Madhya Pradesh state government scheme
Videsh Shiksha Yojana of the Madhya Pradesh Building and Other Construction Workers Welfare Board gives financial assistance to a registered construction worker's child admitted to a recognised university abroad. The worker parent must hold a live board registration, which needs age 18 to 60 and 90 days of construction work in the past year. Claims are filed at the district labour office.
What is Videsh Shiksha Yojana for construction workers' children?
Videsh Shiksha Yojana; literally, the foreign education scheme; is a welfare scheme of the Madhya Pradesh Building and Other Construction Workers Welfare Board, the Madhya Pradesh Bhavan Evam Anya Sanniraman Karmakar Kalyan Mandal, under the state Labour Department. The scheme provides financial assistance to the child of a registered construction worker who has secured admission to a recognised university outside India.
The Board is a statutory body constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. It does not draw on ordinary tax revenue: its fund is built from a cess of 1 per cent of the cost of construction levied under the Building and Other Construction Workers' Welfare Cess Act, 1996. Education of workers' children is one of the permitted welfare uses of that fund, and this scheme sits at the very top of the Board's education ladder.
Videsh Shiksha Yojana is, by design, a very small scheme. The Board's education spending is dominated by school and college scholarships that reach tens of thousands of children. A foreign degree costs many times the annual cost of an Indian one, so the number of sanctions in any year is measured in a handful, not in thousands. A family should plan on that basis.
Who is eligible for Videsh Shiksha Yojana?
A student can apply if:
- One parent holds a live registration as a building or other construction worker with the Madhya Pradesh Building and Other Construction Workers Welfare Board.
- The parent satisfies the statutory conditions for beneficiary registration: age 18 to 60, and at least 90 days of construction work in the preceding twelve months.
- The student holds a written admission or offer letter from a recognised university abroad, with the course name and duration on it.
- The student can produce the institution's official fee structure, a valid passport and a student visa.
- The student can prove the relationship to the registered worker.
- The family is domiciled in Madhya Pradesh.
A student is not eligible if:
- The parent is not registered with the Welfare Board, or the registration has lapsed.
- The parent's occupation falls outside building and other construction work as defined in the 1996 Act.
- The admission is still pending, an application under process, a conditional offer with unmet conditions, or an agent's assurance is not an admission.
- The institution is not recognised, or the course level falls outside what the Board's notification for that year covers.
- The sibling cap for the worker family has already been used.
- The same course abroad is already fully funded by another government scholarship. Double funding of the same expense is not permitted.

How to apply for Videsh Shiksha Yojana
- Secure the admission first. Obtain a written admission or offer letter from the foreign university, along with the official fee schedule for the course.
- Confirm the parent's registration is live. Take the construction worker registration card to the district labour office and pay any pending annual contribution so the card is valid on the date you file.
- Ask the district labour office for the current notification. The assistance ceiling, the eligible course levels and the last date for applications in that academic year. Do this before you accept the offer, not after.
- Collect and fill the application form at the district labour office (Shram Padadhikari Karyalaya), attaching all the documents in the table above.
- Submit the file and take a dated acknowledgement with an inward number. Keep a complete photocopy set, foreign originals are hard to replace.
- Follow up on the sanction order, which will state the amount, whether it is released to you or to the institution, and the instalment schedule tied to the years of the course.
How is the assistance paid?
Assistance is released against the sanction order, usually in instalments tied to academic years rather than as one payment, and either into the student's own bank account by Direct Benefit Transfer or directly to the institution, depending on how the sanction is written.
The Board fixes the ceiling by resolution and revises it periodically. This guide does not state a rupee figure, because no current Madhya Pradesh notification could be verified at the time of writing. Confirm the ceiling before you commit. A foreign course is a large financial decision, and the gap between total cost and the Board's ceiling has to be funded from somewhere.
Why applications get rejected
- Lapsed or missing parent registration with the Welfare Board.
- Admission not final on the date of application.
- Institution or course level outside the notification for that year.
- Relationship not proved, the Samagra family ID or ration card does not link the student to the registered worker.
- Application filed after the cut-off date announced for that academic year.
- Sibling cap already used by another child of the same worker.
- Bank account not Aadhaar-seeded, which blocks the DBT release even after sanction.

Applying is free. Be especially careful of overseas education agents who offer to "arrange" a government foreign study grant for a commission, the Board sanctions directly, through the district labour office, and charges nothing.

Frequently asked questions
Who can apply under Videsh Shiksha Yojana of the construction workers board?
A child of a construction worker holding a live registration with the Madhya Pradesh Building and Other Construction Workers Welfare Board can apply, after securing admission to a recognised university abroad. The benefit follows the parent's registration under the Building and Other Construction Workers Act, 1996.
Do I apply before or after getting the foreign admission?
Apply after you hold a written admission or offer letter from the foreign university. The offer letter and the institution's official fee structure are the two documents the sanction is calculated from, so an application filed while an admission is still pending will not be processed.
How much assistance is given?
The ceiling is fixed by resolution of the Madhya Pradesh Building and Other Construction Workers Welfare Board and revised from time to time. No current Madhya Pradesh figure could be verified for this guide, so confirm the ceiling with the district labour officer or on 18002338888 before you commit to a course.
Does the scheme cover any country and any course?
Foreign study schemes are normally limited to recognised universities and to specified levels of study, most often postgraduate degrees and doctoral research. Read the Board's notification for the current year before assuming a diploma, a language course or an unaccredited institution qualifies.
Can more than one child of the same worker get this help?
Board education schemes usually cap the number of children per registered worker, most commonly at two. Confirm the cap in force with the district labour office before a second child applies.
Is this the same as the state's foreign study scholarship for SC, ST and OBC students?
No, they are separate schemes with separate budgets and separate offices. The Madhya Pradesh SC, ST and backward classes departments run their own foreign study scholarships; this one is funded from the construction cess and is open only to children of registered construction workers, whatever their caste.
What happens if I drop out of the course abroad?
Assistance is sanctioned for a specific course and duration. Dropping out normally stops further instalments, and the Board may treat money already released as recoverable. Inform the district labour office in writing if your course is discontinued or deferred.
