What is the Madhya Pradesh Kailash Mansarovar Yatra Scheme?

The Kailash Mansarovar Yatra Scheme of Madhya Pradesh is a reimbursement scheme, not a travel scheme. It is run by the Department of Religious Trusts and Endowments (Dharmasva evam Dharmik Nyas Vibhag), and it repays part of what a Madhya Pradesh pilgrim spends on the Kailash Mansarovar Yatra to Mount Kailash and Lake Mansarovar in Tibet.

Understanding the division of roles is the single most important thing about this scheme. The Ministry of External Affairs, Government of India organises the Kailash Mansarovar Yatra itself. The MEA invites applications each year at kmy.gov.in, holds a computerised random draw to select pilgrims, arranges the batches through the Kumaon Mandal Vikas Nigam route via Lipulekh and the Sikkim Tourism Development Corporation route via Nathu La, and handles the medical screening at Delhi. Madhya Pradesh has no role in that selection at all.

What Madhya Pradesh does is pay part of the bill afterwards. According to the scheme details, the state government reimburses 50 per cent of the total expenses incurred during the Kailash Mansarovar Yatra, up to a maximum of Rs 30,000 per pilgrim, on submission of the required certificates and documents. The grant is once in a lifetime per individual, and it is disbursed by the office of the District Collector after verification.

Several Indian states run similar reimbursement schemes. Madhya Pradesh's version sits with the same department that runs Mukhyamantri Teerth Darshan Yojana, the Sindhu Darshan scheme for Ladakh, the Hinglaj Devi temple pilgrimage to Pakistan and the Sita Temple journey to Sri Lanka.

Who can and cannot claim the Kailash Mansarovar reimbursement?

You can claim if:

  • You are a domicile of the state of Madhya Pradesh and can produce a domicile certificate.
  • You were selected by the Ministry of External Affairs for the Kailash Mansarovar Yatra through its annual process, and hold the selection letter.
  • You are not an income tax payer.
  • You have actually completed the yatra and can evidence it.
  • You have not claimed this grant before, the entitlement is once in a lifetime.
  • You hold receipts for the expenditure you are claiming against.

You cannot claim if:

  • You are not a Madhya Pradesh domicile, even if you live and work in the state without domicile status.
  • You were not selected by the MEA and travelled to Kailash Mansarovar privately through a tour operator. The scheme is tied to the official yatra.
  • You pay income tax.
  • You have already received this grant in an earlier year.
  • You could not complete the yatra, for example, you were turned back at the Delhi medical screening or at Gunji. Where a yatra was cut short for reasons beyond the pilgrim's control, the Collector's office is the authority to decide, so raise it there with documentation rather than assuming.
  • You have no receipts, because the reimbursement is calculated as half of documented expenditure.

What documents are required?

Document Mandatory Notes
Madhya Pradesh domicile certificate Yes Core eligibility document
MEA selection letter Yes Proof of selection for the official yatra
Proof of completion of the yatra Yes Certificate or batch documentation
Original expense receipts Yes The claim is 50 per cent of documented spend
Non-income-tax declaration Yes Income tax payers are excluded
Aadhaar card Yes Identity, matching the selection letter
Bank passbook Yes For disbursement by the Collector's office
Passport copy No Supporting evidence of the journey

Keep every receipt from the moment you are selected, the KMVN or STDC package payment receipt, the MEA's own charges, and travel to and from Delhi. Pilgrims routinely lose part of the claim simply because receipts were not retained.

How to apply for the Madhya Pradesh Kailash Mansarovar reimbursement

  1. Apply to the Ministry of External Affairs first. Register at kmy.gov.in during the annual application window, which normally opens in the first months of the year for the summer yatra season. Selection is by computerised draw and is entirely the MEA's process.
  2. Complete the medical screening and the yatra. Selected pilgrims undergo medical tests in Delhi and, if cleared, travel with their batch. Retain every payment receipt along the way.
  3. Collect the completion documentation issued at the end of the yatra by the MEA or by the batch authority — KMVN for the Lipulekh route or STDC for the Nathu La route.
  4. Arrange your Madhya Pradesh domicile certificate if you do not already hold one. It is issued by the tehsildar and can also be applied for through MP e-District.
  5. Prepare the claim. Write a plain application addressed to the District Collector of your district, stating that you undertook the Kailash Mansarovar Yatra in the given year, the total amount spent, and the reimbursement claimed to 50 per cent of that amount, capped at Rs 30,000.
  6. Attach every document: domicile certificate, MEA selection letter, proof of completion, original expense receipts, non-income-tax declaration, Aadhaar and bank passbook copy.
  7. Submit the claim at the Collectorate and obtain a dated receipt with a diary number. The Collector's office verifies the records and disburses the grant to your bank account.

How to check the status of your claim

There is no online status tracker for the Madhya Pradesh reimbursement, because the claim is handled entirely at the district level:

  1. Quote the diary number from your Collectorate receipt at the Collector's office and ask which branch the file is with; normally the Dharmasva or general administration branch.
  2. If verification is complete but no credit has arrived, check the bank details on the file. A wrong IFSC is the usual cause.
  3. Escalate through the Additional Collector if the file is stuck.
  4. Register a complaint on the CM Helpline, 181, quoting the diary number, if there is no movement over a long period.

Why claims get rejected, and how to avoid it

  • Private tour instead of the official yatra. Pilgrims who travelled to Kailash through a commercial operator without MEA selection are outside the scheme. This is the most common misunderstanding.
  • No domicile certificate. A voter ID or ration card is not a substitute; the scheme text specifies domicile.
  • Missing receipts. Without evidence of expenditure, the 50 per cent calculation cannot be made and the claim is reduced or refused.
  • Income tax payer. Declared or discovered, this closes the case.
  • Second claim. The once-in-a-lifetime condition is checked against district records.
  • Name mismatch between the MEA selection letter, the domicile certificate and the bank account. Get one of them corrected before filing.

Frequently asked questions

How much does Madhya Pradesh reimburse for the Kailash Mansarovar Yatra?

Madhya Pradesh reimburses 50 per cent of the total expenses incurred on the Kailash Mansarovar Yatra, subject to a maximum of Rs 30,000 per pilgrim. The amount is released by the District Collector's office after the submitted records are verified.

Can I claim the Madhya Pradesh reimbursement more than once?

No. Each individual is eligible for the grant only once in a lifetime, even if they undertake the Kailash Mansarovar Yatra again in a later year.

Do I apply to the Madhya Pradesh government to go on the yatra?

No. Selection for the Kailash Mansarovar Yatra is done by the Ministry of External Affairs, Government of India, through its own annual application and computerised draw at kmy.gov.in. The Madhya Pradesh scheme only reimburses part of the cost after you are selected and have travelled.

Where is the reimbursement claim submitted?

The claim is submitted to the District Collector of your district in Madhya Pradesh. The Collector's office verifies the records and disburses the grant; there is no separate online portal for the claim.

Can an income tax payer claim this reimbursement?

No. Not being an income tax payer is an explicit condition of the Madhya Pradesh Kailash Mansarovar Yatra scheme, and a declaration to that effect is part of the claim.

What if my actual expenses were less than Rs 60,000?

You receive 50 per cent of what you actually spent, not the flat Rs 30,000. The Rs 30,000 is a ceiling, so it applies only where half of your documented expenditure exceeds that figure.

Is there any age limit for the Madhya Pradesh reimbursement?

The state scheme sets no separate age limit — the binding age conditions are the Ministry of External Affairs' own medical and age criteria for the yatra itself, which the pilgrim must already have met to be selected.

Which department runs the Madhya Pradesh scheme?

The Department of Religious Trusts and Endowments (Dharmasva evam Dharmik Nyas Vibhag) runs it, the same department that runs Mukhyamantri Teerth Darshan Yojana and the Sindhu Darshan scheme.
