What is Deen Dayal Antyoday Upchar Yojana?

Deen Dayal Antyoday Upchar Yojana is a health assistance scheme of the Public Health and Family Welfare Department, Government of Madhya Pradesh, launched in September 2004 to give poor families free treatment when someone in the house has to be admitted to hospital. The scheme is commonly written as Deendayal Antyodaya Upchar Yojana or, in Hindi, दीनदयाल अंत्योदय उपचार योजना, and all three names refer to the same programme.

Deen Dayal Antyoday Upchar Yojana works on a simple idea. A Below Poverty Line family in Madhya Pradesh is issued a photo-bearing family health card. When any member of that family is admitted to a government hospital, the medicines, laboratory tests, imaging and surgical consumables the treatment needs are paid for by the department up to Rs 20,000 in a financial year, and up to Rs 30,000 where the illness is a serious one. The family pays nothing at the counter for those items.

The scheme is not an insurance product. No premium is collected from the family and no insurance company sits in the middle. The district health society holds the funds and settles the cost against the hospital's records, which is why the card is issued by the district health office rather than by an insurer.

Who is covered by Deen Dayal Antyoday Upchar Yojana?

You can be enrolled if:

  • Your family's name appears in the Below Poverty Line list of your gram panchayat, nagar panchayat or municipal ward in Madhya Pradesh. There is no cap on the number of family members, a BPL household of nine is covered on the same card as a household of three.
  • Your family belongs to a particularly vulnerable tribal group (the older term used in the scheme papers is "primitive tribal group"). These families are covered irrespective of their income and irrespective of BPL listing.
  • You hold a Nirman Shramik card as a registered construction worker, or a Mukhyamantri Mazdoor Suraksha card as a registered unorganised-sector worker. These cards are an independent route into the scheme.
  • You are a resident of Madhya Pradesh and the treatment is taken at a government facility in the state.

You are not eligible if:

  • Your family is above the poverty line and holds none of the worker cards listed above. Income alone does not create entitlement, and caste alone does not either, a Scheduled Caste or Scheduled Tribe family that is not on the BPL list and holds no worker card cannot apply on the strength of the caste certificate by itself.
  • You are seeking outpatient (OPD) treatment. Deen Dayal Antyoday Upchar Yojana pays only for patients who have been formally admitted.
  • You want the scheme to pay the doctor's fee or bed charges. Those heads sit outside the cover; what the scheme reimburses is medicines and investigations for the admitted patient.
  • You are a resident of another state seeking treatment in Madhya Pradesh on this card.

How to apply for Deen Dayal Antyoday Upchar Yojana

Deen Dayal Antyoday Upchar Yojana has no online application form. Enrolment is offline and is handled through the district health machinery.

  1. Collect your documents; BPL card or a certified extract showing your family in the BPL list, Aadhaar cards of all members, a Madhya Pradesh residence proof, and passport-size photographs of the family members.
  2. Go to the issuing office. The district hospital, the office of the Chief Medical and Health Officer or Civil Surgeon, or your Block Medical Officer at the community health centre. In villages, the ANM, ASHA worker or panchayat secretary will point you to the right block office.
  3. Fill the family health card form and submit it with the documents. Give a working mobile number so the office can call you when the card is ready.
  4. Collect the family health card. It carries the photographs of the family members and does not need annual renewal.
  5. Carry the card at the time of admission. Show it at the hospital counter when the patient is admitted, not after discharge, the hospital has to record the case against the scheme while the patient is in the ward.

Adding a member later — a newborn, or a wife after marriage, is done at the same office on production of the birth certificate or the marriage and Aadhaar documents. The card itself does not have to be re-made from scratch.

What exactly does the money cover?

Deen Dayal Antyoday Upchar Yojana pays for the medicines and the investigations of an admitted patient; drugs, consumables, blood tests, X-ray, ultrasound and similar diagnostics ordered during the admission. Deliveries and treatment for all categories of disease are within scope; the scheme does not carry a short list of named procedures.

Two limits matter in practice. First, the Rs 20,000 ceiling is annual and per family, so a second admission in the same financial year draws on whatever is left of the limit. Second, the enhanced Rs 30,000 ceiling applies only where the case is certified as a serious illness by the treating institution, it is not automatic.

How does this scheme sit alongside Ayushman Bharat in Madhya Pradesh?

Madhya Pradesh now runs Ayushman Bharat Niramayam Madhya Pradesh, the state's implementation of PM-JAY, which gives an eligible family Rs 5 lakh a year of cashless treatment across empanelled government and private hospitals. That is twenty-five times the DDAUY ceiling and covers bed charges and surgery packages that DDAUY never did.

Deen Dayal Antyoday Upchar Yojana has not been formally withdrawn, but its role has shrunk to a fallback at government facilities for families who are not on the Ayushman list or whose Ayushman card is not yet made. The practical advice for a BPL family in Madhya Pradesh is to get the Ayushman card made first and keep the family health card as a second line for medicines and tests at the government hospital.

Why enrolment or a claim gets refused

  • Family name not traceable in the BPL list, the commonest reason. Get a certified BPL extract from the panchayat secretary or ward office before you go.
  • Card not shown at the time of admission, so the hospital billed the case as a general one. The card must be produced when the patient is admitted.
  • OPD treatment claimed, the scheme funds admitted patients only.
  • Annual ceiling already exhausted by an earlier admission in the same financial year.
  • Aadhaar or name mismatch between the BPL record and the identity documents, which stalls card issuance.
  • Treatment taken at a facility not covered, typically a private hospital that has no arrangement under the scheme.

Where to complain or ask questions

Deen Dayal Antyoday Upchar Yojana grievances are handled through the district health administration. The order of escalation is the hospital superintendent, then the Chief Medical and Health Officer (CMHO) of the district, and then the Directorate of Health Services under the Public Health and Family Welfare Department at Bhopal. District-level contact numbers are published on the department site at health.mp.gov.in. Complaints about a government office refusing to issue the family health card can also be filed on the Madhya Pradesh CM Helpline, which routes public grievances to the concerned department.

No fee is payable to any agent for the family health card. The card, and the treatment it unlocks, are free.

Frequently asked questions

How much treatment does Deen Dayal Antyoday Upchar Yojana cover?

Deen Dayal Antyoday Upchar Yojana covers free in-patient treatment worth up to Rs 20,000 per family in a financial year, with the ceiling raised to Rs 30,000 in cases of serious illness. The cover is per family, not per member, so a large family shares the same annual limit.

Who is eligible for Deen Dayal Antyoday Upchar Yojana?

Below Poverty Line families in Madhya Pradesh are eligible, with no limit on the number of members in the family. Families belonging to particularly vulnerable tribal groups qualify irrespective of income, and holders of the Nirman Shramik card or the Mukhyamantri Mazdoor Suraksha card are also covered.

Does Deen Dayal Antyoday Upchar Yojana cover OPD treatment?

No. Deen Dayal Antyoday Upchar Yojana covers only hospitalised patients — the medicines and diagnostic investigations of a patient who has been formally admitted. Outpatient consultations are outside the scheme, though government hospitals in Madhya Pradesh already treat OPD patients free or at nominal cost.

Is there any premium or fee to pay under the scheme?

No premium is payable. Deen Dayal Antyoday Upchar Yojana is funded directly by the Public Health and Family Welfare Department out of budget, not through an insurance contract, so the beneficiary family pays nothing for the card or the cover.

How do I get the family health card?

Apply at your district hospital, civil surgeon office or block medical officer with your BPL proof, Aadhaar, residence proof and photographs. The district health office prepares the photo-bearing family health card, and new members such as a newborn or a spouse can be added later on production of documents.

Is Deen Dayal Antyoday Upchar Yojana still running, or has Ayushman Bharat replaced it?

Deen Dayal Antyoday Upchar Yojana has not been formally repealed, but in practice most hospitalisation cover in Madhya Pradesh now runs through Ayushman Bharat Niramayam Madhya Pradesh, which gives Rs 5 lakh a year per family across empanelled government and private hospitals. Check your Ayushman entitlement first; DDAUY is best treated as a fallback at government facilities.

Which hospitals accept the scheme?

Government hospitals in Madhya Pradesh accept the scheme — district hospitals, civil hospitals, community health centres and medical college hospitals. A limited set of services at designated private facilities has also been covered at various points; confirm at the hospital counter before admission.
