What is the Madhya Pradesh assistance for non-pensioner Second World War veterans?

Financial Assistance to Non-Pensioner Second World War Veterans is a welfare scheme of the Directorate of Sainik Welfare, Home Department, Government of Madhya Pradesh. It is the first item on the directorate's published list of state-government facilities for ex-servicemen: Rs 8,000 per month in financial assistance to Second World War non-pensioner ex-servicemen and their wives.

The scheme exists because of a gap in the pension system. India's armed forces recruited very large numbers during the Second World War, and many of those men were released at the end of the war without completing the qualifying service that would have earned a service pension. Eighty years on, the handful still living, and the widows of those who have died, have no defence pension at all. This scheme is the state's answer to that.

The scheme pays on two tracks, both listed by the directorate:

  • Rs 8,000 per month from the Government of Madhya Pradesh, under the state government's own facilities for ex-servicemen.
  • Rs 2,000 per month from the Amalgamated Special Fund (ASF), the fund built from Armed Forces Flag Day Fund collections, listed separately in the directorate's scheme table as financial assistance to Second World War non-pensioner ex-servicemen and their wives.

Taken together the two tracks can reach Rs 10,000 per month, credited directly to the beneficiary's own bank account.

The scheme is delivered through the District Sainik Welfare Offices (Zila Sainik Kalyan Karyalaya), one in each district of the state, which also register ex-servicemen and issue their identity cards.

Who is eligible for this monthly assistance?

You can receive the assistance if:

  • You served in the armed forces during the Second World War, and can prove it with a discharge certificate, service book or record office certificate.
  • You are a non-pensioner, that is, you draw no service pension.
  • You are domiciled in Madhya Pradesh.
  • You are registered as an ex-serviceman with your District Sainik Welfare Office.
  • Or you are the wife or widow of such a veteran, in which case marriage proof and, where the veteran has died, the death certificate are needed.

You are not eligible if:

  • You draw a service pension. The scheme is designed for those the pension system never covered, and a pensioner falls outside it. Pensioner ex-servicemen have their own separate grants in the directorate's scheme table.
  • You are domiciled outside Madhya Pradesh. Your own state's Rajya Sainik Board will have an equivalent scheme.
  • Your service was not during the Second World War. Post-war veterans are served by other entries in the directorate's list, including grants for non-pensioner ex-servicemen and widows, disability grants and daughters' marriage grants.
  • You cannot produce a service record, in which case the district office has nothing to verify. Where the original discharge document is lost, apply to the concerned record office for a duplicate before filing.

How to apply for the Second World War veterans' assistance

  1. Visit your District Sainik Welfare Office with the Second World War service record, non-pensioner declaration, domicile proof, Aadhaar and bank passbook. If the veteran is very elderly or bedridden, a family member can carry the papers and the office will guide the process.
  2. Get registered as an ex-serviceman and obtain the ESM identity card, if you are not already on the register.
  3. Have the portal ESM ID generated. The directorate's instruction page states that a portal-generated ESM ID is compulsory for requesting any scheme.
  4. Map the ESM ID to your Samagra Member ID and complete Aadhaar e-KYC of that Samagra ID. The portal will not accept a request until both steps are done.
  5. Raise the scheme request at sainikkalyan.mp.gov.in โ†’ Yojanaon ke liye anurodh (Request for Schemes), entering the ESM mobile number, ESM ID and Samagra Member ID with the captcha, and selecting the Second World War non-pensioner assistance.
  6. Collect a written acknowledgement from the district office with an inward number.
  7. Wait for verification and sanction. The district office verifies the service record and non-pensioner status and forwards the case to the Directorate of Sainik Welfare at Bhopal for sanction. Once sanctioned, the monthly amount begins crediting to the bank account.

For a widow's claim, add the veteran's death certificate and proof of marriage at step 1, and ask the office to record the payment in her own name and account.

How is the money paid?

The assistance is paid monthly by bank transfer into the beneficiary's own Aadhaar-seeded account. There is no cash counter and no cheque collection. Because it is a recurring payment rather than a one-time grant, it depends on the beneficiary's record staying current, an inactive account, a lapsed KYC or a missing life certificate will stop the credit even though the entitlement itself continues.

If the credit stops, do not re-apply from scratch. Take the passbook and Aadhaar to the District Sainik Welfare Office and ask them to identify which of the three usual causes applies: dormant account, incomplete Samagra Aadhaar e-KYC, or an overdue life certificate.

What else is available to the same household?

The Directorate of Sainik Welfare's published list carries several other entitlements that a Second World War veteran's household may also qualify for:

  • Free treatment in government hospitals in Madhya Pradesh.
  • 50 per cent rebate in property tax for ex-servicemen and widows who are not income-tax payers.
  • Samman Nidhi at age milestones โ€” Rs 15,000 on completing 85 and 90 years, and Rs 25,000 on completing 95 and 100 years, each paid once.
  • Funeral grant of Rs 25,000 to whoever performs the last rites of an ex-serviceman or his wife.
  • Grants for non-ECHS non-pensioner ex-servicemen and widows: up to Rs 3,000 for spectacles once in two years, Rs 10,000 for a hearing aid once in five years, Rs 12,000 for a set of dentures once in ten years, and Rs 15,000 for cataract surgery once for both eyes.
  • 16 Sainik Rest Houses and 12 ECHS hospitals across the state.

Ask your District Sainik Welfare Officer to check the "Know your eligibility" (Apni yogyata jaane) tool on the portal, which filters the full scheme list by rank, pensioner status and medical category.

How do I check the status of a claim or a stopped payment?

  1. Log in to sainikkalyan.mp.gov.in and open the scheme request.
  2. Ask your District Sainik Welfare Officer for the file position; the officer's name and phone number for every district are on the portal's "Who is Who" page.
  3. For a case pending at Bhopal, call the Directorate on 0755-2553992 or email dirrsb@mp.gov.in.
  4. If the file has not moved, lodge a grievance on the CM Helpline by dialling 181.

Why do claims get rejected or payments stop?

  • The veteran draws a service pension, which puts the case outside the scheme.
  • Service during the Second World War cannot be documented, usually because the discharge certificate is lost and no duplicate has been sought from the record office.
  • Domicile not proved with a Madhya Pradesh document.
  • ESM ID not mapped to a Samagra Member ID, or Aadhaar e-KYC of that Samagra ID incomplete.
  • Life certificate not submitted, the commonest reason a running payment halts.
  • Bank account dormant or not Aadhaar-seeded, so the monthly credit bounces.
  • Death of the veteran not reported, leaving the widow's transfer unprocessed.

Who do I contact?

Frequently asked questions

How much monthly assistance does a Second World War veteran get in Madhya Pradesh?

Madhya Pradesh pays Rs 8,000 per month to non-pensioner Second World War ex-servicemen and their wives, as listed on the Directorate of Sainik Welfare's state-sponsored schemes page. A separate Rs 2,000 per month is paid from the Amalgamated Special Fund, so the combined monthly figure can reach Rs 10,000.

Who exactly can receive this assistance?

Second World War ex-servicemen domiciled in Madhya Pradesh who receive no service pension, and their wives or widows, can receive it. Veterans who draw a regular service pension are outside the scheme, because the assistance exists specifically to cover those the pension system never reached.

Is the payment monthly or one-time?

The payment is monthly and recurring, credited to the beneficiary's own bank account. It is not a lump sum, unlike the state's one-time grants for gallantry awards and distinguished service medals.

Does the widow keep receiving the money after the veteran dies?

Yes. The Directorate of Sainik Welfare describes the scheme as assistance to Second World War non-pensioner ex-servicemen "and their wives", and the Armed Forces Flag Day Fund entry likewise covers wives. The widow should report the death to the District Sainik Welfare Office with the death certificate so the payment is transferred into her name.

Where do I apply?

Apply at the District Sainik Welfare Office (Zila Sainik Kalyan Karyalaya) of your district in Madhya Pradesh. The office registers you, generates the ESM ID, and forwards the case to the Directorate of Sainik Welfare at Bhopal.

What is the Amalgamated Special Fund payment of Rs 2,000?

The Rs 2,000 per month is a separate assistance for Second World War non-pensioner ex-servicemen and their wives funded from the Amalgamated Special Fund, which is built from Armed Forces Flag Day Fund collections. It is listed separately from the Rs 8,000 state government payment in the directorate's scheme table.

Do I need to submit a life certificate every year?

A recurring monthly payment normally requires periodic proof that the beneficiary is alive, and the District Sainik Welfare Office will tell you the interval it applies. Missing a life certificate is the most common reason a running monthly payment stops.

Is there any fee to apply?

No. Registration, ESM ID generation and the scheme request on sainikkalyan.mp.gov.in are all free, and no agent is authorised to charge for arranging this assistance.
