What is Kanya Saksharta Protsahan Yojana for Scheduled Caste girls?

Kanya Saksharta Protsahan Yojana, in Hindi "कन्या साक्षरता प्रोत्साहन योजना", is a girl-child education incentive of the Scheduled Caste Welfare Department (Anusuchit Jati Kalyan Vibhag) of the Government of Madhya Pradesh. The scheme pays a one-time cash incentive to a Scheduled Caste girl at the exact points where girls most often leave school: the move out of primary into middle school, and the move out of Class 10 into higher secondary.

Madhya Pradesh's consolidated school-scholarship listing, maintained for the MP Shiksha Portal, records the Class 11 slab of this scheme at Rs 3,000, payable to a girl who has passed Class 10 and taken admission in Class 11. The earlier milestone slab is smaller: Rs 500 on passing Class 5 and joining Class 6. State scheme descriptions also refer to an intermediate slab of about Rs 1,000 at the Class 8 to Class 9 transition, though that figure is not confirmed on the department's own current listing, so treat it as indicative and confirm it at your school before relying on it.

The scheme has run since the 2014-15 academic session and is delivered jointly by the Scheduled Caste Welfare Department, which owns the scheme and the money, and the School Education Department, whose Shiksha Portal carries the student record and processes the payment.

Why the design looks like this

  • The payment is one-time per milestone, not monthly, because it is meant to land at the moment a family pays admission fees and buys a new set of books.
  • The payment is made to the girl's own bank account, which is deliberate: it makes the girl the named beneficiary and creates a bank record in her name.
  • The payment is conditional on admission, not on passing. A Class 10 pass alone does not qualify. The department is buying the next enrolment, not rewarding the last result.
  • There is no merit cut-off published. Coverage, not selection, is the goal.

Who is eligible for Kanya Saksharta Protsahan Yojana?

A girl student can claim the incentive if:

  • She belongs to a Scheduled Caste notified for Madhya Pradesh and holds a valid SC certificate from the Sub-Divisional Officer or the competent revenue authority.
  • She is a permanent resident of Madhya Pradesh.
  • She has passed the milestone class; Class 5 for the Rs 500 slab, Class 10 for the Rs 3,000 slab.
  • She has taken regular admission in the next class in a recognised school and is mapped to that school on the MP Shiksha Portal.
  • Her Samagra e-KYC is complete and her bank account is in her own name and Aadhaar-seeded.

Who cannot apply or is not eligible:

  • Boys. The scheme is restricted to girl students.
  • Scheduled Tribe girls cannot claim under this head. The Tribal Affairs Department runs its own Kanya Saksharta Protsahan Yojana for ST girls through MPTAAS at tribal.mp.gov.in, and ST girls should apply there.
  • Other Backward Class, minority and general category girls are not eligible. The Backward Classes and Minorities Welfare Department operates separate scholarship heads for those students.
  • Girls who are not permanent residents of Madhya Pradesh, even if they hold an SC certificate issued by another state.
  • Girls who did not continue to the next class. The incentive follows admission.
  • Girls whose parent or guardian is an income-tax assessee, an exclusion the state scholarship listing records against this head.
  • Girls who have already drawn the same milestone slab. A repeat claim is rejected as a duplicate.

What documents are required?

Document Mandatory Notes
Scheduled Caste certificate Yes From the SDO or competent MP revenue authority; digital certificate preferred
Samagra ID Yes The Shiksha Portal identifies the student by Samagra member ID
Samagra e-KYC Yes Aadhaar-based, must show complete before sanction
Previous class marksheet Yes Proof of passing the milestone class
Admission proof for the next class Yes The incentive is conditional on actual admission
Aadhaar card Yes e-KYC and bank seeding
Bank passbook in the girl's name Yes DBT credit goes to the student, not a parent
MP residence proof No Usually satisfied by the Samagra family record

How to apply for Kanya Saksharta Protsahan Yojana

  1. Get the Scheduled Caste certificate if the girl does not already hold one. Apply at the tehsil or through praman.samagra.gov.in, and use the digital certificate number, because the portal validates it automatically.
  2. Check the Samagra record. Confirm the girl has a 9-digit Samagra member ID and that her name, date of birth and gender match her Aadhaar and school record. Correct the Samagra record first if anything differs, since the Shiksha Portal reads from it.
  3. Complete Samagra e-KYC with the Aadhaar-linked mobile number, or at a Common Service Centre or MP Online kiosk if the mobile number is not linked.
  4. Open a bank account in the girl's own name and ask the branch to Aadhaar-seed it, which is a separate request from handing over a photocopy.
  5. Take admission in the next class and make sure the school has enrolled the girl on the Shiksha Portal for the current session, mapped to that school.
  6. Ask the school's scholarship in-charge to file the claim under Kanya Saksharta Protsahan Yojana on shikshaportal.mp.gov.in, submitting the caste certificate, marksheet, admission record and bank details.
  7. Note the application or reference number the portal generates and check the status yourself using the student services section with the Samagra ID.

How much is paid and when?

The incentive is a single payment per milestone: Rs 500 on admission to Class 6, and Rs 3,000 on admission to Class 11. There is no instalment structure and no renewal. Payment is released after the school's entry is verified and the department sanctions the session's list, which is why the credit generally arrives some weeks or months after admission rather than on the day of admission.

A girl who continues past Class 11 should not wait for another payment under this head. She should look instead at the post-matric scholarship for Scheduled Caste students, at the free textbook and uniform schemes for school classes, and at the Scheduled Caste Welfare Department's hostel and pre-examination coaching schemes for higher study.

How to check the application and payment status

  1. Open shikshaportal.mp.gov.in and go to the student services or scholarship section.
  2. Enter the student's Samagra member ID for the current academic session.
  3. Read the stage shown — entry pending at school, verified, sanctioned, or paid. The stage tells you exactly whose desk the file is on.
  4. If the status shows sanctioned but not credited, check the account number and IFSC saved in the record and confirm with the bank that the account is active and Aadhaar-seeded.

Why claims fail, and how to fix them

  • Caste certificate not valid or not traceable. Get a fresh SC certificate issued and have the school update the record.
  • Samagra e-KYC incomplete. This is the single commonest silent failure in MP school scholarships. The application looks filed, and nothing is ever paid.
  • Name or date-of-birth mismatch across Samagra, Aadhaar, the caste certificate and the school register. Correct the Samagra record first.
  • Bank account in a parent's name, or an account not Aadhaar-seeded, which makes the DBT bounce back.
  • Admission not reflected on the portal. The school has not mapped the girl to the new class for the session; only the school can fix this.
  • Claim filed for a milestone already drawn, which is rejected as a duplicate.
  • School did not file at all. A parent who assumes the school has done it, and never checks the portal, is the most common reason an eligible girl misses the money.

Key dates and grievance route

Kanya Saksharta Protsahan Yojana has no fixed statewide last date published for students. In practice the cycle follows the school calendar: results in April and May, admissions from June, portal entry and verification through the following months of the session. Apply as soon as admission is confirmed rather than waiting for the year to end, because sanction depends on the session's entry window staying open.

  • School scholarship in-charge: the first and usually the fastest fix, since most failures are portal entry errors.
  • District Scheduled Caste Welfare office: the sanctioning authority for the scheme.
  • Samagra portal: samagra.gov.in for e-KYC and record corrections.
  • Madhya Pradesh CM Helpline: 181, for complaints the school and district office have not settled.

No fee is payable to any agent for having a name added to the beneficiary list. Kiosks may charge only the government-notified service charge for assisted e-KYC. Keep the Samagra ID, the caste certificate number and the bank account details together, because those three answer nearly every question an officer will ask.

Documents required

Scheduled Caste certificate
Issued by the Sub-Divisional Officer or the competent revenue authority in Madhya Pradesh. The digital caste certificate from praman.samagra.gov.in is preferred because the portal validates it automatically.
Samagra ID of the student
The MP Shiksha Portal identifies every student by 9-digit Samagra member ID; a girl missing from the family Samagra record cannot be mapped.
Samagra e-KYC
Aadhaar-based e-KYC on the Samagra portal must show as complete, otherwise the sanction stops even when the application is correct.
Previous class marksheet
Proof of passing the milestone class that triggers the incentive.
Proof of admission to the next class
The incentive is conditional on actual, regular admission, not merely on passing.
Aadhaar card
Needed for e-KYC and for Aadhaar-seeding the bank account.
Bank passbook in the girl's own name
The incentive is credited to the student's account, not a parent's, and the account must be Aadhaar-seeded.
Madhya Pradesh residence proofoptional
Normally satisfied by the family's Samagra record.

Frequently asked questions

How much does Kanya Saksharta Protsahan Yojana pay a Scheduled Caste girl?

The scheme pays a one-time incentive at each milestone, Rs 500 when a girl passes Class 5 and takes admission in Class 6, and Rs 3,000 when she passes Class 10 and takes admission in Class 11. Madhya Pradesh's consolidated scholarship listing records the Rs 3,000 Class 11 incentive as the largest slab under this head.

Who is eligible for Kanya Saksharta Protsahan Yojana in Madhya Pradesh?

A Scheduled Caste girl who is a permanent resident of Madhya Pradesh, has passed the milestone class, and has taken regular admission in the next class is eligible. There is no merit percentage cut-off published for this incentive, and the state listing records that the parent or guardian must not be an income-tax assessee.

Do boys get this incentive?

No. Kanya Saksharta Protsahan Yojana is restricted to girl students by design, since its stated purpose is to stop girls dropping out at the transition between school stages.

Is this the same scheme as the one for Scheduled Tribe girls?

No, it is a parallel scheme. The Tribal Affairs Department runs Kanya Saksharta Protsahan Yojana for Scheduled Tribe girls through the MPTAAS portal, while Scheduled Caste girls are covered by the Scheduled Caste Welfare Department through the MP Shiksha Portal. The Class 11 amount of Rs 3,000 is the same in both.

Do I have to apply myself, or does the school do it?

The school files the claim on the MP Shiksha Portal using the student's Samagra ID; there is no separate student login for school-stage scholarships in Madhya Pradesh. Your job is to make sure the caste certificate, Samagra e-KYC and bank account details in the record are correct and complete.

Does the money come to the girl or to her parents?

The incentive is credited by Direct Benefit Transfer to the girl student's own Aadhaar-seeded bank account. If she has no account, opening one in her name is the first practical step, because payment into a parent's account is not the standard route.

Can a girl claim the incentive more than once?

Yes, but only once per milestone. A girl can receive the Class 6 slab in one year and the Class 11 slab years later, but a second claim for the same milestone is rejected as a duplicate.

How do I check whether the incentive has been sanctioned?

Use the student services section of shikshaportal.mp.gov.in with the student's Samagra ID to see the scholarship or benefit status for the current session. The school's scholarship in-charge can pull the same screen for you.
