Madhya Pradesh state government scheme
Mukhya Mantri Mahila Sashaktikaran Yojana is a Madhya Pradesh Women and Child Development scheme launched in September 2013 that gives free skill training and rehabilitation support to women in distress; survivors of sexual violence and trafficking, acid attack survivors, released prisoners, widows, deserted and divorced women. Applications go through the District Programme Officer or the Women Helpline 181.
What is Mukhya Mantri Mahila Sashaktikaran Yojana?
Mukhya Mantri Mahila Sashaktikaran Yojana is a state scheme of the Government of Madhya Pradesh, run by the Directorate of Women and Child Development. According to the department's official scheme page on mpwcdmis.gov.in, the scheme was launched in September 2013 and combines rehabilitation support with skill-based training so that women who have come through serious harm can earn a living independently.
Mukhya Mantri Mahila Sashaktikaran Yojana is not a cash transfer scheme in the way Ladli Behna or Ladli Laxmi are. The scheme identifies a woman in distress, places her in a training course suited to her education level, and meets the cost of that training. The intended outcome is employment or self-employment, not a monthly payment.
The department states four objectives for the scheme:
- Provide assistance to women in emergency situations.
- Rehabilitate affected beneficiaries back into mainstream society.
- Encourage self-employment among women.
- Build the economic, social and educational capability of women who have been pushed to the margins.
Who is eligible for Mukhya Mantri Mahila Sashaktikaran Yojana?
The scheme is targeted, and the Women and Child Development Department lists the categories of women it covers.
A woman is covered if she is:
- A survivor of sexual violence.
- A survivor of trafficking living below the poverty line.
- An acid attack survivor.
- A woman released from prison.
- An abandoned, divorced or widowed woman living in poverty.
- A woman or girl living in institutional care, including Shakti Sadan shelters and child care institutions.
- A survivor of dowry harassment or a burn survivor.
- A survivor of child marriage.
Beyond the category itself, the applicant must be a resident of Madhya Pradesh, and must meet the entry qualification for whichever course she is admitted to. A B.Ed or D.Ed placement, for example, needs the graduation or higher secondary qualification that the course itself demands; an ITI or polytechnic seat has its own minimum.
Who cannot apply / who is not eligible:
- Men cannot apply. The scheme is exclusively for women.
- Women who do not fall into any of the listed distress categories are not eligible. General unemployment or low income alone does not qualify a woman for this scheme.
- Women who are not residents of Madhya Pradesh are not eligible.
- Applicants who cannot produce any documentary basis for the distress category. An FIR, medical record, court order, release order, death certificate or divorce decree; will normally not be taken up, though a referral from a One Stop Centre or a Protection Officer can substitute in practice.
For general skill training with no distress condition attached, a woman in Madhya Pradesh should look instead at the state's mainstream livelihood mission and skill development schemes rather than this one.
What training does Mukhya Mantri Mahila Sashaktikaran Yojana provide?
The official scheme page groups the courses into sectors:
| Sector | Courses listed |
|---|---|
| Healthcare | Nursing, physiotherapy, laboratory assistance |
| Hospitality | Hotel management, event management, beautician training |
| Education | B.Ed and D.Ed programmes |
| Caregiving | Nursing aide, midwife, ward attendant |
| Technical | ITI and polytechnic courses |
| Banking and culinary | Short-term management and culinary courses |
The department also states that government institutions provide further vocational training, with the list of eligible courses decided by the administration from time to time. That means the course menu in your district this year may be wider or narrower than the list above, and the District Programme Officer is the person who knows the current list.
Because the benefit is a training place rather than a fixed sum, the value of the benefit varies with the course. A two-year D.Ed placement is worth considerably more than a short beautician course. The official description does not publish a single maximum rupee figure, and no figure should be assumed.

How to apply for Mukhya Mantri Mahila Sashaktikaran Yojana
- Contact the District Programme Officer of the Women and Child Development Department in your district. This office is the nodal point for the scheme and holds the current list of approved courses and training institutes.
- Or call the Women Helpline 181, which operates across Madhya Pradesh under Mission Shakti. The helpline can record the case and refer it to the district office.
- Or approach a One Stop Centre (Sakhi Kendra) or a Shakti Sadan shelter. Women already receiving shelter, counselling or legal aid from these services are routinely referred into the scheme by the centre administrator.
- Submit the application form with your identity proof, residence proof and the document that establishes your distress category.
- Attend the counselling and course selection, where the district office matches your education level and interest to an available course.
- Join the training institute on the admission letter issued by the department, and keep the acknowledgement of your application safe until the placement is confirmed.
There is no self-service online application portal for this scheme on the department website. Any site claiming to take an online application for Mukhya Mantri Mahila Sashaktikaran Yojana in exchange for a fee should be treated as fraudulent.
What related support is available alongside this scheme?
Mukhya Mantri Mahila Sashaktikaran Yojana usually sits alongside other services the same department runs, and a woman in distress is often entitled to more than one of them at the same time:
- Women Helpline 181, the round-the-clock helpline for women in Madhya Pradesh, run under Mission Shakti.
- One Stop Centre (Sakhi), integrated support under one roof: police assistance, medical aid, legal aid, counselling and temporary shelter for women affected by violence.
- Shakti Sadan, shelter homes for women in difficult circumstances, providing shelter, food, clothing, health facilities, legal advice and rehabilitation support. Madhya Pradesh operates 14 Shakti Sadan facilities across 13 districts. Shakti Sadan was established under Mission Shakti in July 2022, replacing the earlier Swadhar Greh scheme, and is funded on a 60:40 centre-state basis.
- Shaurya Dal: village and ward-level volunteer groups formed by the department to act against violence and discrimination locally.
A woman calling 181 does not need to know which scheme she qualifies for. The helpline and the One Stop Centre are designed to route the case to whichever service fits, including this scheme.
Common reasons an application does not proceed
- No documentary basis for the distress category. The single most common obstacle. A referral letter from a Protection Officer, One Stop Centre administrator or Shakti Sadan superintendent usually resolves it.
- Course entry qualification not met, a woman who has not completed higher secondary cannot be placed in a B.Ed or nursing course. The district office should then offer a short-term course instead of rejecting the case.
- No training institute currently empanelled in that district for the chosen course, in which case the applicant may have to accept a different course or a placement in another district.
- Residence outside Madhya Pradesh.
Help and grievance redressal

No fee is charged for admission to Mukhya Mantri Mahila Sashaktikaran Yojana. The department bears the training cost, and no agent is authorised to collect money for placing a woman in the scheme.
