What is the Dr Bhim Rao Ambedkar Meritorious Student Award Scheme?

Dr Bhim Rao Ambedkar Meritorious Student Award Scheme is a merit award of the Scheduled Caste Welfare Department, Government of Madhya Pradesh that gives cash prizes to Scheduled Caste students who obtain the highest marks in the state in the Class 10 and Class 12 board examinations. The scheme, referred to in Hindi as Dr Bhimrao Ambedkar Medhavi Vidyarthi Puraskar Yojana, has been in operation since 2007.

The award has two distinct purposes. The obvious one is money. A Scheduled Caste family whose child has just topped the state board gets a lump sum at exactly the point where the next stage of education has to be paid for. The less obvious one is visibility. Publishing a list of Scheduled Caste toppers and honouring them by name is a deliberate signal to younger students in the same schools and villages, and the department treats the award ceremony as part of the scheme rather than an afterthought.

According to the scheme detail published on the Madhya Pradesh CM Helpline entitlement portal, the award covers students of the state board, CBSE and ICSE alike, provided the student is a permanent resident of Madhya Pradesh and appeared as a regular student of a recognised institution.

Key features

  • Run by the Scheduled Caste Welfare Department, Madhya Pradesh.
  • Merit-based only; no income test is applied.
  • Separate prizes for boys and girls at every rank.
  • Covers the MPBSE state board, CBSE and ICSE.
  • Paid by direct bank transfer to the student's own account.
  • No application fee and no citizen-side online form; the institution submits.

Who is eligible for the Ambedkar Meritorious Student Award?

A student qualifies if:

  • The student belongs to a Scheduled Caste notified for Madhya Pradesh and holds a valid caste certificate.
  • The student is a permanent resident of Madhya Pradesh.
  • The student passed Class 10 or Class 12 in the board examination of the Madhya Pradesh Board of Secondary Education, CBSE or ICSE.
  • The student appeared as a regular student of a recognised institution.
  • The student's marks place them among the highest-scoring Scheduled Caste candidates in the state at that level โ€” the first, second or third rank, or in the top 50 boys or top 50 girls.

The following cannot apply:

  • Students outside the Scheduled Caste category. Scheduled Tribe, OBC and general-category students are not covered by this award, though the Tribal Affairs Department runs parallel recognition for ST students.
  • Students who are not permanent residents of Madhya Pradesh, even if they studied and sat the board examination in the state.
  • Private, correspondence and open-school candidates, because the scheme requires regular studentship at a recognised institution.
  • Students who did not rank. This is a merit award with a fixed number of prizes, not an entitlement for every SC student who passes. A student with good marks who is outside the top 50 for their gender at that level is not eligible.

Students who do not win the award should not treat that as the end of the state's support. The Scheduled Caste Welfare Department separately runs pre-matric and post-matric scholarships, hostel facilities and the state's higher-education fee support, all of which are income-tested rather than rank-based.

How much does each rank pay?

Level Rank Award (each, boys and girls separately)
Class 12 State first Rs 30,000
Class 12 State second Rs 20,000
Class 12 State third Rs 10,000
Class 12 Top 50 boys and top 50 girls Rs 1,000
Class 10 State first Rs 20,000
Class 10 State second Rs 15,000
Class 10 State third Rs 10,000
Class 10 Top 50 boys and top 50 girls Rs 1,000

Because boys and girls are ranked separately, each rank in the table is paid twice at each level, once to the topping boy and once to the topping girl. The award is a one-time payment, not a recurring scholarship, and it is credited by direct transfer into the student's own bank account.

What documents are required?

Document Mandatory Notes
Scheduled Caste certificate Yes From the competent MP revenue authority; digital certificate preferred
Madhya Pradesh residence proof Yes Permanent residence in the state
Board marksheet Yes Class 10 or Class 12, MPBSE, CBSE or ICSE
Regular student certificate Yes Issued by the institution the student attended

How to apply for the Ambedkar Meritorious Student Award

  1. Wait for the board result. The competition is decided on the declared board marks, so nothing can be submitted before results are announced, normally in May for both Class 10 and Class 12 in Madhya Pradesh.
  2. Collect the papers, the Scheduled Caste certificate, residence proof, the board marksheet, and a bank passbook copy in the student's own name.
  3. Submit them to the head of the institution where the student studied. Under the scheme's published process, applications are made through the institution and the principal completes the formalities.
  4. Have the institution forward the case to the District Organiser or Assistant Commissioner, Scheduled Caste Welfare, in the district, which puts it up to the Commissioner, Scheduled Caste Development, Bhopal.
  5. Confirm the bank details with the school, since the payment is made by direct transfer and a wrong account number is the most common cause of a stalled award.
  6. Attend the felicitation if the department calls the awardee, and keep the acknowledgement or sanction letter.

How to check the status of an award

There is no public status-tracking page dedicated to this award. In practice the route is:

  1. Ask the principal for the date on which the institution forwarded the case and the covering letter number.
  2. Follow up with the District Organiser, Scheduled Caste Welfare in the district headquarters, quoting that letter number and the student's roll number.
  3. Check the bank account for a credit from the Scheduled Caste Welfare Department once the department publishes the awardee list for the year.
  4. If there is no movement, file a complaint on the CM Helpline, 181, quoting the scheme name; the helpline assigns a tracking number and routes it to the department.

Common reasons a deserving student misses the award

  • Caste certificate not valid or not digital. An old paper certificate that cannot be verified against the revenue database stalls the case.
  • Institution did not forward the papers. Since the student cannot file directly, a school that misses the window effectively disqualifies its own topper.
  • Bank account in a parent's name, or an account that has been frozen for incomplete KYC.
  • Name mismatch between the board marksheet and the caste certificate, usually because of a middle name or a spelling variation.
  • Private or open-school candidature, which does not meet the regular-student condition.
  • Residence outside Madhya Pradesh, which is checked even when the student sat the MP board examination.

Key dates and grievance route

The scheme runs on the board examination calendar. Class 10 and Class 12 results in Madhya Pradesh are usually declared in May, and cases are put up after that. There is no year-round application window, so a student who misses the window for the year of the result cannot claim retrospectively in a later year.

Grievances go to the District Organiser or Assistant Commissioner, Scheduled Caste Welfare in the district, and then to the Commissioner, Scheduled Caste Development, Government of Madhya Pradesh, Bhopal. The CM Helpline on 181 is the state's single-window complaint channel and is the fastest way to get a written tracking number on a stalled case. Keep the caste certificate number, the board roll number and the school's forwarding letter reference ready before calling.
