Mukhya Mantri Shramik Seva Prasuti Sahayata Yojana, Madhya Pradesh — Maternity Assistance for Unorganised Women Workers
Madhya Pradesh state government scheme
Mukhya Mantri Shramik Seva Prasuti Sahayata Yojana is the maternity assistance route for pregnant unorganised women workers in Madhya Pradesh. The Sambal portal lists Prasuti Sahayata Yojana as a scheme run for its registered workers by another department, and a registered construction worker gets 45 days of minimum wage plus Rs 1,000, shown as a lump sum of Rs 16,000.
What is Mukhya Mantri Shramik Seva Prasuti Sahayata Yojana?
Mukhya Mantri Shramik Seva Prasuti Sahayata Yojana is the name Madhya Pradesh workers use for maternity assistance paid to a pregnant woman in the unorganised sector, literally, prasuti sahayata meaning delivery assistance. It is worth stating plainly at the top: no scheme is published under that exact title on a Madhya Pradesh government portal that could be verified for this guide. What is verifiable is the delivery mechanism behind it, and every rupee a searcher is looking for sits inside one of the schemes described below.
According to the Sambal portal (sambal.mp.gov.in) run by the Madhya Pradesh Labour Department, Prasuti Sahayata Yojana is one of the schemes operated for Sambal-registered unorganised workers by another department. The health side of the state government — alongside a college education incentive scheme. Separately, the MP Building and Other Construction Workers Welfare Board runs its own Prasuti Sahayata Yojana 2004, whose amounts are published in full in the state entitlement record.
This page sets out the whole maternity package a Madhya Pradesh worker can claim, with the source for each figure.
Who is eligible for maternity assistance as a worker?
You are eligible if:
- You are a woman registered under Sambal as an unorganised worker, or the wife of a registered male unorganised worker. Sambal conditions require that neither you nor your spouse gets provident fund, ESIC or gratuity cover, that the family holds not more than 1 hectare of agricultural land, that neither is in government service and that neither is an income tax payer.
- Or you are a woman registered with the MP Building and Other Construction Workers Welfare Board, or the wife of a registered male construction worker. Board registration requires an age of 18 to 60 years and 90 days of construction work in the previous 12 months, renewed every 3 years.
- The delivery falls within the first three children, under the construction workers board cap.
Who cannot claim
- A worker who is not registered with either board cannot claim worker maternity assistance. The entitlement record for Prasuti Sahayata Yojana 2004 states that only a registered construction worker or the wife of one is eligible.
- A worker whose registration has lapsed past the 3-year renewal cycle is not eligible until the card is renewed.
- A woman covered by EPF, ESIC or gratuity, or whose family holds more than 1 hectare of land, or whose household has a government servant or income tax payer, is not eligible under Sambal.
- A fourth or later delivery is outside the three-child cap.
- A claim made more than 60 days after the delivery falls outside the time limit in the construction workers board record.
Note that Janani Suraksha Yojana and Pradhan Mantri Matru Vandana Yojana, listed below, have their own separate rules and are not limited to registered workers.

Janani Suraksha Yojana (state record), for institutional delivery in a government hospital, or in a government-accredited private hospital for BPL and Antyodaya families:
- Rs 1,400 to a rural pregnant woman, Rs 1,000 to an urban pregnant woman.
- Rs 350 rural or Rs 200 urban to the motivator who accompanies her.

The rate payable under the Sambal maternity head specifically is not published on a Madhya Pradesh portal that could be verified, so confirm it at the delivery hospital rather than relying on any figure circulating elsewhere.

|---|---|---|
| Sambal card or construction worker registration certificate | Yes | Must be valid and computer-generated |
| Delivery or birth certificate | Yes | Named in the Prasuti Sahayata record |
| MCP card | Yes | Records antenatal care and is the basis for health-system payments |
| Aadhaar card | Yes | For e-KYC and DBT seeding |

How to apply for maternity assistance
- Register as a worker before the delivery. Apply free at sambal.mp.gov.in, or at an MPOnline kiosk, Lok Seva Kendra or Common Service Centre using your Samagra member ID, and complete Aadhaar e-KYC. A construction worker instead registers with the Board at a Lok Seva Kendra or on mpedistrict.gov.in, paying the Rs 10 registration fee.
- Register the pregnancy at the Anganwadi centre as early as possible. The PMMVY record makes this the first step, and it is what puts your antenatal check-ups on the MCP card.
- Open a bank or post office savings account and link it to Aadhaar. Every maternity payment in Madhya Pradesh is made by DBT, so an unseeded account is the commonest reason money does not arrive.
- Take the services offered by the Anganwadi worker or ANM, attend the mangal diwas events at the Anganwadi, and make sure each service and piece of advice is entered in your MCP card.
- Deliver at a government hospital or a government-accredited private hospital, which is the condition for the Janani Suraksha Yojana payment.
- File the worker maternity claim within 60 days of the delivery with the Block Medical Officer in a rural area, or the Civil Surgeon-cum-Hospital Superintendent or Superintendent of the medical college hospital, attaching the registration certificate and the delivery or birth certificate. No fee is charged.
How to check the status of a maternity payment
- Check the Sambal beneficiary details box on sambal.mp.gov.in by entering your Sambal or Samagra member ID, to confirm your registration is live and your e-KYC is complete.
- For a construction workers board claim filed through a Lok Seva Kendra, track the acknowledgement number on mpedistrict.gov.in.
- For Janani Suraksha Yojana and PMMVY, ask the ANM or Anganwadi worker, and then the Child Development Project Officer, who is the designated officer for PMMVY.
- Lodge a status query on the Madhya Pradesh CM Helpline, 181.
Why maternity claims get rejected
- Registration lapsed or missing. Worker maternity assistance follows the registration; a card that expired before the delivery kills the claim.
- No delivery or birth certificate, or a name mismatch between it and the registration record.
- Filed after 60 days from the delivery under the construction workers board scheme.
- Fourth or later child, beyond the three-child cap.
- Delivery at home or at a non-accredited private hospital, which removes the Janani Suraksha Yojana entitlement.
- Bank account not Aadhaar-linked, so the DBT transfer fails even after sanction.
- MCP card entries missing, so the antenatal conditions attached to PMMVY cannot be evidenced.
How to raise a grievance
- Prasuti Sahayata Yojana: appeal to the district Chief Medical and Health Officer.
- PMMVY: appeal to the Collector, who is the recorded appeal authority.
- Sambal registration: use the online appeal service on sambal.mp.gov.in. In rural areas the appeal lies with the Sub-Divisional Officer (Revenue); in a municipal corporation, with the Additional or Deputy Collector nominated by the Collector.
- Sambal helpline: 0755-2700800.
- State grievance route: Madhya Pradesh CM Helpline, 181.
None of these schemes charges an application fee, and no agent has any role in getting maternity assistance sanctioned. Every payment is made by DBT into the mother's own account.
