Mukhyamantri Swarojgar Yojana (Madhya Pradesh Chief Minister Self-Employment Scheme)
Madhya Pradesh state government scheme
Mukhyamantri Swarojgar Yojana is the Madhya Pradesh MSME Department's self-employment loan scheme for ventures costing Rs 50,000 to Rs 10 lakh, with margin money of up to 30 per cent (maximum Rs 2 lakh) and a 5 per cent interest grant for 7 years. Applicants aged 18 to 45 who passed class 5 apply at msme.mponline.gov.in.
What is Mukhyamantri Swarojgar Yojana?
Mukhyamantri Swarojgar Yojana is the small-ticket self-employment scheme of the MSME Department, Government of Madhya Pradesh. The scheme's purpose is to put an educated but unemployed person into business on their own account by removing the three obstacles that usually stop such a person at a bank counter: no margin money, an interest burden the new venture cannot carry in its first years, and no collateral to offer.
Mukhyamantri Swarojgar Yojana answers each one. The state contributes a share of the margin money, pays an interest grant on the bank loan for a fixed number of years, and reimburses the credit guarantee fee so that the loan can be taken without a mortgage. The borrower brings the project, the bank brings the credit, and the state closes the gap.
The scheme is aimed at very small ventures. Reported project cost limits run from Rs 50,000 to Rs 10 lakh, and the kinds of activity district industry centres list are exactly what that money buys: photocopying and photography, offset printing, auto and motorcycle repair, electrical and electronics household repair, heavy vehicle repair, tyre repair and tent houses, alongside small manufacturing and service units.
A note you should read before applying. Madhya Pradesh has consolidated its MSME self-employment schemes. Mukhyamantri Udyam Kranti Yojana (MMUKY), which the CM Helpline scheme directory lists under the Micro, Small and Medium Enterprises department, is now the state's main collateral-free self-employment credit scheme, and secondary reporting says Mukhyamantri Swarojgar Yojana, Mukhyamantri Yuva Udyami Yojana and Mukhyamantri Krishak Udyami Yojana were merged into it. District pages for the older schemes remain published. Confirm with your District Trade and Industry Centre (Jila Vyapar evam Udyog Kendra) which scheme is accepting fresh applications before you file, because the age, education and income conditions differ between them.
Who is eligible for Mukhyamantri Swarojgar Yojana?
You can apply if:
- You are a native or permanent resident of Madhya Pradesh.
- You are between 18 and 45 years of age on the date of application.
- You have passed at least class 5.
- You are not a defaulter to any bank or financial institution.
- You are starting a new manufacturing, service or trade venture. The scheme funds a new unit, not the takeover of a running one.
You cannot apply, or are not eligible, if:
- You are already receiving assistance under any other central or state government self-employment or entrepreneurship scheme.
- You have already taken one loan under this scheme. Assistance is limited to one loan per applicant.
- You are a defaulter to a nationalised, cooperative or scheduled bank.
- You are not a resident of Madhya Pradesh, or cannot produce a domicile certificate.
- Your project cost falls outside the scheme's slab. A very large project belongs under Mukhyamantri Yuva Udyami Yojana or its successor rather than here.
District pages differ on whether category-specific priority applies. The Datia district page, for instance, presents the scheme for backward class and minority applicants, reflecting how that district administers it. Ask at your own district centre rather than assuming the version published by a neighbouring district.
How much benefit does Mukhyamantri Swarojgar Yojana give?
| Component | Reported provision |
|---|---|
| Project cost covered | Rs 50,000 to Rs 10 lakh |
| Margin money assistance | Up to 30 per cent of project cost, maximum Rs 2 lakh |
| Interest grant | 5 per cent per annum for up to 7 years, maximum Rs 25,000 a year |
| Guarantee fee | Reimbursed by the state so the loan can be taken without collateral |
| Repayment | Term loan repayment as fixed by the bank, commonly up to 84 months including moratorium |
Two cautions on these numbers. First, margin money and interest grant rates have been revised over the life of the scheme and some district pages carry older figures; the number that binds is the one in the sanction letter your bank issues. Second, the interest grant is an adjustment against your loan account, not a cash payment to you, you will see it as a reduction in interest charged, not as a credit you can withdraw.
How to apply for Mukhyamantri Swarojgar Yojana
- Open the MSME portal at msme.mponline.gov.in and register as a new applicant using your Aadhaar number and mobile number.
- Choose the scheme from the list on the portal. If Mukhyamantri Swarojgar Yojana is not accepting applications, the portal will show the current scheme; normally Mukhyamantri Udyam Kranti Yojana, and you should apply under that.
- Fill in the application form with your personal details, educational qualification, domicile details, the proposed activity, the project cost and the bank branch you want the case sent to.
- Upload the documents — Aadhaar, domicile certificate, class 5 or higher mark sheet, age proof, project report, caste or BPL certificate where applicable, bank passbook and photograph.
- Submit the application and save the application number. The file goes electronically to the District Trade and Industry Centre.
- Attend the District Trade and Industry Centre scrutiny if called, with the originals of every uploaded document.
- Meet the bank branch once the case is forwarded. Reserve Bank of India norms require the bank to take a decision on such cases within about 6 weeks, and disbursement is expected within about a month of sanction.
- Start the unit and complete the formalities: Udyam registration, any trade licence your activity needs, and the machinery purchase bills the bank will ask for before releasing the term loan.
How to check your application status
- Sign in to msme.mponline.gov.in with the mobile number used for the application.
- Open the application status page and enter your application number.
- The status shows the stage; pending at District Trade and Industry Centre, forwarded to bank, sanctioned, disbursed or rejected.
- Where the file is with the bank, follow up at the branch directly. Portals record the forwarding date, but sanction happens at the branch.
Why applications get rejected, and how to fix them
- Existing default. A default entry with any bank ends the case. Clear the account and get a no-dues letter before applying again.
- Already assisted under another scheme. Applicants who have taken PMEGP, another state entrepreneurship scheme or a previous loan under this scheme are excluded.
- Weak project report. Reports that do not show where the raw material comes from, who the customers are, and how the instalment will be paid are the most common bank-level rejection. Get the report costed properly, and certified by a chartered accountant for larger projects.
- Domicile not proved. A residence certificate from the tehsildar carries more weight than a self-declaration.
- Age or education document mismatch, the name or date of birth on the mark sheet not matching Aadhaar.
- Wrong scheme selected. Filing under a scheme that has been folded into another one wastes weeks. Confirm the live scheme first.
Key dates and how long the process takes
Mukhyamantri Swarojgar Yojana has no annual last date; applications are taken through the year on the MSME portal against district targets. What matters more is the internal clock. The CM Helpline scheme entry for the state's MSME self-employment credit scheme records that banks are expected to decide within about 6 weeks under Reserve Bank of India guidelines, and that disbursement should follow within about a month of approval. If your file crosses those periods without a decision, that is the point to escalate.
Help and grievance redressal
- District Trade and Industry Centre (Jila Vyapar evam Udyog Kendra). The designated office for applications, scrutiny and follow-up with banks.
- MPOnline citizen helpline: 0755-6720200, for portal, payment and registration problems on msme.mponline.gov.in.
- CM Helpline, for a formal state grievance where the district centre or the bank does not act within the notified periods.
- MSME Department, Government of Madhya Pradesh, Bhopal, for policy questions on which scheme is currently in force.
No fee is payable to any agent for getting a case sanctioned under this scheme. The application on msme.mponline.gov.in is free, and no official will ask for a share of the margin money assistance.

Frequently asked questions
What is Mukhyamantri Swarojgar Yojana?
Mukhyamantri Swarojgar Yojana is a Madhya Pradesh self-employment scheme run by the MSME Department under which an educated unemployed person gets a bank loan for a small enterprise, with the state paying part of the margin money, subsidising the interest and covering the loan guarantee fee.
How much loan can I get under Mukhyamantri Swarojgar Yojana?
The scheme covers a project cost of Rs 50,000 to Rs 10 lakh, with margin money assistance of up to 30 per cent of the project cost subject to a maximum of Rs 2 lakh. Some district pages describe wider bank financing slabs, so confirm the applicable slab with your District Trade and Industry Centre.
Is Mukhyamantri Swarojgar Yojana still open?
Treat this as the first thing to verify. Madhya Pradesh consolidated its MSME self-employment schemes — Mukhyamantri Swarojgar Yojana, Mukhyamantri Yuva Udyami Yojana and Mukhyamantri Krishak Udyami Yojana — into Mukhyamantri Udyam Kranti Yojana, and new applicants are generally routed to that scheme. District pages for the older schemes are still live, so ask your District Trade and Industry Centre which scheme is currently taking applications.
What is the age and education requirement?
Applicants must be between 18 and 45 years of age and must have passed at least class 5. The successor scheme, Mukhyamantri Udyam Kranti Yojana, uses a different bar — 18 to 40 years with a higher educational qualification — so check which set applies to your application.
What interest subsidy does the scheme give?
The reported interest grant is 5 per cent per annum for up to 7 years, subject to a maximum of Rs 25,000 in a year. The subsidy is credited against the loan account rather than paid to the borrower in cash.
Do I need to give collateral security?
Loans under the scheme are designed to be covered by a credit guarantee, with the state reimbursing the guarantee fee, so a separate mortgage is not intended. Where the bank cannot place the loan under guarantee cover, it may ask for security under its own rules.
Can I apply if I have already taken help under another scheme?
No. An applicant already assisted under any other central or state self-employment or entrepreneurship scheme is not eligible, and only one loan per applicant is allowed under this scheme.
Where do I apply?
Apply online at msme.mponline.gov.in. The application goes to the District Trade and Industry Centre for scrutiny and is then forwarded electronically to the bank you select.
