What is the Backward Class Students Meritorious Award Scheme?

Backward Class Students Meritorious Award Scheme is a district-level academic award run by the Backward Classes and Minorities Welfare Department of the Government of Madhya Pradesh. The scheme gives a cash award and a certificate to the backward class student who scores the highest marks in the district in the Madhya Pradesh board's class 10 and class 12 examinations, one boy and one girl for each class in each district.

The scheme appears in Hindi records as the "पिछड़ा वर्ग प्रावीण्य छात्रवृत्ति (मेधावी छात्र पुरस्कार योजना)", and district portals show it operating from around 2009-10. District pages such as Jhabua's record a commencement date of 1 February 2010 for the scheme as implemented locally.

According to district implementation pages of the Backward Classes and Minorities Welfare Department, the award amounts are:

  • Rs 5,000 for the class 10 district topper from the backward classes, with a certificate.
  • Rs 10,000 for the class 12 district topper from the backward classes, with a certificate.

The single most useful fact about this scheme is that there is no application form. District pages state that student selection follows the merit list received from the Secondary Education Board, Bhopal. The district office reads the board's own list, identifies the top-scoring backward class boy and girl, and puts their names forward. Awards are then presented at the Republic Day function on 26 January.

Main features

  • A one-time award, not a recurring scholarship.
  • Two amounts: Rs 5,000 at class 10, Rs 10,000 at class 12.
  • One boy and one girl per class, per district.
  • Selection from the board merit list, with no form to fill.
  • Presented on 26 January at the district Republic Day function.
  • Implemented by the Assistant Director, Backward Classes and Minorities Welfare, in the district.

Who is eligible for the meritorious award?

A student is eligible if:

  • The student belongs to a backward class (OBC) notified in Madhya Pradesh, with a caste certificate from the competent revenue authority.
  • The student is a permanent resident of Madhya Pradesh.
  • The student is enrolled in a recognised school in Madhya Pradesh and appeared in the class 10 or class 12 board examination.
  • The student has the highest marks among backward class students in the district for that class, in the merit list supplied by the Secondary Education Board, Bhopal.
  • The student is being considered as the top boy or the top girl, the award is given to one of each.

Who cannot apply or is not eligible:

  • Students outside the backward class category. Scheduled Caste and Scheduled Tribe toppers are recognised under the parallel award schemes run by their own welfare departments, not under this one.
  • Students of other states, or students without a Madhya Pradesh domicile.
  • Students who did not appear through the Madhya Pradesh board for the class in question.
  • Backward class students with high marks who did not top their district. The award is strictly rank-based and there is no second or third prize.
  • Students whose category is not recorded as OBC in the board record, since the department reads the board's list rather than a separate application.
  • Students in classes other than 10 and 12. No intermediate class is covered.

A student cannot become eligible by applying. Eligibility is settled by the board result itself.

What documents are required?

Document Mandatory Notes
OBC caste certificate Yes From the competent revenue authority of Madhya Pradesh
Class 10 or 12 board marksheet Yes The basis of the district ranking
MP domicile certificate Yes Permanent residence in the state
Aadhaar card Yes Identification and bank account seeding
Bank passbook in the student's name Yes The award is credited to the student directly
School bonafide certificate No Where the district office needs to confirm school and roll number

These are verification documents rather than application enclosures. The district office asks for them once a name has come up from the merit list, so keep them ready from the day your result is declared.

How to apply for the Backward Class Students Meritorious Award

  1. Register your correct category with your school before the board examination. Because the department selects from the board's merit list, the OBC entry in your board record is what puts you in the running. Check the form your school submits, not just your school register.
  2. Keep a valid OBC caste certificate from the competent revenue authority, in the same name and spelling as the board record.
  3. Collect your board marksheet as soon as the result is declared and check your district position among backward class students.
  4. Contact the Assistant Director, Backward Classes and Minorities Welfare, in your district office if you believe you are the district topper in your category. This is the officer who implements the scheme and prepares the list.
  5. Submit the verification documents the office asks for: caste certificate, marksheet, domicile certificate, Aadhaar copy and a bank passbook page in your own name — and take an acknowledgement.
  6. Attend the district Republic Day function on 26 January, where the award and certificate are presented.

Note again that no form has to be filed to be considered. Steps 4 and 5 exist for the case where a genuinely eligible student's name has been missed, usually because of a category or name mismatch in the board record.

How much is paid, and when?

The award is Rs 5,000 at class 10 and Rs 10,000 at class 12, paid once, with a certificate. Payment is made to the student's own bank account, so an account in the student's name; not a parent's; should be opened and Aadhaar-seeded before the Republic Day function.

The timing is worth planning around. A student who tops the district in the result declared in May is recognised at the Republic Day function the following January. That gap is normal for this scheme and is not a sign that a case has been lost.

How to check whether your name is on the list

  1. Ask the Assistant Director, Backward Classes and Minorities Welfare, at the district collectorate whether the district list for your class has been finalised. This is the only office that holds it.
  2. Ask your school's principal, who is usually informed when a student of the school is proposed for the award.
  3. Check that your board record shows the OBC category and that the name matches your caste certificate exactly. A mismatch here is the usual cause of a missing name.
  4. Escalate through the Madhya Pradesh CM Helpline on 181 if the district office does not respond.

Why an eligible student gets missed

  • Category not recorded as OBC with the board, so the student never appears in the department's filtered list.
  • Name or spelling mismatch between the board record, the caste certificate and the Aadhaar card.
  • Caste certificate expired or issued by an authority outside Madhya Pradesh.
  • No bank account in the student's own name, which delays release even after selection.
  • Result from a board other than the Madhya Pradesh board, which falls outside the merit list the department works from.
  • Being the district's second-highest scorer, which is not a defect in the file but simply the design of a single-winner award.

Help and grievance redressal

  • Assistant Director, Backward Classes and Minorities Welfare, in your district, the implementing authority for this scheme, and the right first contact.
  • Backward Classes and Minorities Welfare Department, Government of Madhya Pradesh, whose department page is hosted on mp.gov.in.
  • Your school principal, for correcting a category or name entry in the board record.
  • Madhya Pradesh CM Helpline: 181, for a grievance the district office has not resolved.

No fee is payable for this award, and no intermediary can get a name added to a board merit list. If someone offers to arrange the award for money, report it to the district office.

Frequently asked questions

Who gets the Backward Class Students Meritorious Award in Madhya Pradesh?

The award goes to the backward class boy and the backward class girl who score the highest marks in their district in the Madhya Pradesh board's class 10 and class 12 examinations. The Backward Classes and Minorities Welfare Department selects them from the merit list supplied by the Secondary Education Board, Bhopal.

How much is the award?

The award is Rs 5,000 for a class 10 district topper and Rs 10,000 for a class 12 district topper, in each case with a certificate. There is no recurring component — it is a one-time recognition of the board result.

Do I have to fill an application form?

No. Selection is made directly from the merit list received from the Madhya Pradesh Board of Secondary Education, so no separate application form is required from the student. What matters is that your OBC category is correctly recorded in your board record.

When is the award given?

Awards are presented at the Republic Day function on 26 January in the district, which is why the recognition for a board result reaches the student in the following academic year rather than immediately after the result.

Who is not eligible for this award?

Students outside the backward class category, students of other states, students who did not appear through the Madhya Pradesh board, and backward class students who did well but did not top their district are all not eligible. Only one boy and one girl per class per district are recognised.

What happens if my caste category is wrongly recorded with the board?

A wrongly recorded category is the commonest reason a genuinely eligible topper is missed, because the department works from the board's own merit list. Get the record corrected with your school and the board, and take your caste certificate to the district Assistant Director, Backward Classes and Minorities Welfare.

Is this the same as the OBC post-matric scholarship?

No. This is a one-time district-topper award of Rs 5,000 or Rs 10,000, while the post-matric scholarship is a recurring scholarship for backward class students in higher studies with its own income condition and its own application on the state scholarship portal.

Whom do I contact about a missed or delayed award?

Contact the Assistant Director, Backward Classes and Minorities Welfare, in your district, who implements the scheme, and escalate through the Madhya Pradesh CM Helpline on 181 if the matter is not settled.
