What is Balram Talab Yojana?

Balram Talab Yojana is a farm pond scheme of the Farmer Welfare and Agriculture Development Department, Government of Madhya Pradesh, launched in 2007. According to the district administration descriptions of the scheme, its stated objective is to support agriculture on a sustainable basis by conserving rainwater in the field itself, enriching both surface water availability and groundwater.

A Balram Talab is simply an excavated pond inside the farmer's own field that catches monsoon runoff. The stored water does two jobs. It provides a supplementary irrigation source for a critical dry spell or an early Rabi watering, and it percolates downward, raising the water level in the wells and tube wells around it. In a state where a large part of the cultivated area depends on an uneven monsoon, both effects matter, and the second one benefits neighbouring farmers as well as the pond owner.

The scheme has been running for close to two decades and its scale is not trivial at district level. Agar Malwa district's own scheme page records 7,518 beneficiaries covered between 2007 and 31 March 2010 in that district alone.

Balram Talab sits inside the department's soil and water conservation work, which is why the technical estimate and the final measurement are done by the soil conservation staff rather than by general extension officers.

How much subsidy does Balram Talab Yojana provide?

The subsidy is graded by farmer category:

Farmer category Subsidy rate Ceiling
General category farmers 40 per cent of construction cost Rs 80,000
Small and marginal farmers 50 per cent of construction cost Rs 80,000
Scheduled Caste and Scheduled Tribe farmers 75 per cent of construction cost Rs 1,00,000

Two features of this structure are worth reading carefully.

First, the subsidy is whichever is lower. The percentage or the ceiling. A general farmer who spends Rs 3,00,000 on a large pond does not get 40 per cent of that; he gets Rs 80,000. A SC or ST farmer who spends Rs 1,00,000 gets 75 per cent, that is Rs 75,000, not the full Rs 1,00,000 ceiling.

Second, the money follows the work, not the application. The published terms state that the subsidy is disbursed on the basis of the progress of pond construction and is provided within 30 days of evaluation by the soil conservation staff. In practice this means the farmer funds the excavation first, and the state reimburses part of it after measurement. Farmers who plan on the grant arriving before the JCB does are the ones who get into trouble.

Who is eligible for Balram Talab Yojana?

You can apply if:

  • You are a farmer resident in Madhya Pradesh cultivating your own land.
  • The land where the pond will be dug is recorded in your own name in the khasra or B-1.
  • You have a drip or sprinkler set installed in financial year 2017-18 or later and the set is currently in working condition. This is the distinctive eligibility condition of the scheme.
  • The site is technically suitable: slope, soil and catchment as assessed by the department's soil conservation staff.
  • You can fund the excavation and wait for reimbursement.

You cannot apply if:

  • You have no working micro-irrigation set. A farmer without an operational drip or sprinkler system is not eligible for approval of a subsidised pond under the current condition.
  • Your micro-irrigation set was installed before 2017-18 or is no longer operational.
  • You are landless, or cultivate as a tenant without land recorded in your own name.
  • The proposed site is found technically unsuitable at inspection.
  • You completed the pond before applying, since payment follows an approved estimate and a pre-work inspection.
  • The district's target for the year is exhausted, in which case the case waits for the next allocation.

Category does not decide eligibility here, only the rate. General, small and marginal, SC and ST farmers can all apply; what changes is whether they get 40, 50 or 75 per cent.

What documents are required for Balram Talab Yojana?

Document Mandatory Notes
Khasra / B-1 land record Yes Land in the applicant's name at the pond site
Aadhaar card Yes Identification and DBT seeding
Bank passbook Yes Aadhaar-seeded account for the subsidy
Drip or sprinkler proof Yes Bill or departmental record, set installed 2017-18 or later and working
Caste certificate No Only to claim the 75 per cent SC/ST rate
Small/marginal farmer certificate No Only to claim the 50 per cent rate
Samagra ID No Verified family and residence details

How to apply for Balram Talab Yojana

  1. Confirm your micro-irrigation status first. Check that your drip or sprinkler set was installed in 2017-18 or later and is working, and keep the purchase bill or the departmental record of the subsidised set. Without this the application will not clear.
  2. Approach the Rural Agriculture Extension Officer (RAEO) of your village circle or the Senior Agriculture Development Officer (SADO) at the block, and register your demand for a Balram Talab.
  3. Submit the documents, khasra or B-1, Aadhaar, bank passbook, proof of the micro-irrigation set, and a caste or small-farmer certificate if you are claiming a higher rate.
  4. Get the site inspected and the estimate prepared by the department's soil conservation staff, who fix the pond's dimensions and the approved cost. Ask for a copy of this technical estimate.
  5. Wait for administrative sanction against the district's target for the year, and take a copy of the sanction order before starting work.
  6. Excavate the pond to the approved dimensions, at your own cost, ideally in the pre-monsoon months so that the pond fills in the first rains.
  7. Get the completed work measured by the soil conservation staff, who evaluate the earthwork against the estimate.
  8. Receive the subsidy by DBT into your Aadhaar-seeded bank account. The published terms provide for payment within 30 days of that evaluation.

How to apply online for related irrigation equipment in Madhya Pradesh

  1. Open dbt.mpdage.org, the Farmer Welfare and Agriculture Development Department's DBT portal.
  2. Choose the relevant stream: agricultural machinery, irrigation equipment, or micro-irrigation and horticulture equipment, which redirects to mpfsts.mp.gov.in.
  3. Register with your Aadhaar and mobile number and complete the biometric or OTP verification the portal asks for.
  4. Apply for the sprinkler or drip set, since a working micro-irrigation set is the precondition for a Balram Talab sanction.

Farm pond registration itself is handled at the block agriculture office; the DBT portal is where the linked irrigation equipment applications are filed.

How to check your Balram Talab application status

  1. Ask the Senior Agriculture Development Officer whether the technical estimate has been prepared and whether administrative sanction has been issued against the year's target.
  2. After excavation, ask whether the measurement and evaluation report from the soil conservation staff has been forwarded to the district office. This is where most delays occur.
  3. Track the 30-day window from the date of evaluation, and quote it if payment is delayed.
  4. Check your bank passbook or SMS alerts for the DBT credit.

Why do Balram Talab applications get rejected?

  • No working drip or sprinkler set, or a set installed before 2017-18, the single commonest reason.
  • Land not in the applicant's name at the proposed pond site.
  • Site found technically unsuitable by the soil conservation staff.
  • Work executed without prior sanction or to dimensions different from the approved estimate, which reduces or cancels the measured payment.
  • Bank account not Aadhaar-seeded, blocking the DBT.
  • District target exhausted for the financial year.

The recoverable ones are documentary: correct the khasra through the patwari, seed the bank account with Aadhaar at the branch, and produce the micro-irrigation bill. The unrecoverable one is digging before sanction.

Key dates and the working season

Balram Talab has no fixed statewide last date. The scheme runs on the financial year cycle, April to March, against district targets. The operationally right time to apply is the winter and early summer, so that sanction and the technical estimate are in hand and the excavation can be completed before the monsoon, letting the pond fill in the first season. A farmer who applies in July has usually missed the year's filling.

Where to complain about Balram Talab Yojana

  • Senior Agriculture Development Officer (SADO) of the block โ€” first stop for delays in estimate, sanction or measurement.
  • Deputy Director Agriculture (DDA) at the district collectorate, appeal level and holder of the district target.
  • CM Helpline 181, Madhya Pradesh's public grievance line, which issues a trackable complaint number and routes the case to the district office.
  • Kisan Call Centre 1800-180-1551; general farm scheme queries in Hindi.
  • mpkrishi.mp.gov.in: department portal with scheme notices and district contacts.

The subsidy reaches the farmer's own bank account. No official, contractor or middleman is entitled to a share of it, and any demand for a cut of the sanction should be reported to the Deputy Director Agriculture or through the CM Helpline.

Frequently asked questions

What is Balram Talab Yojana?

Balram Talab Yojana is a Madhya Pradesh scheme, started in 2007 by the Farmer Welfare and Agriculture Development Department, that subsidises the construction of a rainwater harvesting pond in a farmer's own field to conserve rainwater and recharge nearby wells and tube wells.

How much subsidy does Balram Talab Yojana give?

General category farmers receive 40 per cent of the construction cost up to Rs 80,000, small and marginal farmers receive 50 per cent up to Rs 80,000, and Scheduled Caste or Scheduled Tribe farmers receive 75 per cent up to Rs 1,00,000.

Who cannot apply for Balram Talab Yojana?

Farmers without a working drip or sprinkler set are not eligible, since approval for a subsidised pond is granted only to farmers who installed micro-irrigation in 2017-18 or later and whose set is still operational. Landless farmers and tenants without land in their own name also cannot apply.

When is the Balram Talab subsidy paid?

The subsidy is disbursed according to the progress of pond construction and is released within 30 days of evaluation by the soil conservation staff, as described in the scheme's published terms.

Does the government dig the pond for me?

No. The farmer gets the pond excavated on his own land at his own cost and then receives the subsidy after the completed work is measured. Budget the full excavation cost first, because the grant is a reimbursement.

Why is a drip or sprinkler set required for a farm pond subsidy?

The state links the pond to efficient use of the water it stores. A pond feeding flood irrigation loses most of its stored water, so approval is restricted to farmers who already apply water through drip or sprinkler systems.

How big should the Balram Talab pond be?

Pond dimensions are fixed against the farmer's holding, slope and the technical estimate prepared by the department's soil conservation staff. Ask for the approved estimate before excavation, because payment follows measured earthwork against that estimate.

Does the pond raise the water level in my well?

Yes, that is one of the scheme's stated purposes. Beyond irrigating the field directly, a farm pond recharges groundwater and helps raise the water level in wells and tube wells around it.
