What is a labour card in Madhya Pradesh?

A labour card in Madhya Pradesh is not a single document but proof of registration with a state welfare board. Madhya Pradesh runs two boards that matter to a working-class household. The Madhya Pradesh Building and Other Construction Workers Welfare Board, headquartered at Bhopal and listed on labour.mp.gov.in among the state's welfare boards, registers building and construction workers under Section 12 of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act 1996. The Unorganised Urban and Rural Workers Welfare Board, constituted under the Madhya Pradesh Asangathit Karmkar Kalyan Act 2003, registers everyone else in the unorganised sector.

Madhya Pradesh has merged the front door to both. Since 2018 the state has run the Mukhyamantri Jan Kalyan (Sambal) Yojana, now in its Sambal 2.0 version, and the registration portal sambal.mp.gov.in carries the header "असंगठित शहरी एवं ग्रामीण कर्मकार कल्याण मण्डल, श्रम विभाग, मध्‍यप्रदेश शासन". Departmental orders published on that portal deal explicitly with registration under both the Sambal scheme and the Madhya Pradesh Building and Other Construction Workers Welfare Board together; including a joint order exempting certain workers from Aadhaar authentication for both. In practice, a construction worker in Madhya Pradesh who says "I need a labour card" is asking for a Sambal registration recorded against the construction workers board.

The Building and Other Construction Workers Welfare Board is funded by a 1 per cent cess on the cost of construction, collected under the Building and Other Construction Workers Welfare Cess Act 1996. That cess money exists only to be spent on registered workers, which is the practical reason to register: an unregistered mason has no claim on it.

Who can and who cannot apply?

You can apply if you are between 18 and 60 years of age, live in Madhya Pradesh, and earn your living as an unorganised worker: mason, helper, bar bender, carpenter, plumber, painter, road or canal worker, brick worker, electrician on construction sites, or any of the trades listed in the schedule to the Building and Other Construction Workers Act 1996. For registration specifically as a construction worker beneficiary, Section 12 of that Act adds a further test: at least 90 days of building or other construction work during the preceding 12 months.

You cannot apply if you are below 18 or have completed 60 years. The Act sets both ends of the age band, and 60 is the point at which the worker moves from registration to pension rather than fresh enrolment. You are also not eligible if you are an income-tax payer, a regular government or public-sector employee, or already a member of another welfare fund covering the same risks. Madhya Pradesh's Sambal criteria additionally exclude households that do not meet the scheme's economic tests, and the state's circulars on family-member eligibility govern how many members of one household can be registered.

A worker registered as an unorganised worker under the 2003 state Act is not automatically a beneficiary of the construction workers board. If your work is genuinely construction, say so on the form and produce the 90-day work proof, because the construction board's benefits sit behind that classification.

What documents are required?

Madhya Pradesh's registration flow is built on the Samagra database, so the Samagra family ID or Samagra member ID comes first. The online form at sambal.mp.gov.in will not proceed without one. Aadhaar follows, because Sambal 2.0 completes registration through Aadhaar e-KYC. Proof of age, a bank passbook in the worker's own name, and proof of residence in the village panchayat or urban ward complete the core set. A construction worker should also carry a contractor's letter, site register extract or a certificate from the Panchayat Secretary showing 90 days of construction work in the last year.

Keep the bank details accurate. All Sambal assistance is disbursed by electronic payment order straight into the worker's account, and the portal's own dashboards track EPOs district-wise and local-body-wise. A wrong IFSC is the single most common reason a sanctioned amount does not arrive.

How to apply for a labour card in Madhya Pradesh online

  1. Open sambal.mp.gov.in and click "पंजीयन हेतु आवेदन करें" on the home page, or go directly to the worker registration e-KYC page under Public / Survey.
  2. Enter your Samagra ID or Samagra member ID and fetch your family record. Check that the name, date of birth and family members shown match your documents: errors here have to be fixed in Samagra, not in the Sambal form.
  3. Complete Aadhaar e-KYC for the worker being registered. If you have an order exempting you from Aadhaar authentication, take that route at the local body instead.
  4. Fill the worker details: trade or occupation, present address, marital status, disability status and bank account with IFSC — and upload the supporting documents.
  5. Submit and note the application number the portal returns. Keep it; every later status check and appeal uses it.
  6. Wait for physical verification. The Gram Panchayat Secretary in a rural area, or the Ward In-charge in a municipal area, verifies the worker before the registration is approved and the card is generated.

How to apply offline at the Gram Panchayat or ward office

  1. Go to your Gram Panchayat office (rural) or the ward office of your Nagar Panchayat, Nagar Palika or Nagar Nigam (urban) with your Samagra ID, Aadhaar, bank passbook and work proof.
  2. Fill the worker registration form there. The Panchayat Secretary or Ward In-charge enters the same application into the Sambal portal on your behalf, there is no separate paper register.
  3. Sit for the verification by the same officer, collect your acknowledgement, and track the application number online afterwards.

This offline route matters because a large share of Madhya Pradesh's construction workers do not have a smartphone, and the portal is designed for the local body to key in the application.

How do you check the application status?

Use the "आवेदन की स्थिति" link on sambal.mp.gov.in with your application number, or the "हितग्राही विवरण" box with your Sambal or Samagra member ID to see the current registration record. Madhya Pradesh also publishes two useful public lists on the same portal: the village-wise and ward-wise list of Sambal applications pending verification, and the list of registered workers whose Aadhaar e-KYC is still pending. If your name is on either list, your file is stuck at that step, and the person who has to clear it is your Panchayat Secretary or Ward In-charge.

What does it cost, and what about agents?

Madhya Pradesh does not advertise a citizen-facing charge for Sambal registration on sambal.mp.gov.in, and lodging the application at the Gram Panchayat or ward office is a departmental service. Section 12 of the Building and Other Construction Workers Act 1996 caps any prescribed registration fee at fifty rupees, so no legitimate registration in this state costs hundreds of rupees. Apply directly on the official portal or at the local body, pay only what an official receipt records, and treat anyone demanding ₹300, ₹500 or a share of a future benefit as what they are, a middleman with no role in the process. Madhya Pradesh runs a labour helpline on 18002338888 and the Sambal helpline on 0755-2700800; use them rather than an agent.

Why are Madhya Pradesh labour card applications rejected?

Most rejections trace to four causes. First, a Samagra record that does not match the documents. A different spelling, a wrong date of birth, or a family member not linked. Second, failed or incomplete Aadhaar e-KYC. Third, failed physical verification, where the Panchayat Secretary or Ward In-charge cannot confirm the worker actually does the work claimed or actually lives in that ward. Fourth, an eligibility bar, an income-tax payer, a government employee, or a household that does not meet the Sambal criteria.

Madhya Pradesh has built an appeal into the same portal rather than sending workers back to square one. The "संबल पंजीयन अपील" and "अपील हेतु आवेदन करें" links let a worker whose registration was cancelled or held ineligible re-apply with corrected details, and the department has issued circulars specifically on appeals and correction of discrepancies. Use that route before paying anyone to "fix" a rejection.

What do the benefits look like once you are registered?

Sambal's published assistance, as listed on the state portal, includes ₹5,000 as funeral (antyeshti) assistance, ₹2 lakh on the natural death of a registered worker, ₹4 lakh on accidental death, ₹1 lakh for partial permanent disability and ₹2 lakh for permanent disability. Registered construction workers additionally access the schemes of the Madhya Pradesh Building and Other Construction Workers Welfare Board, funded from the construction cess. Payments run through the portal's electronic payment order system directly to the worker's bank account, which is why the account and e-KYC steps are not optional formalities.

Where do you complain if nothing moves?

Start with the office that is holding the file, the Gram Panchayat Secretary or the ward office. If the file does not move, call the Sambal helpline on 0755-2700800, or the Madhya Pradesh labour helpline on 18002338888, quoting your application number and the local body name. The Labour Department's district Labour Officer is the next escalation, and the appeal facility on sambal.mp.gov.in is the formal route for a rejected registration. Keep your acknowledgement and the date of every visit; a dated record is what makes a grievance actionable.

Documents required

Samagra ID or Samagra member ID
Madhya Pradesh's Sambal registration form opens with the Samagra family ID or member ID. Without a Samagra entry the application cannot be started, so get the family added to Samagra at the Gram Panchayat or ward office first.
Aadhaar number for e-KYC
Sambal 2.0 authenticates the worker through Aadhaar e-KYC. The Labour Department has issued separate orders exempting specific workers from Aadhaar authentication for both Sambal and Building and Other Construction Workers Welfare Board registration, so a worker without Aadhaar should raise the case at the local body rather than abandon the application.
Proof of age
The applicant must be 18 or older and below 60. A school certificate, birth certificate or the date of birth already recorded in Samagra is used.
Bank account passbook
All Sambal assistance is paid by electronic payment order into the worker's own bank account, so the account number and IFSC must be correct and the account active.
Proof of residence in Madhya Pradesh
Ration card, voter ID, electricity bill or the Samagra address entry showing the village panchayat or urban ward the worker lives in.
Employer or contractor certificate of 90 days of construction workoptional
Section 12 of the Building and Other Construction Workers Act 1996 makes 90 days of construction work in the preceding 12 months the test for registration as a beneficiary of the construction workers board. A contractor letter, site register entry or a certificate from the Panchayat Secretary is the usual proof.
Passport-size photographoptional
Used for the card. The online flow can also capture the photo at the local body during verification.

Frequently asked questions

What is a labour card in Madhya Pradesh?

A labour card in Madhya Pradesh is proof that a worker is registered with a state welfare board — the Madhya Pradesh Building and Other Construction Workers Welfare Board for construction workers, or the Unorganised Urban and Rural Workers Welfare Board for other unorganised workers. Madhya Pradesh issues this registration through the Sambal portal, and the resulting card is commonly called the Sambal card.

Where do I apply for a labour card in Madhya Pradesh?

Apply on sambal.mp.gov.in using the "पंजीयन हेतु आवेदन करें" link, or hand the same application in at your Gram Panchayat or urban body ward office. Both routes end in the same place: the Panchayat Secretary or Ward In-charge physically verifies the worker before the registration is approved.

Who is eligible for a Madhya Pradesh labour card?

A worker aged 18 to 60 who lives in Madhya Pradesh, works in the unorganised sector, is not an income-tax payer and is not a government employee is eligible. For registration specifically as a construction worker under the Building and Other Construction Workers Act 1996, the worker must also have worked at least 90 days in construction in the previous 12 months.

How much does the labour card cost in Madhya Pradesh?

Madhya Pradesh does not publish a citizen-facing charge for Sambal registration on sambal.mp.gov.in, and applying at the Gram Panchayat or ward office is a departmental service. Pay only what the official portal or the office receipt states, and never pay an agent to "get you registered faster".

What do I get with a Madhya Pradesh labour card?

Registered Sambal workers get ₹5,000 funeral assistance, ₹2 lakh on natural death, ₹4 lakh on accidental death, ₹1 lakh for partial permanent disability and ₹2 lakh for permanent disability, as listed on sambal.mp.gov.in, plus the welfare schemes run by the construction workers board.

How do I check my Madhya Pradesh labour card application status?

Use the "आवेदन की स्थिति" and "हितग्राही विवरण" links on sambal.mp.gov.in and enter your Sambal or Samagra member ID. The portal also publishes village-wise and ward-wise lists of applications pending verification and of workers pending Aadhaar e-KYC.

What if my Madhya Pradesh labour card application is rejected?

Madhya Pradesh runs a formal appeal on the same portal — the "संबल पंजीयन अपील" and "अपील हेतु आवेदन करें" links let a worker whose registration was cancelled or declared ineligible apply again with corrected details, under departmental circulars on appeals and error correction.

Does the Madhya Pradesh labour card need renewal?

Sambal registration is not a yearly-fee membership like some other states, but Madhya Pradesh requires registered workers to complete Aadhaar e-KYC and physical verification, and the portal publishes lists of workers whose e-KYC or verification is still pending. Complete these when your name appears, or benefit payments stall.
