centre, and take a dated acknowledgement. The CM Helpline entry names the training centres selected by the Director as the place applications are received.
- Attend the selection or counselling the centre conducts, if the batch is oversubscribed, and enrol when called.
How to check your application status
Madhya Pradesh does not publish an online tracker for this scheme. Use these routes:
- Ask the training centre where you filed the application, quoting the acknowledgement.
- Contact the district Backward Classes and Minorities Welfare office, which maintains the district list of trainees.
- Call the department at Bhopal on 0755-2551514 or 0755-2551517.
- Escalate a long-pending application on CM Helpline 181.
Why applications get rejected
- Wrong category certificate, most often a general-category applicant applying, or a Scheduled Caste certificate submitted to an OBC scheme.
- Creamy-layer income, which puts the family outside the income condition.
- No valid non-creamy-layer certificate, or a certificate that has expired.
- Already employed, which takes the candidate outside the "educated unemployed" definition the scheme uses.
- Applying to a centre not selected by the department, so the enrolment never enters the departmental list and the stipend is never sanctioned.
- Bank account not in the candidate's own name or not Aadhaar-seeded, which stops the stipend even after enrolment.
- Batch already full for the session, which is a timing problem rather than an eligibility one; ask to be listed for the next batch.
Key dates
No fixed statewide last date is announced for this scheme. Batches are notified through the year by the selected training institutions, in step with the recruitment examination calendar they are preparing candidates for. The practical approach is to register your interest at the district office once, so you are told when the next batch in your district opens, rather than checking periodically for a public notice.
Grievance redressal
- Director, State Level Employment and Training Centre, Bhopal, who selects the training institutions and is the designated authority for the scheme.
- District Backward Classes and Minorities Welfare office, for local enrolment and certificate problems.
- Department helpline, Bhopal: 0755-2551514, 0755-2551517.
- CM Helpline 181 for complaints about delay or about a training centre demanding money.
The training and the application are both free. No selected training institution is permitted to charge a trainee a fee under this scheme, and any demand for payment should be reported rather than paid.
