What is the Mrityu Ki Dasha Me Antyeshti Sahayata Evam Anugrah Bhugtan Yojana?

Mrityu Ki Dasha Me Antyeshti Sahayata Evam Anugrah Bhugtan Yojana is a death and disability benefit run by the Madhya Pradesh Building and Other Construction Workers Welfare Board, which sits under the state Labour Department. According to the board's own scheme page on labour.mp.gov.in, the scheme has been running since 2004, making it one of the oldest welfare schemes the board operates.

The board was constituted by a state government notification dated 9 April 2003 under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, read with rule 251 of the Madhya Pradesh rules of 2002. It registers construction workers in the unorganised sector and currently runs 19 welfare schemes for them. This death assistance scheme is the one families turn to most often, because a construction worker's death usually removes the only earning member of the household overnight.

The scheme has two distinct parts. Antyeshti sahayata is a small, quick payment meant to cover the immediate cost of the funeral. Anugrah rashi is the larger ex-gratia payment meant to give the family a cushion after the income stops. Both are paid to the successor of the deceased worker, and both are released through Direct Benefit Transfer into the successor's bank account.

The scheme is commonly searched for in transliterated form as Mrityu Ki Dasha Me Antyeshti Sahayata Evam Anugrah Bhugtan Yojana, and district portals list it in English as the "M.P. Funeral and Grace Assistance Scheme on Death under the Building and Other Construction Workers Welfare Board".

Who is eligible for the funeral and ex-gratia assistance?

A claim can be made if:

  • The deceased was a building or other construction worker registered with the MPBOCW Board and held a valid identity card on the date of death.
  • The claimant is a successor as defined by the board, in this order. The wife or husband of the worker as the case may be; sons and unmarried dependent daughters; dependent parents; and, if none of these exist, any family member who was dependent on the deceased worker.
  • The claim is filed within 6 months of the date of death or the accident.

For the disability arm of the scheme, the registered worker themselves claims, provided the permanent or partial permanent disability was caused by an accident.

You are not eligible and cannot apply if:

  • The deceased was never registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board.
  • The worker's registration had lapsed and was not renewed. Registration runs in blocks of five years and must be renewed through the Shramik Sewa portal; an expired card is treated as no card.
  • The deceased was an unorganised worker in some other trade. A domestic worker, hawker, agricultural labourer or auto driver, for example. Those families claim under the Mukhyamantri Jan Kalyan (Sambal) Yojana instead, which the state runs through sambal.mp.gov.in.
  • The claim is filed after 6 months without the delay being condoned.
  • The claimant cannot establish that they are the successor or a dependent — for example a married daughter living independently, where a widow or son exists.

Registration itself is only open to construction workers aged 18 to 60 who have worked at least 90 days in building and other construction work in the preceding 12 months, so those conditions must have been met while the worker was alive.

How much does the scheme pay?

Situation Amount payable
Funeral assistance (antyeshti sahayata) on any death Rs 6,000
Ex-gratia on normal death Rs 2,00,000
Ex-gratia on death in an accident Rs 4,00,000
Ex-gratia on permanent disability from an accident Rs 2,00,000
Ex-gratia on partial permanent disability from an accident Rs 1,00,000

The funeral assistance of Rs 6,000 is payable in addition to the ex-gratia, so the successor of a worker who died in an accident receives Rs 4,06,000 in total. According to the CM Helpline scheme record for this scheme, payment is made "डीबीटी पद्धति से सीधे हितग्राही के खाते में", by DBT straight into the beneficiary's account, with no cash or cheque handling in between.

What documents are required?

Document Mandatory Notes
Valid registration card copy Yes The worker's MPBOCW identity card must have been live on the date of death
Prescribed application form Yes Free at the Lok Seva Kendra, janpad panchayat or urban body
Death certificate Yes From the registrar of the gram panchayat or urban body
FIR copy Only for accident claims Establishes the higher Rs 4 lakh rate
Successor's bank passbook Yes DBT is credited to this account
Proof of relationship or dependency Yes Samagra record, ration card or panchayat certificate
Disability certificate Only for disability claims For permanent or partial permanent disability

How to apply for the antyeshti and anugrah assistance

  1. Collect the death certificate from the registrar at the gram panchayat or the urban local body. Nothing moves without it.
  2. Obtain the FIR copy if the death was caused by an accident. This single document is what separates a Rs 2 lakh claim from a Rs 4 lakh claim.
  3. Fill the prescribed application form. Collect it at a Lok Seva Kendra, the janpad panchayat office or the municipal body office, and attach the worker's registration card copy, the death certificate, the successor's bank passbook and proof of relationship.
  4. Submit the application within 6 months of the death or accident at the Lok Seva Kendra, janpad panchayat or urban body office. There is no fee.
  5. Or file it online using the "अंत्येष्टि एवं अनुग्रह आवेदन" link on labour.mp.gov.in, which asks for the deceased worker's registration number and a captcha before opening the claim form. The CM Helpline record also lists mpedistrict.gov.in as the online route.
  6. Wait for the sanction. In rural areas the Chief Executive Officer of the janpad panchayat sanctions the claim; in urban areas it is the Commissioner or Chief Municipal Officer of the urban body.
  7. Track the file using "योजना आवेदन स्थिति" on labour.mp.gov.in, and once sanctioned, check "ई-भुगतान आदेश देखें" for the e-payment order.

How do I check the status of the claim?

The board's portal carries three public tools that between them answer most status questions. योजना आवेदन स्थिति shows where the application currently sits. ई-भुगतान आदेश देखें lists the e-payment orders issued, which is the proof that the money has actually been released rather than merely sanctioned. पंजीयन व हितलाभ की जानकारी देखें shows the registration and every benefit already paid against that worker's number, which is useful when a family is not sure whether an earlier relative already claimed.

If the file is stuck, the state's CM Helpline on 181 registers a complaint against the sanctioning officer, and the Labour Department's worker helpline 1800-233-8888 handles scheme queries.

Why claims get rejected, and how to fix them

  • Registration had lapsed. MPBOCW registration must be renewed; a card that expired before the date of death takes the family out of this scheme altogether. Renewal is done on the Shramik Sewa portal and cannot be done after the worker's death.
  • Claim filed after 6 months. The board's own page fixes the limit at six months from the accident or death. Late claims need the sanctioning officer to be persuaded, and there is no guarantee.
  • No FIR for an accidental death. Without it the claim is usually settled at the normal-death rate of Rs 2 lakh instead of Rs 4 lakh.
  • Wrong claimant. The successor order is fixed. A son applying while the widow is alive, or a nephew applying while dependent parents exist, will be sent back.
  • Bank account problems. DBT fails where the successor's account is dormant, closed, or where the name on the account does not match the application.
  • e-KYC not recorded. The board now runs e-KYC-based payments and publishes a list of workers whose e-KYC is pending. A missing e-KYC on the worker's record can hold up disbursal even after sanction.

How registration works, for families planning ahead

Because the scheme only helps registered workers, the registration itself is worth doing early. According to the board, registration is open to construction workers aged 18 to 60 who have done at least 90 days of building or other construction work in the previous 12 months, and the 90 days can be established by the worker's own self-certification. The registration fee is Rs 5, with a further Rs 10 as contribution to the board's fund covering five years.

Documents needed at registration are an application in the prescribed format, a copy of the Samagra record, the first page of the applicant's own bank passbook, two passport-size photographs, a residence proof such as a voter ID, driving licence, electricity bill, ration card or Aadhaar, and the self-certified 90-day employment declaration. Applications are filed online through the Shramik Sewa portal at labour.mp.gov.in.

Where to complain if the claim is not settled

  • Labour Department worker helpline: 1800-233-8888
  • CM Helpline: 181, which tracks the file against the sanctioning officer
  • District Labour Officer, for disputes about registration validity
  • Chief Executive Officer, janpad panchayat (rural) or Commissioner or Chief Municipal Officer (urban), who are the designated sanctioning authorities and the first point of appeal

No fee is payable to anyone for filing, sanctioning or releasing this claim. The board has recorded scams around funeral and ex-gratia claims in some districts, so families should file the claim themselves at a Lok Seva Kendra rather than through an agent offering to "get the file passed".

Frequently asked questions

How much money does the Antyeshti Sahayata Evam Anugrah Bhugtan Yojana pay?

The scheme pays Rs 6,000 as funeral assistance plus an ex-gratia amount of Rs 2 lakh on normal death and Rs 4 lakh on death in an accident. The same scheme also pays Rs 2 lakh for permanent disability caused by an accident and Rs 1 lakh for partial permanent disability, in which case the money goes to the worker rather than a successor.

Who can claim the ex-gratia amount after a construction worker dies?

The successor is decided in a fixed order — first the spouse, then sons and unmarried dependent daughters, then dependent parents, and only if none of these exist, any family member who was dependent on the deceased worker. The Madhya Pradesh Building and Other Construction Workers Welfare Board applies this order strictly, so a brother cannot claim ahead of a widow.

By when must the claim be filed?

The claim must be submitted within 6 months of the date of the accident or the date of death. Applications received after 6 months are liable to be rejected as time-barred, so families should start the paperwork as soon as the death certificate is issued rather than waiting.

Is the scheme open to workers who were never registered with the board?

No. Only the successor of a worker who held a valid MPBOCW identity card at the time of death can claim under this scheme. Madhya Pradesh runs a separate 2014 scheme for unregistered workers who die while working at a construction site, and Sambal covers other unorganised workers.

Who sanctions the payment?

In rural areas the Chief Executive Officer of the janpad panchayat sanctions the claim, and in urban areas the Commissioner or Chief Municipal Officer of the urban local body does. Money is then released by DBT directly into the successor's bank account.

Where do I apply for funeral and ex-gratia assistance?

Applications are accepted at any Lok Seva Kendra, the janpad panchayat office or the urban local body office. The board also accepts an online claim through the "अंत्येष्टि एवं अनुग्रह आवेदन" link on labour.mp.gov.in, which asks for the deceased worker's registration number.

Is there any fee for applying?

No, there is no application fee. The Madhya Pradesh Building and Other Construction Workers Welfare Board treats this as a free service, and the CM Helpline scheme record lists the application fee as nil.

How can I check whether the money has been sanctioned?

Use the "योजना आवेदन स्थिति" and "ई-भुगतान आदेश देखें" links on labour.mp.gov.in, which show the sanction order and the e-payment order against the worker's registration number. The state CM Helpline number 181 can also be used to trace a pending file.
