Atal Graha Jyoti Yojana
Madhya Pradesh state government scheme
Atal Graha Jyoti Yojana is a Madhya Pradesh Energy Department subsidy that caps the monthly electricity bill at a flat Rs 100 for the first 100 units used by domestic consumers with a sanctioned load of 1 kW or less and monthly consumption up to 150 units. No separate application is needed; the discom billing system applies it automatically.
What is Atal Graha Jyoti Yojana?
Atal Graha Jyoti Yojana is an electricity tariff subsidy run by the Energy Department of the Government of Madhya Pradesh for low-consumption domestic households. The scheme fixes the monthly bill at a flat Rs 100 for the first 100 units of electricity used by a qualifying household, and the state government reimburses the difference between that Rs 100 and the actual regulated tariff directly to the distribution company.
According to the scheme description published on Madhya Pradesh district portals, the programme began on 1 September 2019 under the name Indira Grah Jyoti Yojana and was later renamed Atal Graha Jyoti Yojana. Readers searching in Hindi will find it as Atal Grih Jyoti Yojana. The design has stayed the same across the renaming: a flat Rs 100 slab, a sanctioned load ceiling of 1 kW, and a consumption ceiling of 150 units a month.
Electricity in Madhya Pradesh is distributed by three state discoms, Madhya Pradesh Poorv Kshetra Vidyut Vitaran Company (Jabalpur), Madhya Pradesh Madhya Kshetra Vidyut Vitaran Company (Bhopal) and Madhya Pradesh Paschim Kshetra Vidyut Vitaran Company (Indore). All three apply the subsidy through their own billing software, which is why no household has to file anything.
Key features
- Flat Rs 100 payable for the first 100 units in a billing month, inclusive of energy charge, fixed charge and electricity duty.
- Sanctioned load must be 1 kW or less.
- Total monthly consumption must be 150 units or less.
- Benefit is applied automatically by the discom billing system.
- The tariff shortfall is met by the state government as subsidy, not cross-subsidised by other consumers of the same discom.
Who is eligible for Atal Graha Jyoti Yojana?
You can get the benefit if:
- You are a resident of Madhya Pradesh with an electricity connection in your name or in your household's name.
- Your connection is billed under the domestic tariff category.
- The sanctioned (contract) load on the connection is 1 kW or less. This figure is printed on every monthly bill.
- Your total consumption in the billing month is 150 units or less.
Both rural and urban households qualify. There is no separate caste, income or BPL condition attached to Atal Graha Jyoti Yojana, the test is purely the load on the meter and the units consumed in that month.
You cannot apply or claim the benefit if:
- Your sanctioned load is above 1 kW, even if your actual consumption is low. This is the most common reason a genuinely small household misses the subsidy.
- Your monthly consumption crosses 150 units. In such a month the whole bill is charged at the ordinary approved tariff and the Rs 100 slab does not apply.
- Your connection is non-domestic, shops, offices, workshops, agricultural pump connections, temporary connections and industrial supply are all outside the scheme.
- The connection is disconnected, under theft proceedings or in arrears to the point where the discom has suspended normal billing.
The eligibility test is applied month by month. A household that uses 95 units in July and 170 units in August gets the Rs 100 bill in July and a full tariff bill in August. Nothing has to be re-done to restore the benefit in the next low-consumption month.
How much money does Atal Graha Jyoti Yojana save?
The saving is the gap between Rs 100 and what the household would otherwise pay at the tariff approved by the Madhya Pradesh Electricity Regulatory Commission for that year. For a household using close to 100 units, that gap is the greater part of the bill, because the Rs 100 covers not just energy charges but also fixed charges and electricity duty.
Two worked situations make the structure clear:
- A household using 80 units in a month pays Rs 100, and nothing more.
- A household using 135 units pays Rs 100 for the first 100 units, plus the regulated tariff on the remaining 35 units.
- A household using 160 units falls outside the scheme for that month and pays the ordinary tariff on all 160 units.
The scale is substantial. Press reporting on the Malwa–Nimar region alone — served by the Paschim Kshetra discom; put the number of consumers receiving the subsidy at about 30.5 lakh, against a subsidy outgo of roughly Rs 151 crore for that region. Madhya Pradesh as a whole covers several times that number of connections.
How to get Atal Graha Jyoti Yojana benefit
Atal Graha Jyoti Yojana has no application form, so the practical steps are about making sure your connection record is correct rather than about applying.
- Check your sanctioned load on the bill. Find the "sanctioned load" or "contract load" field on the monthly bill. It must read 1 kW or less.
- Check the tariff category. The bill should show the domestic (LV-1) category. If it shows a commercial or non-domestic code, the subsidy will never apply.
- Keep your monthly consumption at or below 150 units and pay bills on time so the connection stays in normal billing status.
- If the load or category is wrong, apply for correction at your discom's division or zone office, or through the discom's online consumer portal, and attach a copy of a recent bill.
- Verify the next bill after the correction to confirm the subsidy line appears and the net payable reads Rs 100 for the first 100 units.
How to apply for a load reduction if your sanctioned load is above 1 kW
- Visit the distribution company office in your division, or use the consumer self-service section of your discom's website.
- Ask for the load reduction application for a domestic connection, quoting your consumer number as printed on the bill.
- Submit the form with a copy of a recent electricity bill and identity proof of the connection holder.
- Allow the discom to inspect the premises and record the revised load; the reduced load then reflects in the next billing cycle.
- Confirm on the following bill that the sanctioned load now reads 1 kW or less and the Atal Graha Jyoti subsidy line has appeared.
A load reduction is a genuine commitment: running appliances that draw more than the reduced sanctioned load can trip protection or attract penalty billing, so only reduce load to a level that matches how the household actually uses power.
How to check your bill and payment status
Each of the three Madhya Pradesh discoms publishes online bill view and payment services on its own portal, and all three accept the consumer number or IVRS number printed on the bill as the lookup key. The bill view shows the units recorded for the month, the tariff category, the sanctioned load and any state government subsidy applied. Households that pay at a cash counter or through a meter reader's handheld device receive the same details on the printed receipt.
Where a household disputes a meter reading rather than the subsidy itself, the discom's meter testing process is the correct route: Atal Graha Jyoti Yojana does not change the way readings are recorded or disputed.
Why households miss the Atal Graha Jyoti benefit
- Sanctioned load recorded above 1 kW, often because the connection was taken years ago with a higher load than the household needs.
- Connection classified under a non-domestic tariff, common where a small shop and a home share one meter.
- Consumption crossing 150 units, especially in summer months.
- Multiple connections at one premises, where the subsidy applies per qualifying connection and not to the aggregate bill.
- Connection not in normal billing status because of long-standing arrears or a theft case.
The fix for the first two is the same: get the consumer record corrected at the discom office. Neither is fixed by repeated complaints about the bill amount.
Help and grievance redressal
Grievances about Atal Graha Jyoti Yojana are handled by the distribution company that bills your connection, not by a separate scheme office. Start at the discom's zone or division office with your consumer number and a copy of the bill in question. If the zone office does not resolve it, the discom's grievance redressal forum and, above that, the electricity ombudsman constituted under the Madhya Pradesh Electricity Regulatory Commission are the escalation routes.
Policy-level information on the scheme is published by the Energy Department, Government of Madhya Pradesh at energy.mp.gov.in. No agent or middleman can get a household "added" to Atal Graha Jyoti Yojana, because there is no beneficiary list to be added to, the billing system decides each month on load and units alone.

Frequently asked questions
How much do I pay under Atal Graha Jyoti Yojana?
You pay a flat Rs 100 for the first 100 units consumed in a month, inclusive of energy charges, fixed charges and electricity duty. The state government pays the difference between Rs 100 and the actual tariff to the distribution company as subsidy.
Do I have to apply for Atal Graha Jyoti Yojana?
No. Atal Graha Jyoti Yojana needs no application form. The three Madhya Pradesh distribution companies apply the benefit automatically through the billing system to every domestic connection that meets the load and consumption conditions in that month.
What happens if I use more than 100 units?
Consumption between 101 and 150 units is billed at the normal tariff approved by the Madhya Pradesh Electricity Regulatory Commission for the units above 100, while the first 100 units are still charged at the flat Rs 100. Crossing 150 units in a month removes the benefit for that month.
Who is not eligible for Atal Graha Jyoti Yojana?
Consumers with a sanctioned load above 1 kW, consumers whose monthly consumption exceeds 150 units, and all non-domestic connections including commercial, industrial, agricultural pump and temporary connections cannot claim the subsidy.
Is Atal Graha Jyoti Yojana the same as Indira Grah Jyoti Yojana?
Yes, it is the same scheme under a later name. Indira Grah Jyoti Yojana started on 1 September 2019 under the Energy Department and was subsequently renamed Atal Graha Jyoti Yojana; the 100-unit, Rs 100 structure and the 1 kW load condition carried over unchanged.
How do I check whether the subsidy was applied to my bill?
Look at the printed monthly bill or the online bill on your discom portal for a line showing the state government subsidy or "Atal Graha Jyoti" rebate. The net payable amount for a qualifying month should read Rs 100 for the first 100 units.
My load is 1 kW and I used 90 units but was billed the full tariff. What should I do?
Take the bill to your nearest distribution company zone or division office and ask for the consumer record to be checked. The usual cause is a sanctioned load wrongly recorded above 1 kW, or the connection being classified under a non-domestic tariff category in the billing master.
Does Atal Graha Jyoti Yojana apply if I already get free electricity as a Sambal worker?
Registered Sambal beneficiaries receive electricity relief under the Mukhyamantri Jan Kalyan (Sambal) scheme rules, and a household is billed under one relief arrangement at a time rather than stacking two subsidies on the same connection. Confirm which relief your bill shows with your discom office.
