What is the free hostel scheme for de-notified communities?

Free Hostel Facilities for De-notified Communities is a residential-education scheme of the Backward Classes and Minorities Welfare Department of the Government of Madhya Pradesh, run through its wing for Vimukt (de-notified), Ghumakkad (nomadic) and Ardh-Ghumakkad (semi-nomadic) communities. The scheme gives a student from these communities a free seat in a departmental hostel or ashram, together with a monthly maintenance amount.

According to the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities, which publishes Madhya Pradesh's state-scheme list on dwbdnc.dosje.gov.in, the hostels and ashrams exist "to provide residential facilities to the students of de-notified, nomadic and semi-nomadic communities coming from remote places for studies". The same record puts the network at around 141 hostels, ashrams and community welfare centres with roughly 6,550 approved seats, and states the maintenance rate as Rs 1,230 a month for boys and Rs 1,270 a month for girls, paid for 10 months of the academic year. An earlier version of the same record carried a lower pair of rates, Rs 1,090 for boys and Rs 1,130 for girls, so treat the figure as revisable and confirm the current year's rate with the hostel superintendent before budgeting on it.

The design answers a specific problem. Nomadic and semi-nomadic families in Madhya Pradesh move for work, and a child who moves with the family loses the school year. A hostel seat decouples the child's schooling from the family's movement. That is why the seat, and not the cash, is the primary benefit here: the money is a maintenance allowance attached to the seat, not a scholarship a student can draw while living at home.

What the scheme provides

  • A free seat in a departmental hostel or ashram, with accommodation and bedding material provided without charge.
  • A monthly maintenance amount of Rs 1,230 for boys and Rs 1,270 for girls, for 10 months, credited by Direct Benefit Transfer.
  • Seats for both school-stage and higher-education students, since the department runs hostels attached to schools as well as hostels for college students in district and divisional headquarters.
  • Continuity across years, so long as the student remains enrolled and applies again for the next session.

Who is eligible for a hostel seat?

A student is eligible if:

  • The student belongs to a community notified in Madhya Pradesh as Vimukt, Ghumakkad or Ardh-Ghumakkad and holds a valid caste certificate saying so.
  • The student is a permanent resident of Madhya Pradesh.
  • The student is enrolled as a regular student in a recognised school, college or institute, in government or private, for the session claimed.
  • The student applies in the prescribed form by the last date of admission notified for the course. The department's own record ties eligibility to applying within the admission window in the prescribed appendix.
  • The student needs to stay away from home to attend the institution.

Who cannot apply or is not eligible:

  • Students outside the notified de-notified, nomadic and semi-nomadic communities. Scheduled Caste students apply to the Scheduled Caste Welfare Department's hostels and excellence hostels, and Scheduled Tribe students to the Tribal Affairs Department's hostels and ashrams through MPTAAS.
  • Students who are not permanent residents of Madhya Pradesh, even with a de-notified community certificate from another state.
  • Students already holding a seat in another government hostel for the same session. Two free seats at once are not allowed.
  • Students who apply after the admission window has closed, since seats are allotted against a fixed sanctioned strength.
  • Students who have discontinued study. The seat is conditional on continuing regular enrolment, and a student who stops attending loses both the seat and the maintenance amount.

Seats are finite. Where applications exceed the sanctioned strength of a hostel, selection is made on the previous class marks and on how far the student's home is from the institution, so a student from a distant village normally ranks above one from the same town.

What documents are required?

Document Mandatory Notes
Caste certificate (Vimukt / nomadic / semi-nomadic) Yes The defining document, from the competent MP revenue authority
Application in the prescribed appendix Yes Issued by the hostel superintendent or district office
Admission proof for the current session Yes Bonafide certificate or admission receipt
Previous class marksheet Yes Used for ranking when seats are short
MP domicile or residence proof Yes Seats are for permanent residents
Samagra ID Yes Verification across MP welfare databases
Aadhaar card Yes Identity and bank seeding
Bank passbook in the student's name Yes DBT credit of the monthly amount
Photographs No Two or three for the hostel register and identity card

How to apply for a free hostel seat

  1. Obtain the caste certificate naming your community as Vimukt, Ghumakkad or Ardh-Ghumakkad, through your tehsil or the MP e-District service. Without this, no other step matters.
  2. Complete admission to your school, college or institute for the coming session, and collect the admission receipt or bonafide certificate.
  3. Find the hostel. Ask the district Backward Classes and Minorities Welfare office which of the department's hostels or ashrams serve your class or course and your district, and whether seats are open for boys or girls.
  4. Collect and fill the prescribed application form from the hostel superintendent or the district office. The department's record refers to this as filing the appendix form within the admission window.
  5. Attach the documents: caste certificate, admission proof, previous marksheet, domicile, Samagra ID, Aadhaar and a passbook copy of an account in the student's own name โ€” and submit the file before the last date of admission for your course.
  6. Get a dated acknowledgement or inward number at submission, and keep it. That number is what lets you follow the file and lodge a grievance later.
  7. Check the selection list at the hostel notice board or district office, and if selected, report to the hostel with the originals to take possession of the seat.

How is the maintenance amount paid, and how do I track it?

The maintenance amount is a Direct Benefit Transfer into the student's own Aadhaar-seeded bank account, released for 10 months of the academic session rather than 12. The hostel superintendent certifies attendance, the district office sanctions, and payment follows sanction, so credits typically arrive in batches covering more than one month rather than on a fixed calendar date.

To track a pending payment:

  1. Ask the hostel superintendent whether your attendance certificate for the months in question has been forwarded.
  2. Ask the district Backward Classes and Minorities Welfare office whether the sanction has been issued and whether the budget for the head has been released.
  3. Check with your bank branch for a failed or returned credit, which almost always means the account is not Aadhaar-seeded.
  4. If nothing moves for two months or more, raise it on the CM Helpline, 181, quoting the hostel name and your inward number.

Why applications and payments fail, and how to fix them

  • Wrong caste certificate. A general OBC certificate does not establish a de-notified, nomadic or semi-nomadic community. Get the correct certificate issued.
  • Applied after the admission window closed. Seats are allotted once per session against sanctioned strength, so a late file waits for the next year.
  • Bank account in a parent's name. The maintenance amount goes to the student. Open an account in the student's own name.
  • Account not Aadhaar-seeded, which causes the DBT to bounce. Seeding is done at the branch and is not the same as handing over an Aadhaar photocopy.
  • Name mismatch across Samagra, Aadhaar, caste certificate and the institution record. Correct the Samagra record first, because MP systems read from it.
  • Attendance not certified, which quietly stops the monthly release even though the seat is intact.

Key dates, related schemes and grievance route

The scheme has no fixed statewide last date of its own. It runs on the admission calendar: apply as soon as your admission for the session is confirmed, and in any case before the notified last date of admission for your course.

Students who do not get a seat should ask the same district office about the department's rent assistance route for de-notified community students, which the state-scheme record describes at Rs 2,000 a month in major cities, Rs 1,250 at district headquarters and Rs 1,000 elsewhere, and about the post-matric scholarship and the Rs 3,000 Kanya Saksharta Protsahan incentive on Class 11 admission.

  • Hostel superintendent: first point of contact for the seat, attendance and monthly release.
  • District Backward Classes and Minorities Welfare office: sanctioning authority.
  • Department portal: bcwelfare.mp.nic.in.
  • Madhya Pradesh CM Helpline: 181.

No payment to any agent is required to obtain a hostel seat. Selection is on the published criteria, and a demand for money to secure a seat should itself be reported on 181.

Frequently asked questions

How much does a de-notified community student get in a Madhya Pradesh hostel?

A student gets a free hostel or ashram seat plus a maintenance amount of Rs 1,230 a month for boys and Rs 1,270 a month for girls, paid for 10 months of the academic year. That works out to Rs 12,300 a year for a boy and Rs 12,700 a year for a girl, on top of free lodging.

Who runs the hostels for de-notified communities in Madhya Pradesh?

The Backward Classes and Minorities Welfare Department of the Government of Madhya Pradesh runs them, through its wing for Vimukt, Ghumakkad and Ardh-Ghumakkad communities. The hostels are commonly called Vimukt Jati hostels and ashrams.

Who cannot apply for a seat in these hostels?

Students who do not belong to a notified de-notified, nomadic or semi-nomadic community of Madhya Pradesh cannot apply, and neither can students who are not permanent residents of the state. Scheduled Caste and Scheduled Tribe students have their own departmental hostels and should apply there instead.

Is there any fee for the hostel seat?

No, the seat itself is free. The scheme provides accommodation and bedding material without charge, and the monthly maintenance amount is meant to cover food and day-to-day study costs.

Where do I apply for a hostel seat?

Apply to the superintendent of the hostel or ashram you want a seat in, or to the district Backward Classes and Minorities Welfare office at your district headquarters. The department's listing records that students applying in the prescribed appendix by the last date of admission become eligible.

What happens if more students apply than there are seats?

Seats are limited, so the hostel selects on the basis of the previous class marks and the distance of the student's home from the institution. A student who is not selected can ask to be placed on the waiting list and can also apply for the department's rent assistance route.

Does the maintenance amount come to the student or to the hostel?

The maintenance amount is credited by Direct Benefit Transfer to the student's own Aadhaar-seeded bank account, which is why opening an account in the student's own name is the first practical step before admission.

How many hostels are there for these communities?

The Department of Social Justice and Empowerment's state-scheme record for Madhya Pradesh describes a network of 141 hostels, ashrams and community welfare centres with about 6,550 approved seats for de-notified, nomadic and semi-nomadic students.
