What is the Grant-in-Aid Scheme for Multi-Disabled and Intellectually Disabled Persons Above 6 Years?

The Grant-in-Aid Scheme for Multi-Disabled and Intellectually Disabled Persons Above 6 Years of Age is a Madhya Pradesh state scheme run by the Social Justice and Disabled Welfare Department. Locally the scheme is known as the 6 varsh se adhik aayu ke bahuvikalang aur mansik roop se avikasit nishaktjan sahayata anudan yojana, and on the state's own portal it appears under the shorter Hindi name mandbuddhi / bahuvikalang ko aarthik sahayata.

According to the Madhya Pradesh Social Security portal, the scheme was launched on 18 June 2009 and pays Rs 600 per month to each sanctioned beneficiary. The purpose is narrow and practical: families raising a child or adult with a severe developmental or multiple disability carry recurring costs; therapy, attendant care, transport, special food and equipment, that ordinary disability pensions starting at age 18 do not touch. This grant begins at age 6.

Key features

  • State-funded scheme, paid monthly by Direct Benefit Transfer.
  • Minimum age of 6 years, with no upper age limit.
  • Disability certificate of 40 per cent or more is the qualifying threshold.
  • Beneficiary must be recorded on the Samagra portal and verified on the Sparsh disability portal.
  • Sanction is guaranteed within 15 working days under the Madhya Pradesh Public Service Guarantee Act, 2010.

The grant is one of more than a dozen social security payments the department delivers through the single Samagra Pension Portal, alongside the old age pension, widow pension, disability pension for persons with 80 per cent or more disability, and the pension for unmarried women above 50.

Who is eligible for this grant?

You can claim the grant if:

  • The person with the disability is a native of Madhya Pradesh.
  • The person is 6 years of age or older. There is no upper limit.
  • A district medical board has certified 40 per cent or more disability.
  • The certified condition is multiple disability, intellectual disability (mental retardation), cerebral palsy or autism spectrum disorder.
  • The person's name is entered in the Samagra database with a 9-digit member ID, and the disability record is verified on the Sparsh portal.

You cannot apply if:

  • The person is under 6 years of age.
  • The disability certificate shows less than 40 per cent.
  • The certified condition is a single physical disability. A locomotor, hearing or visual impairment on its own; rather than one of the four covered conditions. Those cases are handled under the state disability pension or the Indira Gandhi National Disability Pension Scheme.
  • The person is not a resident of Madhya Pradesh.
  • The person is already drawing another disability pension for the same condition. The Samagra system flags duplicate social security payments against the same member ID.

The 40 per cent threshold matters more than families expect. Certificates issued years ago at a lower percentage, or certificates that name a condition loosely, are the most common reason a file is returned. A fresh assessment at the district hospital's medical board, or a UDID card generated through the national disability portal, resolves this.

What documents are required?

How to apply for this grant

  1. Get the Samagra ID first. Search for the family and the individual member on samagra.gov.in. If the person with the disability has no 9-digit member ID, get them added to the family record at the Gram Panchayat, ward office or a Lok Seva Kendra before doing anything else.
  2. Get or renew the disability certificate. Attend the medical board at the district hospital. Ask specifically that the certificate names the condition β€” intellectual disability, multiple disability, cerebral palsy or autism, and records a percentage of 40 or more.
  3. Check that the record shows on Sparsh. The Madhya Pradesh Social Security portal states that the beneficiary's disability must be verified on the Sparsh portal. If the certificate exists on paper but not on Sparsh, the sanctioning officer cannot proceed.
  4. Apply online. Open pensions.samagra.gov.in, choose the online application option, enter the 9-digit Samagra member ID, select the scheme for multi-disabled and intellectually disabled persons, and complete the form with bank and disability details. Submit and note the application number.
  5. Or apply offline. Submit the printed application form with copies of the disability certificate, age proof, Samagra ID and bank passbook at the Gram Panchayat or Janpad Panchayat if you live in a village, or at the Municipal Corporation, Nagar Palika or Nagar Parishad office in a town or city. You can also route the application through the Joint Director or Deputy Director of Social Justice at the district headquarters.
  6. Follow the sanction. The Gram Panchayat Secretary or the urban body processes the file and the sanctioning authority decides within 15 working days. Collect the sanction order.

How to check the status and the payment

  1. Open pensions.samagra.gov.in.
  2. Select the beneficiary or pension passbook search option.
  3. Enter the 9-digit Samagra member ID and submit.
  4. The screen shows whether the pension is sanctioned, which scheme it was sanctioned under, and a month-by-month list of amounts released.

The passbook view is the fastest way to settle the common question of whether a payment was skipped or simply failed at the bank. A month showing as released on the passbook but missing from the bank statement is a bank-side failure: usually a frozen or dormant account, or an account not seeded with Aadhaar.

Why applications get rejected, and how to fix them

  • Disability below 40 per cent on the certificate. Apply for a fresh assessment at the district medical board.
  • Condition not covered. A certificate that records only a locomotor or sensory impairment does not qualify here; apply under the state disability pension instead.
  • No Samagra member ID, or the member exists but is not linked to a family record. Get the entry created at the panchayat or ward office.
  • Not verified on Sparsh. The paper certificate must be reflected in the state's disability database.
  • Bank account not Aadhaar-seeded, so the DBT transfer bounces. Complete Aadhaar seeding at the bank branch, not just at the panchayat.
  • Name mismatch between Aadhaar, Samagra and the bank account. Correct the Samagra record first, since the payment file is generated from it.

Where to complain if the grant is not sanctioned or paid

  • Directorate of Social Justice and Disabled Welfare, Bhopal to 0755-2556916, dir.socialjustice@mp.gov.in.
  • Joint Director or Deputy Director, Social Justice, at your district headquarters, for sanction disputes.
  • First appeal under the Public Service Guarantee Act, 2010, if 15 working days pass with no decision. The designated appellate officer is named in the same office where you applied.
  • CM Helpline 181, the state's general grievance line, for complaints about delay at the panchayat or municipal level.

Applying for this grant is free. No panchayat official, agent or middleman may charge a fee to add a name to the pension list, and nobody from the department will ask for an OTP or a bank password.

Frequently asked questions

How much money is paid under this scheme?

Rs 600 per month is paid to each sanctioned beneficiary, according to the Madhya Pradesh Social Security portal. The money is credited by Direct Benefit Transfer into the bank account linked to the beneficiary's Samagra record, normally in the first half of each month along with the state's other social security pensions.

What is the minimum age for this scheme?

Six years. The scheme is specifically designed for persons above 6 years of age, which is what distinguishes it from the state's general disability pension that starts at age 18. There is no upper age limit, so a beneficiary can continue drawing the grant through adulthood.

Which disabilities are covered?

Multiple disability, intellectual disability (mental retardation), cerebral palsy and autism spectrum disorder are covered, certified at 40 per cent or more. A person with a single physical disability such as a locomotor or visual impairment is dealt with under the separate Indira Gandhi National Disability Pension or the state disability pension instead.

Who cannot apply for this grant?

People who are not natives of Madhya Pradesh, people whose certified disability is below 40 per cent, children under 6 years of age, and people whose disability is not one of the four covered conditions are not eligible. A person already drawing another disability pension for the same condition also cannot draw this grant at the same time.

Is there an income limit or a BPL condition?

No income ceiling is published for this particular grant on the Madhya Pradesh Social Security portal, unlike the old age and widow pensions which carry a below-poverty-line condition. Eligibility turns on age, residence and the certified disability. Confirm the current position with your panchayat secretary before applying.

How long does sanction take?

Fifteen working days. The scheme is notified under the Madhya Pradesh Public Service Guarantee Act, 2010, which binds the sanctioning officer to decide within that period. If the deadline passes without a decision, you can file a first appeal with the designated appellate officer in the same office.

Who sanctions the application?

In rural areas the Gram Panchayat Secretary forwards the case and the Chief Executive Officer of the Janpad or District Panchayat sanctions it. In urban areas the Commissioner of the Municipal Corporation or the Chief Municipal Officer of the Nagar Palika or Nagar Parishad is the sanctioning authority.

How do I check whether the money has been credited?

Open pensions.samagra.gov.in and use the pension passbook or beneficiary search option with your 9-digit Samagra member ID. The passbook lists every month for which the grant was released, the amount and the bank account that received it.
