Mukhyamantri Aawasiye Bhu-Adhikaar Yojana
Madhya Pradesh state government scheme
Mukhyamantri Aawasiye Bhu-Adhikaar Yojana gives landless rural families in Madhya Pradesh a free residential plot of up to 60 square metres, allotted by the Tahsildar after Gram Sabha approval. Families owning under 5 acres, with no income tax payer and no government servant, and on the voter roll of the village, apply free on the SAARA portal at saara.mp.gov.in.
What is Mukhyamantri Aawasiye Bhu-Adhikaar Yojana?
Mukhyamantri Aawasiye Bhu-Adhikaar Yojana is a land rights scheme of the Revenue Department of Madhya Pradesh. Under it, a landless rural family that has no house of its own is allotted a residential plot of up to 60 square metres, free of cost, in the abadi land of its own village. The scheme is written in Hindi as "Mukhyamantri Awasiya Bhu-Adhikar Yojana" and is sometimes referred to locally as the aabadi patta scheme.
The problem the scheme addresses is a specific one. India's rural housing schemes give money to build a house, but they assume the family already owns the site. A family with no land at all cannot use a housing grant, cannot register a formal address, and cannot borrow against a site it does not own. Mukhyamantri Aawasiye Bhu-Adhikaar Yojana fixes that first link in the chain by granting the land itself.
According to the SAARA portal page for the scheme, the objective is to enable a "dignified living" by giving secure land ownership, which in turn opens access to housing loans and other government benefits.
Key features
- Plot size: up to 60 square metres, roughly 645 square feet.
- Cost to the beneficiary: nil.
- Allotting authority: the Tahsildar, after Gram Sabha approval.
- Application: online on the SAARA portal, saara.mp.gov.in.
- Verification: by the Gram Panchayat secretary and the patwari jointly.
- Objections: invited publicly before the list is finalised.
Who is eligible for Mukhyamantri Aawasiye Bhu-Adhikaar Yojana?
The SAARA portal sets out conditions that must all be satisfied.
You can apply if:
- Your family does not have an independent house of its own.
- Your family's landholding is below 5 acres.
- Your family holds a PDS ration card eligibility slip (patrata parchi).
- No member of your family is an income tax payer.
- No member of your family is in government service.
- The applicant's name was entered on the electoral roll of the desired village as on 1 January 2021.
You cannot apply if:
- Your family already owns a house or a residential plot anywhere. The scheme exists for the landless, and an existing plot disqualifies the family.
- Your family holds 5 acres of land or more.
- Any family member pays income tax.
- Any family member is a government servant.
- Your name is not on the voter list of the village you want the plot in as on the cut-off date of 1 January 2021. This is the condition that trips up the largest number of applicants, because it prevents people from claiming plots in a village they only recently moved to.
- You are seeking a plot in an urban local body area. The rural plot route on the SAARA portal covers gram panchayat areas.
Eligibility is judged at the level of the family, not the individual. Two adult brothers living in the same recorded family cannot both draw a plot.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Applicant identity |
| Samagra family ID | Yes | Pulls family composition into the application |
| PDS ration card / eligibility slip | Yes | Listed among the qualifying conditions |
| Voter ID | Yes | Name must be on the village roll as on 1 January 2021 |
| Landholding declaration | Yes | Family holding must be under 5 acres; patwari verifies |
| Income tax and service declaration | Yes | No income tax payer, no government servant in the family |
| Mobile number | No | For OTP and status updates |
The patwari checks your declarations against the revenue records for the village, so a declaration that does not match the khasra entries will surface during verification.
How to apply for Mukhyamantri Aawasiye Bhu-Adhikaar Yojana
- Open the SAARA portal of the Madhya Pradesh Revenue Department at saara.mp.gov.in and select Mukhyamantri Awasiya Bhu-Adhikar Yojana.
- Choose the rural plot application link and register using your Samagra ID and Aadhaar, verifying the OTP sent to your mobile.
- Fill the application: family details drawn from Samagra, the village where you want the plot, your voter roll details, ration card eligibility slip number, landholding and the declarations on income tax and government service.
- Submit the application and save the acknowledgement number displayed.
- Wait for village-level verification. The Gram Panchayat secretary and the patwari examine the application against records and prepare a preliminary list of eligible and ineligible applicants.
- Check the public notice. Preliminary lists are posted at public places in the village and objections are invited from any villager.
- If an objection is filed against your name, respond before the Tahsildar, who examines objections and decides them.
- The Gram Sabha approves the final list, and the Tahsildar issues the allotment order identifying the plot given to you.
If you do not have a computer, a Common Service Centre or MPOnline kiosk can file the application for a small notified service charge. Applying itself is free.
What happens after you apply?
The process moves through fixed stages, each visible in the village:
- Online application on SAARA.
- Joint examination by the panchayat secretary and patwari.
- Preliminary eligible and ineligible lists prepared.
- Public notice at village public places, inviting objections.
- Tahsildar hears and decides objections.
- Gram Sabha approves the final list.
- Tahsildar issues the allotment order (adhipatya patra).
Because approval runs through the Gram Sabha, timing depends on when the next Gram Sabha is held in your village. Applications do not get decided individually on a rolling basis; they are batched into a cycle.
How to check your application status
- Open saara.mp.gov.in and go to the Mukhyamantri Awasiya Bhu-Adhikar Yojana section.
- Use the search application option and enter your acknowledgement number, Samagra ID or registered mobile number.
- Read the stage displayed, submitted, under panchayat verification, listed as eligible, objection recorded, approved by Gram Sabha, or allotment order issued.
- If the status has not moved for a long period, ask the Gram Panchayat secretary and then the Tahsildar office for the position of the village list, since the delay is usually at the list stage rather than on your individual file.
Why applications get rejected, and how to fix it
- Name not on the village voter roll as on 1 January 2021. This is a hard cut-off. If you were registered elsewhere on that date, the application for that village fails.
- Family already owns a house or plot. Any recorded residential property in the family's name ends the claim.
- Landholding of 5 acres or more found in the khasra records during patwari verification.
- Income tax payer in the family. A filed return by any member disqualifies the family.
- Government servant in the family, in state or central service.
- Ration card eligibility slip missing. Get the patrata parchi issued through the food department before applying.
- Objection upheld at the Tahsildar stage — usually a neighbour asserting a competing claim to the same abadi land. Attend the hearing rather than ignoring the notice.
- No suitable abadi land available in the village. Where the village has no free government land in the abadi, allotment cannot be made even to an otherwise eligible family, and the case waits for land to be identified.
Help and grievance redressal
- SAARA portal helpline: 0755-2525804, available Monday to Sunday, 10 am to 6 pm, for portal and application queries.
- Gram Panchayat secretary and patwari for verification-stage problems.
- Tahsildar office for objections, list finalisation and issue of the allotment order.
- Sub Divisional Officer (Revenue) and then the District Collector for escalation.
- CM Helpline 181 for delays that the tehsil does not resolve.
There is no fee for a plot under Mukhyamantri Aawasiye Bhu-Adhikaar Yojana and no fee for applying. No agent, patwari or panchayat functionary is authorised to charge for getting a name into the list; the list is prepared from records and approved openly in the Gram Sabha.
