What is the Acharya Vidyasagar Gau Samvardhan Yojana?

Acharya Vidyasagar Gau Samvardhan Yojana is a Madhya Pradesh state scheme started on 1 July 2016 and run by the Directorate of Animal Husbandry and Dairying. The scheme helps a small or marginal farmer set up a dairy unit of five or more milch animals by combining a bank loan, a capital grant from the department and a seven-year interest subsidy.

The scheme's two stated objectives, as published on Madhya Pradesh district portals, are to increase milk production in the state and to improve the economic condition of small farmers by giving them a productive, income- generating asset alongside their farming.

The financial structure of the scheme

  • Maximum project cost supported: Rs 10,00,000.
  • Minimum unit size: 5 milch animals. Subsidy is not sanctioned below this.
  • 75 per cent of the project cost must come as a bank loan.
  • The remaining 25 per cent is met from the departmental margin money assistance and the beneficiary's own contribution.
  • Capital grant for General category: 25 per cent of unit cost, maximum Rs 1,50,000.
  • Capital grant for Scheduled Caste and Scheduled Tribe: 33 per cent of unit cost, maximum Rs 2,00,000.
  • Interest subsidy: 5 per cent a year, capped at Rs 25,000 a year, for 7 years, calculated on 75 per cent of the unit cost or on the actual loan drawn, whichever is lower.

Over the seven-year term, the interest reimbursement alone can be worth up to Rs 1,75,000, which is often larger than the headline capital grant. Applicants frequently miss this and undervalue the scheme.

Acharya Vidyasagar Gau Samvardhan Yojana sits in the middle of Madhya Pradesh's dairy ladder. Below it, the Mukhyamantri Dairy Plus Programme funds a two-buffalo household unit at 50 to 75 per cent grant. Above it, the Dr Bhimrao Ambedkar Kamdhenu Yojana funds a 25-animal commercial dairy of up to about Rs 42 lakh. This scheme is the option for a farmer who owns a little land and wants a serious but manageable five-to-ten animal dairy.

Who is eligible for the Acharya Vidyasagar Gau Samvardhan Yojana?

You can apply if:

  • You are a small or marginal farmer resident in Madhya Pradesh. All categories are covered: General, OBC, SC and ST, with the grant rate varying by category.
  • You own at least 1 acre of agricultural land for a five-animal unit. A larger unit requires proportionally more land, because the land is expected to produce green fodder.
  • You will set up a unit of 5 or more milch animals, cows or buffaloes.
  • You are able to obtain a bank loan for 75 per cent of the project cost.
  • You can arrange the beneficiary contribution making up the balance alongside the departmental margin money.
  • Your name is approved by the Gram Sabha and cleared by the Janpad Panchayat.

You cannot apply if:

  • You own less than 1 acre of agricultural land. A landless applicant is not eligible for this component.
  • You want a unit of fewer than 5 milch animals. Consider Mukhyamantri Dairy Plus, which funds a two-buffalo unit, instead.
  • You are not a resident of Madhya Pradesh.
  • Your bank refuses the loan. The departmental recommendation does not override the bank's credit appraisal, and without the 75 per cent loan the project cannot be assembled.
  • You are an existing defaulter on a bank loan.
  • You have already drawn a dairy unit grant under this component.

How to apply for the Acharya Vidyasagar Gau Samvardhan Yojana

  1. Go to the nearest veterinary hospital in your district and meet the Veterinary Officer or the officer in charge. Ask for the Acharya Vidyasagar Gau Samvardhan Yojana application form. The scheme runs offline through the veterinary institution.
  2. Fill the application with your land details, Samagra ID, Aadhaar number, category, the number and type of animals you plan to keep, and your bank branch.
  3. Attach the documents listed above, including land records and a project report showing the unit cost, and submit the form. Take a dated acknowledgement.
  4. Get your name approved by the Gram Sabha. Beneficiary selection under this scheme requires Gram Sabha approval before anything else moves.
  5. Clearance by the Janpad Panchayat follows the Gram Sabha resolution.
  6. The case goes to the bank for loan appraisal and sanction of the 75 per cent term loan.
  7. Purchase the animals and set up the shed after loan disbursement, and get the unit physically verified and the animals tagged by the veterinary officer.
  8. The capital grant is released into the loan account and the interest subsidy is reimbursed year by year for seven years, provided you keep the loan account regular.

How do I check the status of my application?

This scheme's file passes through four hands: veterinary institution, Gram Sabha, Janpad Panchayat and bank, so status has to be traced at whichever stage your case has reached. Start at the veterinary hospital where you filed, quoting your acknowledgement. If the file has already gone to the bank, the branch manager is the person to ask. For the annual interest reimbursement, the district Deputy Director (Veterinary Services) office holds the claim records.

Why do applications get rejected?

  • Land below 1 acre, or land not in the applicant's own name. This is the single most frequent ground for rejection.
  • Unit size below 5 animals. The scheme does not sanction subsidy on smaller units at all.
  • Gram Sabha did not approve the name, often because the meeting agenda never carried it. Follow up with the Panchayat Secretary.
  • Bank declined the loan on credit grounds or found the project report unviable.
  • Caste certificate missing while claiming the 33 per cent rate, dropping the applicant to 25 per cent.
  • Animals bought before sanction. Reimbursement of a purchase you made on your own is not how the scheme works.
  • Loan account gone irregular, which stops the annual interest reimbursement even after the capital grant has been paid.
  • District target exhausted for the financial year.

Where do I complain?

  • Veterinary Officer at the veterinary hospital where you applied โ€” first point of contact.
  • District Deputy Director, Veterinary Services, for sanction and interest reimbursement disputes.
  • Directorate of Animal Husbandry and Dairying, Bhopal: helpline 0755-2772262, email dirveterinary[at]mp[dot]gov[dot]in, website mpdah.gov.in.
  • CM Helpline 181, the Madhya Pradesh grievance line, which issues a tracked complaint number.

There is no application fee under this scheme, and no agent has any role in getting a name approved by the Gram Sabha.

What should a farmer weigh before applying?

A five-animal dairy funded at Rs 10 lakh carries a bank loan of Rs 7.5 lakh. Even with 25 to 33 per cent capital grant and seven years of interest reimbursement, that loan has to be serviced out of daily milk sales. The farmers who succeed under Acharya Vidyasagar Gau Samvardhan Yojana are usually those who already keep two or three animals, already have a milk buyer, and are scaling up rather than starting from zero. The 1-acre land condition is not bureaucratic fussiness either: five high-yielding animals eat roughly 100 to 150 kilograms of green fodder a day, and buying all of that in the market destroys the margin.

A practical sequence is: confirm the current year's unit cost and target with your district veterinary office, get the Gram Sabha resolution done early since it depends on meeting dates you do not control, and talk to your bank branch before you finalise the project report rather than after.
