EWS (Economically Weaker Section) Certificate in Madhya Pradesh
Madhya Pradesh state government scheme
An EWS Certificate in Madhya Pradesh is the Income and Asset Certificate for Economically Weaker Sections, notified as a General Administration Department service on the MP Lok Seva Guarantee portal at mpedistrict.gov.in since 1 July 2021 and signed by the Tehsildar after Patwari verification. Applications are filed online on the portal or at a Lok Seva Kendra, and the family's gross annual income must be under Rs 8 lakh.
What is an EWS certificate in Madhya Pradesh?
An EWS certificate in Madhya Pradesh is the Income and Asset Certificate for Economically Weaker Sections, the document that proves a general-category family earns and owns little enough to claim the 10% EWS reservation created by the 103rd Constitutional Amendment in 2019. Madhya Pradesh delivers it as a notified citizen service of the General Administration Department (सामान्य प्रशासन विभाग) on the MP Lok Seva Guarantee portal at mpedistrict.gov.in, where it appears as "आर्थिक रूप से कमजोर वर्ग (ई.डब्ल्यू.एस.) के नागरिको आय एवं संपत्ति प्रमाण पत्र जारी करना", live since 1 July 2021.
The certificate is signed by the Tehsildar of the applicant's tehsil, working under the Collector, after the Patwari of the halka verifies the family's land holding and the reported income on the ground. Madhya Pradesh issued its detailed instruction for the service through General Administration Department circular F 7-11/2019/आ.प्र./एक dated 29 June 2021, which restates that EWS covers people not already covered by the reservations available under Articles 341 and 342 of the Constitution or under the state's Other Backward Classes notification.
An EWS certificate is not an income certificate, and the two are separate services on the Lok Seva portal. An income certificate states only what a family earns. The EWS certificate states both income and assets, is issued in the Government of India's prescribed format, and is the only version that recruitment boards and admission authorities accept for the 10% quota. Candidates who upload a plain income certificate to an MPPSC, MPESB, SSC, IBPS, NEET or JEE application in place of the EWS format are among the most common rejections in the whole process.
Where can you use a Madhya Pradesh EWS certificate?
A Madhya Pradesh EWS certificate opens the 10% reserved quota in:
- Central government recruitment; UPSC Civil Services, SSC, railway, banking and defence civilian posts.
- Madhya Pradesh state recruitment through MPPSC and the Madhya Pradesh Employees Selection Board, where the state applies the EWS quota to unreserved candidates.
- Admission to central institutions: IITs, NITs, IIITs, central universities and the All India Quota seats in NEET.
- Admission to Madhya Pradesh government and government-aided colleges, including the state quota in medical and engineering counselling run through MP Online.
- Several state welfare and housing benefits that use EWS status as the eligibility test.
Who can and who cannot apply?
You can apply for a Madhya Pradesh EWS certificate if you are an ordinary resident of Madhya Pradesh, belong to the general or unreserved category, and your family's gross annual income from all sources is below Rs 8 lakh. Income here means the whole family's income, not just yours: the applicant, the applicant's parents, unmarried siblings below 18 years, and, for a married applicant. The spouse and any children below 18.
Income includes every source, not only salary: agriculture, business, profession, rent, interest and pension all count, and the financial year taken is the one immediately before the year of application.
You cannot apply if your family is already covered by any existing reservation; Scheduled Caste, Scheduled Tribe, or Madhya Pradesh's Other Backward Classes list. EWS was created precisely for the population outside those categories, and a family cannot hold both an OBC certificate and an EWS certificate for the same benefit.
You are also not eligible, irrespective of income, if the family owns assets above the Government of India's EWS asset ceilings:
- 5 acres or more of agricultural land;
- a residential flat of 1,000 square feet or more;
- a residential plot of 100 square yards or more in a notified municipality;
- a residential plot of 200 square yards or more outside a notified municipality.
Land or property held by different members of the same family is added together before the test is applied. That single rule catches many otherwise low-income farming families in Madhya Pradesh, where a joint holding across father and sons crosses five acres even though the per-head income is small.
What documents are required?
Madhya Pradesh runs the EWS application off the Samagra family database, so the Samagra family ID and the member Samagra ID are the starting point. Alongside them the tehsil asks for:
- Aadhaar card of the applicant, for identity and name matching.
- Residence proof: voter ID, ration card, an electricity or water bill, or an existing mool nivas certificate showing your tehsil.
- Income proof for the previous financial year — salary slip and Form 16 for salaried families, the income tax return where one is filed, or an existing income certificate where the family has no formal salary record.
- Land and property records, the khasra, khatauni and B-1 extract for agricultural land, and the registry or municipal record for a house or plot.
- A self-declaration or affidavit stating total family income and that the family holds no asset above the EWS ceilings.
- A passport-size photograph in the size the upload screen specifies.
Get the land record right before you file. The Patwari's report on land holding is the part of the file the Tehsildar relies on most, and a khasra entry that does not match what the affidavit claims sends the application straight back.
How to apply for an EWS certificate in Madhya Pradesh online
- Open the MP Lok Seva Guarantee portal at mpedistrict.gov.in and register as a citizen with your mobile number, or log in if you already have an account from an earlier income, caste or domicile application.
- Find the service. In the citizen service list, choose the department सामान्य प्रशासन (General Administration) and select "आर्थिक रूप से कमजोर वर्ग (ई.डब्ल्यू.एस.) के नागरिको आय एवं संपत्ति प्रमाण पत्र जारी करना". The service page shows the document checklist before you begin.
- Enter the family and Samagra details. Give the Samagra family ID, the applicant's member Samagra ID, the father's name, the full address with tehsil and district, and each family member whose income is being counted.
- Declare income and assets. Enter the gross annual family income for the previous financial year and every piece of agricultural land, residential flat and residential plot the family owns, with the khasra or registry reference for each.
- Upload the documents: Aadhaar, residence proof, income proof, land records, affidavit and photograph; each within the file size the upload screen states.
- Pay the fee shown on the payment screen and submit. The portal displays the amount payable for the service before you pay.
- Save the registration number printed on the acknowledgement. It is the only reference for tracking the file and for downloading the signed certificate.
How to apply offline at a Lok Seva Kendra
- Visit the Lok Seva Kendra at your tehsil headquarters or district office with originals and photocopies of Aadhaar, the Samagra ID, residence proof, income proof, land records and the affidavit.
- Ask the operator to file the General Administration Department EWS income and asset certificate application in your name. The file enters the same online Lok Seva queue; there is no separate paper channel.
- Pay the notified counter charge and collect the printed acknowledgement carrying the registration number.
- Wait for the Patwari's field verification. The Patwari may visit the address or call you to the halka office to confirm the land holding.
- Collect the Tehsildar-signed certificate from the same Lok Seva Kendra, or download it from your login on mpedistrict.gov.in once it is issued.
How do you check the application status?
Enter the registration number from your Lok Seva acknowledgement into the application tracking option on mpedistrict.gov.in. The status moves through submission, Patwari verification, Revenue Inspector report, tehsil scrutiny and Tehsildar approval. The portal also runs a WhatsApp channel on +91 7552775227 and a Telegram bot for status queries.
Madhya Pradesh delivers every listed service under the Madhya Pradesh Lok Sewaon Ke Pradan Ki Guarantee Adhiniyam, 2010, which attaches a notified time limit and a first and second appellate officer to each service. Read the time limit and the appellate officer for the EWS service on the service's own detail page on the portal before you file, and appeal to the first appellate officer if the limit passes without a decision.
How long is the certificate valid?
The EWS test is an annual income test, so a Madhya Pradesh EWS certificate is treated as current for the financial year for which it is issued. Every recruiting body sets its own rule about how recent the certificate must be, and the safest practice is to read the exact wording in the advertisement: UPSC, MPPSC, the Madhya Pradesh Employees Selection Board, NEET and JEE each name the financial year whose certificate they will accept. Apply for a fresh certificate at the start of the recruitment season rather than at the last minute, Patwari verification is a field step and cannot be compressed.
Why are EWS applications rejected in Madhya Pradesh?
- The family's combined agricultural holding crosses 5 acres once the land of all members is added together.
- A residential plot or flat exceeds the 100 square yard, 200 square yard or 1,000 square foot ceiling.
- The applicant's family is on the SC, ST or state OBC list and therefore outside EWS entirely.
- Declared income does not match the Form 16, income tax return or Samagra record on file.
- The land record shown in the khasra or B-1 extract contradicts the affidavit.
- Name spellings differ across Aadhaar, Samagra and the school record.
- An income certificate was filed or uploaded instead of the income and asset certificate in the Government of India format.
What does it cost, and what about agents?
The Madhya Pradesh EWS certificate is issued at the fee the MP Lok Seva Guarantee portal displays on the payment screen, plus the notified counter charge if you file at a Lok Seva Kendra. Nothing more is payable to any Patwari, Revenue Inspector, clerk or tehsil middleman. Agents who promise an EWS certificate "the same day" for a few thousand rupees have no route the portal does not already give you free. The file still queues before the same Tehsildar after the same Patwari report.
Keep the payment receipt the portal generates, and report a demand for money to the Collector's Lok Seva cell in your district or through the grievance option on mpedistrict.gov.in. Buying a certificate on a false income declaration is worse than useless: the certificate is cancelled when the discrepancy surfaces, and the candidature falls with it, often after a selection has already been made.
Where do you complain if the certificate does not come?
Start with the Lok Seva Kendra where the application was filed and quote the registration number. If the notified time limit passes, use the appeal route the Lok Seva Guarantee Act provides, the first appellate officer, then the second appellate officer, both named on the service's detail page on the portal. Beyond that, the Collector's public grievance hearing and the CM Helpline are the standard escalation for a stalled revenue file in Madhya Pradesh. Carry the acknowledgement, the affidavit and copies of the land records to every hearing; a stalled EWS file is almost always waiting on a Patwari report, and naming the halka speeds it up.

Frequently asked questions
Who issues the EWS certificate in Madhya Pradesh?
The Tehsildar of your tehsil signs the EWS Income and Asset Certificate in Madhya Pradesh, and the service is notified under the General Administration Department on the MP Lok Seva Guarantee portal. The Patwari and the Revenue Inspector of your halka carry out the field verification of income and land before the Tehsildar approves the file.
How do I apply for an EWS certificate in Madhya Pradesh online?
Apply on the MP Lok Seva Guarantee portal at mpedistrict.gov.in, where the service is listed under सामान्य प्रशासन (General Administration) as "आर्थिक रूप से कमजोर वर्ग (ई.डब्ल्यू.एस.) के नागरिको आय एवं संपत्ति प्रमाण पत्र जारी करना". The same application can be filed at any Lok Seva Kendra if you cannot scan documents yourself.
What is the income limit for an EWS certificate in Madhya Pradesh?
The family's gross annual income from all sources must be below Rs 8 lakh, the ceiling set by the Government of India for the 10% EWS reservation introduced by the 103rd Constitutional Amendment. Income counts the whole family — the applicant, parents, unmarried siblings under 18, and a spouse and minor children where the applicant is married.
Since when has the EWS certificate been an MP Lok Seva service?
Madhya Pradesh notified the EWS income and asset certificate as a citizen service on the Lok Seva Guarantee portal with effect from 1 July 2021, as the service list at mpedistrict.gov.in records. Before that the certificate was issued only as a manual Tehsildar-signed document at the tehsil counter.
How long is an MP EWS certificate valid?
Recruiting bodies and admission authorities almost always want an EWS certificate issued for the current financial year, because the income test is an annual one. Check the specific advertisement or admission brochure — UPSC, MPPSC, NEET and JEE each state the financial year for which the certificate must be issued.
Can an OBC family in Madhya Pradesh get an EWS certificate?
No — a family covered by Madhya Pradesh's OBC list, or by the Scheduled Caste or Scheduled Tribe lists, cannot apply for an EWS certificate. EWS is reserved for people outside every existing reservation category, which is why the application asks you to declare your caste position.
What does an EWS certificate cost in Madhya Pradesh?
Self-application on the MP Lok Seva Guarantee portal is made at the fee the portal shows on the payment screen, and a Lok Seva Kendra adds only the notified counter charge printed on your receipt. No Patwari, clerk or agent is entitled to anything beyond that, and any cash demand should be reported to the Collector's Lok Seva cell.
How do I check my MP EWS certificate application status?
Use the application tracking option on mpedistrict.gov.in with the registration number printed on your Lok Seva acknowledgement. The portal also runs a WhatsApp channel on +91 7552775227 through which application status can be queried.
