Kalyani Sahayata Yojana (Madhya Pradesh Labour Welfare Board)
Madhya Pradesh state government scheme
Kalyani Sahayata Yojana of the Madhya Pradesh Labour Welfare Board pays regular financial assistance to the widow of a worker who died while employed in a factory or establishment covered by the MP Shram Kalyan Nidhi Adhiniyam, 1982. The money is released twice a year, after June and December, and the widow must file a fresh non-remarriage affidavit every year.
What is Kalyani Sahayata Yojana of the Madhya Pradesh Labour Welfare Board?
Kalyani Sahayata Yojana is a survivor benefit paid by the Madhya Pradesh Shram Kalyan Mandal, the state's Labour Welfare Board, to the widow of a worker who died while in employment. Madhya Pradesh uses the word Kalyani rather than "vidhwa" across its welfare schemes, and the same word gives this scheme its name.
The Board draws its funds and its powers from the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982. Notified factories and establishments in the state deduct a periodic contribution from employees, add an employer share, and remit it to the Labour Welfare Fund. Kalyani Sahayata is one of the recurring items that fund pays for, alongside marriage assistance, funeral assistance, the academic scholarship and the education incentive award.
Unlike a one-time grant, Kalyani Sahayata is paid twice a year; after the end of June and after the end of December. In exchange for that continuing payment, the Board requires the recipient to file an affidavit every year confirming that she is alive and has not remarried.
Kalyani Sahayata Yojana is delivered as a notified service under the Madhya Pradesh Public Services Guarantee Act, 2010, where it appears as service 2.35. That gives the applicant a legally enforceable decision timeline of 30 working days and a right of appeal.
Key features
- Run by the Madhya Pradesh Shram Kalyan Mandal under the Labour Department.
- Only for widows of workers in establishments covered by the 1982 Act.
- Paid half-yearly, after June and after December.
- Continues only while the widow remains unmarried and files the annual affidavit.
- Paid into the widow's own bank account, not a family account.
Who is eligible for Kalyani Sahayata?
You can claim the assistance if:
- Your late husband was working as a worker or employee in a factory or establishment in Madhya Pradesh covered by the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982.
- The establishment was depositing the prescribed contribution to the Madhya Pradesh Shram Kalyan Mandal.
- You are the widow of that worker and have not remarried.
- You can produce the worker's death certificate.
- You have a bank account in your own name with a legible passbook page showing the account number and IFSC code.
- The application carries the signature of the employer or manager of the establishment where your husband worked.
You are not eligible if:
- You have remarried. The affidavit of non-remarriage is a hard condition of both the initial sanction and every subsequent renewal.
- Your late husband's establishment was outside the coverage of the 1982 Act, for example a purely agricultural holding, a domestic employer or a unit in another state: or the contribution was not being deposited.
- You are already receiving Kalyani pension assistance from another institution or department. The declaration on the form asks you to certify that you are not.
- The application is incomplete. The form's own note says incomplete applications will be cancelled rather than kept pending.
- You are the widow of a construction worker registered with the Building and Other Construction Workers Welfare Board rather than a covered factory or establishment worker. That board runs a separate set of survivor benefits.
There is no caste condition. The form records the applicant's category as SC, ST, OBC or general only for the record.
What documents are required for Kalyani Sahayata?
| Document | Mandatory | Notes |
|---|---|---|
| Prescribed application form | Yes | Signed by the applicant and by the employer or manager |
| Affidavit of non-remarriage | Yes | Renewed every year with proof of being alive |
| Bank passbook first page | Yes | Account in the Kalyani's own name; name, number and IFSC legible |
| Death certificate of the worker | Yes | Photocopy |
| Aadhaar card | Yes | Attached with the application |
| PF or ESI card of the deceased | No | Self-attested copy, only if the worker held one |
The prescribed form also asks for the applicant's Samagra ID, the full name and address of the establishment where the deceased worked, its computer contribution code number, telephone number and email, the worker's date of appointment, the post held before death, the monthly wage before death, the date, place and cause of death, the number of sons and daughters currently with the applicant, and the Aadhaar number and bank details of the Kalyani. The verifying employer or manager has to give an email, mobile number and designation.
How to apply for Kalyani Sahayata Yojana
- Collect the death certificate of your late husband and his PF or ESI card if he held one.
- Approach the establishment where he worked and ask the employer or manager to fill in the establishment portion of the form — the contribution code number, the date of appointment, the post and the last monthly wage, and to sign and verify it.
- Get an affidavit sworn stating that you have not remarried, and keep a copy. This is a separate paper from the application itself.
- Complete the prescribed form for service 2.35 to Kalyani Sahayata Yojana (Shram Kalyan Mandal), including your Samagra ID, Aadhaar number and bank account details.
- Attach the affidavit, the death certificate copy, the bank passbook first page, the Aadhaar copy and the PF or ESI copy.
- Submit the application at a Lok Seva Kendra, MPOnline kiosk or CSC, or file it online yourself on the MP e-District public services portal. Assisted filing costs the notified fee of Rs 20 plus the statutory fee; filing yourself online is free.
- Keep the acknowledgement with the application number. The department must decide within 30 working days.
How to apply offline through the Board
- The prescribed form allows the application to be handed in at the regional office of the Madhya Pradesh Shram Kalyan Mandal, at a Shram Kalyan Kendra, at a Lok Seva Kendra or at a Kaushal Unnayan Kendra. Whichever is nearest is a valid receiving point.
- Take the signed form with all annexures and ask for a dated receipt.
- Ask the same office for the current sanctioned rate of Kalyani Sahayata and for the date on which the next half-yearly release will be processed.
How is the money paid, and when?
The assistance is credited to the Kalyani's own bank account. The Board releases it twice in a year; after the end of June and after the end of December. That means a case sanctioned in, say, August will normally see its first credit in the release that follows the end of December, not immediately after sanction.
Because the payment is half-yearly, a gap of a few months between sanction and the first credit is normal and is not by itself a sign that something has gone wrong. What is worth checking is that the bank account is active and that the name on the account matches the name on the application.
What has to be done every year?
Every year the recipient must send the office, along with the application, an affidavit that she is alive and has not remarried. The Board's instruction on the form is explicit about this. A widow who stops filing the yearly affidavit will find the half-yearly release stops as well, and restoring it takes longer than filing on time.
Set a reminder for a month before each June and December release and file the affidavit ahead of the cycle rather than after a payment is missed.
How do I check the status of the application?
Use the application status option on the MP e-District public services portal with the acknowledgement number from your receipt. The record moves through registered, under verification, sanctioned or rejected. Once sanctioned, the bank credit at the next half-yearly release is the practical confirmation.
If 30 working days pass with no decision, the Public Services Guarantee Act gives a first appeal to the designated appellate officer for service 2.35, and a second appeal after that.
Why do Kalyani Sahayata applications get rejected?
- Employer verification missing. Without the establishment's signature the Board cannot confirm that the deceased was a covered worker.
- Establishment not covered by the 1982 Act, or contribution not deposited.
- Non-remarriage affidavit not attached, or not renewed in a later year.
- Death certificate not produced.
- Bank account not in the applicant's own name, or the passbook copy illegible.
- Incomplete form, which the Board cancels outright.
- Duplicate Kalyani assistance already being drawn from another department.
Where do I complain if something goes wrong?
Raise the matter first with the regional office of the Madhya Pradesh Shram Kalyan Mandal that received your form, quoting the application number and the date of filing. If nothing moves, file a first appeal under the Madhya Pradesh Public Services Guarantee Act, 2010 against the designated officer for service 2.35, and register a parallel complaint on the Madhya Pradesh CM Helpline at 181.
No fee beyond the notified Lok Seva Kendra charge is payable. Nobody is authorised to take money from a widow to "get the Kalyani assistance sanctioned", and any such demand should be reported to the regional office and to 181.

Frequently asked questions
Who is eligible for Kalyani Sahayata Yojana of the Labour Welfare Board?
The widow — called a Kalyani in Madhya Pradesh — of a worker or employee who was working in a factory or establishment covered by the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982 at the time of death. The establishment must have been depositing the prescribed contribution to the Shram Kalyan Mandal.
How often is the money paid?
Twice a year. The prescribed form states that the Kalyani assistance amount is paid after the end of the months of June and December, which makes it a half-yearly release rather than a monthly pension.
What has to be done every year to keep it running?
Every year the recipient must submit an affidavit that she is alive and has not remarried, along with the application to the office. Missing this annual affidavit is the usual reason a running case stops.
Who cannot claim this assistance?
A widow who has remarried is not eligible, and neither is the widow of a worker whose establishment was outside the Madhya Pradesh Shram Kalyan Nidhi Adhiniyam, 1982 or was not depositing the contribution. The declaration in the form also rules out a person already receiving Kalyani pension assistance from another institution or department.
How much does the scheme pay?
The Madhya Pradesh Shram Kalyan Mandal notifies the rate, and the current amount is not published on the state's public service pages. Ask the Board's regional office or the Lok Seva Kendra for the sanctioned rate rather than relying on a figure from a private website.
Where can the form be submitted?
At the regional office of the Board, a Shram Kalyan Kendra, a Lok Seva Kendra or a Kaushal Unnayan Kendra. The prescribed form names all four as valid receiving points, so a widow does not have to travel to Bhopal.
How long does the department take?
30 working days in both urban and rural areas. Kalyani Sahayata Yojana is notified as service 2.35 under the Madhya Pradesh Public Services Guarantee Act, 2010, so the timeline is legally enforceable.
Is there a fee?
Filing online yourself is free. A Lok Seva Kendra, MPOnline kiosk or CSC charges the notified service fee of Rs 20 plus the statutory fee for assisted filing. Nothing else is payable to anyone.
