Awas Sahayata Yojana for Hearing and Visually Impaired Students, Madhya Pradesh
Madhya Pradesh state government scheme
Awas Sahayata Yojana is a Madhya Pradesh scheme for students with 100 percent hearing or visual impairment who take vocational training in an Industrial Training Institute. A student living in the ITI hostel is reported to receive Rs 2,000 a month towards food and related costs for the whole course. Apply through the ITI Principal.
What is Awas Sahayata Yojana for hearing and visually impaired students?
Awas Sahayata Yojana for hearing and visually impaired students is a small, tightly targeted scheme of the Government of Madhya Pradesh. The scheme exists so that a young person with 100 percent hearing impairment or 100 percent visual impairment can take a trade at an Industrial Training Institute even when the ITI is not in the student's own town.
Vocational training is the point. An ITI trade, electrician, fitter, computer operator, stenography, tailoring and so on: is one of the shortest routes from school to paid work, and Madhya Pradesh runs government ITIs at district and block level across the state. But an ITI trade is a full-day, hands-on, attendance-driven course. A student with total hearing or vision loss cannot realistically commute an hour each way to attend it. The scheme's answer is to support the student to live at the institute.
The scheme is administered on the welfare side by the Social Justice and Disabled Welfare Department, which lists housing and hostel support for students with disabilities among its Divyang Empowerment schemes, while the training itself sits with the Industrial Training Institutes under the state's technical education and skill development machinery.
How the benefit works
- The student takes admission in a trade at a Madhya Pradesh ITI.
- The ITI Principal arranges a hostel place for the student.
- The student then receives a monthly amount towards food and related costs while resident in that hostel.
- The support runs for the whole duration of the course, whether the trade is a one-year or a two-year course.
Scheme compilations report the monthly amount as Rs 2,000. The Social Justice Department does not publish the rate on a public web page, so this guide records it as a reported figure rather than a confirmed one. Ask the ITI Principal or the district Deputy Director, Social Justice, for the currently sanctioned rate in writing before you plan around it.
Who is eligible for this scheme?
You can apply if:
- Your disability certificate shows 100 percent hearing impairment or 100 percent visual impairment, issued by the competent medical authority. This is a far narrower threshold than the 40 percent used across the department's other student schemes, and it is the defining condition here.
- You are a domicile of Madhya Pradesh.
- You hold a regular seat in a vocational trade at an Industrial Training Institute in the state.
- You are living in the hostel facility arranged by the ITI Principal. The assistance follows the hostel place.
- Your name is registered on the Sparsh portal, the Social Justice Department's disability registry, which is checked before any higher education benefit is sanctioned.
- You have an Aadhaar-seeded bank account in your own name to receive the monthly transfer.
You cannot apply if:
- Your certificate shows less than 100 percent hearing or visual impairment. You may still qualify for the department's state disability scholarship, which works at a 40 percent threshold, but not for this scheme.
- You have a different category of disability, locomotor, intellectual or multiple disability. Those students are covered by other schemes of the same department.
- You are domiciled outside Madhya Pradesh.
- You are not enrolled in an ITI trade. School and college students are not covered by this scheme.
- You are not living in the ITI hostel. Without the hostel allotment letter there is nothing for the district office to sanction against.
- You are already drawing an equivalent accommodation benefit under another scheme for the same period.
How to apply for Awas Sahayata Yojana at an ITI
- Secure the disability certificate and UDID stating 100 percent hearing or visual impairment. Nothing moves without this document, and a certificate that omits the percentage will be sent back.
- Register on the Sparsh portal if your name is not already on it. Sparsh registration is the gateway record the Madhya Pradesh Social Justice Department uses for disability benefits.
- Take admission in an ITI trade through the state's ITI admission process and collect the admission letter showing your trade and session.
- Ask the ITI Principal for a hostel place and get the hostel allotment letter in writing. This letter is the operative document for the whole claim.
- Submit the application to the ITI Principal, attaching the disability certificate or UDID, domicile certificate, Aadhaar, Samagra ID, admission letter, hostel allotment letter, bank passbook copy and photographs. Take a dated acknowledgement.
- Follow the file to the district Social Justice office. The Deputy Director or Joint Director, Social Justice β which sanctions the assistance and releases it to your bank account.
There is no separate public online portal for this scheme. It runs on an institution-forwarded paper application, which means the ITI Principal's office is the single place to chase it.
How does this differ from the SC and ST Awas Sahayata Yojana?
Two Madhya Pradesh schemes share the name Awas Sahayata Yojana, and confusing them costs students months.
| Disability scheme (this page) | SC and ST scheme | |
|---|---|---|
| Department | Social Justice and Disabled Welfare | Tribal Affairs and Scheduled Caste Welfare |
| Who | 100 percent hearing or visually impaired ITI trainees | SC and ST students in higher education after Class 12 |
| Condition | Must live in the ITI hostel | Must not live in a government hostel |
| Rate | Reported at Rs 2,000 a month for food and related costs | Rs 2,000 a month at divisional headquarters, Rs 1,250 at district headquarters, Rs 1,000 at block or tehsil level, for up to 12 months |
| Income limit | None published | Post-Matric Scholarship income limit applies |
| Where to apply | ITI Principal, then district Social Justice office | State scholarship portal, approved by the college Principal |
The two schemes point in opposite directions on the hostel question. The disability scheme pays because the student is in the hostel; the SC and ST scheme pays because the student could not get a government hostel seat and has to rent privately.
Common reasons a claim stalls
- Certificate does not state 100 percent impairment, or states a lower figure.
- No hostel allotment letter from the ITI Principal, so the district office has nothing to verify.
- Sparsh registration missing or not matching the Aadhaar and Samagra records.
- Bank account not Aadhaar-seeded, which blocks the transfer even after sanction.
- Application not forwarded by the Principal, so it never reaches the sanctioning officer.
- Course completed or discontinued, the assistance stops when the student leaves the hostel or the trade.
Where to get help
- ITI Principal, the first and most important contact, since both the hostel place and the forwarded application depend on this office.
- Deputy Director or Joint Director, Social Justice, at the district headquarters, the sanctioning authority.
- Directorate of Social Justice and Divyangjan Empowerment, Bhopal: 0755-2556916, email dir.socialjustice@mp.gov.in.
- Madhya Pradesh CM Helpline: dial 181 to file a tracked written grievance.
No fee is charged for applying. If a hostel place or a sanction is made conditional on a payment, report it on the CM Helpline with the acknowledgement number of your application.

Frequently asked questions
Who is Awas Sahayata Yojana for hearing and visually impaired students meant for?
The scheme is meant for students with 100 percent hearing impairment or 100 percent visual impairment who are enrolled in vocational training at a Madhya Pradesh Industrial Training Institute. It is a deliberately narrow scheme, aimed at the small group of trainees for whom living away from home is the main obstacle to completing an ITI trade.
How much does the scheme pay?
Scheme compilations report Rs 2,000 a month towards food and related costs for a student using the hostel facility arranged by the ITI Principal, paid for the full duration of the course whether it runs one year or two. The Social Justice Department does not publish the rate on a public page, so confirm the current sanctioned amount with the ITI Principal.
Do I have to live in the ITI hostel to get the money?
Yes, the assistance is tied to the student using the hostel facility provided by the ITI Principal, and the hostel allotment letter is the document the district office checks. A student living at home or in private accommodation should ask the district Social Justice office which of the department's other allowance schemes applies instead.
Who cannot apply for this scheme?
Students whose disability certificate shows less than 100 percent hearing or visual impairment are not eligible under this particular scheme, and neither are students with other categories of disability. Students domiciled outside Madhya Pradesh, students not enrolled in an ITI trade, and students not registered on the Sparsh portal cannot apply.
Is this the same as the Awas Sahayata Yojana for SC and ST students?
No, they are different schemes with the same name. The Tribal Affairs Department's Awas Sahayata Yojana pays rent support of Rs 2,000 a month at divisional headquarters, Rs 1,250 at district headquarters and Rs 1,000 at block level to Scheduled Caste and Scheduled Tribe students in higher education who are not in a government hostel, and it is applied for on the state scholarship portal.
Where do I apply?
Apply through the Principal of the Industrial Training Institute where you are admitted. The Principal forwards the case with the hostel allotment letter to the Deputy Director or Joint Director, Social Justice, at the district headquarters, who sanctions the assistance.
What other help can an ITI trainee with a disability claim?
The Madhya Pradesh Social Justice Department pays a state disability scholarship of Rs 100 a month for 10 months at high school, higher secondary and ITI level to students with a disability certificate of 40 percent or more, and gives a narrator allowance to blind students in higher education. Assistive equipment and surgical assistance are separate schemes of the same department.
