Mukhyamantri Anusuchit Jaati Vishesh Pariyojana Vitt Poshan Yojana
Madhya Pradesh state government scheme
Mukhyamantri Anusuchit Jaati Vishesh Pariyojana Vitt Poshan Yojana funds special projects for Scheduled Caste beneficiaries in Madhya Pradesh with a government grant of up to Rs 2 crore, given as a 100 per cent subsidy. It funds group projects such as agro-processing, cold storage and custom hiring centres. Proposals go to the district Antyavasayi office, not individuals.
What is Mukhyamantri Anusuchit Jaati Vishesh Pariyojana Vitt Poshan Yojana?
Mukhyamantri Anusuchit Jaati Vishesh Pariyojana Vitt Poshan Yojana. The Chief Minister's Scheduled Caste Special Project Financing Scheme: is a project grant scheme of the Madhya Pradesh Scheduled Caste Welfare Department, implemented through the M.P. State Cooperative Scheduled Caste Finance and Development Corporation, Bhopal, the body usually referred to in districts as the Antyavasayi Nigam. The scheme is written in Hindi as मुख्यमंत्री अनुसूचित जाति विशेष परियोजना वित्त पोषण योजना.
The scheme's purpose is different from the corporation's better-known self-employment loans. Instead of financing one person's shop or vehicle, it funds a whole project, a processing unit, a cold store, a custom hiring centre, whose output and employment benefit Scheduled Caste families as a group. District notices inviting proposals describe the assistance as a maximum project cost of Rs 2 crore, released as a 100 per cent government grant, with no loan and no margin money to be arranged by the sponsoring group.
How the money is structured
- Maximum sanctioned project cost: Rs 2 crore.
- Nature of assistance: 100 per cent grant, released after government approval.
- The value of land is excluded from the project cost.
- Investment in buildings cannot exceed the cost of machinery and equipment in the same project. A rule designed to stop grants being consumed by construction rather than productive assets.
What kinds of projects does the scheme fund?
District notices for the scheme list agriculture-linked and rural enterprise activities as the intended field. The activities named include:
- Agro-processing and food processing units.
- Cold storage facilities.
- Processing of milk, cattle feed, poultry feed and fish feed.
- Custom hiring centres for farm machinery.
- Vegetable dehydration and tissue culture units.
- Spice manufacturing and seed grading units.
- Handicrafts and village industries.
The common thread is a productive asset with a running business behind it, sized large enough that a single household could not finance it and structured so that a number of Scheduled Caste families draw income or employment from it.
Who is eligible for this scheme, and who is not?
Proposals can be sponsored by:
- Self-help groups and producer groups of Scheduled Caste members.
- Cooperative societies working with Scheduled Caste beneficiaries.
- Line departments of the Madhya Pradesh government; agriculture, horticulture, animal husbandry, fisheries, rural industries — routing a project on behalf of Scheduled Caste beneficiaries.
You cannot apply if:
- You are an individual seeking a personal business grant. This is a project financing scheme, and the sanction goes to a sponsoring institution's account, not to a person. Individuals from Scheduled Caste families in Madhya Pradesh should look instead at the corporation's self-employment and skill schemes, where a bank loan is combined with margin money assistance and an interest subsidy.
- The beneficiaries are not from Scheduled Caste communities. Madhya Pradesh runs parallel arrangements for Scheduled Tribe and de-notified community beneficiaries through their own corporations and departments.
- The proposal is only a land purchase or a building, since land value is excluded and building investment is capped against machinery cost.
- The project has no demonstrable running business model or no identified Scheduled Caste beneficiaries.
Because the sanction is a grant rather than a loan, district committees examine the technical viability of the proposal closely. A detailed project report with real quotations, a site, and a named group of beneficiaries is what separates a proposal that moves from one that is returned.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Detailed project report | Yes | Activity, capacity, machinery cost, building cost, beneficiary list |
| SC certificates of beneficiaries | Yes | Permanent caste certificates |
| Registration papers of the sponsoring body | Yes | SHG, society or line department sponsorship letter |
| Land documents | Yes | Ownership or lease; land value is outside the project cost |
| Machinery and equipment quotations | Yes | Fixes the ceiling for the building component |
| Bank account of the sponsoring body | Yes | The grant is released to the institution |
How to apply for the scheme
- Watch for the district notice inviting proposals. The Antyavasayi office in each district issues it, usually tied to the financial year's allocation for Scheduled Caste self-employment programmes.
- Form or identify the sponsoring body, a self-help group, producer group or cooperative society of Scheduled Caste members; or approach the relevant line department to sponsor the project on behalf of identified beneficiaries.
- Prepare a detailed project report, setting out the activity, the site, the machinery and equipment with quotations, the building requirement, the capacity, the working capital and the number of Scheduled Caste beneficiaries. Keep the building cost within the machinery cost and leave land value out of the project cost.
- Assemble the document set: caste certificates, registration papers, land documents, quotations and the bank account details of the sponsoring body.
- Submit the proposal during office hours at the district Antyavasayi Cooperative Development Committee office, addressed to the District Executive Officer, and take a dated receiving.
- Follow up with the District Executive Officer, who is named in the district notices as the officer to contact for details. The proposal is examined at district level and the grant is released after government approval.
How do I check what happened to a proposal?
Madhya Pradesh does not publish a public status tracker for this scheme. Proposals are tracked on paper at district level, so:
- Ask the District Executive Officer, Antyavasayi Cooperative Development Committee, quoting the receiving number on your acknowledgement.
- Ask the line department that sponsored the proposal, where one did, since it holds the forwarding record.
- If the file does not move, register a complaint on the CM Helpline (181), which issues a tracking number and routes it to the district officer.
Why proposals are returned
- No detailed project report, or a report without machinery quotations.
- Building cost exceeding machinery cost, which the scheme rules do not permit.
- Land value written into the project cost, when it must be excluded.
- Beneficiaries not established as Scheduled Caste with permanent certificates.
- Individual application for a personal enterprise rather than a group or institutional project.
- Proposal submitted outside the window notified for that financial year.

Frequently asked questions
How much money does Mukhyamantri Anusuchit Jaati Vishesh Pariyojana Vitt Poshan Yojana give?
The scheme funds a special project up to a maximum cost of Rs 2 crore, released as a 100 per cent government grant, so there is no loan component and no margin money to be arranged by the beneficiary group.
Can an individual apply for this scheme for a personal business?
No. This is a project financing scheme, not an individual self-employment loan. Proposals are submitted by groups, cooperative societies or line departments for projects that benefit Scheduled Caste members, and an individual seeking a personal business grant should look at the corporation's self-employment schemes instead.
Which department runs this scheme?
The M.P. State Cooperative Scheduled Caste Finance and Development Corporation, Bhopal — commonly called the Antyavasayi Nigam — implements it under the Scheduled Caste Welfare Department of Madhya Pradesh, with the district Antyavasayi Cooperative Development Committee handling proposals.
What kinds of projects are funded?
Agriculture-linked projects are the core focus — agro-processing and food processing, cold storage, milk, cattle, poultry and fish feed processing, custom hiring centres, vegetable dehydration, tissue culture, spice manufacturing, seed grading, handicrafts and village industries.
Is the cost of land included in the project cost?
No. The value of land is excluded from the sanctioned project cost, and investment in buildings cannot exceed the cost of the machinery and equipment in the project.
Where do I submit a proposal?
Submit it during office hours at the district Antyavasayi Cooperative Development Committee office in your district, addressed to the District Executive Officer, when proposals are invited by district notice.
Is any repayment required?
No repayment is required. The assistance is described as a 100 per cent grant after government approval, which distinguishes it from the corporation's loan-linked self-employment schemes where a bank loan and margin money are involved.
